Ships and GunsThe question of building more battle-
ships is again under discussion in Congress and President Roosevelt in hisletter to the chairman of the HouseCommittee on naval affairs urges theconstruction of battleships of largedisplacement with their primary batteries all of one type Jof big gunsAs the battlelships at present in commission will all be comparativelyworthless in a few years it is mostimportant that such new ships as Congress may provide for shall be of themost modern type and able to morethan cope with anything afloat Thesize of the battle ship is the only thingto be considered for it is acknowledg-ed that a battle ship ofnaucrht type would be at the mercy ofa smaller ship with greater speed andarmed with guns of greater size andpower than the present 12 inch gunsFour 14 or 16 inch guns mounted on avessel of much less dispTac ament thanthe Dreadnaught on the ancient plan ofthe bow and stern chasers with whichthe privateers of the war of 1812 werearmed which enabled them to stand-off and make easy prey of a ship ofgreater power and a much greaterbroadside of lighter guns-
It requires no argument to prove thata battle ship of 16000 tons carryingfour 16 inch guns and having superiorspeed would have the 20 000 ton Dreadnaught at her mercy although the latter has ten 12 inch guns in her broadside The faster ship will always beabe to select the distance she winfight at and would naturally choose to-

comparatively safe outside of the rangeof torpedoes whose radius is fromthree to five thousand yards becausethe present 12 inch naval gun is unableto pierce 12 inch armo at that distancebut a smaller battle ship with largerguns and with necessary speed mightinflict such damage as to lead to hersinking
It is demonstrated that guns of I ol16 inch will weigh but little morethe present 12 inch naval gun and it is
necessary to use such enormouspowder charges yet the range of theselarger guns is superior to the 12 inchtype The construction of these largerguns is urged by the Chief of Ordnanceof the Army and his recommendationis based upon a long of experiments so his conclusions must beaccepted as correct As it is now weare following in the wake of Englandand throwing away millionslars every year on shjps and armamentthat have already proved to be of anobsolete type and yet our pottering Republican politicians seem determinedto perpetuate a type of ships andwhich will be turned over to the junkheap They persist in providing forshells that experience proves will not
