THE CONSTITUTION

Article I. Name The name of this organization shall be the "Carroll

County Education Association."

Article II. Purposes S~ction .1. To express through cooperation and fel­

lowship ~he impo~tance of education in Carroll County. Se.ctwn 2. 1 o study the problems of education and

to devis~ plans whereby these may be solved. S.ectwn 3. .To provide organizational machinery

whereby. educat10nal standards can be improved through cooperative effort.

Sectio!l 4" This association shall not affiliate with any orgamzation other than the N. E. A. or the Indiana State Teachers' Association. .. Ame?dment to Section 4. This association shall af­fih~te .with .the Indiana Classroom Teachers Association begmnmg with the school term of 1955-1956.

Article III. Membership Any person engaged in teaching, administration at­

tendance or supervision in the schools of Carroll Coui-ity may .become. a f!lember of this association by subscribing to this conshtut10n and paying the assessed fees.

Article IV. Membership :Section. 1. Th~ officers of this association shall be

presiden~, v1ce-pres1dent, a secretary and a treasurer. . Sect10n 2. The duties of these officers shall be those

which usually perta:in to such offices. . Section 3. No person shall be eligible for the same

office fo~ more than two consecutive years. Sect10n 4. The officers shall be elected in the Au­

guest or Septem~er meeting to be held concurrently with the c;ounty !nshtute. They shall take office at the close of this meetmg.

Article V. EX!ecutive Boa.rd .section _l. The_ executive board shall consist of the

pre~ident, vice-president, secretary, treasurer and the ~hairman of each standing committee. The County Super­mtenden~ shall be a member, ex-officio, of this board.

Sect10n 2. The executive board shall meet between regular meetmgs of the Association to transact such busi­ness as may be necessary.

· ~ection 3. A majority of the executive board shall constitute a quorum to transact business.

Article VI. Committees

Section 1. The president shall appoint the follow·· ing standing committees each consisting of three mem­bers: · ·.

A. Program Committee. This committee with the as­sistance of the County Superintendent of Schools shall make plans and arrangements for the regu­lar meetings.

B. Finance Committee. The treasurer of the Associ­ation snall be one member of this committee. The committee shall draw up a budget and present it at the April meeting of the Association.

c. General Welfare Committee. This committee shall make a study of the problems of the profession and submit recommendations to the Association.

Section 2. A standing legislative committee shall be nominated by the president and elected by the Association at the August or September meeting. Nominations may be accepted from the floor.

Section 3. A nominating committee shall be ap­pointed by the president to prepare a slate of candidates for the August or September meeting. This committee shali be temporary. Nominations for candidates for office may be made from the floor.

Article VII. Meetin2:s

Section 1. The regular meetings of the Association shall be held in August or September, December a n d April (three meetings). The exact dates of the meetings shall be determined by the program committee .

Section 2. Special meetings of the Association may be called by the Executive Board.

Section 3. A quorum shall consist of all members present at a regular or special meeting.'

Section 4. The secretary shall notify each member in writing of the meetings.

Article VIII. Amendments Amendments to the constitution and by-laws of this

Association shall be made only at a regular or special meeting thereof, by % vote of the members present.

No proposition to amend shall be acted upon unless written notice thereof has been given to the secretary at least 30 days prior to the meeting. A copy of such propo­sition shall be sent to each member of the Association at least 10 days before the date of the meeting at which the amendment is to be voted upon.
