The Stronger Christchurch Infrastructure Rebuild Team (SCIRT) is repairing earthquake damaged infrastructure and has been tasked to return the storm water network to the level of service that existed prior to the earthquakes. Because of land settlement, the storm water catchment between Mountbatten Street and Bridge Street can no longer be adequately drained by gravity. In a high tide/ high rainfall event, it will need to be assisted by pumping. Therefore, a new storm water retention basin and pump station needs to be installed on the northern side of Bridge Reserve in South Brighton. The new storm water basin and pump station: SCIRT will install a combination of larger pipes, a new storm water basin and a pump station so that storm water can be discharged into the estuary at all tide levels. The basin will temporarily hold storm water that cannot drain to the river during high tide while the pump station will operate during very heavy or prolonged rainfall. Alternative solutions of residential land remediation and house raising are outside SCIRT’s scope. Bridge Reserve is at a low point in the catchment so is the best place to site the pump and basin. Taking space and safety considerations into account a basin 100 metres long by 30 metres average width will be constructed on the landward side of the stopbank. A basin of these dimensions will have sufficient storage capacity and can be accommodated on the reserve at a safe distance from boundaries. The pump station will be constructed on the banks of the retention pond. The basin will hold water for short periods during and after rainfall until the water drains through the gravity pipes or is pumped to the estuary. The walls and floor of the basin will usually be damp from natural ground- water but a small pump will used to clear residual storm water and ground water from the basin. Ground improvements will be undertaken so there is no increased risk for nearby properties. A Council Hearing Panel has approved the change in reserve classification to allow the storm water basin and pump station to be constructed. We are now seeking your feedback on the landscape design. Previous consultation with the community: In October 2012 the Christchurch City Council gathered feedback on the storm water basin and pump station as part of the intial consultation for the New Brighton Reserves Management Plan Review. Consultation documentation included information about the change of classification from Recreation Reserve to Local Purpose (Utility) Reserve. A hearing was held in February 2013 at which time the Hearing Panel approved the change in land classification to allow the storm water basin and pump station to be constructed. Feedback received and discussions held whilst consulting for the South New Brighton Reserves Management Plan Review has feed into the design process for the storm water basin and pump station. Alterations have been made to the design already where possible and appropriate.

What happens next?• We will be collecting feedback on the landscaping proposal for the storm water basin and pump station site. This feedback will be summarised and considered.• The technical design plans and landscape/open space design will be finalised, including recommending any appropriate changes from the feedback.• At this stage we anticipate the feedback and any necessary amendments to the landscape plan will be presented to the Burwood Pegasus Community Board towards the end of September 2013 for approval. All submitters who provide their contact details will be advised of the outcome and confirmed meeting date prior to the meeting.• Further updates on the construction of the storm water basin and pump station will be provided through work notices and updates.

The construction of the storm water basin and pump station: In order to construct the new storm water basin and pump station SCIRT will: • Establish the site and setup temporary fencing around Bridge Reserve. Walking tracks through the reserve will be unavailable during stages of construction. • Unfortunately to construct the storm water basin, pump station and associated pipework the remaining trees and vegetation on Bridge Reserve will need to be removed. • Tree stumps, which are the remnants of tree felling previously completed in the reserve will be removed. This will be completed using large earthmoving machinery. • Ground improvements are required to be completed between the storm water basin and neighbouring properties. Options are currently being investigated to determine the best methodology. • A ‘cofferdam’ which creates a dry area for construction, will be installed at the storm water outfall location at the end of Kibblewhite Street. Sheet piles and significant dewatering will be required. • Storm water pipes will be installed through the reserve using open trenching. Once the pipes are installed the trenches will be backfilled. • The storm water pump station design and construction methodology has not yet been finalised. The pump station is likely to sit largely below the ground with the concrete valve chamber above ground level. There will also be a large electrical cabinet above ground near the pump station. • Following the pipe installation the basin will be excavated using heavy earthmoving machinery. • Landscaping will follow. • It is anticipated that construction work will begin in late 2013 and take a number of months to complete.

Feedback formWe welcome your feedback on the proposed open space and landscape design for the storm water basin and pump station on Bridge Reserve. Please note that the location of the stormwater basin and the pump station on site are fixed to meet set-back requirements from private properties, roads and stopbanks. The size of the basin is also fixed to provide the required storage capacity to reduce the risk of flooding within this catchment whilst meeting the set-back requirements. We want the site to be a pleasant space for residents and park users, and as such are seeking your feedback on the planting and open space features on the site.
