Transforming the landscape
Public sector organizations are a large consumer of ICT
The procurement of ICT by public organizations
represents a significant source of the expenditure of
public funds
It is paramount that public bodies know how to procure
ICT efficiently and responsibly, promoting competition
and innovation in the ICT industry
451 Research projects
that cloud market
revenue will increase at
a 36% compound
annual growth rate
(CAGR)and innovation in the ICT industry
Cloud-based services are replacing traditional local
software and infrastructure installations for many
public sector organisations.
This applies to government but also to public research
organizations, including libraries.
(CAGR)

A report by IDC released in
November 2014 said that
public cloud services spending
will grow from $56.6 billion in
2014 to more than $127
billion in 2018

Listening to the users
Many current procurement policies do not
foresee purchasing on-demand services
Developing a standalone test to verify the
suitability and the ROI of the solution is not
easy
A standard legal and contractual framework for
cloud services does not exist
Defining vendor neutral technical specs is
challenging
Europeana Tech 2015, 13 February 2015, Paris, France 413/02/2015
What are the current trends in
procurement of cloud services?
The most widespread procurement actions
concern IaaS
Public research organisations prefer big
vendors for IaaS/PaaS, small CSPs when it
comes to SaaScomes to SaaS
Joint procurement actions
Consultation with the industry
Europeana Tech 2015, 13 February 2015, Paris, France 513/02/2015
Lessons LearntBuying IaaS, combined with an independent
performance test, is similar to purchasing traditional ICT
goods
Organisations with expertise in the cloud can manage
the procurement process easily
The detailed requirements gathering phase becomes a
service requirement matching phaseservice requirement matching phase
Starting small is a good practice
The monitoring of both performance & costs is
fundamental
Consulting existing use cases and best practices increase
knowledge
Cloud services will still be procured from different
vendors
