Retrofit works started the 5th of August.
At the moment all the 30 dwelling have already been retrofitted.
Energy retrofitting measures:
Creation of a new attic insulated and windows and doors replacement.
Additional Works: Doors and High Efficiency Boilers (Are in progress)

Data about energy savings: ON GOING
– Data regarding energy performance before and after works have already been calculated according to Italian standard.
– Data regarding real energy consumption before works have been collected at the moment from tenants bills.
30 tenants on 30 made the data available.
– The survey on internal comfort before work have been carried out.
– Data on internal and external temperature are being collected atthe moment.

What has been done in the 2013:Until now we have made 13 PPCG (11 on 2013)
Five meetings with tenants (the 13th February, 22th April ,20th
May, 21th October, 29th November) to explain works and safety issues during them and to explain questionnaires on comfort and energy consumptions monitoring. The last two meetings were attended also by other stakeholders. (tenants, not involved in works, local administrators, local actors, farmers, professionals, etc. )
The meetings were video recorded. Videos already available.

What has been done in the 2013.In particular:
The 3th June 2013 International Meeting “Smart City” in Cagliari with illustration of the Project ELIHMED;
The 21th June 2013 Meeting of the CRPM Islands Commission in Cagliari, with a session dedicated to the Project ELIHMED;
Presentation of a degree thesis on the Project ELIHMED: “Energy retrofit of rural houses of ETFAS compounds”. The work will be published on an international scientific journal.

ELIHMED was presented to the Regional Department for Energy and to the representative of engineers’ and constructors’ associations.

What is planned to be done:
It is planned to make a continuous monitoring of the work in progress.
To call the PPCG once a month with the tenants: next is scheduled on the 5th February
Contacts every day with the contractor and engineer responsible for works
Each visit also includes photos and videos
After works a users guide will be drafted to explain tenants the use of refurbished dwelling (in particular as far as air change is concerned)

What has been done:Last two TMGs: the 8th January and 10th April 2013.
In the last TMG Final project was presented and approved. It consist of:
1.Explanatory Report, 2. Technical Report, 3. Environmental pre‐feasibility study, 4. Preliminary investigations 5. Diagrams, 6.Early indications of safety plans, 7. Estimated cost, 8. Economic framework, 9. Maximum detection of property, 10. Tables (Territorial organization of the districts of Alghero and Sassari, plans and sections of the pilot buildings pre‐and post‐intervention ) .
The financial plan was also presented with the interventions costs.

The next TMG is scheduled for the 1st week of February.
Possible integrations to the retrofit works will be examined.

7) Specific comments
Main problems regarding low income tenants (first works feedback):
Most of old people are not interested in energy saving.
Nearly one third of tenants refuses to give energy bills.
Some of them do not accept the lowering of ceiling, finding it someway claustrophobic.
Windows replacement is instead widely accepted.

7) Specific comments
Main problems regarding low income tenants (first works feedback):
Working with tenants inside makes things more complex, but moving them is extremely expensive and not accepted.
One family preferred to give up the house instead of facing the works inconveniences.
Some buildings requires supplementary works (roof refurbishment) not included in the project.

At the end most of tenants are accepting and appreciating the works. It is causing problems with people excluded from the project.
