WELCOME
The SCC Rugby Academy would like to extend a warm welcome to the clubs and players participating in the
tournament. We are hugely excited to be hosting our second Digital Realty Cup Tournament here on the
historic Padang in the heart of Singapore and we are equally proud to be continuing the exhilarating event
in the Singapore rugby calendar which we started last year.
We appreciate the support of our fellow Singapore rugby clubs, Centaurs, Dragons and Tanglin Rugby Club
in this, and we plan to continue developing the event in coming years into one of the most important
events on the Asian youth rugby calendar.
Our rugby tournament is open to boys and girls in eight age categories from U5s to U13s, and Girls Touch.
Our tournament features an exciting ‘Double Bill’ over two weekends, with the pool stages and Plate Finals
of October 27th and the Cup Finals on Nov. 2nd and 3rd.
As hosts of the famous SCC International Rugby Sevens Tournament on Nov 2nd- 3rd, we have scheduled the
Digital Realty Cup Tournament Finals in between the Sevens games, so the players will be assured of a
large, enthusiastic crowd watching. The Tournament Rules below tell you all you need to know about
regulations governing the competition and age groups.
The SCC Rugby Academy has come a long way in a short time. Founded in January 2012, the Academy is
committed to offering the best possible playing and development experience for mini and youth players
from the age of five right through to the transition to our senior squads, providing tomorrow’s stars with
the opportunity to develop in a real team environment akin to the best clubs in The UK, Australia and New
Zealand.
Drawing on the experience and history of the Singapore Cricket Club, which is one of Asia's oldest sporting
and recreational clubs, having been founded in 1852, the SCC Rugby Academy is now an integral and
established part of club and children's rugby in Singapore.
Scheduled a week before the famous Singapore Cricket Club International Rugby Sevens Tournament, the
players will have the opportunity to play on expertly prepared pitches in front of crowds comfortably
seated in the covered stands. With food and drink in plentiful supply, we look forward to welcoming clubs,
players and their families to the SCC Rugby Academy Digital Realty Cup Tournament.

PRIZES AND PRESENTATIONS
All players in the SCC Rugby Academy Digital Realty Cup Tournament from Under 5 to Under 8 will
receive a participation medal after their games on Sunday,27th October. The Plate Winners from
Under 5 to U13 will receive a team trophy after their Plate Finals on Sunday, 27th October as well. Cup
winners will receive their medals after the Cup Finals on the following weekend, Nov. 2nd and 3rd .
For the weekend of Oct. 27th, will club coaches please ensure that their teams come to the Multi
Purpose Court immediately after the finals to be presented with participation medals and plates.
For the Cup Finals on Nov. 2nd and 3rd, details of the prize presentation will be announced on the day
(likely to be in the Players Marquee) so will club coaches please ensure that their teams stay behind
and come forward to be presented with their medals and winner’s cups.
Timing for Prize Presentation:
1. For Plate Presentations on Sunday, 27th Oct:

Food and drinks will be available for purchase on the Multi Purpose Court (please refer to the Pitch Layout
once you receive your flyer when entering the Tournament). Large water dispensers will be available around
the pitches for players to use.

TOURNAMENT RULES AND REGULATIONS
INTRODUCTION
All participating teams shall abide by the Rules and Regulations as set out below. Non- compliance may result
in disqualification from the event.
LAWS OF THE GAME
The Tournament shall comprise nine categories, namely: U5s, U6s, U7s, U8s, U9s, U10s, U11s, U12s and U13s
played according to the modified Laws of Playing Mini-rugby and the Laws of Playing Rugby Union as defined
by the IRB Under 19 variations. http://www.irblaws.com/EN/downloads/. The Mini-rugby Laws are
summarized below.
Girls Touch, as played according to the slightly modified Federation of International Touch (FIT) Laws.
TEAM REGISTRATION
Clubs/coaches must sign in their teams at the Minis Control Tent (different to the 7s Control Tent) 45 minutes
before your first game is scheduled to start on Oct. 27th. If not completed already, team Participation Forms
should be emailed to Jia Yu at [email protected] no later than Oct. 24th. :
PLAYER ELIGIBILITY AND PROOF OF AGE
All players must fall within the following age-group requirements:
1. Under 5s: born in 2008 (2-handed touch)
2. Under 6s: born in 2007 (2-handed touch)
We encourage everyone to take public transport where possible. There is STRICTLY NO PARKING for Non-SCC
Members at the SCC and parking around The Padang is very limited. Suggested parking venues nearby include
Raffles City Shopping Centre and The Esplanade. Aim to arrive at least 45 minutes ahead of your start
schedule.
SCC will provide Match Balls. There will be no balls available for training purposes so we recommend that
each team provide its own training balls for warming-up purposes.

5. Under 9s: born in 2004 (Mini-rugby)
6. Under 10s: born in 2003 (Mini-rugby)
7. Under 11s: born in 2002 (Mini-rugby)
8. Under 12s: born in 2001 (Mini-rugby)
9. Under 13s: born in 2000 (Mini-rugby)
10. Girls Touch U10s: born in 2003 and after
11. Girls Touch U12s: born in 2001 and after
12. Girls Touch U16s: born in 1997 and after
Any member of the SCC Academy Tournament Committee reserves the right to demand proof of players’
identity and eligibility at any time during the event. Failure to provide adequate proof of eligibility will result
in the player not being allowed to take part in the event.
All players participating in the above categories must be able to prove their Date of Birth if requested to do
so.
Copies of the following will be the only acceptable forms of proof of age:
a) Passport
b) NRIC/FIN
c) Photo bus pass
d) Birth Certificate
In addition to the above, the SCC Academy Tournament Committee shall have the right to request that a
player is not permitted to play if his size (weight/height) is deemed to pose a potential threat to the safety of
the other players or to himself.
REGISTRATION OF PLAYERS
The registration of players is the responsibility of the Club or Coach. A maximum number of 15 players may
be registered per team for each of the nine age groups and three Girls Touch age categories. Whilst all care
will be taken by the Academy and the SCC (Singapore Cricket Club) in conducting the Tournament, all
Participants and Parents or Legal Guardians of Participants:
a) hereby release the Academy and the SCC of any liability if the Tournament causes any loss, damage, death or personal injuries to the Participants arising directly or indirectly as a result of their participation
b) hereby release the Academy and the SCC of any liability whatsoever if the Tournament is cancelled and/or rescheduled for any reasons whatsoever due to circumstances beyond the Academy and SCC’s control
c) grant the Academy and the SCC a moral rights waiver to use, amend, modify, adapt, reproduce, publish any still or moving images of the Participants and/or their Parents or Legal Guardians that are taken as part of the Tournament for any promotional or marketing or any other purposes as the Academy and the SCC may in its absolute discretion deem fit.

TOURNAMENT FORMAT AND PITCH LAYOUT
See Competition Rules and the Pitch layout as attached below.
POINTS SCORING
There will be no conversions and penalty kicks for goal at ANY age group.
Points can only be scored by touching the ball down in the goal areas marked. For all age groups from Under
5s to U13s, a try scored in the goal area is valued at 1 point.
There are no other methods for scoring points.
DURATION OF MATCHES
U5s- 7 minutes per game
U6s- 8 minutes per game
U7s & U8s – 8 minutes per game
U9s & U10s – 10 minutes per game
U11s & U12s – 12 minutes per game
U13s – 12 minutes per game
Girls Touch U10 – 15 minutes per game
Girls Touch U12 – 15 minutes per game
Girls Touch U16 – 20 minutes per game
The referees of all rugby games shall time and blow their whistle for the start and end of the matches.
Extra time in the Mini-rugby Plate and Cup finals:
If extra-time is required in the case of scores being tied after full time in the Finals, then a further 4 minutes
sudden death extra time shall be played immediately, with both teams removing two players from the pitch
and reverting to 3-man scrums (U5s, U6s, U7s and U8s move to 6 players on the pitch).
In the case of there being no result after extra time, then the team that scored first (if there was a score) in
the original duration period shall be deemed the winner.
In the case of there being a nil – nil result after the 4 minutes of extra time, then the result will be determined
by the toss of a coin.
Extra time in the Girls Touch Plate and Cup Finals:
If extra-time is required standard FIT ‘drop-off’ rules shall be followed.
OFFICIALS, MATCH TIMINGS & MATCH FORFEIT
The Singapore Rugby Union shall provide the match referees for the U13s, U12s, U11s, U10s and U9s. The
U5s, U6s, U7s and U8s will be refereed by their age group coaches.

Touch Football Singapore will provide the match referees for the Girls Touch U10, U12 and U16s.
Referees will time the matches. Each match will start on the blast of a claxon then refs shall self-time the
matches.
Pitch Marshals will ensure all teams are ready to commence at their designated start time. They will also liaise
with referees and record match scores, which will be relayed to the Scoreboard Marshal by score-runners.
Any team unable to start on time or failing to turn up for the kick-off shall forfeit that match and their
opposition shall be awarded the ‘Win’ with maximum points (see Competition Rules).
Touch judges (referees’ assistants) are to be provided by participating teams.
SQUADS, PLAYERS ON THE PITCH AND SUBSTITUTIONS
For the rugby U9s, U10s, U11s, U12s and U13s each team squad shall number no more than 15 players with
no more than 10 players taking the field at any one time. (Rolling subs permitted).
For U5s, U6s, U7s & U8s, each squad shall number up to 15 players with no more than 8 players taking the
field at any one time. (Rolling subs permitted).
Substitutions can be made at any suitable stoppage point during a game but must be with the referee’s
permission. There are no restrictions on the number of substitutions during a game and players may return
having been substituted.
For Girls Touch, each squad shall number no more than 15 players with a maximum of 6 players on the pitch
at any one time. Substitutions can be made through each team’s Subs bench at any time.
FOUL PLAY AND BAD LANGUAGE
Foul play and bad language will not be tolerated. The referee will penalize and be permitted to impose the
ultimate sanction of sending off (red card) a player for foul play or bad language if he/she deems it
appropriate. Once the captain is warned, the whole team is on notice. Once sent off (red card), that player
may not take part in the rest of the tournament, unless at the Tournament Director’s discretion.
FIRST AID
Ambulance cover for the tournament is being provided and they will be located in a clearly designated area
near the control tent.
BLOOD BIN
A player who has an open or bleeding wound must leave the playing area to receive medical attention. Such
player may be replaced. The injured player may return to the field of play once the bleeding has been
stopped or dressed.

STOPPAGE OF PLAY AND ON-FIELD ATTENDANTS
Injuries shall not necessarily stop play unless the referee deems the injury requires immediate attention.
Most injuries should be attended to immediately by the medics and/or coaches.
The referee shall allow medical attendants to enter the field of play to attend to the injured player at any
time. If deemed necessary, the match shall be stopped to allow unhindered attention to the injured person.
ATTIRE
All members of the same team must be uniformly attired in matching jerseys. Studded boots or trainer
footwear must be worn. Mouthguards are compulsory for all players in U9, U10, U11, U12 and U13.
DATE, TIME AND VENUES
The SCC Rugby Academy Digital Realty Cup Tournament will take place over two weekends, with Pool stages
and Plate Finals for all age groups on Saturday 27th October, and Cup Finals for U5, U6, U7, U8 , U9s, U10s,
U11s, Girls Touch U10s and U12s on Saturday Nov. 2nd and for U12, U13 and Girls Touch U16 on Sunday Nov.
3rd. All games will be played on The Padang at Singapore Cricket Club, Connaught Drive Singapore 179681.
INCLEMENT WEATHER
It is highly probable that there will be rain and/or lightning at some stage during the tournament so please
note the following:
In case of lightning, a decision will be taken by the Tournament Committee to suspend play until it is
deemed safe to resume, usually a time of 30 minutes from the last sign of lightning before play can
recommence.
Should play need to be suspended, the Tournament Committee will signal the halt with the sounding
of a horn and all players and spectators will be asked to move immediately under the shelter
provided.
The sounding of a horn shall signal the ALL CLEAR and play will resume on the Tournament
Committee’s announcement.
All matches in progress and subsequently called off will be cancelled and the score at that time will be
considered the final score. All reasonable efforts will be made to allow those matches to end on time,
without compromising player safety or the tournament schedule.
All future matches affected by the break will be cancelled and considered a 2-2 draw. The
tournament will run on a tight schedule and there is no contingency in the timetable for rescheduling
lightning-affected matches.
In the event that the weather preceding the Tournament is deemed to jeopardize the pitch quality for
the SCC Sevens on Nov. 2nd-3rd, the Tournament Committee reserves the right to move the location
of the tournament, or part thereof, to Dempsey Field.

COMPETITION RULES
The Competition Rules, as laid out below, govern the various age group competitions, which have been
structured according to the numbers of entries per age group.
The SCC Academy Tournament Committee reserves the right to adjust, amend or change any aspect of any
age group competition if it is deemed that such action needs to be taken to ensure the smooth, safe and fair
running of the tournament.
Please see below for the various competition structures.
General Rules for ALL age groups:
Each try shall be worth 1 point at all age groups.
Match points awarded for Pool games as follows:
o WIN/Walkover - 3 points
o DRAW - 1 points
o LOSS - 0 points
In the case of a Walkover for U5s to U13s, the match score will be deemed to have ended 2-0.
Final Pool positions shall be determined by, and in order of priority:
1) Total position points per team (W3, D1 or L0)
2) If 2 (or more) teams in the same Pool finish on equal points then their final positions shall
be determined by, and in order of priority:
a. Difference in points scored over points conceded (+/-)
b. Total tries scored
c. The team that won when the tied teams met
d. A coin toss
Extra-time in the Rugby Plate & Cup Finals:
If extra-time is required in the case of scores being tied after full time, then a further 4 minutes sudden death
extra time shall be played immediately, with both teams having removed two players from the pitch and
reverting to 3-man scrums (where age group- appropriate).
In the case of there being no result after the 4 minutes of extra time, then the team that scored first in the
original 10 minute period shall be deemed the winner.
In the case of there being a nil – nil result after extra time, the winner will be determined by the toss of a
coin.
In extra-time is required in the Girls Touch Plate or Cup Finals, standard FIT ‘drop-off’ rules shall be followed.
The first named team on all the Playing Schedules shall kick-off at the start of each match.

PLAYERS’ CODE OF CONDUCT
You are reminded that the purpose of this Code is to provide you with an enjoyable and safe environment
where you are able to develop as a player, gain personal fulfillment and satisfaction through friendly
competition.
All players should:
Play within the Laws and rules of Rugby Union Football.
Be a GOOD SPORT on and off the field.
NEVER become involved in foul play.
SHAKE HANDS with and thank the opposition players and officials after the match, WIN, LOSE or
DRAW.
RESPECT the referee’s decision and never question it. Leave any questions to your captain.
NEVER use BAD LANGUAGE, NEVER CRITICISE or use physically ABUSIVE actions against opposition
players, supporters or officials.
REMEMBER that winning should be striven for but only by using fair means. When the game is lost
you must be GOOD SPORTS.
NEVER abuse your own teammates.
Work equally hard for yourself and your team – your team’s performance will benefit and so will you. Be a
good sport at all times – applaud all good play, whether by your team or by your opponent. Co-operate with
your coach, teammates, referees and opponents for without them you won’t have a game.
Remember, if you do become involved in illegal or any other unacceptable behaviour you may:
- Be removed from the field by the coach.
- Sin Binned.
- Sent off.
- Banned from taking part in a Tournament

COACHES’ CODE OF CONDUCT
Introduction
This policy is required to enable those who are involved in the coaching of children to fully understand their
responsibilities. This code will be adhered to at all times and must be understood by all those to whom it
relates.
The Code:
Rugby is only part of the players’ lives. Recognise this and allow for it in your demands on them.
Ensure all players get a reasonable amount of match time.
Never ridicule or belittle any player and always make them feel valued.
Find out facts about child development and physical, intellectual and emotional capabilities of the
age group you work with.
Rugby is a potentially dangerous game, which relies on every participant playing it in a spirit of
mutual respect. Teach the players you work with the meaning of "fair play" and set them a good
example.
Learn the Laws and learn how to referee.
Teach players by your own example to always respect the referee.
Foul play and bad language must never be encouraged and should be stamped out immediately,
warning all players that it will be penalized and the perpetrators will be at risk of being sent off.
You always owe it to yourself to behave as a coach by:
o Always looking like a coach, always acting like a coach.
o Starting and finishing on time.
o Planning your season and session.
o Do not drink alcohol prior to or during coaching.
o Do not smoke during coaching.
To be a good coach you need regular information on coaching issues and rugby skills and
techniques.
You are responsible for the safety of players you work with:
o Mark out a safe work area and keep it safe. Make sure equipment is in good repair and safe.
o Never "join in" with contact drills and games. You are too strong and hard and may hurt the
children.
o Do not encourage or allow players to play on an injury.
o Never wear any jewelry that could catch or hurt a child.
Tell the players, and keep telling yourself, that winning and losing are only by-products of
performance. We are there to play and enjoy playing.
Gain respect by being generous with your praise when it is deserved and set a good example in every
way.
PARENTS’ AND SPECTATORS’ CODE OF CONDUCT This code is to ensure that the players, the children, are encouraged at all times to take part willingly, to enjoy
the game and play with good sportsmanship and best sporting principles.

Not force an unwilling youngster to participate in rugby.
Always remember they are involved in rugby for their enjoyment not yours.
Encourage your child to play by the laws.

Not do anything that may bring the game into disrepute.
