demand for statistics in developing countries• new focus on managing for development results (MfDR) (nationally & internationally)• poverty reduction strategies (PRSs)• MDGs• other development programmes (sectoral)
new and emerging policy issues – environment and climate change, gender, biofuels, etc.
need “good statistics” – comprehensive, relevant,
accurate, consistent & timely to illuminate above issues
2. Challenges Institutional & organizational
lack of clarity about difference between organization & institution tendency to over-emphasize organizational issues institutional issues are as important, “unless they allow and enable organizational improvements to happen, they won’t”
Institutional issues about “wider environment” laws, policies, government commitments, norms and cultures, etc
Organizational issues about “players” structure, people & processes organizations have discrete boundaries, a budget and

Governance is essential to support technical
components It is one of the weakest aspects of statistics in
many African countries need to define governance arrangements at all
levels (national, continental, international)
