A SUMMER GAMES IN A LAND OF FIRE AND ICESapporo, Japan has a long tradition of hosting exceptionally prepared and staged sporting events that attract the world’s best competitors. Throughout the last 50 years, Sapporo has hosted an Olympic Winter Games, multiple Asian Winter Games, Rugby and FIFA World Cup matches as well as multiple world championships.

Sapporo has a fleet of first class venues and a population that not only embraces the thrill of attending sporting events – but also participating in them. Hokkaido is well known as a winter wonderland - however we now want to push the entire region as a year round sporting destination.

A Sapporo Olympic games will be sustainable, fully funded and on a scale that befits a city of our size. With the new venue protocols implemented through the Agenda 2020 program, a number of sports will be shared amongst the population centres of Hokkaido and Northern Honshu.

THREE MONTHS OF SPORTING GLORYThe Games period commence on Saturday May 27th 2028 with the Opening Ceremony of the Paralympic Games and closes on Friday July 21st with the Closing Ceremony of the Olympic Games. The Sapporo Olympic Games will run for 21 days as allowed under the new Agenda. This extended period will enable venues to host multiple disciplines and reduce the amount of unsustainable infrastructure.

OLYMPIC ARTS FESTIVAL 06 May 2028 – 30 July 2028PARALYMPIC GAMES 27 May 2028 - 11 June 2028OLYMPIC GAMES 01 July 2028 – 21 July 2028

In the period between the Paralympic and Olympic Games we propose a Youth Olympic Festival – allowing the youth of the world to stay in the Olympic Village and compete in the venues. We would propose to stage this Festival from Saturday June 17th to Wednesday June 21st. The Village will then open to the delegations of the world on June 24th.

GAMES IN THE SUNThis period will allow athletes to participate in optimal conditions – very little precipitation and average temperatures ranging from 19 degrees Celsius in May to 27 degrees Celsius in July. Cool ocean breezes temper the humidity to provide a comfortable outside temperature. Sapporo in summer can be overcast but rarely stormy. Winds can cause some issues along the South Hokkaido coast but have little influence in the city region.

COME ON OVER!As Japan’s fourth largest city, Sapporo is a modern and dynamic place. Served by the New Chitose Airport, the recently enlarged Ishikari Airport and the just completed Shinkansen service that links the city to all parts of Japan – access is not a problem. The marine terminal

nearby at Otaru means that Sapporo is accessible by land, sea and air. The New Chitose and Ishikari Airports can handle over 15 million passengers a year – in fact the Tokyo Haneda-New Chitose route is the busiest in the world. The expansion of the International Terminal at New Chitose from 6 to 24 gates in late 2017 has upped capacity further. The Japanese Government is also fully committed to allowing Ishikari Airport as an international airport (usually exclusively domestic) for the duration of the games period. The former Chitose Airforce base will also be upgraded for Games-time cargo.

On the ground Sapporo is served by an integrated subway-bus system as well as a recently completed light rail. Both airports are linked by train and road to the centre of Sapporo. During Games-time these services will extend to 24 hours a day and will be integrated with the satellite sites in Hakodate, Tomakomai and Otaru. All ticket holders – even those attending events at the satellite sites – will benefit from complimentary all day public transport access.

WHERE IT’S AT!The venue plan for the Sapporo Games is based on utilising the very best venues already in place, expanding and extending temporarily where possible and treading lightly where venues do not yet exist.

The Sapporo Games will also utilise venues in Hakodate (148kms away), Otaru (32kms away) and Tomakomai (51kms away). The Football tournament will encompass Northern Japan with venues in Sapporo, Hakodate, Aomori, Sendai and in a sign of deep respect, Tokyo.

Within Sapporo proper, the Games will not be anchored by an irresponsibly large Olympic Park. Instead the plan will involve all parts of the city – contained within an Olympic Ring. Each community will adopt a sport and stage them with enthusiasm and open arms. The iconic Odori Park will not only house the temporary Beach Volleyball Stadium at the base of the Sapporo Tower but will also host a massive Live Site where fans from all over the world can gather for massive free concerts and live showings of Olympic sports.

The Sapporo Dome will be reconfigured into two separate arenas with 18,000 and 16,000 seats respectively. Two smaller temporary arenas will be set up on the external parkland for other sporting events.

The Makomanai Cluster will host 12 sports in the Makomanai Arena, newly reconstructed Makomanai Open Stadium (expanded to 75,000 for ceremonies and athletics)and a new temporary cluster of smaller capacity halls.

The Sapporo Communtiy Dome, Maruyama Stadium, Mihakp Gymnasium, and Hokkaido Prefectural Sports Center will also stage events in upgraded surrounds.

In a further direct nod to the staging of the 1972 Winter Olympic Games, the world famous Okurayama Ski Stadium will host not only Basketball matches in the open air but will also be the starting point for both marathons and all cycling road races. This iconic venue will provide some of the most amazing images of the Games as the world’s greatest Basketball players go for gold high above the city.

Otaru will host all the Aquatic events – water sports by the waterside. A new Olympic size pool will remain post Games however in another example of sustainability – the infrastructure surrounding the venues will be temporary. The Aquatic Centre will contain three competition pools – one for swimming, one for diving and one for water polo.

Otaru will also host the sailing event as well as Archery and Shooting.

Hakodate and Tomakomai will stage basketball and volleyball preliminary events as well as football.
