SCoD along with two of our members, GCVS and Voluntary Action Scotland got a mention in a letter from the EHRIC to the Presiding Officer of the Scottish Parliament about the Commission on Parliamentary Reform’s recommendations about scrutiny of human rights, engagement and diversity, and committee time for scrutiny. We will share a copy of the letter separately with our members.

Atos Healthcare, the company that has responsibility for the PIP Assessments in Scotland

has changed its name to “Independent Assessment Services – delivered by Atos”. To go

with their name change, they have launched a new website with information about the PIP

Assessment, including a list of the assessment centres it provides. The web address is

Second Independent Review of the Personal Independence Payment assessment The Second Independent Review of the Personal Independence Payment (PIP) assessment carried out by Paul Gray was published on 30 March 2017. https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/604097/pip-assessment-second-independent-review.pdf The Government welcomes the Review and will publish a detailed response in due course. The report outlines a number of recommendations many of which focus on areas where the Department is already making improvements, such as a pilot of audio recordings of face-to-face assessments which has been undertaken and findings are now being evaluated. The recommendations in the Review cover four main themes:

Quality and consistency,

Further evidence,

Assessment, and

Transparency and Trust. Audio Recording Pilot A pilot has recently been undertaken to test the audio recording of PIP face-to-face assessments. This was something that was in the Paul Gray Review and the Department had already started this work. The pilot included around 400 claimants and took place in Birmingham by Capita. Capita contacted those claimants who had a face-to-face assessment scheduled and invited them to take part in the pilot. Participation was entirely voluntary and participants were required to sign a consent form to take part and were given a copy of the recording on a CD if they requested one. The DWP is continuously looking at ways to improve the claimant experience and this pilot will allow us to examine whether there are any benefits to audio recording face-to-face assessments. The DWP is currently evaluating the findings from the pilot to determine next steps.

SCoD comment: Since the possibility of recording the PIP assessments was first

discussed at the DWP PIP Implementation Stakeholder Forum, Mandy has been asking

what will be put in place for deaf people who cannot hear an audio recording and for BSL

users who should be able to film the assessment. As yet, there has been no decisions on

how deaf people will have equality of access with their hearing peers. The minimum should

be that an audio recording takes place and the DWP provides a transcript for people who

are Deafened or Hard of Hearing; and a transcript and a BSL/English Interpreter to explain it

for Deaf and Deafblind people. Ideally, the assessments would also be filmed.

Although the Scottish Government will in time take over PIP in Scotland, the DWP still

decide on process until that happens. The equality and accessibility of this pilot could be

raised as a matter of urgency with the APPG on Deafness.

Ideas for Ears - Hearing well on the phone A message from Sally Shaw;

“Hello all, I wonder if you might support me on something. The organisation I run, Ideas for Ears, is circulating a questionnaire to capture data regarding people’s experiences of making and receiving phone calls. I wondered if you could complete it and pass it on to others who might be interested. The questionnaire asks about use of mobiles, landlines and other forms of communication. We are working to influence phone service providers about the need for new solutions to help more people hear well on the phone. The findings from the questionnaire will help to influence the telecoms industry as to where to put their time and money. We need people with and without hearing difficulties to complete it. Not being able to hear conversation clearly during a phone call is an issue faced by many. Unfamiliar accents, background noise and variable clarity or volume can cause frustration, and sometimes even fear, when having phone calls. The questionnaire will help us to understand and quantify the issues that people are experiencing. Here is the link to the questionnaire. The more responses we get, the more data and evidence we will have to influence the industry specialists. The questions may be less relevant to those who have very little or no hearing. Everyone who completes the questionnaire has the chance to win £300 in Amazon vouchers! Closing date is midnight 13th August 2017. This is a genuinely good opportunity to help bring about improvement for those with hearing loss. My thanks in advance for any support you can offer.”

ScotRail blue badge survey 2017 ScotRail is looking to improve its car parking offering to all customers and as such we would like to invite you and your organisation to contribute to this process. ScotRail want to ensure that its car parks play a positive role in people’s lives providing access to places of employment, education, health and leisure facilities. This consultation paper seeks views on how ScotRail can address the issue of usage, balancing provision, increasing or decreasing provision based on demand, as well as views on how best to manage Blue Badge parking provision. The consultation paper therefore asks questions on a number of areas as an approach to help set a final strategy. ScotRail are also considering starting a car park user group and if your organisation is interested in joining; please add this comment to your response below. Queen Margaret University – BSL / English Interpreting modules Queen Margaret University is delighted to announce that, in recognition of the need to continually enhance the skills of registered interpreters, the Scottish Government has agreed to contribute financially to the development of the specialist modules that will form the key component of our planned MSc/PGDiploma/PGCert in Advanced BSL/English Interpreting. Some of this funding will be directed specifically towards Scotland-based interpreters, and will be used to offer discounts to some module fees. The first cohort of students will be starting their Masters-level study in Advanced BSL/English interpreting in September 2017. The students come from diverse areas within the UK and from a range of previous training backgrounds. Students will initially study the general theory and practice of interpreting before progressing to focus on areas of specialism such as working in healthcare, mental health, justice and education. The first of these specialist modules will come online in September 2018.

Theory and practice modules will start in September each year. Theory and Practice of Interpreting 1 (Semester 1) includes topic areas on theories and concepts of interpreting, an introduction to Demand Control-Schema, linguistic and contextual challenges, and consideration of how quality in interpreting is evaluated. Theory and Practice of Interpreting 2 (Semester 2) includes topic areas on co-working, ethical practice, rapport management, professionalism and self care. Applicants who have already studied interpreting at graduate level may be able to join Theory and Practice of Interpreting 2 which will take place in Semester 2 (January to April). The deadline for applications for January 2018 is Friday 10th November 2017. Each module (worth 15 credits at SCQF Level 11/QCF Level 7) is delivered entirely online, and no attendance on campus is required. The full fee per module for the 2017/2018 academic year is £475. Royal Conservatoire of Scotland Scotland’s national Conservatoire is delighted to announce that applications will be opening shortly for its 2018/19 intake of students on its innovative programme, BA Performance in British Sign Language and English. The BA Performance undergraduate degree teaches students to be both actors and makers of work, exploring the most innovative ways of creating performance through British Sign Language and English. During your three years here, students benefit from the distinctive environment of RCS and study a rich blend of performance modules.

This course is designed around the learning and teaching needs of deaf performers and is the only

course of its kind in Europe. The programme has been developed in association with Solar Bear

Theatre Company with input from a range of theatre, education and deaf professionals. We aim to

enrich the talent pool within the UK, whilst making training available to deaf artists.

The working languages of the programme are British Sign Language (BSL) and spoken English.

You will have fully-qualified BSL interpreters in class, on stage and in rehearsal.

The small class size ensures you will have the opportunity to work closely with our teaching staff

and visiting professionals. You will also benefit from our many collaborative and professional

partnerships including Solar Bear, National Theatre of Scotland and Scottish Opera. You will

develop skills in acting, movement, dance, signing on stage, improvisation and puppetry as well as

explore highly visual and physical performance styles. We will teach you the skills you need to

prepare you for a career in film, television, theatre and more.

We are looking for students who are enthusiastic, dedicated and who display potential and

commitment to a career in the performance industry. We have an Open Day on Friday 20th October

Hearing Link & Hearing Dogs Merger A message from Lorraine Gailey Chief Executive: “I hope you will forgive the general nature of this message but I wanted you to be among the first to know about some exciting developments for Hearing Link, and this is the only sensible way for me to reach several people all at once.

Following months of talks, I am delighted to let you know that Hearing Link and Hearing Dogs for Deaf People will merge, following the public announcement after the Hearing Dogs AGM today attended by our shared Royal Patron, HRH The Princess Royal. Our merger was formalised during this meeting with a completion date of 01 August 2017.

In common with many small charities the challenging and competitive fundraising environment has proved extremely difficult for Hearing Link. By merging with Hearing Dogs, and incorporating Hearing Link as a distinct service within the larger charity, we have secured the future of our work and can plan with confidence to deliver our life-changing services to ever increasing numbers of people, releasing our very small paid staff team from the need to devote most of their time to fundraising.

Hearing Link’s name will not change, and our vision remains a world where everyone can enjoy life and participate fully and confidently, whatever their level of hearing. Hearing Link’s services will continue to run as before, but with the stability of a much larger charity to strengthen our work. We look forward to continuing ‘business as usual’, retaining our identity, logo and UK-wide offices, and working with our volunteers and staff to provide our usual Helpdesk, specialist programmes and services, website and social media platforms into the future.

We will be working on the details of the merged structure over the next few months, but it has already been agreed that Michele Jennings of Hearing Dogs will be the Chief Executive of the merged organisation, while I will become Chief Operating Officer reporting directly to her with responsibility for all Hearing Link activities. All our Hearing Link staff will transfer to the merged organisation and continue their roles and responsibilities there for the foreseeable future.

This is a natural move for both organisations, with our values and aims already so closely aligned. For Hearing Link it means that the future of our services is assured, and for Hearing Dogs it means that their service to hearing dog recipients is enhanced. Between us, we have over 100 combined years of experience in helping people with hearing loss and we intend to build on that together. I hope you will share my excitement as we celebrate this new stage in our development”

Consultation on the role of the Scottish Health

Council: Strengthening people’s voices in health

and social care

The consultation on the role of the Scottish Health Council is now

underway and is being led by Healthcare Improvement Scotland.

This follows a reflective exercise undertaken by the Chair of the Scottish Health Council,

Pam Whittle CBE, earlier this year. It is well-recognised that services can only improve

when they are informed and shaped by people who use those services, their families and

carers, and local communities. Whilst there has been progress made in engaging people,

we believe there is more that can be done to improve people’s experience of engagement,

whether at individual, community or national level , and to demonstrate more clearly the

difference that their engagement has made.

The Scottish Health Council is a key part of Healthcare Improvement Scotland and plays a

leading role in ensuring that NHS Scotland listens to the views of people and communities,

and that it acts on those views. We want to hear your views on the future direction of the

Scottish Health Council to help us continue to evolve and play a valuable role in ensuring

the voice of people and communities remain at the heart of health and social care.

We encourage you to take part in our consultation and give us your views on the seven

consultation questions. Our consultation document (in full and easy-read formats) and

Social Security (Scotland) Bill: What do you think? The Scottish Parliament’s Social Security Committee wants your views on how they can make the social security system work for everyone. Consultation on The Supporting Children’s Learning Code of Practice (third edition) and associated regulations The Education (Additional Support for Learning) (Scotland) Act 2004 provides the legal framework for identifying and addressing the additional support needs of children and young people who face a barrier, or barriers, to learning. The Act aims to ensure that all children and young people are provided with the necessary support to help them work towards achieving their full potential. It also promotes collaborative working among all those supporting children and young people and sets out the rights of children, young people and parents within the system. The Act has been amended by the Education (Scotland) Act 2016. This extension provides that children will have the same rights as young people and parents under the Additional Support for learning legislation, except in relation to placing requests and the use of mediation services. It is intended that these amendments to the Act will commence in November 2017. In preparation for this, there is a need to update associated Regulations and statutory guidance. This consultation seeks views in relation to 4 things (the code of practice and 3 sets of regulations):

Generations Working Together - Photos and stories with and about your grandparents needed for our campaign

Generations Working together have a new campaign that you can get involved in which will run this October.

As you may know, this Autumn is both Grandparents Day and International Day of Older Persons. To mark this occasion we would like to share photos and stories from and about grandparents. The idea is to collect them for social media and possibly for a small exhibition. The aim is to challenge stereotypes about age and to highlight the help and support our grandparents provide us. In many cases it is grandparents who look after us or influence and inspire us. Grandparents also tend to have old photos and great stories we are keen to share. This is why we need your help with the photos and stories. Please send them in and share this message with your colleagues, family and friends. Your messages can be very short or just in photos. Quality Assurance of Assessment Arrangements for Deaf (oral) and Visually Impaired Candidates: Tuesday, 12th September, 2017

This half day event will be of relevance to Teachers of the Deaf, Visual Impairment Teachers, Support for Learning Teachers, College Lecturers supporting students who are deaf (oral) or who have a visual impairment, and other practitioners supporting candidates in SQA Assessments and Exams.

In partnership with the Scottish Qualifications Authority (SQA), this event aims to provide the opportunity to discuss a range of assessment and exam issues relating to candidates who are deaf (oral) or who have a visual impairment. The aims of the event will be to:

• clarify the key principles underpinning the SQA policy in relation to assessment arrangements for candidates;

• outline SQA and Centre Quality Assurance responsibilities arising from key principles;

• consider SQA’s Quality Assurance evidence requirements;

• provide opportunity for you to raise and discuss assessment issues for candidates.

There will be opportunities to ask/write down questions on the day if there are any specific issues/questions you would like to raise.

This course will be of interest to teachers of the deaf, mainstream teachers, educational psychologists, speech and language therapists, support staff, and parents. To secure your place please book before the end of June. What is Colourful Semantics? Alison Bryan (creator of Colourful Semantics) will go through the programme to enable you to deliver the intervention in school. Colourful Semantics is the ‘meaning of the words’ and this is made colourful by breaking down and colour coding different parts of a sentence. Colourful Semantics is a speech and language therapy intervention that indirectly works on developing a child’s grammar through the use of:

• Spoken sentences • Answering W/H questions • Use of nouns, verbs, prepositions and adjectives • Story telling skills • Written sentences and language comprehension.

You will be able to work through the programme to encourage the child to create sentences. This is initially taught by focusing on sorting out colours, which will then progress to an understanding that there are different parts that make up a sentence. The 4 key levels are:

Level 1 – Who? The Dog. Subject -( ORANGE)

Level 2 – What doing? Is playing with. Verb – (Yellow)

Level 3 – What? The Ball. Object (Green)

Level 4 – Where? In the Garden. Location (Blue)

This course will be of interest to Teachers of the deaf, mainstream teachers, educational psychologists, speech and language therapists, support staff and parents/carers.

Dr Sally Austen is a Consultant Clinical Psychologist who has being supporting deaf pupils and adults for over 20 years. From her experience she will discuss the challenges faced by deaf pupils who have autism, challenging behaviour and mental health difficulties. In each of these areas any links with language deprivation or communication difficulty will be explored. The key focus of the day will be to identify the skills that professionals already have, that can be used in different ways or at different times to meet the needs of this complex client group. Acknowledging the paucity of research in our field of work, Sally Austen will encourage a balance between evidence based information (research) and practical experience. She will encourage attenders to consider these areas of difficulty from cognitive, social, educational and psychological viewpoints – and consider the necessity for multi-professional collaboration. For the well-being of the child, the professional and the parent a better understanding of the child’s potential is recommended. This will include discussion of what success would look like. Executive Functioning and parental trauma reactions are relatively new areas of research. Sally will suggest how evolving clinical and educational work in these areas may prove useful.

Early day motion 205 Sixth Pan-Disability Open Primary sponsor: Stephen Gethins (SNP, North East Fife) That this House congratulates the Scottish Disability Golf Partnership (SDGP) for organising the Sixth Scottish Pan-Disability Open at the Fairmont Golf Course in St Andrews; notes this European ranking event will run from 21 to 24 August 2017 and that participants will play over the Torrance and Kittocks courses to win the coveted Sidey and Caledonia Cups; further notes the SDGP is a charity governed and operated by disabled people which organises projects, golf training, events and competitions across Scotland; is impressed that the SDGP, which now has over 130 members, was the first golfing organisation in the world
