  • MINUTES OF 472ND MEETING OF OPERATION & COORDINATIONSUB-COMMITTEE OF WRPC

    HELD ON 10TH JUNE 2015 AT AHMEDABAD

    The 472ND meeting of Operation & Co-ordination Sub-Committee of WRPC was

    held on 10th June, 2015 at Ahmedabad. The list of participants is enclosed at

    Annexure-A.Shri P K Parikh, Vice President, Torrent Power Ltd. welcomed Sh. S D Taksande,

    Member Secretary, WRPC, P Mukhopadhyay GM, WRLDC & other delegates of 472nd

    OCC meeting. He thanked WRPC Secretariat for giving opportunity to Torrent Power

    for organizing this meeting and expressed pride in organizing the same.

    He made a presentation wherein he informed that Torrent Power Ltd. having the

    diverse business in Power sector i.e. generation, transmission, distribution and cable

    manufacturing. TPL having installed capacity as on 10TH June 2015 is 3253 MW

    including thermal(Amgen – coal based 422 MW, Sunen gas based – 1530 MW, Dgen

    gas based – 1200MW & renewable energy - 49.6 MW Wind Project at Jamnagar & 51

    MW Solar Project near Patan). Torrent transmission having 250 Kms. SUGEN –

    Ahmedabad 400 KV DC System in JV with PGCIL, 128 Kms. - 220 KV DC Lines from

    SUGEN to Surat distribution area and 3 nos. 220 KV substations. In power distribution

    sector Torrent Power limited having distribution licensees of Cities of Ahmedabad,

    Gandhinagar, Surat & Dahej SEZ & franchisee at Agra in UP & Bhiwandi in

    Maharashtra.

    He further informed that Torrent Group contributed under CSR initiative in the areas of

    Health, Education, Public Amenities and Community Development in Ahmedabad and

    Surat.

    There after he handed over the forum to Member Secretary, WRPC for further

    addressing and presiding over the meeting.

    Shri S D Taksande, Member Secretary, WRPC extended warm welcome to Shri P K

    Parikh, Vice President, TPL, Shri P Mukhopadhyay GM, WRLDC & all the participants

    of the 472nd OCCM. He expressed his gratitude to Shri P K Parikh, Vice President,

    TPL, Shri Pramod Patel, GM, TPL and his team of Engineers/officers for making

    excellent arrangement for meeting at Ahmadabad. He welcomed to Dr. S S Kulkarni

    CE, SLDC Maharashtra as a new member. He highlighted the following events which

    took place since last OCC meeting :

    1. SR Grid separated from NEW Grid on 24-May-15 at 19:19:00 and again on 31-

    May-15 at 17:00 hrs which is serious concern.

    2. He informed that first meeting of Grid Study/analysis Committee was held on

    22nd May, 2015 under Chairmanship of Member(GO&D) CEA, New Delhi. He

    requested for nomination of one officer from STU and nodal officers from

    utilities to interact with Consultant-A who is dealing with protection audit issues.

    3. 500MW power from RGPPL has been allocated to Indian Rly. The formalities

    of implementations & their accounting is yet to be decided. Hopefully RGPPL

    may start its generation by the end of the month.

    4. He requested CE, SLDC Kalwa to organize a meeting on DSM issues. CE

    SLDC, Kalwa informed that meeting would be held on first week of July 2015 at

    SLDC Kalwa Mumbai. In this regards CE, SLDC Maharashtra intimated that

    they have made analysis for the period of April 2014 to March 2015 &

    requested other SLDC’s to do the same so that it would be better for framing a

    draft on DSM issues which would be taken up with CERC.

    5. He informed that Shri S G Prasad, EE SLDC Vadodara, has been associated

    with OCC since last 10 years & will be retiring on 30th June 2015. His

    contribution in OCC forum is appreciated & on the behalf of OCC, MS WRPC

    wishing him for peaceful future.

    6. Black-start Mock drill was conducted at Hasdev-Bango(Chhattsihgarh) on17.05.2015.

    7. MB Power Unit no-1(600 MW) has been declared its CoD w.e.f. 20.05.2015.

    8. 765 kV Durg-Champa line was charged on 28.05.2015.

    9. 765 kV Bhopal-Jabalpur line was charged on 08th June, 2015.

    10.Long awaited Bus Reactor at Sasan was synchronized on 23.05.2015.

    11.Regional peak 45506 MW on 27.05.2015. Average frequency for the month

    49.98 Hz.

    12.He requested to SLDC for submission of hourly load Shedding data in respect

    of state utilities/UTs by third working date of next month.

    There after he requested SE(O), WRPC to take up regular agenda items in seriatim

    Shri M M Dhakate, S.E(Opn), stated that Minutes of 471st meeting of Operation &

    Coordination Sub-Committee of WRPC held on 13th May 2015 at WRPC, Mumbai were

    forwarded vide letter No. WRPC/OPN/OCC-Minutes/2015-16/4440 dated 18.05.2015.

    No comments have been received. Therefore minutes were confirmed without anymodification.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF MAY2015.

    Member Secretary (I/C), WRPC requested WRLDC to brief the Committee on Grid

    Operation experiences during May 2015.

    Asstt. GM, WRLDC in the presentation (copy attached at Annexure – 2 in soft copy)

    concentrated broadly on the performance of the grid for month of May 2015 as below:

    2.1 Frequency Particulars

    The average frequency during the month of May, 2015 was 49.98 Hz. The

    maximum instantaneous frequency was 50.55 Hz at 18:03 hrs on 19th May-15

    while minimum instantaneous frequency was 49.55 Hz at 14:45 hrs on 05th May-

    15. The frequency profile during May, 2015 was as under:

    Voltage profile at some of 765/400 kV sub-stations during the month of May

    2015 furnished by WRLDC is enclosed at Annex-2.3.

    2.4 U/F Relay Operations

    As per WRLDC records during May 2015 the system frequency didn’t touch 49.2 Hz

    and no UFR operation has been reported by WRLDC.

    The UFR operation status reported by constituents is enclosed at Annexure-2.4.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during May 2015 as furnished bythe state utilities are given in Annex. 2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during May 2015 are given inAnnex-2.6.

    ITEM NO.3: OPERATIONAL PLANNING

    3.1 Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for June 2015 & July 2015 was

    discussed.

    The finalized outage schedule of generating units for the above period and the

    modified outages plan is placed at Annexure-3.1.

    The Sub-Committee agreed as above.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months of for June 2015 & July

    2015 is given in Annex 3.2 B.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – JUNE 2015 &JULY 2015

    Details of anticipated restricted & un-restricted demands for the months of June 2015 &

    July 2015 are given in Annex 3.3.

    ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF MAY 2015

    ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGIONThere was no major grid disturbance in the Western Region during the month of May

    2015. However SR Grid separated from NEW Grid on 24-May-15 at 19:19:00 and

    again on 31-May-15 at 17:00 hrs. MS WRPC suggested for discussion during

    meeting.

    The brief description/answers of the same has been incorporated in Item No 9.1.

    ITEM NO. 6: Healthiness status of SERs/DRs of equipment in the system.

    office regularly as per the recommendation of enquiry committee of Grid disturbances on

    25.02.2007 and 28.02.2007.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    (A) FOLLOW-UP

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the first quarter

    (April 2015 to June 2015) for the year 2015-16.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    All the constituents are requested to submit the status of physical & cyber security

    in Power Sector for the first quarter (April 2015 to June 2015) for the year 2015-16.

    The Sub-Committee noted as above and agreed to furnish the same.

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 28th WRPC meeting it was decided that the status of progress of SLDC’s &

    Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

    OCC meeting.

    The present status of progress of SLDC’s & Back-up SLDC’s of WR constituents

    /WRLDC attached at Annexure – 8.3.OCC opined that the backup SLDC’s shall have also been functioning 24x7 similar to

    existing SLDC so that in case of any emergency/failure in main SLDC can be taken

    over by back up SLDC immediately.

    Member Secretary WRPC suggested CE, SLDC’s for advance sanctioning of man

    power for smooth & continuous operation of back up SLDCs. We may take up this

    issue as agenda item for ensuing WRPC meeting.

    The Sub-committee noted as above.

    ITEM NO: 8.4 HOURLY SCHEDULED AND UNSCHEDULED POWER CUTS/LOADSHEDDING DATA:

    CEA through its letter no I/AI/COR/GM-2015/346-350 dated 27-02-2015 informed thatpeak demand met in the country should be based on hourly all India demand data.The matter was taken up with POSOCO for getting the hourly data of peak demandmet for each month in respect of all the regions in the country in the first week offollowing month and they have assured to furnish the same. To calculate the demand,data of hourly scheduled and unscheduled power cuts/load shedding is also required,which is not available with POSOCO.Gujarat, Maharashtra & DNH generally submit the data within first two working days,

    however there is delay in submission of hourly scheduled and unscheduled power

    cuts/load shedding data from Chhattishgarh, Madhya Pradesh, Goa & DD.

    SE(O), WRPC requested that hourly figures of scheduled and unscheduled power

    cuts/load shedding data may be submitted by States/UTs to WRPC in enclosed format

    at Annexure-8.4 within first two working days as is being done by Gujarat,

    Maharashtra and DNH.

    The Sub-committee discussed the matter & State utilities/UT’s have agreed tofurnish the data in time in first two days of beginning of month.

    ITEM NO 8.5: PROCUREMENT OF EMERGENCY RESTORATION SYSTEM FORSUBSTATION AT 400/220/33KV

    DGM, WRLDC informed that during 14th WRPC meeting held on 19th Aug, 2010,

    POWERGRID proposed for procurement of Emergency restoration System for

    Substation at 400/220/33kV level to meet the contingency arising out of natural

    calamities like earthquake, flood, cyclone etc. WRPC agreed in principle and suggested

    discussion in technical committee meeting to examine the proposal.

    The technical committee subsequently discussed the issue and in TCC meeting of 15th

    WRPC meeting held on 11th Nov, 2010, members did not agree to the procurement of

    ERS Substation at 400kV level in this phase. TCC suggested that the procurement of

    ERS of lower voltage level i.e. 220kV, 110kV/132kV could be explored by the constituent

    states.

    During 16th WRPC meeting held on 12th February, 2011, POWERGRID had clarified that

    the ERS Substation can be installed anywhere even below the EHV lines. The units can

    cater load at 33kV level upto 33% of the rated capacity of the transformer besides

    establishing connectivity over 400/220kV level. However, WRPC did not agree to the

    proposal of procurement of ERS Substation.

    Recently, cyclones of the scale of Phailin in Odhisha and Hudhud in Vizag caused

    enormous damage to Power transmission infrastructure in the respective regions which

    triggered revisiting the requirement of ERS Substation at 400/220/33kV level. Matter was

    again discussed in TCC meeting of 28th WRPC held on 3rd March, 2015 where TCC

    members agreed to the suggestion of MS, WRPC that the earlier view taken by WRPC

    about three to four years ago on the ERS substation can be relooked under the present

    changed scenario.

    During CCM meeting held on 4.06.2015 it was recommended that the proposal for ERS

    s/s be discussed first in OCC for technical details and tentative cost estimate. So that

    recommendations of OCC could be put up to ensuing TCC/WRPC ensuing meeting.

    Representative from POWERGRID, WRTS – 1, Nagpur made a presentation

    (presentation is attached at annexure 8.5) in brief about technical details. Mobile

    substations are useful for meeting the contingencies imposed by natural disasters like

    cyclone and earthquake which cause extensive damage to the power supply network.

    Other than natural disasters there is application of mobile substation in cases of terrorist

    attacks on the power system assets and for temporary augmentation / reinforcement of

    existing power supply network like in case of organization of big national / international

    level events. Mobile substations are critical for ensuring reliability in power system

    network in case of contingencies beyond the control of power system operator / system

    owner.

    CE, SLDC GETCO opined that above project may involve significant commercial

    involvement, therefore it would be better if is funded through PSDF fund and minimize

    the burden on beneficiaries. Also, participation of DISCOMs is essential before making

    any decision on procurement of the same.

    Member Secretary, WRPC suggested the by procurement of such type of mobile Sub-

    station the interruption of supply hrs may be reduced & he further informed

    POWERGRID to come up with more techno-economical details in upcoming TCC/WRPC

    meeting regarding finalizing the modalities involved in the procurement of mobile

    substations for Western Region.

    The Sub-Committee noted the same.

    ITEM NO 8.6: INTIMATION OF REVISED ANNUAL LGBR

    MoP/CEA revised generation targets on 09.04.2015, which included three more

    generating units in western region i.e. Sikka, Anuppur & Sasan unit-6 results in total 1.5

    MU increase in WR.

    It is further intimated that first quarterly review of annual LGBR for the year 2015-16 will

    be tentatively scheduled in the last week of Jun 2015 or along with OCC to be held in

    July 2015.

    ITEM NO. 9 : ITEMS FROM WRLDC:

    9.1 NEW-SR GRID SEPARATION AND ROUGH SYNCHRONIZATION ON 24-MAY-15 AND 31-MAY-15.

    SR Grid separated from NEW Grid on 24-May-15 at 19:19:00 and again on 31-

    May-15 at 17:00 hrs. WRLDC made a presentation on both events giving logical

    sequence and analysis.

    a) Separation on 24-May-15 at 19:19 hrsSequence of Events as Under

    1) 400kV Bhadrawati –Ramagundam-2 tripped at 17:12 hrs, thereby reducing

    the flow on HVDC Bhadrawati from 900MW to 600MW.

    2) Before the event, multiple units in SR tripped (1534MW) leading to rise in

    flow of 765kV Solapur-Raichur-2xS/c from 250MW to 1200MW.

    3) Talchar-Kolar Bipole was carrying 2300MW.

    4) 500kV HVDC Talcher-Kolar Pole-1 tripped at 19:18:34 and the flow on

    765kV Solapur-Raichur-2xS/c increased from 1200MW to 2000MW,

    initiating the operation of SPS-1, the flow settled at 1500MW.

    5) Tripping of 500kV HVDC Talcher-Kolar Pole-2 at 19:18:50 hrs, the flow on

    765kV Solapur-Raichur-2xS/c further increased from 1500MW to above

    3000MW, this initiated the operation of SPS-1. After 10 sec of continuous

    loading of 1000MW/ckt (current exceed 800 amp) has initiated the operation

    of SPS-7 and thereby tripping of both the circuit of 765kV Solapur-Raichur-

    2xS/c lines. Both the line disconnected at Raichur(SR) end but remained

    connected at Solapur(WR) end.

    6) Auto synchronization facility is available only at Solapur(WR) end. The line

    which was connected from Solapur end was disconnected and charged

    from Raichur(SR) and subsequently synchronised at Solapur end at 20:48

    hrs.

    7) It was observed from PMU data that 765kV Solapur-Raichur-1 had a rough

    synchronization at Solapur end. The initial power flow on this circuit was

    from +3000MW to -3000MW, the current in the circuit has crossed 5000A

    and Bus voltage at 765kV Solapur has dipped by 481kV. Further, it was

    observed from angular different plot 765kV Solapur Bus and 400kV Raichur

    Bus was more than 50 degrees at the time of synchronization.

    b) Separation on 31-May at 17:00 hrs

    There was bad weather and heavy rain. The 765kV Solapur-Raichur-II tripped

    at 16:58hrs on B-ph to earth fault, subsequently 765kV Solapur-Raichur-I

    tripped on Y-ph to earth fault at 17:00 hrs, leading to separation of NEW-SR

    Grid.

    The 765kV Solapur-Raichur-1 charged from Raichur at 17:42hrs.

    Synchronization was done through the tie CB at Solapur end at 19:00 hrs.

    There was a power swing of +/- 3000MW was observed which trigged SPS-1

    and caused backing down in WR and Load shedding in SR. 765kV Solapur-

    Raichur-II was restored at 19:25 hrs. Further analysis revealed that

    synchronization command was given at angular separation of 116 degrees.

    Following issues need detailed deliberations and review :1) Rough Synchronization: On 24-May synchronization was done at angular

    separation of around 50 degrees, while on 31-May the synchronization was

    done at 116 degrees. POWERGRID may confirm the Protocol and settings

    adopted for synchronization.

    2) Healthiness and correctness of System Protection Scheme along withcommunication system: The tripping of Solapur –Raichur on 24-Mayoccurred due to triggering of SPS-7 at Raichur end. This SPS-7 was

    supposed to be blocked when both the lines are in service.( Ref:-

    POSOCO/NLDC/System Operation/SPS/472 dt 7th July’14). The SPS-7 was

    supposed to be armed, when only one circuit of Solapur-Raichur is in

    Service [Trip the 765kV Solapur-Raichur line with delay of 10 sec, when

    single line carrying more than 1000MW (800 amp)]. POWERGRID may

    confirm the setting of SPS-7 adopted at Raichur and Solapur end.

    Healthiness of auto-synchronizing facility: Normally 765kV Solapur-Raichur-2xS/c is synchronised at Solapur end. Auto synchronization facility

    is configured only at Solapur (WR) end. The auto synchronization facility

    was not working at Solapur (WR) during this crisis situation. On 24-May-15

    Synchronization could be done after 1hrs 29 minutes, while on 31-May it

    took 2hrs. POWERGRID may confirm the healthiness of auto-synchronizing

    facility and capability to synchronize through any of the breakers at Solapur

    as well as Raichur. This may help the system for early restoration during

    such crisis condition.

    3) Inadequate response from envisaged generators during SPS-1operation on 765kV Solapur-Raichur-D/c as evident from the table below.

    KWPCL and DB Power was not generating during the event. KWPCL and DB Power

    may confirm whether the SPS signal was received at their generating stations.

    GM, WRLDC stated that PGCIL shall be deliberated on above three points.

    Manager, PGCIL, WRTS-I intimated that representatives from Corporate & Regional

    Asset Management Departments of POWERGRID and M/s ABB visited site and a

    detailed examination was made on the various aspects advised in the letter.

    Followings are the point-wise reply for the queries raised by WRLDC:

    1) Protocol and settings adopted for synchronisation: It is confirmed that allthe adopted setting for auto-synchronization including angular separation

    setting of ± 5 degrees as had been adopted at the time of first synchronization

    on 31st December 2013 remain unchanged.

    2) Healthiness of the auto-synchronising facility and capability tosynchronise through any of the line breakers, ICT breakers both at 765kVand 400kV levels:

    Solapur 765kV Bus Reactor is in the same dia of 765kV Raichur line-I. At the

    time of checking during shutdown on 5th June 2015, it was gathered that while

    implementing CSD Bypass Scheme Logic in Tie Bay BCU in the month of Nov

    2014, the auto-sync check Scheme Logic was also bypassed inadvertently.

    The same is rectified now for auto-synchronizing check of Raichur Line-I from

    the Tie Bay BCU.

    Auto-synchronising facility is healthy for both Main and Tie Breakers of Solapur-

    Raichur 1 & 2. The functional test on a simulated condition of synchronisation

    of separated grids could not be carried out as it would require shutdown of both

    the feeders between Solapur and Raichur.

    Although ICT BCUs are also provided with synchro-check features,

    synchronization of two large grids (inter-connected by 765kV lines as well)

    through the Transformer breakers at 400 kV level is to be avoided as far as

    possible.

    3) Healthiness and correctness of system protection scheme along withcommunication system:The System Protection Scheme SPS-1 has operated as per design on

    24.05.2015. Nevertheless, the same has been re-checked and found to be

    healthy. In the absence of the availability of the Master Communication

    Network to the Solapur Substation, two independent leased line communication

    channels have been provided for reliability of transmission of SPS signals.

    However, there were instances of both the channels not functioning and with

    constant follow up with the respective service providers, the same were being

    maintained/restored.

    Member Secretary WRPC stated that these incidences are of serious nature and

    asked PGCIL to submit the complete report on incidences. He further informed that

    those generating station where only one unit is under generation shall not be required

    to back down otherwise station blackout may be possible & accordingly exempted

    from SPS operation. Report on receipt of SPS signal to various generating stations is

    a matter of concern.

    PGCIL representative stated that all corrective measures have been taken care &

    ensured that there will not be repetition of such incidences. GM, PGCIL forwarded

    complete report on incidence which is enclosed at Annexure – 9.1.

    During the discussion it is observed that certain quarries needed further clarification.

    Therefore MS indicated that events are inter-regional events and information from

    other region such as operation of SPS at Talcher-Kolar and load shedding in SR is

    also needed to be studied. Therefore MS suggested that WRPC will take up with

    CEA/NLDC for analysis of these two incidences for suggesting remedial measures to

    avoid reoccurrence of such type of serious occurrences.

    Subsequently NLDC made detailed study and submitted to all RPC’s. The complete

    report is attached at annexure- 9.1A.

    9.2 FREQUENCY RESPONSE CHARACTERISTICS OF REGIONAL ENTITIESIN WESTERN REGION.

    All utilities may ensure compliance to IEGC regarding RGMO / FGMO. All SLDCs may

    compute FRC in line with the CERC order dated 3.05.13 petition no 47, 48, 49, 50,

    51/MP/2012. The CERC approved procedure for FRC computation is available at

    9.3 MOCK BLACK START EXERCISE IN WESTERN REGION

    As mandated by IEGC the Black start capable units need to conduct mock black start

    exercises once in every 6 months. Western Region has 29 generating stations withblack start capability. As per the information available with WRLDC only 3 Black Start

    stations have completed the Mock exercise in the year 2015. Concern representative

    may update the status and plan for pending Mock-dill exercise.

    Mock Blackstart drill of Hasdeo Bango was successfully conducted on 17-May 2015.

    SLDC Chattisgarh may update regarding commissioning of RTU at Hasdeo Bango

    and healthiness of communication system to restore telemetry from Korba (E).

    NCA had proposed to carryout Blacktstart exercise of one unit of RBPH by extending

    supply to a thermal unit in Gujarat (say Wanakbori / Ukai TPS). A meeting was

    proposed for finalizing the procedure.

    CE, SLDC Gujarat intimated that SLDC will prepare plan in consultation with WRLDC

    & the meeting will be held on second week of July 2015.

    Member Secretary WRPC requested other generating stations to carry out the mock

    black start in stipulated time as mandatory in IEGC.

    9.4CONSTRAINTS IN GRID OPERATION DUE TO NON-AVAILABILITY OFTELEMETRY FROM MSETCL/MAHAGENCO STATIONS

    Non-availability of telemetry from large number of EHV stations of MSETCL and

    Mahagenco has been flagged by WRLDC and is being deliberated in the OCC forum

    for more than a year. There are nearly 22 stations like 400 kV Warora, Chandrapur2,

    Bhusawal, Lonikhand and Taptithanda where the integration of database is pending

    even several months after commissioning of the substations and there are nearly 48

    stations where database integration is completed but data from these station is highly

    intermittent due to continuous failure of communication link.

    In the absence of telemetry from these stations, severe constraints are being

    experienced by WRLDC control room personnel in real-time supervision and operation

    of the grid.

    CE, SLDC Maharashtra ensured that MSETCL may apprise the progress all telemetry

    issues related to Maharashtra shall be sorted out by the end of August 2015.

    Member Secretary, WRPC suggested that this issue is very serious in nature and

    need intervention from senior level. Therefore it is suggested to take up the issue in

    ensuing TCC/WRPC meeting.

    The Sub-Committee noted the same.

    9.5 ADMS(AUTOMATIC DEMAND MANAGEMENT SCHEME) IMPLEMENTATIONAS PER SEC. 5.4.2 OF IEGC:As per the Hon’ble CERC’s order, WRLDC is monitoring the implementation of ADMS

    in Western Region. As per the information received from all constituents, progress of

    implementation of ADMS is as follows.

    Gujarat: ADMS in Gujarat has been implemented with all respects in all fourState Discoms as per letter dated 7th May,2015. Approximately 30 to 40 MW loadrelief is envisaged from over drawing Discom when average frequency remains below

    49.80 Hz for 10 minutes and State over drawal is more than 150 MW and Discom’s

    over drawal is more than 50 MW.

    Maharashtra: Completion target is 2nd quarter of 2015 as per information receivedon January, 2015. Maharashtra representative informed that feeders have been

    identified, trail operation completed & is put up to their Board for necessary approval.

    Madhya Pradesh: Completion target is 3rd/4th quarter of 2015 as per the progressreport received 31.01.2015.

    Chhattisgarh: Committee has been formed for implementation of ADMS. Target forproject completion is Q4 of 15-16 as per letter 20.03.2015.

    SE SLDC Chhattishgarh informed the status of progress of ADMS as follows:

    1. CSPDCL has submitted the list to the CSERC.

    2. SLDC has requested to CSERC on 20th March'2015 for approval the list.

    3. The substations has been identified from where the feeders are originated.

    4. SLDC has written to PGCIL in May'2015 to confirm availability of the Automatic

    Demand regulation package in the New-SCADA.

    5. SLDC has requested T&C, CSPTCL to check the preparedness of the substations

    are equipped with RTU, Communication System, AI/O, DI/O, Relays etc so as to

    accept the remote tripping etc.

    6. A meeting has been called on 15th June'15 for monitoring the activity.

    7.Probably decision for appointing a consultant may be finalised very soon.

    It was decided that the detailed scheme and logics applied by various entitieswould be shared with all entities and requested to submit the details on email toWRPC.The Sub-Committee noted the same.

    9.6 TELEMETRY AND AVAILABILITY OF DATA FROM RES FROM STATES IN WR.

    Renewable Energy installed capacity is 10225 MW, which is 12% of total installed

    capacity in Western Region. This include Wind installed capacity of 8517 MW and

    Solar installed capacity of 1708 MW. The installed capacity state vice is given in below

    table.

    SCADA telemetry data is available from Gujarat only, where only net Gujarat solar

    generation and net Gujarat wind generation are displayed in real time. The station vice

    generation from different solar and wind plant are not available in WRLDC SCADA.

    SCADA telemetry from renewable generation of Maharashtra and Madhya Pradesh

    are also not available at WRLDC.

    Station level SCADA telemetry may be facilitated for correct computation of Net State

    generation, State demand met and the impact of renewable generation in real time.

    Member Secretary, WRPC suggested to take up the issue in ensuing SCADA

    Committee meeting.

    The Sub-Committee noted the same.

    9.7SUBMISSION OF LOAD/GENERATION LOSS DETAILS DURING ANY GRIDINCIDENTS/DISTURBANCE

    Any Grid events is to be reported to NLDC and WRPC at the earliest with the

    Category of the Grid Incident or Grid Disturbance. The Category of Grid Incident or

    Grid Disturbance are computed by the percentage loss of antecedent Generation or

    Load, whichever is higher, in a regional Grid. The Category indicate the severity of the

    Grid Incident or Disturbance.

    WRLDC pointed out that many of the utilities are not submitting the Generation/ Load

    Loss details, which is hampering in calculating the correct Category of GD/GI.

    So, as an interim measure, WRLDC is calculating an approximate loss in generation

    and Load, both in MW and MU, based on its SCADA data. The logic used for

    computation is based on three parameters i.e. Demand Reduction, Drawal reduction,

    and Power number. The energy unserved is being calculated from the area under the

    demand met curve from the starting of event till its restoration, when compared with

    previous day demand met curve for the subjected utility from WRLDC SCADA.

    Member Secretary WRPC requested all utilities to send the detail of the

    Generation/Load loss quantum (MW and MUs) with supporting document from their

    SCADA or site at the earliest for better categorization and analysis.

    9.8 ANY OTHER ITEMS:A. MULTIPLE TRIPPING AT 400KV BABLESWAR ON 5-MAY-15WRLDC informed that during the tripping at 400kV Bableshwar on 5-may-15following

    events takes place:

    Jumper snapping of 400kV Waluj-Pune ckt-2 even below thermal loading

    – Line carrying 848 MW /ckt for 12 minutes

    – Thermal limit is 1079MW for 75 deg twin moose conductor.

    Representative from Reliance transmission informed that it was observed that there

    was hot spot at the contact point of the jumper which leads to cumulative action &

    finally may be the reasons for melting of jumper conductors.

    • Voltage was around 350 KV– 360 kV at important nodes (could have led to

    commutation failure of HVDC at Padghe.

    CE SLDC Maharashtra informed that Automatic Under-voltage load shedding scheme

    proposal is under consideration in Maharashtra.

    • SPS Signal received at Mouda : B/D was Nil (Antecedent gen: 286 MW).

    GM, NTPC informed that status of receiving of signal on date of incidence will be

    submitted after collecting information from Mouda.

    The Sub-committee noted as above.

    B. TTC/ATC COMPUTATION FOR EACH STATE CONTROL AREA468th OCCM recommended a Joint Study for computing TTC/ATC for Maharashtra

    control area, accordingly it was conducted on 26-Feb-15 between SLDC Kalwa,

    MSETCL and WRLDC. MSETCL suggestion was incorporated for Maharashtra case.

    In 469th OCCM it was suggested that SLDC, MSETCL to do the system study and

    declare the TTC/ATC for its control area with necessary assistance from WRLDC.

    Member Secretary requested all the SLDC’s to do the TTC/ATC calculation in

    consultation with WRLDC in respect of their control area.

    The Sub-committee noted as above.

    C. PROPOSAL FROM SLDC,MSETCL FOR CONTINGENCY ARRANGEMENT FOROVERLOADING OF 220KV BOISAR(PG)-BOISAR(MS) BYPASSINGTARAPUR

    On the basis of study suggested by 471st OCC meeting, study group recommended

    that the proposed contingency arrangement of 220kV Boisar (PG)-Boisar(MSEB)

    Circuit-3 may be implemented as soon as possible.

    Representative from TAPS-1&2 informed that the proposal has been put up with their

    Management for approval and as soon as it is received WRPC would be intimated

    accordingly. Member Secretary, WRPC requested TAPS representative to pursue the

    matter so as to avoid any delay in implementing the above scheme.

    The Sub-Committee noted as above.

    ITEM NO. 10: DATE AND VENUE OF NEXT OCC MEETING472nd OCC reviewed the meeting roaster and finalized sheet is enclosed at Annexure-

    10. Accordingly, as per roster, it is proposed to host 473rd by TATA Power in the

    month of July 2015. The tentative date for 473rd OCC meeting is 14th July 2015. TATA

    Power representative agreed the same & intimated that exact venue details etc will be

    intimated separately.

    Further as per roster 474th OCC meeting was hosted by M/s Jindal Power Ltd in the

    month of August 2015. JPL representative informed that due to some ongoing project

    targets, it would be better from them to host the meeting in the month of November

    2015. Tentatively, 474th OCC meeting will be held at WRPC Mumbai and would be

    reviewed in next meeting.
