module1.Hazards, Vulnerability and Risk

• This module will have Four Sessions integratedwith a desktop simulation exercise. Theparticipants will learn the definitions, conceptsand generic methodologies of Risk Management.

module2.Opportunities of Land Use Planningfor Risk Based Mitigation

• This module will have Five Sessions and theparticipants will review existing strategies ofLand Use Planning, Policy Environment, LandUse Planning for development projects and LandUse Planning for Hazard Specific Risk Mitigation.

module3.Risk Mitigation Planning as a Process

• This module would be a desk top simulationexercise based on a scenario. Participants willgain ‘hands-on’ experience in developing aRisk Mitigation Plan.

Asia is the most disaster-prone region of the world, where loss of lifeand property from natural hazards is very high, hindering sustainable,broad-based development. As population and economic activityconcentrate in rapidly growing cities, urban areas become increasinglyvulnerable to disasters. Where properly managed, however, cities alsorepresent a critical opportunity to mitigate the damage from naturalhazards.

The Land Use Planning for Disaster Risk Management Course wasdesigned to merge experiences from two professional fields of practice, Land Use Planning and Risk Management , aiming at developingframework to integrate a set of generic and hazard-specific riskmanagement principles into the planning and management of land use.

The course also hopes to stimulate dialogue about ways cities and localgovernments can minimize risks in developing long-range land use policystrategies, and in carrying out day-to-day development reviewresponsibilities. Dealing with risks effectively will involve not just one ortwo players, but full range of elected and appointed officials in a jurisdiction.Alone, a manager or a planning director can raise issues , but all officialswho are part of the land use planning process must have an understandingof the risk management issues with which they are dealing. The courseattempts to instill the importance of this team play.

Urban Disaster Risk Management (UDRM)

The outcome of Asia’s high rate of urbanization has been the expansionof urban populations in geographic areas which are prone to disasterimpact. The result is an increased vulnerability of populations andinfrastructure. Disaster mit igat ion measures such as:

• earthquake and cyclone-resistance building and infrastructure• flood and landslide control measures• incorporation of disaster vulnerability into land use planning• introduction of regulatory measures in industrialized zones

have rarely been attempted in most Asian countries. Activities undertakenby the Asian Urban Disaster Mitigation Program (AUDMP) over a periodof eight years, have demonstrated the effectiveness of mitigationmeasures in reducing natural disaster vulnerability. Demonstrationprojects in nine countries , information dissemination and networkingactivities, and the regional training courses on Earthquake VulnerabilityReduction , Flood Risk Mitigation, Technological Risk Reduction andUrban Disaster Mitigation have convincingly brought to light theopportunities for high impact interventions. Local officials in selectedcities have positively responded to the initial project activities by theway of funding and incorporating disaster vulnerability considerationsto their buildings and zoning regulations.

Currently, a significant high demand is apparent for Urban DisasterRisk Management (UDRM) , not only in AUDMP target countries butalso in other countries of the region. This demand for expansion ofUDRM activities has been set to improve response, preparednesscapacities to reduce the vulnerability.

As ADPC has been implementing and linking diverse activities throughout the region, it has recognized the importance of enhancing the scopeof AUDMP through the theme action which is focused on Urban DisasterRisk Management. This will become a permanent focus area of ADPCfor future endeavor. UDRM will continue to facilitate interventions forpromotion of local and traditional practices, research and technologytransfer, replication of best practices, promotion of innovative solutions,development of information products to capture experiences for theirdissemination as wee as training and capacity-building.
