School choice means students go to schools by selective choice in order to get a better education ,and the phenomenon has being existed since our educational regulation was established.

At present, the existence of inter-school gap is an universal phenomenon. The main

discrepancies are reflected in funding, teachers, students and teaching facilities as well as the

social impact of the external environment. In our country, inter-

school gap in the same area is quite obvious.

According to the survey, percent of current weakness schools in most of the city is between 20% -30%, some even reach 40%.The implementation of unreasonable educational polices in our country is also a cause of school choice. For a long time, top schools have better teachers, teaching equipment and more government funding than ordinary schools. Consequently, top schools are always in a dominant position. Of course, most of parents and students are willing to choose top schools that possess good equipments and teachers. Accordingly, top schools are always overcrowded.

2.The increasing public's demand for high-quality education

Parents take an active participation in school choice with the hope that their children can possess satisfing employment and self-development under increasing pressure of employment and survival. Parents want their children to receive the best education, therefore, high-quality educational resources is deficient and unable to meet public's needs. In the eyes of parents, let children go into top schools means that children can go to prestigious universities in the future. This is a direct cause of school choice.

In order to survive in the condition of funding shortcoming, schools adopt school choice. Despite state's investment in education is increasing, the proportion of educational investment growth is still low. Fee of school choice is approved by government, schools and parents. The foundational cause leading to school choice is the imbalance between supply and demand. To resolve the problem, the first and foremost is to expand educational resources and to ease the contradictions between supply and demand. Furthermore,the government should satisfy the gradually increasing educational need of the society. It requires that governments at all levels adhere to the principle of public education, and increase an educational input conscientiously. The general public already have appealed to the situation many years that the state spence on education should account for at least 4% of the GDP in our country.It should be carried out by law firmly.
