• The story that the mother of Mencius （孟子） moved their house three times in order to make her son get a good influence from surroundings has been made known to all of us .

What we can get from it is that a good environment makes a big difference to the development of children. So some parents think highly of the level of school, as a result, the phenomenon of school choice appeared.

The meaning of “school choice”

School choice means students go to schools by selective choice in order to get a better education ,and the phenomenon has being existed since our educational regulation was established.

• Some parents rush about all around so that their children can get a chance to study in a so-called famous schools, at the same time, there are also some schools left without anybody to care for it.

Mr. Chen whose son is studying at a state-run hot elementary school told the reporter that “the competition in our society is fierce, so we must ensure that our children should not lose on the starting line. For a index studying at the school, I tried all my best.Except giving more than 6,000 yuan to school, the expense has also spent more than 4,000 yuan on other things concerned”. But he said he is lucky enough because there are still some people who have enough money don’t have schools to hand in!

At present, the existence of inter-school gap is an universal phenomenon. The main

discrepancies are reflected in funding, teachers, students and teaching facilities as well as the

social impact of the external environment. In our country, inter-

school gap in the same area is quite obvious.

According to the survey, percent of current weakness schools in most of the city is between 20% -30%, some even reach 40%.The implementation of unreasonable educational polices in our country is also a cause of school choice. For a long time, top schools have better teachers, teaching equipment and more government funding than ordinary schools. Consequently, top schools are always in a dominant position. Of course, most of parents and students are willing to choose top schools that possess good equipments and teachers. Accordingly, top schools are always overcrowded.

2.The increasing public's demand for high-quality education

Parents take an active participation in school choice with the hope that their children can possess satisfing employment and self-development under increasing pressure of employment and survival. Parents want their children to receive the best education, therefore, high-quality educational resources is deficient and unable to meet public's needs. In the eyes of parents, let children go into top schools means that children can go to prestigious universities in the future. This is a direct cause of school choice.

3.The inadequate local government funding

In order to survive in the condition of funding shortcoming, schools adopt school choice. Despite state's investment in education is increasing, the proportion of educational investment growth is still low. Fee of school choice is approved by government, schools and parents. At the same time, fee of school choice make the phenomenon of school choice more serious.

At the same time, specific education management, operation and further devolution of authority give back to schools, so that schools can have the full autonomy and independence on creative activities

2.It is a challenge to the attachment of Government and the school

The pursuit of social justice in the field of education is a fundamental responsibility of the Government. After the introduction of competitive forces of the market to education, schools become an independent, market-oriented competitors.

The government’s function should be changed from protecting the schools' interests to protecting the interests of the educators, It should maximize the distribution of benefits of education in the pursuit of social justice.

3.Urge the government to change its role

Our views:

It is impossibe to eliminate the hot phenomenon in the present stage, 

we can only take measures to approach advantages and evade 

disadvantages to cool the phenomenon.

C） Take effective measures to balance the development of education. D） Optimize the environment of education and guide parents' choosing need scientifically.

The foundational cause leading to school choice is the imbalance between supply and demand. To resolve the problem, the first and foremost is to expand educational resources and to ease the contradictions between supply and demand. Furthermore,the government should satisfy the gradually increasing educational need of the society. It requires that governments at all levels adhere to the principle of public education, and increase an educational input conscientiously. The general public already have appealed to the situation many years that the state spence on education should account for at least 4% of the GDP in our country.It should be carried out by law firmly.

1.Ascertain the government's responsibility resolutely

a) Insist that common resources for education be inclined to rural areas, the central and western regions, poverty-stricken areas, border areas and ethnic regions.

b) Carry out the mechanism that ensure the compulsory education funds in rural areas and found a special fund for reforming weak schools in rural area.

c) Standardize the investment mechanism of education and the condition of running a school with equal funds between primary and secondary schools using the law.

d) Create a new mechanism that manage all kinds of teachers in order to distribute teacher resources proportionally.

2.Build reasonable mechanism of the distribution of educational rsources.

a) Focus on the implementation of regular exchange and employment of school principals, teachers in general schools and key schools.

b) The 80% of school chice fees charged by the key schools should be used to reform weak schools with overall consideration of education by administration departments. c) Ban the "Colonel school", or "experimental classes" , "characteristics classes" and "top classes" organized by public schools.

d) Practice the allocation of the quota system in model schools and key schools, to achieve a relatively balance for students from different schools.

3.Take effective measures to balance the development of education.

It requires the propaganda of public opinion and correct guidence to let the majority of parents realize that schools suit their children are the best. Only with all the endevours of the government,society, families, schools and so on can ,we create a fine education environment.And only in this way can we improve the phenomenon ultimately.
