Excelsior Correspondent POONCH, Sept 15: Member Legislative Assembly Mendhar, Javed Ahmed Rana today reviewed the plan devised by Government departments for a multi crore project for construc- tion of cluster model village in Mendhar area which has recently been sanctioned by Government. The meeting was held at sub divisional headquarters, Mendhar which was chaired by the MLA and officers from Education Department, PWD, PHE, PDD, Rural Development Department, Tourism, Industries etc also attended. It was informed in the meeting by the officers of concerned departments that cluster model village will be constructed at an initial estimated cost of Rs 12 crore and will act as cluster of dif- ferent Panchayats of Gursai area which include Gursai main, Phamra Nar, Gursai Harmutta, Gursai Sar, Gursai Mori, Gursai Taimi, Prat. All types of basic facilities of a model village will be provided in this cluster model vil- lage. While interacting with officers on this occasion, MLA Mendhar told them that construction of this cluster model village will solve several basic issues of local popu- lation in these Panchayats. “There should be no compro- mise in quality of work and we should give a valuable and durable asset to the people " Rana told officers assuring them of every possible cooperation from his side. He also asked them to ensure that said project is completed within the stipulated time period to prevent any kind of cost escala- tion. Excelsior Correspondent JAMMU, Sept 15: Kanachack police under "Operation Sanjeevani" apprehended a trucker along with 18 kilograms of poppy straw. As per police sources, on spe- cific information, a team from Kanachack Police Station laid a naka and intercepted a truck bear- ing registration number JK02AD- 3763. During checking, police recov- ered 18 kilograms of poppy straw from the vehicle and arrested the driver, who has been identified as Kirpal Singh, son of Chatur Singh, a resident of Gundna Khawas, dis- trict Rajouri. During preliminary enquiry, it came to light that the accused had brought the consignment from Kashmir and was transporting it via Mughal Road to Jammu for selling among the youth. With his arrest, police saved the youth to become drug addicts. A case under FIR Number 117/17 under relevant Sections has been registered at Kanachack Police Station and investigation started. Appellate Tribunal upholds penalty on Nova Brand Skimmed Milk Powder Excelsior Correspondent SRINAGAR, Sept 15: The Food Safety Appellate Tribunal, Srinagar has upheld the order by Adjudicating Officer, Anantnag, imposing a penalty of Rs 4.00 lakh on the manufacturer of the food product Nova Brand Skimmed Milk Powder for manu- facturing and selling substandard skimmed milk powder. Dismissing the appeal, filed by the manufacturer in the High Court, the Appellate Tribunal observed that it did not find any merit in the appeal. “The amount of penalty recovered from the appellant company which stands deposited in FDR with J&K Bank, Branch Old Secretariat, Srinagar be deposited in the Government Treasury along with the interest accrued thereon under rules after the period of appeal is over,” the court said. A complaint under Section 26(2)(ii) of Food Safety & Standards Act, 2006 punishable under Section 51 of FSS Act, 2006, was filed by the enforce- ment authorities of Drug and Food Control Organization before the court of Adjudicating Officer, Anantnag against . Kuldeep Saluja, Laxmi Narian, Managing Partners of M/S Sterling Agro Industries Limited, Ghironji Industries Area Malanpur District Blind (MP) (Manufacturer of Nova Brand Skimmed Milk Powder), among others, for manu- facturing and selling substandard skimmed milk powder. After completion of enquiry, the Adjudicating Officer, Anantnag imposed a penalty of Rs 4.00 lakh on the manufacturer of the food product (Nova Brand Skimmed Milk Powder). The order impugned imposing penalty on the manufacturer was chal- lenged before the High Court of J&K, at Srinagar. As soon as the Food Safety Appellate Tribunal, Kashmir became functional in the, month of January, 2017, the High Court at Srinagar directed the Registry to send the petition along with complete paper book to the Food Safety Appellate Tribunal, Srinagar. The Food Safety Appellate Tribunal, Srinagar observed that the skimmed milk powder was meant for distribution among dif- ferent Anganwari Centers of dis- trict Anantnag. The company can- not escape its liability as because it is the manufacturer of this skimmed milk powder (Nova Brand) that was meant for human consumption, more so by children who are prone to be affected even by a slightest adulteration in a food product. 14 fresh Dengue cases reported Excelsior Correspondent JAMMU, Sept 15: Fourteen fresh cases of Dengue were reported in Jammu region taking the total number people affected so far with this vector borne dis- ease in Jammu region to 59. According to official sources as on today, a total of 550 patients were tested for Dengue out of which 59 cases were found to be positive and reports of 283 were found negative while result of 208 samples are still awaited. “No death has been reported due to Dengue so far”, they added. Elaborating more, sources said that out of 59 Dengue cases, maximum 52 have been reported in Jammu district, two in Samba and one each in Kathua, Poonch, Rajouri, Udhampur and Doda districts. They further revealed that out of these 59 dengue patients, 45 were adults (30 males and 15 females) and 14 were children (7 males and 7 females). They said that so far Dengue has not claimed any life in Jammu region and most of the patients affected with the disease have returned to their home after successful treatment in various hospitals. MLA reviews cluster model village project in Mendhar Poultry, fisheries have huge employment generation potential: Kohli Excelsior Correspondent KARGIL/LEH, Sept 15: Minister for Animal, Sheep Husbandry and Fisheries, Abdul Gani Kohli, who is on a 4 day extensive visit of Kargil and Leh districts today said that establishment of poultry and fisheries sector has huge poten- tial for employment generation. This was stated by the Minister while chairing a high level meeting to review the working of the departments under his control at a meeting held here today. Chief Executive Councilor Kargil Kacho Ahmad Ali Khan, Executive Councilor for Animal, Sheep Husbandry and Fisheries Aga Syed Hassan Armaan Moosavi, Director Animal Husbandry Muhammad Yusuf Chaproo, Director Sheep Husbandry Muhammad Ramzan Sheikh, Additional Deputy Commissioner Kargil Barkat Ali Lone Nizami besides concerned officers were also present in the meeting. The Minister called upon the officers to closely monitor the performance of their depart- ments to ensure time bound delivery of services and com- pletion of projects well in time. He also called upon the veteri- narians and other officers to work with missionary zeal and lay focus on creating mass awareness regarding various developmental schemes so that maximum numbers of people are in a position to avail the benefits of these schemes there- by raising their socio-economic status. The Minister directed the officers of Fisheries Department to conduct surveys for the estab- lishment of fish farms in Sodh, Shakar Chiktan and other areas and fixed target of one year for completion. He also directed the officers to conduct livestock census in the district and under- lined the need to procure high yielding yaks from Arunachal Pradesh for hybriding purpose so as to ensure the enhancement of yak breed in the district. Later, enroute to Leh, the Minister also inaugurated Extension Centre of Animal Husbandry Department at vil- lage Dha Beama in Khalsi. The centre is exclusive meant for the benefits of the people of Aryan dynasty in the area. Missing girl traced out from Pahalgam Excelsior Correspondent SRINAGAR, Sept 15: Police today said a missing girl was traced out from Pahalgam area of south Kashmir's Anantnag district. A police spokesman said that on September 11, police station Pahalgam was informed about the missing of a girl since 9th of this month. "In this regard, a missing report was lodged in police station Pahalgam and police took speedy action to trace out the missing girl. After strenuous efforts the missing girl was recovered from Pahalgam," he said. The spokesman said that after completion of all legal formalities, the missing girl was handed over to her family members. "The fam- ily members of the girl thanked and appreciated police," he added. Prof Mathur, a Ph.D from University of Essen, Germany, works in the field of energy plan- ning and modelling, building energy simulation, energy con- servation in buildings, and life cycle assessment of renewable energy systems. Prof Mathur lectured students of M Tech Energy Management on e-QUEST, energy simulation software for buildings. His lec- ture was followed by a hands-on training on the software. Ganga inaugurates CCTV camera surveillance network Manjit condemns Pak shelling in civilian areas Excelsior Correspondent SAMBA, Sept 15: Former Minister and JKPCC general secretary Manjit Singh today condemned unprovoked cease fire violation by Pakistan in which one BSF Jawan lost his life. Condemning the Pakistan's act, Manjit Singh said that the repeated violations on the International Border (IB) have proved that Modi Government has failed in its foreign policy. "India needs a strong gov- ernment which Congress pro- vided and such a situation did not arise. However, the Modi Government is unable to deal with the border situation," for- mer minister alleged. He said that a BSF jawan lost his life while defending bor- ders with Pakistan. Pakistan Rangers shelling has also wounded several cattle and hit houses in border area. He said that the Government should give five marla plots to the border residents in safer areas so that they can shift dur- ing hostility on border. He said that the Modi Government should take immediate steps to provide relief and other things of need to the Pak shelling affected people. The Congress leader also demanded reservation in jobs and professional institutions in favour of people residing along International Border. He said that the Government should pro- vide reservation to the border residents like it has given rights of reservation to ALC/LoC resi- dents. Dr Sushil Mehta, Head School of Business also addressed the gathering. 2 injured as vehicle rolls down Excelsior Correspondent RAJOURI, Sept 15: Two persons were injured when a Scorpio vehicle met with an accident in Thannamandi area this afternoon. A police spokesman said that the accident took place near Bego Nad, about 5 kms from Thannamandi on old Mughal Road. The ill-fated Scorpio vehicle, bearing regis- tration No. JK03A/8722 was on its way to Rajouri from Srinagar. At a sharp curve the vehicle went out of control and rolled down. Two persons on board, were injured in the mishap. The locals of the area rushed to the accident site and rescued them and informed police at Thannamandi. The police shift- ed them to CHC, Thannamandi from where, they were later referred to District Hospital, Rajouri. They have been identi- fied as Wazir Hussain (35), son of Ghulam Mohammed, resi- dent of Dudasan Balla, Rajouri and Rozia Kouser (25), wife of Khursheed Ahmed, resident of Has Parot, Rajouri. As per police sources, on spe-cific information, a team fromKanachack Police Station laid anaka and intercepted a truck bear-ing registration number JK02AD-3763.

Later, enroute to Leh, theMinister also inauguratedExtension Centre of AnimalHusbandry Department at vil-lage Dha Beama in Khalsi. Thecentre is exclusive meant for thebenefits of the people of Aryandynasty in the area.

A police spokesman said thaton September 11, police stationPahalgam was informed about themissing of a girl since 9th of thismonth. "In this regard, a missingreport was lodged in police stationPahalgam and police took speedyaction to trace out the missing girl.After strenuous efforts the missinggirl was recovered fromPahalgam," he said.

The spokesman said that aftercompletion of all legal formalities,the missing girl was handed overto her family members. "The fam-ily members of the girl thankedand appreciated police," he added.

Condemning the Pakistan'sact, Manjit Singh said that therepeated violations on theInternational Border (IB) haveproved that Modi Governmenthas failed in its foreign policy.
