Mining

Sasol Mining operates one of the largest underground coal complexes in the world, comprising six coal mines that supply feedstock for our Secunda synfuels operations and Sasolburg operations complexes in South Africa. While the coal that Sasol Mining supplies to the Secunda synfuels operations is mainly used as gasification feedstock, some is used to generate electricity. The coal that Sasol Mining supplies to the Sasolburg operations is used to generate electricity and steam. Sasol Mining also exports coal from the Twistdraai Export Plant to Europe and Asia.

Partnering with our communities

In addition to Sasol’s corporate social responsibility programmes, Sasol Mining promotes social and economic development in communities through focused economic development projects. Our host communities in four municipalities in Mpumalanga and two in the Free State have benefitted in many ways from a variety of projects, such as clinics, a fire station, roads and bridges, as well as housing for our employees.

Sasol Mining will mine until 2050

• Sasol Mining is a well-established coal mining business. Coal mining commenced in the Free State during the 1950’s and Sasol Mining has been mining coal in the Secunda area since the mid 1970’s

• As Sasol Mining has been mining coal at the Secunda complex for around 40 years, large areas have been mined out and therefore Sasol Mining must acquire additional coal resources to replace the areas where coal has been depleted

• To sustain the supply of coal to the petrochemical operations in Secunda to 2050, Sasol Mining must ensure access to sufficient coal resources to sustain its annual supply of approximately 41Mt

• To ensure security of supply, Sasol Mining launched an initiative aimed primarily at securing sufficient reserves to coal until 2050

• Sasol Mining will invest in the communities where it operates to at least until 2050

Sasol Mining identifies the LED projects in consultation with the relevant local municipalities and these projects are aligned with the integrated development programmes (IDP). As far as possible, implementation of the projects is performed by local black professionals and contractors, together with local residents.

Skills training in respect of construction and activities are usually conducted and

local workers receive certificates after completion of the projects in which they were employed. The local municipality is a partner in the projects. As far as possible, material and services are sourced from local suppliers. Upon completion and handover to the municipality, Sasol Mining implements a monitoring and evaluation programme for one year, in order to ensure that the projects continue to provide sustainable services to the communities.

Sasol Mining LED project implementation strategy

The Social and Labour Plan (SLP) is a legal requirement within the mining industry and is used as an instrument to provide skills to the workforce, while addressing the socio-economic needs of communities in the proximity of mining activities, as well as in those areas where labour is sourced. The SLP covers a five year period and is updated every five years during the life of a mining operation. As part of the SLP, the holder of a mining right must identify community local economic development (LED) projects in consultation

with the local municipality, before an LED project is included in an SLP.

Sasol Mining commenced with the implementation of LED projects in 2008, which have been concluded with local municipalities and included in the SLP until 2020. This booklet provides an overview of the LED projects implemented by Sasol Mining in the Mpumalanga, Free State and Limpopo provinces from 2008 until 2016.

The identification of LED projects comprises an inclusive process, through which community needs are identified, based on the projects outlined in the local municipality’s Integrated Development Plan (IDP).

Sasol Mining has established forums with each municipality where it conducts its mining operations. At these forums, engagement takes place regarding the identification of LED projects, progress with implementation and addressing issues that may have an impact on project implementation:

Sasol Mining is committed to transformation, including the development of black owned consultants and contractors.

Community LED projects provide an opportunity to develop local black owned companies, allowing them to gain experience and thereby increasing the number of contractors available to undertake work, not only for Sasol Mining, but for Sasol in general.

Sasol Mining ring fenced professional services, service providers and contracts for the implementation of community local economic development projects for compliant Historically Disadvantaged South African (HDSA) companies.

› HDSA companies, or black owned companies, for the purposes of LED projects are defined as:

• 51% black owned or• 31% black women owned

› Assist and develop the appropriate companies through enterprise and supplier development

› Sourcing strategy• Identify potential companies from lists of registered companies on the relevant local

municipalities' vendor database• Identify potential companies from supplier registration applications submitted to Sasol• Follow a competitive bidding process

Prior to 2008 all Sasol’s community development projects were implemented as part of Sasol’s community social responsibility projects.

Sasol Mining commenced with the implementation of LED projects in 2008. To date 14 LED projects have been completed:

• Eight in the Secunda Complex• Five in respect of Mooikraal Colliery• One in respect of the Limpopo West reserves

› Total cost of Secunda Complex LED projects for the period 2008 to 2020 amounts to R174 million› Total cost of Mooikraal Colliery LED projects for the period 2008 to 2020 amounts to R32,43 million› Total cost of Limpopo West LED projects implemented prior to approval of the SLP amounted to R5,5 million

Mpumalanga - Govan Mbeki MunicipalityeMbalenhle footbridges phase ISasol Mining constructed two footbridges that had a significant impact on the eMbalenhle community, situated adjacent to Secunda. The first footbridge ineMbalenhle Extension 18 was constructed over the Klip River, which local residents call the Welas River. The bridge is crossed approximately 40 000 times per week by community members. It is necessary to cross

the river as shops, schools, recreational facilities and other services are situated on the opposite side of the river.

No drowning’s have occurred since the construction of the Welas bridge. The second footbridge in eMbalenhle Extension 14 is used mainly to access health services. A total of 18 local jobs were created during construction.

Mpumalanga – Govan Mbeki MunicipalityeMbalenhle footbridges phase 2During the first phase of the footbridge project, it became apparent that additional footbridges were required. It was decided that phase 2 would be the construction of footbridges to provide the community with a safe way of crossing the hazardous canals and streams in the area.

During this project 16 footbridges were constructed in various wards in eMbalenhle. Two types of footbridges were designed, one for streams and the other for the canals.

Employment was created for five people. The contractor, a localy based black owned company, prefabricated the bridges in Evander, whereafter they were erected where required.

The eMzinoni Community Health Centre (CMC) is situated in eMzinoni near Bethal. Sasol Mining supplied the following facilities at the clinic as part of the project: dental unit, emergency unit, maternity unit, short stay wards, nurses’ rooms, waiting areas, kitchen, conference room, pharmacy unit, consulting rooms, postnatal wards, ablution facilities,

water stabiliser tank, generator standby power plant, administrative offices, storerooms, all round paving, palisade fencing, gardening and lawns, office furniture, notice boards and medical and office equipment. This provided the local community with quality health services at the facility.

During the handover function, the local primary school choir entertained the guests. In the picture above, the choir meets the signatories attending the function.

The maternity ward was fully equipped with all the required equipment, linen and support systems to ensure that the mothers and babies are well looked after during time spent in the health centre.

Because Lebohang is prone to flooding, Sasol Mining constructed a storm water drainage system, creating 44 local jobs during construction. The project also provided an opportunity for skills training.

The storm water drainage project is an infrastructure project which benefited some of the poorest people in the Lebohang area and provided immediate relief to people exposed to flooding during the rainy season. This project was designed to improve the storm water management for the community. Lebohang

had no storm water drainage management system and an overall drainage system had to be designed before construction could commence. Sasol Mining adopted a phased approach to implement the storm water drainage system over time.

During phase 1, three critical areas where flooding often occurs, were identified. Storm water drainage had to be in line with the overall drainage design to ensure a permanent solution.

Mpumalanga – Govan Mbeki Municipalitysewerage removal trucks – Charl Cilliers

Sasol Mining handed the sewerage removal trucks over to the Govan Mbeki Municipality in November 2012. The trucks were received by the Executive Mayor Cllr Lindi Masina.

Two sewage removal trucks were supplied to Govan Mbeki Municipality to enable them to remove sewage sludge from Charl Cilliers town, which still uses septic tanks and pit latrines.

Sewerage removal trucks were purposely built to the specifications of the Govan Mbeki Municipality. Operators received training on how to use the trucks and protect the equipment.

Sasol Mining constructed, furnished, equipped and bought vehicles for the Leandra Fire Station. This facility plays a key role in in the event of motor vehicle accidents on the N17, when fires break out in the town and surrounding rural areas and also assists in combatting fires in nearby towns. Some 26 jobs were created for locals during construction.

Construction commenced in January 2014 and was completed in July 2014. During that time, local procurement was also encouraged. As part of the project, a Toyota Land Cruiser and Mercedes Benz fire truck were provided.

Fire Station - Leandra

As part of the project Sasol Mining provided a fire engine and emergency response vehicle.

Previously, the closest fire stations were in Secunda and Evander with a response time of around an hour. Leandra and Lebohang are densely populated towns with many informal dwellings.

Training on the use of the vehicles and equipment was provided to all the firemen and staff who will operate the vehicles and equipment.

The Leandra fire station plays a key role in fire fighting in Lebohang, Leandra and the surrounding rural areas. The facility also provides the community with information on the dangers of fire.

Fire Station - Leandra

The fire station has a board room, kitchen, resting area and sleeping quarters for fire fighters and was fully equipped to ensure the comfort of fire fighters while on duty.

Functions are often held for children at the Leandra fire station during which the children have fun in experiencing a fire station and what fire fighting is all about.

Sasol Mining repaired a five million litre reservoir supplying potable water to Kinross Extension 25. The town experienced an interrupted water supply because the reservoir leaked and was not able to supply a consistent flow of water to the town.

The repair work involved applying special techniques for sealing water leaks in concrete

surfaces using an internationally patented technology developed in the South African mining industry – originally designed to prevent water seeping into mines and flooding them.

During construction, a total of nine local residents were employed.

This project provided much needed relief by addressing the immense challenge posed by the ageing sewer infrastructure in eMbalenhle. A locally based black owned company did the construction and created 41 jobs for local residents. The official handover took place on 1 July 2016.

Mpumalanga – Dipaleseng MunicipalityWater reservoir fencing – Nthoroane/Greylingstad

The reservoirs were fenced with concrete palisade as well as wire mesh fencing to restrict access to the reservoirs.

This project entailed the fencing of three water reservoirs within Greylingstad and Nthoroane townships to protect the local community as well as keeping drinking water clean and free from contamination by animals that were able to access the reservoirs.

Sasol Mining paved six roads within Nthoroane near the town of Greylingstad.

The project was awarded to a company with a specific requirement to make use of local sub-contractors.

Local sub-contractors were used for:• Security services• Refuse and rubble removal

Construction commenced in March 2014 and was completed in August 2014. A total of 63 local people were employed during construction. Local service providers, a security company and a refuse removal company, were engaged.

The project provided the opportunity to transfer road building and paving skills to local workers and certification of skills acquired was provided to these workers, which will enable them to seek employment with the new skills acquired. Free State - Ngwathe MunicipalityB3 Printers – ParysThe printing operation is situated in Parys. It started operating as a co-operative for young people in Ngwathe Municipality, in 2009.

Assistances were provided to the members to join forces with a local, larger printing operation, in which they will print the documents for which the B3 Printers equipment was designed.

The Khanya Community Health Centre (CMC) in Koppies clinic is the only healthcare facility in the area. It serves approximately 20 000 households which consists of the Koppies and surrounding towns, as well as rural communities.

The CMC served three times the number of patients it was designed for, which was an obstacle to effective healthcare. Due to the number of patients treated at the CMC, a shortage of consulting rooms, pharmacy space, document storage and waiting areas made it difficult to operate effectively.

› Construction commenced during January 2014 and the CMC was expanded by upgrading and/ or adding:

• A pharmacy meeting legislative requirements• Additional consulting rooms• A purposely built tb unit• A mini operation theatre to perform small surgical procedures• A kitchen sufficient to service the staff and cmc requirements• Staff resting area• Water tank to ensure 24 hour per day water supply• Upgrading of the sewer system to meet the demand of the enlarged cmc• Equipment and furniture to ensure the cmc can function optimally

› Skills transferred include building, plastering, painting, plumbing skills

› Certificates issued to locals employed during the project for future reference

› Officially handed over to the Free State Department of Health on 9 December 2014

This particular sewage pump station had not been optimally operational for some time and the community of Refenkgotso faced immense challenges. The project commenced in July 2015 and was completed in December 2015. Local procurement was encouraged, and jobs were created for eight local residents.

Due to the sewage pumping station not functioning effectively, raw sewage spilled into roads affecting the community’s health and basic living conditions. Spilled sewage also posed a health risk as well as polluting the Vaal dam.

During implementation of the project, eight jobs were created for locals and local procurement was done in respect of:

• Hardware• Tlb hire• Trucks for the transportation of materials• Accommodation for staff

There are 13 registered co-operative members who are the owners of the plant. The operation was originally based at Sasol’s ChemCity Park, near Sasolburg. The plant has a capacity of

producing 6 000 paving and building bricks per day with its two brick making machines. One of these machines is diesel-powered, while the other is powered by electricity.

Free State - Metsimaholo MunicipalitySisonke bricks and paving co-operative – Sasolburg

Sisonke was relocated to an industrial site in Zamdela township with the assistance of ChemCity and a Sasol service provider. Due to changes in the building environment and the resistance of communities to use interlocking bricks, it was decided to exchange

the Hydraform brick making equipment for metalwork. The workshop below has been constructed and the members of Sisonke were trained in welding and metal work, with assistance from ChemCity, in co-operation with the service provider.

Construction of this multipurpose community centre began in July 2014 and was completed in November 2014. The Lephalale Municipality provides various services to the community from the centre. Government departments, such as the Department of Home Affairs, also render services at the facility. Approximately 1 800 people benefit from services rendered via the center (1 200 residents at the Lesedi Informal Settlement and 600 farmers and workers in the region).

The construction contract was awarded to a local company and nine local people were employed. The project achieved approximately 5 023 man hours worked safely. Unskilled residents of Steenbokpan were trained in general construction work, such as brick laying, mixing cement, and offloading building material.

The pictures below provide a view of the community hall and offices at the Lesedi Tshukudu Thusong Centre.

The handover of the centre on 6 December 2014 was attended by the Executive Mayor of Lephalale, the local traditional leader and representatives from Sasol Mining.

Sasol Mining has a policy to promote affordable home ownership for low income employees. During a survey conducted by Sasol Mining it was found that a severe housing shortage exists at the lower income levels, often referred to as the gap market. Sasol Mining is in the process of implementing a number of housing construction projects, in close co-operation with the Labour Unions, Govan Mbeki Municipality and the Provincial Department of Human Settlements.

In order to make the housing affordable, Sasol Mining had to evaluate various options, including subsidising township development and construction.

Sasol Mining embarked on an extensive communication process to ensure that the target group is aware of the housing project. Sasol Mining intends to construct around 500 houses in eMbalenhle and another 98 will be constructed in Secunda, by 2020.

Sasol Mining handed over 58 houses to qualifying employees and these first time homeowners were delighted to take ownership of their newly constructed houses. The owners had the option to choose from a wide variety of house designs, to suit their individual needs and affordability. The employment of locals were promoted during construction.

Free State Employee housing - MetsimaholoMunicipalityThe Belina hostel and Schoonplaats staff village were constructed to cater for the housing of employees when mining commenced at the Sigma Colliery, during the 1950s. Sasol Mining embarked on a project to provide replacement housing for the employees who resided in the Belina hostel and Schoonplaats village. The houses constructed are of such a nature that they are suitable for the promotion of home ownership amongst employees in the lower income group.

Zamdela was identified as a suitable site for the relocation of the Mooikraal Colliery employees. This ensures that employees are integrated into the existing community. The employment of locals was promoted during the construction phase. The houses constructed satisfied the immediate housing needs of the Mooikraal Colliery employees. However, Sasol Mining has made provision for the construction of additional housing, should there be sufficient employees who qualify for Sasol Mining’s affordable housing policy.

EpilogueSasol Mining is committed to improving the lives of the communities in which it operates. As a caring company, the purpose of our LED projects is to assist local municipalities in providing communities with the infrastructure, support and assistance required to live a safe and healthy lifestyle. To date we have focused predominantly on infrastructure development, which benefits the broader community, rather than a few individuals.

The gratitude expressed by the community for the LED projects delivered is indeed a humbling experience, but most gratifying at the same time. Feedback from our communities such as parents expressing their

gratitude for bridges constructed to allow their children safe passage to schools; access to healthcare facilities, or being able to flush a toilet for the first time, makes one realise that there is still a lot more to be done in our host communities, as well as major labour sending areas.

At Sasol Mining we look forward to improve the lives of the communities, to strengthen our relations with these communities and through partnerships with the local municipalities and government departments, ensure a better life for all in the years to come.
