Innovative part of the 6FP in relation to previous Framework Programmes

It serves the political interests of the Community, the Member States and the Candidate Countries

The challenge:to introduce the science and knowledge gained through research into the implement-ation of policies

Objectives Support the formulation and implementation of

Community policies, bearing on the interests of the existing Member States as well as Candidate countries.

Support to Community policies as an integrated activity:Targeted precisely on needs (demand-driven)

Integrated across policy areas (e.g: environment & health, agriculture-forestry- sustainability)

Sensitive to changes in policy requirements as they occur

Flexible programming for the Work Programme Choice of initial priorities based on

A progressive incorporation of new priorities in the work programme

A progressive allocation of the budget

Allowing :

expression of current needs (Commission’s DGs, Political actors of MS, S/T experts)

prioritisation process

Page 16: Scientific Support to Policies Scientific Support to Policies Integrating and strengthening the European Research Area (ERA) Elisabeth Lipiatou Environment

Instruments

Specific Support Actions (conferences, workshops, expert groups, studies)

Co-ordination Actions

Specific Targeted Research Projects

This Priority is open to “traditional instruments”

Page 17: Scientific Support to Policies Scientific Support to Policies Integrating and strengthening the European Research Area (ERA) Elisabeth Lipiatou Environment

Implementation Budget : 340 M€ from which 265 M€ are presently allocated

Well-specified WP, complemented by a detailed task description document in the guide for proposers

One call per year Possibility of “emergency” calls (e.g.. on SARS)

Work programme:

What do we hope to achieve ?

Effective implementation of the European Research Area by encouraging a specific “playing field” for research to support all EU policies

Systemic improvement in the relationships between research and policy at all levels in the EU

A more coherent research base, reflecting the increasing integration of policies and the science that underpins them

Timely and effective scientific inputs to Community policies, with improved uptake of results at national and EU levels
