She said the prime mi- nister and his colleagues have never taken respon- sibility for the “faux pas” that claimed over 120 lives and proved a death knell for India’s medium and small businesses. “No matter how much the Mo- di government may try and evade responsibility for this ludicrous and short-sighted measure, the nation and its people will ensure that they are held accountable,” Gand- hi said in a statement. She said three years on, demonetisation is per- haps the single most app- ropriate metaphor for the BJP’s “ill-conceived go- vernance model”. During the same period, the National Electronic Funds Transfer (NEFT) and Unified Payments Interface (UPI) sy- stems handled 252 crore and 874 crore transactions with ye- ar on year growth of 20% and 263%, respectively. “This rapid growth in the payment systems, inter-alia, has been facilitated by a series of measures taken by the Re- serve Bank of India,” the cen- tral bank said in a statement on furthering digital pay- ments. Now to further empower every citizen with an “Excep- tional (e) Payment Experien- ce”, and provide her access to a bouquet of options, the RBI sa- id it proposes to “mandate banks not to charge savings bank account customers for online transactions in the NEFT system with effect from January 2020”. It also plans to operationa- lise the ‘Acceptance Develop- ment Fund’ to increase accep- tance infrastructure with from January 1, 2020. A committee would also be set up to assess the need for plurality of QR co- des and merits of their co-exis- tence or convergence from both systemic and consumer viewpoints. Further, the central bank has plans to permit all authori- sed payment systems and in- struments (non-bank PPIs, cards and UPI) for linking with National Electronic Toll Col- lection (NETC) FASTags. “Go- ing forward, this will facilitate the use of FASTags for par- king, fuel, etc., payments in an interoperable environment,” the statement said. The RBI announcement co- mes on the third anniversary of government’s historic deci- sion to demonetise Rs 500/ 1,000. On November 8, 2016 the then Rs 500 and Rs 1,000 in cir- culation were banned, and the RBI came out with new 2,000 and 500 currency notes. The Reserve Bank of India further said the benchmarking exerci- se undertaken by it reveals a high position enjoyed by the country in various parameters in the payment systems. Garg, who headed the de- partment that (among other things) overseas currency circulation till, said the Rs 2,000-notes account for about one-third of currency notes in circulation in value terms. “A good chunk of Rs 2,000 no- tes are actually not in circula- tion, having been hoarded. Rs 2,000 note, therefore, is not presently working as a cur- rency of transaction,” he said advocating that they may be demonetised or withdrawn from circulation. “It can be demonetised, without causing any disrup- tion. A simple method, depo- siting these notes in the bank accounts (no counter replace- ment), can be used to manage the process,” he said. PTI Former FinMin official says `2,000 notes being hoarded New Delhi: The CBI on Fri- day conducted searches at 15 locations in Karnataka and Uttar Pradesh, including the premises of some senior offi- cers of Karnataka police, in connection with the I-Mone- tary Advisory (IMA) ponzi scam, officials said. Multi disciplinary teams of the agency carried out se- arches at 11places in Bengalu- ru and one each in Mandya, Ramanagara, Belgaum and one place in Meerut, Uttar Pradesh, they said. The team comprised of chartered acco- untants, forensic auditors, computer forensic experts, bankers and officials from va- rious other regulatory de- partments, the officials said. The searches were con- ducted at residences of then inspector general Economic Offences Wing crime investi- gation department Hemant Nimbalkar, deputy superin- tendents of police CID EB Sridhara, then deputy com- missioner of police east Beng- aluru Ajay Hilory, inspector and station house officer Commercial Street police sta- tion M Ramesh. Then sub-inspector of the Commercial Street police sta- tion Gowri Shankar, then ACP Bengaluru north sub di- vision and competent autho- rity under KPID Act LC Naga- raj, then DCO Bengaluru ur- ban district BM Vijayshan- kar. PTI IMA ponzi scam: CBI conducts searches at 15 locations New Delhi: The Supreme Court on Friday allowed the Bihar government to take de- cision on dismissal of three lower court judges who were allegedly caught in compro- mising position with women in a guest house in Nepal in 2013 and vacated its stay on proceedings against them. The scandal involving the three judges—principal judge of a family court, a chief judicial magistrate and an ad hoc additional district and sessions judge —came to light after a local daily in Ne- pal reported that Nepal Po- lice had apprehended the ju- dicial officers after finding them in a compromising posi- tion with women. Taking cognisance of the report, the Patna High Court directed probe by a district and sessions judge who, in his report, said the three judges had denied leaving India for Nepal. The report also said the Nepali newspaper also ac- cepted that its news story was wrong and published a regret note a month after the alleged incident. Although the re- port did not find any incrimi- nating evidence against the judges, the HC, however, was not satisfied and sought as- sistance of the home minis- try to find out the truth by col- lecting all information. The home ministry there- after traced the movement of the judges on the basis of mo- bile phones and found their sets were simultaneously switched off for a long time on January 26-27, 2013 and when the phones were active during that period, they were within the range of the tower at Forbesganj town, indicat- ing that the judicial officers were together close to Nepal, and not at the place of their posting. The report filed by the home ministry also pointed out that one of judges had fal- sely claimed that he was stay- ing at a hotel in Purnea in Bi- har on that night as the bill placed by the judge to sub- stantiate his claim was fabri- cated as it was prepared and signed by the judge himself. Acting on the findings, a full court resolution was passed by HC to recommend the gov- ernment for dismissal of the judicial officers without holding disciplinary pro- ceedings.
