School choice enrollment guide

Open enrollment plays significant roleParents have options, select schools that area best fitBy Vanessa MillerCamera Staff Writer

Open enrollment — which allowsColorado families to send students toschools outside their neighborhood —plays a significant role in how BoulderValley students are placed into schoolsannually.

And while last year’s open enroll-ment statistics show that Boulder Val-ley received about the same number ofapplications as it did in 2008 with4,427, that number continues a slowclimb and is several hundred appli-

cants higher than in 2005, when 3,769people applied.

The steady and high numbers showthat open enrollment is a popular op-tion in Boulder Valley and that it ishere to stay, said Boulder Valley as-sessment director Jonathan Dings.Gone are the days when families don’tthink twice about staying in theirneighborhood school. Today, morepeople view their children’s school as achoice, Dings said.

“Parents view open enrollment as aservice that provides them with op-tions in finding the best match fortheir child,” Dings said. “We’ve doneour best to make the process open toparents and, at the same time, manage-able for our schools.”

Parents have between Nov. 30 and

Jan. 15 to submit open enrollment ap-plications to the district. The districtwill send out its first round of offer let-ters Feb. 3, and parents must respondand accept by Feb. 12. Depending onhow many people accept the firstround of offers, Boulder Valley willsend out a second round of offers Feb.24. Acceptances are due by March 5.

This year, open enrollment is avail-able online, reducing the cost for somefamilies and streamlining the process.

Despite an increase in open enroll-ment applicants, Boulder Valley in2009 placed fewer students into theirfirst-choice school than in 2005. Lastyear, 2,336 students — or about 55 per-cent of the applicants — were giventheir first choice compared to 2,469students — or about 66 percent of theapplicants — who received their firstchoice in 2005.

Boulder Valley gives open-enroll-ment preference to applicants who livein the district, move out of a neighbor-hood but want to remain in theirschool, or have siblings at their choice

school. Employees’ children also getpreference, as do students who want toreturn to their neighborhood schoolafter leaving.

The most popular reason for re-questing open-enrollment placementinto a Boulder Valley school for thepast three years has been that a siblingattends the choice school, according todistrict data.

Dings said students who most oftenrequest to open enroll are those transi-tioning to a new school — like highschool freshman or middle schoolsixth-graders.

Fairview High was the most request-ed non-charter school during the lastopen enrollment period, with 371 fami-lies listing the south Boulder school astheir top, second, third or fourthchoice, according to district statistics.

Peak to Peak, a K-12 charter schoolin Lafayette, received the most open-enrollment requests overall with 1,523.That, in part, is because all the dis-trict’s charter schools rely solely onopen enrollment, Dings said.

Editor’s NoteParents in Colorado can enroll their children in any public school in the state, as

long as there is enough room.

Boulder Valley’s open-enrollment period for the next academic year runs from Nov.30 to Jan. 15. Schools now are holding open houses and tours for the 2010-11 schoolyear. Open-enrollment applications will be available Nov. 30 at every school in thedistrict and online at www.bvsd.org.

In the St. Vrain Valley School District, where families apply directly to the school, open enrollment runs from Dec. 1 to Jan. 15.

This Choice Guide is designed to give parents a snapshot of their school optionsin the Boulder Valley and St. Vrain Valley school districts, as well as their privateschool options.

Information is compiled from school districts, the Colorado Department ofEducation and Camera staff.

Descriptions were provided by the schools.

Enrollment figures and student demographics are from fall 2008.

2009 CSAP scores are from Colorado Student Assessment Program tests taken bystudents in spring 2008. The categories are: Unsat., unsatisfactory; PP, partiallyproficient; Prof., proficient; Adv., advanced; Growth, median growth percentile.
