As the locally elected Facility representative for the National Air Traffic Controllers

Association (NATCA), and a Controller here at Santa Barbara Tower, I look forward

to meeting you. I would like to help make your experience here successful. So,

In my elected capacity, I serve as the exclusive representative between management

and each Air Traffic Control Bargaining Unit Employee at Santa Barbara Tower.

Management will provide you with an Annual Notice of Employee Representational

Santa Barbara Tower/TRACON Today

The state-of-the-art Santa Barbara Tower/TRACON was completed in 1998.

At 155 feet, the new tower is nearly twice as tall as its predecessor. Both the Tower

and the TRACON boast the STARS radar automation system. STARS is completely

digital, has triple back up redundancy and can track as many as 1,150 airborne aircraft

simultaneously. It is the most modern system available in the FAA.

The new cab boasts 525 square feet; and was designed collaboratively between labor

and management. The tower cab provides sweeping vistas of the Coastal Mountains

and the Pacific Ocean. You will find that the layout and appointments throughout the

rest of the facility provide ample work space for all employees; and are intended to

create a pleasant and efficient work environment.

The Santa Barbara Airport (SBA) is the original “focal point” of the facility. Santa

Barbara airport serves Air Carrier, Air Taxi, Business Jet, General Aviation and

Military customers. This diversity of clientele makes the traffic interesting and

challenging. The commercial segment of SBA provides Non-Stop service to: Dallas,

Denver, Las Vegas, Los Angeles, Phoenix, Portland, Salt Lake City, Sacramento, San

Francisco, San Jose, and Seattle, making Santa Barbara easily accessible to a

multitude of destinations.

In November 2005, SBA TRACON expanded the radar coverage to the north county

and acquired additional airspace. This allows our facility to provide approach control

services to the Santa Maria, San Luis Obispo, Vandenberg Air Force Base, Santa

Ynez, Lompoc and Oceano airports.

Santa Barbara ATCT falls under the jurisdiction of the Las Vegas District. The

following organizational chart depicts the structure of the District and the Santa

Barbara Tower Management Team.

Mark A. Tellier is the Air Traffic Manager and has 27 years of FAA experience in

Southern California. Todd A. Smith is the Assistant Air Traffic Manager, also with

27 years of FAA experience in Southern California. We currently have 4 Front Line

Managers, who supervise 15 CPCs and 15 Developmentals. The Developmentals are

trained by CPCs, and also an experienced contract staff.

Policies

Reporting for Duty

Employees are expected to report for work in a condition that allows them to function

at their highest level. In the event of an unplanned absence, notification shall be made

to the front office (805) 681-0534 for administrative shifts and to the Operational

Supervisor in Charge (805) 681-0116 for operational shifts.

Hours of Duty

The control tower is open from 6 am until 11 pm. Administrative shifts may vary but

are generally from 7:30 am until 4 pm. This allows a half-hour lunch.

Parking

Parking is allowed anywhere around the perimeter of the building inside the security

fence. The spaces on the West and South West side of the building are normally used

by Tech Ops and government vehicles. The gate in the front of the facility is activated

using a gate opener which will be supplied. The gate in the back can be used to exit

by pulling forward onto the pressure plate. Care should be used not to allow another

vehicle to follow you in to the facility confines.

Security

Security is every employee’s responsibility. You will be briefed on these policies.

FAA ID Cards

Initially, you will have a temporary ID card. These will be replaced with official

picture ID cards-which will be used to gain access into the building.

Guests and Visitors

You must coordinate with facility management to bring guests and/or visitors.

Housing and other resources

In anticipation for your arrival to Santa Barbara Tower/TRACON, we have

compiled a list of resources that we hope will assist you in your transition. We have

included hotels, rental information, and information about some of the surrounding cities

where you might choose to live.

The airport is surrounded by the City of Goleta; and lies 7 miles west of the City

of Santa Barbara. Some of the employees live in the Santa Barbara / Goleta area.

However, many people commute 45 to 60 minutes to live in an area with more affordable

housing. To the north are Lompoc, Santa Maria, and the Santa Ynez Valley. To the east

are Ventura, Camarillo, and Oxnard. Isla Vista is 1 mile southwest of the airport; and is a

community consisting mostly of college students and “working class” families.

The information here focuses on Santa Barbara, Ventura, and Santa Maria.

However, you are encouraged to research some of the other surrounding areas-as you

consider your living arrangements.

If you have any questions prior to your arrival or after you get to Santa Barbara,

please do not hesitate to call. The phone number to call during administrative hours (M-F

7:30 – 4:00) is (805)-681-0534. For after hours, the unlisted number (805)-681-0116 will

ring in the TRACON and may be answered depending on the availability of personnel.
