Towards a Knowledge-Based Economy
• Knowledge is the basic form of capital for Innovation (Knowledge generation, accumulation and exploitation)
• Economic growth is driven by Innovation
• Key driver for Innovation is “high-end” human capital: PhD

Recent policy developments (cont.)
• The implementation of number of sector development programmes in the areas of agriculture, mineral processing, forestry, fisheries, agroprocessing and mining as well as cross cutting area of water. – Technology interventions that can play major role in sustaining or
growing important labour intensive sectors of the economy. For example, the post-harvest innovation programme to support SA fresh fruits exports.
– To sharpen the focus of the Advanced Manufacturing Technology Strategy in light of current economic crisis and long-term growth opportunities
– Technology Localization Plan
– Creation of new long-term innovative industries-for instance, the titanium industry is being developed.

Co-investments with Industry
Implementation of the DST’s Hydrogen and Fuel Cell IITechnologies RDI Strategy (HySA): PetroSA has invested R10 million for the construction of
HySA laboratory for HySA Systems Integration; Forma-tech (German fuel membrane producer) has signed a
technology transfer agreement and invested R300 thousand into HySA Systems Integration;
Tripartite Partnership between DST, Anglo Platinum and Johnson Matthey for fuel cell development-
Anglo Platinum has launched a R100 million Development Fund to promote commercialisation of Platinum Group Metal technologies in South Africa,
Anglo Platinum has invested $5 million for design, manufacture and assembly of fuel cells (DST to match).

Indigenous Medicinal Plants
• Support Community BIO-PROSPECTING of Scientifically-proven plants.– Pilot Grow-Out Protocols (with technology partner institutions)
• Validate whether cultivated exhibit target molecules (chemo-type)• Develop Grow-Out Models for Roll-Out
– Lippia Javanica, African ginger, Pelargonium Sidoides, Sutherlandia plantations• 2009/10 these sites are being expanded
– Grow-Outs (Demonstration) in support of F2Ph• Support grow-out trials of “Early Leads” and provide feed-stock
(input/supply) for R&D & manufacturing.• More than 10 herbs under trials, with uptake agreements (CSIR, UP)• In 2009/10 the number of early leads trial grow-out are being expanded
– Establish Community-Based Manufacturing SMME’s• Light manufacture (primary processing) – extraction, chipping & drying• Small-scale commercial (post-harvest beneficiation) – e.g. supplements
commercially production of indigenous herbs scientifically-proven to possess medicinal properties & to upscale to post-harvest primary processing to manufacture supplementary medicines, nutritional supplements, and provide raw materials (inputs) for R&D, leading to further products (extractions, drugs, and molecules) development, and ultimately industry.

Global change Grand Challenge
Global change refers to an interconnected set of phenomena, resulting largely from human actions which have altered the environment over virtually the entire planet at an accelerating rate during modern times.
It includes changes to the composition of the atmosphere; the nutrient loading of the biosphere; the global, regional, and local climate; the distribution and abundance of species; the cover and use of the land surface and the use of marine resources; the size, location, and resource demands of the world's human population, as well as its patterns of governance and economic activity.
