As per the Government of India letter No.3-1/2012-NER Dated 27th

February,

2012, a request regarding J&K migrants was made about following points .

(i) Extension in date of admission by about 30 days.

(ii) Relaxation in cut off percentage upto 10% subject to minimum eligibility

requirement

(iii)Increase in intake capacity upto 5% -course wise

(iv) Reservation of at least one seat in merit quota in technical/Professional

institutions.

(v) Waiving off domicile requirements

(vi) Facilitation of migration in second and subsequent years

The University has in principle accepted the request of Government letter and the

rules of the University are being modified mutus mutandis . Thus where there is a

need to modify the rules they are being modified to accommodate the request of

Government of India. Where there is no provision or need to modify the rules, the

acceptance of the request by the university per se should not be construed to mean that

such provisions have been inserted for the non Kashmiris and is withdrawn for the

Kashmiris. Those candidate who wish to seek concession on the basis of request of

Government of India should have submit the stipulated proof of being a kashmiri

migrant.

01. Admission Starts on : 1st of July every year 02. Last date for the Admission : 16th August 2013 03. Last date for the Admission with Late Fee : 16th September 2013 (Rs 500/-) 04. Note :

1. The existing as well as revised provisions in the University Act, Statutes, Ordinances, rules as well as other instructions provided time to time, shall be binding to all the students.

2. In case the last date is declared as a holiday, the next working day shall be treated as the last date.

3. ** The University reserves the right to alter the dates of examinations. The YCMOU reserves the right not to conduct the examinations in November.

1. About School

The School of Continuing Education has been established to offer continuing education programs to the learners, particularly belonging to the disadvantaged classes residing in distant areas, through flexible mode of learning.

The strength of the school lies in the variety of the content of the programs, which can be offered by the school. The school had concentrated on the technical-based vocational programs, in its early phase. However, the school is now focusing on other vocational programs and professional programs.

The school is pro-active and flexible in framing policies to address the need of the development and delivery of the programs.

1.1 Objects of the School

The School sets before itself the following Objects consistent with the objects of the YCMOU, in particular, as enshrined in the YCMOU Act 1989, First Schedule, section 01: To provide through instruction, teaching and training and other educational opportunities, access to larger and larger segment of population , and in particular to the disadvantaged groups such as those living in remote and rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields;

To promote acquisitions of knowledge in a rapidly developing and changing society and to continually offer opportunity of upgrading knowledge, training and skills in the context of innovations, research and discovery in all field of human endeavor by developing educational network with the use of modern communication media and technologies appropriate for a learning society; [1(c)]

To develop innovative, need based vocational courses and establish industry, institution linking for developing the society; [1(f)]

To provide through incidental and non-formal means, for continuing and extension of education in various cultural forms, arts, crafts, and skills of the country, raising their quality and improving their availability to the people;[1(g)]

To provide major part of its resources and direct efforts in designing, developing and offering need-based and relevant vocational courses. [1(l)]

1.2 Mission

Our mission has been to respond to the developmental needs of the society by offering need-based vocational courses to larger and larger segment of population, and in particular to the disadvantaged groups such as those living in remote and rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields.

2. Aims and Prospects of the Programmes

In order to make the nation a strong nation it is important to build a workforce which is trained in the industrial disciplines with engineering background. The diploma programs aim at achieving this objective with engineering disciplines of mechanical, civil, mechanical, electrical, electronic

and automobile techniques in mind. The students after completing these disciplines should join the industries or arena of work as trained technicians in their respective disciplines.

Recently there has been unprecedented exponential growth in the field of computer science which has seen a desktop computer on every desktop in the progressive society. There is a growing demand of personnel qualified in maintaining the computer systems and administrating networks. A range of academic programs specializing the students in Windows 2000 and Windows 2003 systems have been develop to cater to these needs of the milieu.

With the development of computing there has been a menace of industrial espionage as well as cyber security threats which are larking around the corner. A program on Cyber Security is developed to counter these threats and generating the work force to the new profession of cyber security experts.

Paithani weaving is the traditional hallmark of the various areas of Maharashtra. A training program in this area has been created to systematically preserve and develop this art.

3. Duration

Diploma in Printing Technique and Graphic Arts is of two years duration. The admission taken for this program is valid for six years after which if the student is not able to complete the program, he/she has to register as a fresh student.

The remaining diploma programs are of one year’s duration. The admission taken for this program is valid for three years after which if the student is not able to complete the program, he/she has to register as a fresh student.

4. Medium of Instruction

The following programs are in English medium: V05: Diploma in Computer Hardware Maintenance and Network

Technologies (Windows 2000 Server), V07: Diploma in Computer Hardware Maintenance and Network Technologies (Windows 2003 Server), T31: Diploma in Printing Technology and Graphic Arts, T36: Diploma in Interior Design and Decoration, V13: Diploma for Fitter, V14: Diploma in Computer Hardware Maintenance and Network Techniques (DCHMNT) (Windows 2008 Server). The following programs are in Marathi medium:

T72: Diploma For Electrician and Domestic Appliances Maintenance, T73: Diploma in Automobile Techniques, T94: Diploma in Fabrication, T95: Diploma in AC and Refrigeration, V11: Diploma for Civil Supervisor, V12: Diploma in Mechanical Techniques, V15: Diploma in Saloon Techniques.

The following program is in Marathi, Hindi and English medium:

V08: Diploma in Paithani Handicraft & Modern Garments. (The university reserves the right to supply the question papers in examinations in bi-lingual, monolingual or trilingual formats or to supply it in only one or two languages depending on the nature of the student’s language and availability of translation infrastructure.)

5. Learning Method

The students would work in the actual work situations to complete the program. These academic programmes are designed for non-working and working students as well. With some time management and determination, the student can easily complete these programmes while continuing his/her job, profession or other education.

Well-qualified counselors at Study Centre solve student’s difficulties, during the counseling sessions. Students have to perform practical only at the study centre laboratories, during counseling sessions, under supervision and guidance of counselors.

Activities at the study centres are organized daily and specially on holidays, normally at time convenient to the student. Normally the study centre is situated nearer to student’s place for his convenience. Practice Examination for each theory course may be conducted at the study centre to provide feedback to students about their study. It also prepares the student for the end examination.

The End Examination held once in a year for all courses, are conducted directly by the university.

7. Admission Procedure

7.1 Eligibility Criteria for Admissions and Direct Admission

1. Any student, who has successfully completed 10th level education from any Government Recognized Board or University of India or abroad, or has passed the Preparatory Programme of YCMOU or equivalent can take admission to Diploma programs.

7.2 Registration (Admission) Procedure

1. The Applicant is expected to procure the Admission Form and Bank Challan along with the prospectus from the recognised Study Centre.

2. The Applicant must study the prospectus, familiarise himself/herself about the programme rules and ensure that he/she is eligible for the admission.

3. If eligible, the Applicant interested in admission to the programme should carefully fill in the form in BOLD legible (readable) letters, without overwriting, in ENGLISH language. Care should be taken to fill in the form perfectly and accurately because a computerized system will be used for data entry. The Applicant will be solely responsible for the correctness of information submitted. He/she should attach the attested photocopies of proofs of qualification, date of birth and any other important documents asked for.

4. The Applicant should obtain the signature and seal of the Study Centre after getting his/her eligibility checked from the study centre.

5. The eligible Applicant shall pay the amount of the University Programme fee, plus if applicable, Direct admission fee, convocation fee or Late fee to be deposited through challan only in the bank specified by the university and obtain three parts/ copies of the challan. Candidate must not pay the Study Centre Fee (SCF) to the bank by challan. REMEMBER: FEE ONCE DEPOSITED TO BANK WILL NOT BE REFUNDED ON ACCOUNT OF SCF HAVING BEEN PAID OR ANY OTHER REASONS (except only when the candidate wishes to cancel admission due to change of policy by YCMOU or due to reasons ascribable to YCMOU. The Applicant should not pay cash to the Study Centre Coordinator/Staff under any circumstances. If any amount is paid in cash to any person from the Study Centre, the responsibility for the same will entirely rest with the Applicant.

6. The Applicant shall submit the part of challan meant for the Study Centre to the Study Centre and retain one part with himself/herself. He/She should also retain a photocopy of the application form (Admission Form) for himself/herself. He/ she shall take acknowledgement of having given the Study Centre part of the challan to the Study Centre.

7. The Admission Forms must be filled in and the above process should be completed before the stipulated time limit. No admission form shall be accepted at the Study Centre after the stipulated time frame mentioned in the prospectus. All admission forms along with challan must be submitted only to concerned Study Centre. No form should be

submitted to any other Bank. Likewise, no admission form will be received/accepted at the university headquarters under any circumstances. Forms should also not be sent by post or courier in any case.

8. The admission fee receipt will not be issued by the Study Centre except SCF. The Bank challan will itself serve as the fee receipt. The Study Centre Fee should be paid according to the term or schedule, mutually agreed between candidate and Study Centre and take the receipt.

9. Applicants should submit their admission form through the Study Centre selected by them to the nearest branch of the bank within the same region.

10. The Applicant must keep in touch with the Study Centre about the learning programme, laboratory schedule, class test and the examination schedule. The confirmation of admission should be checked with the Study Centre by the last week of October. Applicants shall not be allowed to appear for any examination without confirmation of admission.

11. The university reserves the right to reject admission wrongly granted by the Study Centre to ineligible applicants if ineligibility is discovered at any stage during the registration process.

Change of Study Center : A student can change his study center only at the time of admission to subsequent years Thus if you have taken admission in the study center 'A' during FY, you may change to study center 'B' only when you take admission in SY but not in the middle of the year. To get transferred to study center 'B' from 'A', you need to take No Objection Certificate (NOC) from 'B' study center and No Dues Certificate (NDC) from study center 'A'. All study center are required to give NDC to students who do it have any dues to study center on account of fees mentioned in this prospectus.

Study Centre Fee (SCF): SCF covers following activities and expenses of the study centre:

• Programme promotion by the study centre

• Conduct of minimum specified number of counseling sessions for each course, on date and timing suitable.

• Local Information and communication centre for students for the matter related to university and programme.

• Required infrastructure and Laboratory facilities

• Depreciation, maintenance and repair of required laboratory set-up

• High quality educational services from motivated, talented and qualified academic staff

• Honorarium to all academic and administrative staff members, for implementation of these academic programmes at the study centre.

Examination Fee (EF):

Only a repeater student has to pay examination fees, directly to the university, along with an examination form, each time he wishes to appear for the end examination. EF is Rs. 150/- for each Practical course (DCHMNT), Rs 250/- per practical course, Rs 100/- per theory course (DPTGA), Rs 400/- per practical course, Rs 400/- per theory course (DIDD, DPHMG), Rs 200/- per practical course, Rs 200/- per theory course (DEDAM, DACR, DAT, DFCS, DIF, DST, DMT). Exam fee is to be paid by way of Bank Challan. “Examination Forms” are available at the study centre. Examination Fee covers conduct and declaration of result of end examination for all those courses for which examination fee is paid.

Industrial Training Fee (for DCHMNT only)

The student should pay this to the Industrial training provider wherever the student takes the Industrial training. The student has to complete one month industrial training after completing the initial six months program learning. The certificate should be in the prescribed proforma.

Library and Hostel Fee/Deposit

If student want to use the library and/or hostel facilities of the study centre contact the programme coordinator. Note that the rules regarding use of library and/or hostel facilities framed by the study centre will be binding on him. Student may be required to pay separate Fee and deposit, directly to study centre as per their rules.

Refundable Deposit

Study centre shall collect interest free “Refundable Deposit” of maximum of Rs. 5000/- (Rs. Five Thousand only), from each student enrolled at the study centre, for the Book Bank, for the complete programme.

8.2 Rules of Refund

(1) The university will not refund any part of “University Programme Fee” for any reasons whatsoever, to any student. The student must ensure that he/she is eligible for admission to the programme and that the necessary

documents have been attached with the admission forms. The fees for the candidate found not eligible on the scrutiny of the forms shall not be refunded.

(2) The study centres are not liable to refund any part of “Study Centre Fee” to any student, for any reasons whatsoever.

(3) University Programme Fee will be refunded only in case the University is not able to conduct the program due to reasons beyond its control or if YCMOU does not sanction admission to a candidate when the candidate is eligible for the admission but the study centre preferred by the student can not be offered or is not able to function due to situation beyond its control.

8.3 Where and How to Pay

All University programme fees and examination fees must be paid only in the bank specified by the university through challan available with application forms.

Student should properly preserve photocopies of all correspondence, Challan of Bank and university and Study Centre fee, in a single file until successful completion of the programme.

8.4 Other Financial Conditions

1. Every enrolled student shall have to pay both “University Programme Fee” and “Study Centre Fee”.

2. Students are requested to note following information about maximum “Study Centre Fee”:

3. Study centres are not allowed to collect more “Study Centre Fee” than mentioned in prospectus.

4. Students are advised to pay same amount which is mentioned in prospectus, towards the payment of “Study Centre Fee”

5. The transaction with regard to the SC Fee is a bilateral affair between the student and the SC. The university may not normally intervene in the matter on complaints by either the study centre for having less fee from the student nor to the student for having paid more fee than prescribed in the prospectus.

6. Study centres will collect “Study Centre Fee” against their own receipt and will maintain its records of receipt.

9. Evaluation Scheme and Procedures

9.1 General

The Theory examination shall have two components namely internal assessment (20 marks) and end examination (80 marks). The examination pattern for End Exam is given in Appendix 2. The internal marks are to be given by the study centres and must be submitted to the Examination Section before 30 April in the format given in appendix. The internal assessment is conducted only once and a student can not take it as a repeater (even for absentees). The distribution is as follows:

Standard of Passing: Theory course: 40% combined (in internal assessment and end examination) and 40% independently in end examination. In case the candidate does not complete a theory course successfully, (s) he may take the End Examination as a repeater student by paying requisite fee and by following stipulated procedure. No repeat examination in Internal Assessment will be taken.

9.2 Specific Information

Industrial Training Course (DCHMNT and DPTGA)

In order to be eligible for the award of DCHMNT and DPTGA, a student has to undergo training in an industry/ printing shop duly approved by the university for a period not less than 1 months. The students who are employed in an industry printing establishment and are working on the job of printing maintenance as envisaged in the course content may be exempted by the university if they get a certificate of that effect from their employer.

The Industrial Training course is a course without formal examination, which the candidate has to successfully complete by earning the experience to the satisfaction of the employer or the supervisor. The grade sheet for all semester shall have place for recording completion of this course.

The industrial training centre may be the study centres itself or the industry centre recommended by the study centre and approved by the University only. The industrial training centre will give the training completion certificate to the student and will send the copy of it to the study centre and the University. After receiving the copy of training completion certificate the University will award to the student the Diploma in Printing Technology & Graphic Arts provided that the candidate fulfils other requirement for the same. The study centre co-coordinator will verify the IT certificate and then will send it.

Project Examination (for the DPGA program only): 1. Student shall not be allowed to appear for end examination of Project

before completion it. Corresponding Project Guide SC Programme Coordinator and / or SC Head should certify the Project report.

2. For ‘Project Work’ course, there shall be only an End examination at the end of every semester. No continuous assessment component shall be used for any ‘Project Work’ course.

3. The ‘Project Work’ end examination is conducted by ‘Project Evaluation Panel’ appointed by the University. The evaluation shall be on the basis of:

• Project Report submitted by the students

• Viva on the Project

11. Student Welfare

Student aid

YCMOU offers financial aid for students from low-income strata on merit basis for some specific programmes only. YCMOU has made a pooled some annual provision for this purpose. YCMOU offers a 50% fee waiver in various programmes for students in low-income sections of the society. Students need to apply in specified format with suitable documents for eligibility.

Sports events Annual events are organised to offer sports-opportunities for students at

regional and university levels. This will enable them to qualify for sports events at intervarsity Ashwamedha (intervarsity event started by Hon Chancellor), state and national levels including AIU events.

Youth festival Annual youth festivals are held for performing arts at regional and

university level. The events include elocution, ekankika (one-act-play), music and dance. This qualifies them for participation in Indradhanushya - intervarsity event started by Hon Chancellor and also national level events including the AIU-event.

Avishkar To promote research activity in the student community, Avishkar — an

intervarsity event started by Hon Chancellor — is organised annually. A biannual research journal is published by YCMOU for students to carry the research papers.

Samvad patrika journal Samvad patrika is a monthly journal for communication with thousands of

students of YCMOU spread in the entire state. This carries educational articles and useful information. This is expected to promote self-learning and awareness about Open & Distance Learning. This journal will be available at Study Centre and on University website.

Virtual learning The Ahemadabad based ISRO has helped YCMOU to start a satellite based

virtual learning centres network to assist learning. This networks 40 VLCs in the state where students can gather to interact with the counsellors.

NSS The National Services Scheme (NSS) has been launched at select YCMOU study centres for 800 students.

There are a number of open Universities in the country offering various degrees/diploma through the

mode of non-formal education. The Open Universities have been established in the country by an Act

of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of

University Grants Commission Act, 1956. These universities are, therefore, empowered to award

degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992 mentioning that the

Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated

equivalent to the corresponding awards of the Universities in the country.

Attention is further invited to UGC circular No.F1-25/93(CPP-II) dated 28th July, 1993 (copy enclosed)

for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by

students between the two types of universities so that the mobility of students from Open University stream

to traditional Universities is ensured without any difficulty.

The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to

ensure mandatory requirements viz. minimum essential academic inputs required for awarding such

degrees. A copy of Gazette Notification regarding specification of degrees issued vide No.1-52/97(CPP-II)
