Conclusions: Are INCONET´s a tool for science andinnovation development in LDCs?
Facts:No donor driven cooperation (competitive call for proposals)Method of open coordination (EU-Com funding and guidance but joint MS-
actions)Analytical work of high value for the region (OECD study, S&T indicators)Opening new „ non-donor“ doors for LDC S&T policy makers and scientistAccess to the ERA via EU-FPs for LDC´s scientist (competitive research
instead of donor driven consultancy)Through open discussion fora pushing inner-LDC-debate towards
innovation systems (Laos fact finding mission to EU next week)Reaching out to a broader public in LDC´s adding value to the profession
„Scientist“
Answer:S&T cooperation with LDC needs a dialoge with a longterm perspective but
also very practical first steps – the INCONET´s provide both (and it´s aunique EU-COM and EU-MS Science Diplomacy activity)
