1I. Project Description
INTRODUCTION
The mission of the Santa Clara Parks and Recreation Department (County Parks) is to provide, protect, and preserve regional parklands for the enjoyment, education, and inspirational of this and future generations. The vision of County Parks is to create a growing and diverse system of regional parks, trails, and open spaces of Countywide significance that connects people with the natural environment, offers visitor experiences that renew the human spirit, and balances recreation opportunities with resource protection.
In 2003, the County Board of Supervisors adopted the Strategic Plan for the Santa Clara County Parks and Recreation System, stating that County Parks “is charged with the dual mission of protecting and preserving the natural and historic resources of the County Park system and of providing recreation opportunities and facilities for public use.”1
PURPOSE
The purpose of the Historic Area Site Plan is to incorporate interpretive themes, history, and elements of the Native American (Ohlone), Settlement (transition period between the Ohlone and settlers that came into Alta California from Mexico), and California Rancho periods integrating these with existing Historic Area sites (Santa Teresa Spring and Bernal-Gulnac-Joice Ranch). These interpretive themes, history and elements, all of which were identified in the 1999 Rancho Santa Teresa Historic District Interpretive Plan, are incorporated into the site plan design.

LOCATION
The nine-acre project site is within the approximately 18.5-acre Santa Teresa County Historic Area (Historic Area). The Santa Clara County Parks and Recreation Commission approved the naming of this area of Santa Teresa County Park as “Santa Teresa County Park Historic Area,” for its rich historic and archeological resources in May 2001. In addition to the project site, the Historic Area consists of the existing, developed Santa Teresa Spring and Bernal-Gulnac-Joice Ranch sites which are west of the project site. The Historic Area also includes undeveloped properties which were purchased after the development of the Santa Teresa County Park Master Plan (MP) approved by the Santa Clara County Board of Supervisors in April 1992. This project represents an expansion of the Park’s Historic Area. The Historic Area is part of the larger 1,688-acre Santa Teresa County Park.

GOALS
Purpose: Develop a Preferred Alternative Site Plan for the Native American, Settlement and Californio Rancho Portions of the Rancho Santa Teresa County Park Historic Area
The following goals and objectives are intended to guide the site plan development process.
Themes
1. Use the overall theme of “water” to guide design and to reveal the following to park visitors.
• The spring as the “source” of attracting people to this area.• The relationship of settlement and the availability of water. Reflect the
importance of the spring (water) to the people who once lived at the site.
• The use and importance of water in Ohlone, Settlement and Californio Rancho periods. Demonstrate the role that water played in the evolution of site uses.
• Integrate interpretive themes and elements of the Native American, Settlement and Californio Rancho periods based on the existing “Santa Teresa County Park Rancho Santa Teresa Historic District Interpretive Plan” (Nov 1, 1999).
2. A secondary theme is the cultural and ethnic diversity that contributed to the history of California during the Settlement and Californio Rancho periods.
• The site as part of the Juan Bautista de Anza National Historic Trail• The various ethnic groups that were represented on the Anza
Expedition and settled in California.
History
3. Design for and interpret three time periods: Ohlone, Settlement and Californio Rancho.
• Interpretation and spaces should allow for hands-on exploration and experiences of the time periods. Park visitors should get a sense of what it would have been like to have lived and worked in the interpreted time periods.
• Coordinate and integrate new design elements with the existing developed portions of the Historic Area, Santa Teresa Spring and American Ranch. The design approach for new design elements should be consistent with the existing American Ranch site. Visiting the existing (American Ranch) and new interpreted sites should provide a continuum of “walking through time”.
• The design should provide an overview of the pre-historic and historic uses of the site, way of life and processes.

4. Design to reflect, preserve and enhance existing site environmental and cultural resources.
• Integrate existing structures and potential new structures into historic themes and desired functions/intended uses, while protecting site resources (Adobe structure desired).

5. Provide facilities for a multitude of educational and functional site needs.
• Design for pedestrian and vehicular movement, car and bus staging, and trail connectivity to existing park sites and trails as well as neighborhood/regional trails.
• Provide facilities for educational needs.• Provide necessary conveniences for public use.• Provide for maintenance storage needs.• Make park as safe and vandal proof as possible.• Prevent/resolve conflicts between park land uses and residential
neighborhood needs.
Regulatory
6. Ensure design complies with established requirements and guidelines.
• Incorporate ADA requirements into design where feasible.• Meet goals defined in the Santa Teresa County Park Master Plan
(April 1992).• Be consistent with Santa Clara County General Plan 1995-2010
policies, approved December 20,1994).• Comply with City of San Jose development standards and General
Plan.• Be consistent with the County Parks Strategic Plan.• Coordinate with SCVWD (canal ownership).
Process
7. Solicit input from a wide range of park users and interest groups.
• Incorporate general public and interest group input into site design process.
• Park character, historic interpretation and functional elements should reflect the input of the community where appropriate and be consistent with established County Parks standards, goals and policies.

Community Meeting Notes and Responses Santa Teresa County Park Historic Area Site Plan Community Meeting #1 • May 8th, 2008
The following comments were made by participants at the community meeting.
1. Is the wooden cross at the Bernal House considered to be of historic significance? Will it be preserved?
The cross behind the Pedro Bernal house should be preserved. County staff removed some other small artifacts that were being vandalized for return to the site at a later date.
2. There used to be a large cross on the hill behind the Bernal House. The location of this, is known by residents.
The wooden cross addressed is outside the project limit.
3. What criteria were used to determine historic preservation?
It was noted by County staff that structures were evaluated for Federal, State and local significance. The structures on site are primarily of local significance. Many structures are recommended for preservation even though they were built after the periods of significance that will be interpreted at the site. All structures of historic significance will receive signage.
Structures were evaluated as to Federal, State and local significance.
4. Access to/across the canal should be considered in the site plan as a possible long-term future condition. We should not assume that the canal will always be there in the same condition and under the same ownership. While there may not be any short-term resolution, the site plan should not preclude long-term changes in canal status.
The site plan will not preclude long-term changes in canal status and respective project report will include language to that extent.
5. Will there be a connection to the Alberston Parkway as a part of the plan?
The City of San Jose required road improvements along Curie Drive will create a sidewalk connection to the Albertson Parkway. In the future, if parkway improvements will be implemented at Manila Way, directional signage can be added to project site. The project site plan includes an entry point to the park at the intersection of Manila Drive and Manila Way.
6. Difference between “Historic Area” and Site Boundaries: Why aren’t the American Ranch and Spring areas included in the Site Plan?
It was noted by County staff that improvements to these areas have already been completed, and therefore aren’t part of the current planning effort.
A graphic depicting the “historic area” including the “site boundary” will be included in the project report.
7. Landscaping seems to be only minimally included in the Design Program.
Landscape concepts are included in the next level of site plan design.
The revised draft site plant reflects more detailed planting concepts to include restored native grass areas, restored oak woodlands, a vegetable and flower garden associated with the visitor center, as well as vegetated swales in the parking lot median and the creek bed in the Ohlone area. In addition there are areas of shrub plantings. All plantings will be historically relevant.
8. No dogs in historic area? Neighbors would like to be able to walk their dogs somewhere. Is it possible to provide access to other park trails where dogs are permitted?
Dogs are not allowed in the historic area, but are allowed in other areas of Santa Teresa County Park. The site plan will indicate “dog routes” to access the Norred Trail and other areas of Santa Teresa County Park.

9. In addition to being a County regional park and historic area, this park also serves a neighborhood. People need places to walk their dogs; kids need places to ride tricycles, etc. We should be finding ways to bring people and families into parks. If we need to ban something, we should be banning wild pigs!!
Noted, see comments per #8. Bicycle access routes to areas of Santa Teresa County Park where biking is permitted will be shown on the plan.
10. Will there be a space for docents/volunteers to store coats, jackets, etc? Will there be a break room for docents?
Any volunteers working on or in the park will be allowed to use spaces created for park staff. However, there will be no designated spaces for any one user group. Any use of the proposed facilities will have to follow rules established by the Parks and Recreation Department. Volunteers must be registered in the Parks Volunteer Program.
11. Consider a historic heritage garden as part of the plan. Consider a volunteer group to maintain a heritage garden, or historically relevant plantings.
A historically relevant, ornamental garden and vegetable/herb garden are proposed as part of the project. None of the garden spaces will be operated as community gardens, however, volunteers will be welcome with approval of Parks Department and under supervision of Parks Staff. The Martial Cottle site will provide for Community Gardens which will be operated by the City of San Jose.
12. Consider coordination with the Martial Cottle site.
There is potential for some coordination with the Martial Cottle site regarding agricultural uses, i.e. orchard plantings and maintenance thereof. Orchard or other crop plantings will not be part of the Ohlone/Settlement and Californio Rancho areas. However, orchards are proposed for the Early American Ranch area and have not been implemented for lack of proper agricultural maintenance.
13. A ranch usually has animals. Will there be more animals than there are currently? A suggestion was made to work with the local 4H Club on this.
It was noted by County staff that maintaining animals is difficult and needs to be considered.
Animals are planned for the second historic barn at the Early American Ranch site. Animals will not be part of the new interpretive sites.
14. Will there be equestrian staging?
There will be no equestrian staging at the site. Equestrian staging is provided for in other areas of the park.
Will bikes be allowed on trails?
Current County policy is that bikes are not allowed in historic areas. However, bike access to the Norred Trail will be indicated on the plans.
15. Consider partnering with the Water District on interpretation of water themes.
Water District presence at the site is outside of interpreted/significant time periods and will not be interpreted as a part of the Historic Area Site Plan.
16. Does the design program take into account the number of visitors at a time?
Currently about 2,500-3,000 school children visit the already-developed Ranch area per year. It is anticipated that with an expanded park more than one visiting group could be accommodated at a given time. The design program is currently based on a staging area for approximately 40 cars and two buses.
A parking analysis is currently underway to evaluate parking availability based on projected users.

17. More and more, neighbors have observed that school groups come in cars instead of buses.
The proposed project design reflects anticipated user numbers: 40 car parking lot and 2 bus drop off/parking space. This is being evaluated as part of a parking analysis.
18. Neighbors observed that the parking lot at the Bernal Ranch is not always open when the park is open.
Neighbors can call the Hellyer Park office at 225-0225 if the gate is locked when the park is open.
Parking Lot at the Early American Ranch Site should be open as signed
19. Will parking be free? It should be; otherwise people will park in the neighborhood.
The County is currently discussing a parking fee policy. The future park will be governed by policy as determined. It is possible that there will be a vehicle entry fee upon full build-out of project. Fees are typically associated with the provision of certain park features, i.e. restrooms.
20. Overflow parking, if planned for the school parking lot, needs to be coordinated with the school. There are a lot of activities at the school on weekends with heavy use of the parking lot. Of greater concern is that weekend school users may use the park’s parking lot for overflow parking, leaving no place for park users to park, other than the neighborhood.
A preliminary approval of school parking lot use for special events was granted by Oak Grove School District.
21. Don’t use asphalt paving for whole access trails! Consider other surfaces that would meet whole access standards while looking more “historic”, such as stabilized decomposed granite or stabilized dirt.
Paving materials will be determined during the project’s construction document phase.
22. Railings at the Spring have visual disruption for people in wheelchairs.
Not applicable to project.
23. Does the Parks Department have a copy of the Master’s Thesis that was done on the area? This may be a good source.
County does have a copy these.
24. Consider collaborating with San Jose State, which may have historic artifacts appropriate to the site that could be returned for display.
County staff will follow-up.
25. If existing residences are used for residences, there should be a security component. In other words, having residents living there should provide additional site security at night.
If existing residences will be occupied through the Park Residence Program it is anticipated that the ability to observe the project site from the residences would provide an additional element of security
26. Since some of the structures are from the 20th century, it may be appropriate to have transitional stories as a part of the interpretation that link the Californio Rancho period to the more recent structures.
The project will provide signage that recognizes connections between historic site use and modern uses and habitation, specifically pointing out Bernal family relationships/connections.
27. Andrew Galvan, curator of Mission Dolores in Fremont, is an excellent resource for the Native American period.

28. Be careful using the term “Ohlone”. “Ohlone” represents a specific village. “Costanoan” may be more appropriate. Andrew Galvan could assist with this.
County Staff prefers to use the term “Ohlone” at this time. If Native American representatives with whom County has consulted request change in terms, change will be made.
29. Bubble Diagrams: Many liked the idea of water as a unifying continuous theme (Concept 2) instead of as a “feature” that occurs in different event areas (Concept 1). The importance of water during the Native American period for example is that it was used to leach tannins from the oak acorns.
Noted.
30. Look at incorporating “green” materials and design techniques, such as use of permeable paving, innovative methods for storm water control, etc. However, such a sustainable approach should be “low-tech” to tie into historic approach, for example, no “high-tech” solar panels.
Material use will be determined during the project’s construction document phase. Some environmentally friendly storm water control measures are part of the site plan to include the vegetated swale in the parking lot and the vegetated “creek”. Material use and implementation methods will at a minimum have to meet existing ordinances and requirements at time of implementation
31. Are there any plans for widening/improvements on Manila Drive? Don’t widen Manila! Neighbors want it maintained as a “country” road. Preserve the large oak tree on Manila!
County staff noted that they will coordinate this with City roads staff. The neighborhood will be updated if the City requests widening/improvements as a part of the site plan.
Currently, proposed improvements for Manila are limited to a hammerhead turn-around at the end of Manila Drive.
32. Consider adding the canal as part of the water story – the role of the canal in more recent history.
County Staff determined that the canal shall not be interpreted because it does not pertain to the significant historic periods.
33. Others felt the interpretation should be limited to the time periods already specified (Native American, Settlement, Californio Rancho). It gets too confusing to expand, and where do you draw the line? If more current themes are going to be discussed, then global warming should be an important theme and its influence on water supply in the future.

34. Concern about Concept 1: Trails seem too close in some areas to neighborhood property lines.
Trails shown on bubble diagram plans are only diagrammatic. Revised alignments are shown on revised draft site plan.
35. Consider visibility throughout the site for safety of park users and patrol from streets.
Security has been considered in site design. In addition language will be included
in the site plan report that speaks to safety and security issues.
36. Some of the participants preferred the location of the Visitor Center in Concept 2.
Noted.
37. Consider ways of discouraging use of parking area as an evening “hangout” with potential security problems for the neighborhood and for the park. Consider security lighting and visibility for this.
The planned parking lot is located along 2 streets and will be easily observed from the project perimeter. Proposed plantings are either below or above line of vision.

38. Consider acquisition of the canal by County Parks sometime in the future. Consider filling in the canal in certain focused areas. Some neighbors commented that they have seen Parks staff use the canal even though it is not authorized for use.
Site plan report shall not preclude future/long term opportunity of canal and service road.
39. Consider whether school children will use trails through the park as a short-cut to school. They may also be desirable for cross-country training, etc.
It is likely that school children will use some project trails to “short-cut” to the project adjacent middle school. A negative impact from such uses is not anticipated.
40. Consider an “archive” room for copies of artifacts, storage of oral histories, research relevant to the site, etc.
County Staff determined that a potential visitor center will not include an archiving function.
41. Consider security-level lighting, but don’t over-light to conflict with the neighborhood.
Security lighting is proposed and will be determined during the project’s construction document phase. Language will be included in the site plan report that speaks to safety and security issues.
42. “California Hunting Tales” is a good book with historic tales of the time.
Noted.
43. Will there be a Visitor Center shop to sell historic books, artifact copies, and other historically appropriate items?
Specific visitor center building uses will be determined during the project’s construction document phase.

The following comments were made by participants at the community meeting.
1. Pig problem along Manila Drive after bridge was fenced off.
The bridge belongs to the water district and fencing was installed by the water district. The County is aware that there has always been a pig problem.
2. Access to Norred trail is too steep for many people.
Unfortunately, due to the existing topography the steep trail access at the American Ranch site cannot be helped. However, the nearby access from the ranger facility is much less steep and is a viable alternative. Parks Department will consider possible future connection at canal bridge, see question #29.
3. What are the security implications of mothballing a structure?
Parks has made the following security provisions for the Jacoba Bernal Fisher house which is currently mothballed. The structure has been secured, i.e. windows boarded up, house is alarmed, the Pedro Bernal house which overlooks the site is presently occupied by Parks staff member providing an on-site presence for the area, and Parks’ Operations staff regularly patrol the area and check on the house.
4. Interpretive Period: why not through 1950?
Interpretive periods for Santa Teresa Park were determined during the master planning process.

5. Is there a layout plan for the visitor center?
A layout plan for the visitor center will be developed during the construction document phase of the project. The size and shape of the proposed visitor center is a place holder only. However, approximate programming and associated size needs were determined by County Staff.
6. Picture of original Bernal Adobes should be included on board exhibits and in report document.
Augustine Adobe is an example.
The adobe shown on the board exhibit is typical for the interpreted time period. More stylistic, Bernal family relevant building research will be conducted during the construction document phase of the project.
The County does not have pictures of the house that burned down.
Community member (Kitty) offered to track down a photo.
No picture has been received to date.
7. No mention of mining; already interpreted at American Ranch site. Can there be a “mine” on site?
Mining did not occur within the project site and since mining has already been interpreted at the American Ranch site it will not be interpreted within the project site again.
8. Use historical features on site that are already there.
Existing historical features are being utilized to the extent possible, i.e. the Bernal houses will be addressed with interpretive plaques, site water will be drawn from Santa Teresa Spring, the Bear Tree will be interpreted, etc.
9. Use spring water on site.
The site plan proposes use of water from Santa Teresa Spring utilizing an existing pipe line.
10. Use houses as exhibits.
The Pedro Bernal House is being utilized for the Park Residence Program. For security reasons Park Ranger presence is desirable. At this time, the Jacoba Bernal House is being mothballed due to severe structural damage. Funding for any type of improvements are currently not available and potential future uses will be determined by County Staff when funding becomes available. Regardless of use, the Jacoba Bernal House and relevant family history will be addressed with an interpretive plaque.
11. When would construction happen?
There is no timeframe yet.
12. Manila Dr. fire truck turn-around is a problem.
The County discussed requirements with the City of San Jose’s transportation department and the City determined that a fire truck turn-around is not required at the end of Manila Drive. Site Plan has been revised.
13. Look at bus turn-out, too far from the parking lot.
The bus drop-off zone has been relocated to a location as close as possible to the proposed staging area/parking lot.
14. Look at location of walk connection at Manila Drive, conflict with oak tree.
The exact location of the walk connection will be determined during the Construction Document phase of the project. All amenities will be located to facilitate the connection while protecting the oak tree as much as possible.

15. Look at grades at fire truck turn-around.
Based on discussions with the City of San Jose’s transportation department the fire truck turn-around has been eliminated from the site plan.
16. Consider security issues overall.
During the Construction Document phase of the project security issues such as visibility, lighting, surveillance etc. will be addressed. All future park design will aim to make the park as safe as possible.
17. Consider a camp “host”.
During this early planning stage both existing Bernal residences have been discussed as to their potential security benefits when occupied. Existing topography and the need to make the future sidewalk ADA accessible prohibit a meandering walk. In addition the City of San Jose wants the missing sidewalk to match the already existing sidewalk components.

29. The desire of the community is to have connection across canal to Norred trail.
The County does not have jurisdiction over the canal crossing. The site plan has been revised to show a potential trail corridor if connection to the Norred Trail becomes possible in the future.
30. Historic Resources Commission requested a Master Plan of American Ranch, California Ranch, and Norred Ranch sites, not just a historic inventory.
Parks has a Board approved Master Plan for Santa Teresa County Park. Parks will be conducting an evaluation and inventory of all unused/historic structures within the Parks system.
31. Why are animals forbidden in historic area?
Farm animals have already been programmed for the American Ranch site. Given number of school-age and small children visiting the site, and sensitivity of historic sites in general, Parks Department policy is not to allow pets and horses in historic sites. Other trails within Sana Teresa County Park are open to dogs and horses.
32. The Site Plan is not satisfying the needs of the neighborhood.

Existing County ordinances prohibit dog walking in historic areas. While Santa Teresa County Park is adjacent to a neighborhood, it is not a neighborhood park, and as a historic area, cannot fulfill the functions of a traditional neighborhood park.
