Scope of Nursing PracticeThe scope of nursing means the extent or range of
health care activities which a nurse can do or perform
pursuant to law.
A professions scope of nursing encompasses the activities its
practitioners are educated and authorized to perform. The overall scope
of practice for the profession sets the outer limits of practice for all
practitioners.

It is a legal nursing practice under section 28 of R.A 9173 when a licensed nurse performs:
a) Nursing services, whether singly or collaboratively, to individuals, families and communities in any health care setting.

b) Nursing care whether singly or collaboratively, during conception, labor, delivery, infancy, childhood, toddler, pre-school, school age, adolescence, adult and old age or basically in any age group/stage of development.
c) Nursing action as independent practitioners for the promotion of health and prevention of illness.

d) Collaborative work with other health care professionals for the curative, preventive and rehabilitative aspects of care, restoration of health, alleviation of suffering, and when recovery is not possible toward a peaceful death.

Duties of a nurse :
a) To provide nursing care through the utilization of the nursing process.
b) To establish linkages with community resources and coordination with the health team
c) To provide health education to individuals, families and communities.
d) To teach, guide and supervise students in nursing education programs including the administration of nursing services in varied settings such as hospitals and clinics.; undertake consultation services; engage in such activities that require the utilization of knowledge and decision making skills of a registered nurse.
e) To undertake nursing and health human resource development training and research which shall include, but not limited to the development of nursing practice.

(Section 28)(a) Provide nursing care through the utilization of the
nursing process. Nursing care includes, but not limited to, traditional
and innovative approaches, therapeutic use of self, executing health
care techniques and procedures, essential primary health care, comfort
measures, health teachings, and administration of written prescription
for treatment, therapies, oral topical and parenteral medications,
internal examination during labor in the absence of antenatal
bleeding and delivery. In case of suturing of perineal laceration,
special training shall be provided according to protocol established;

Internal Examination and Suturing of Perineal Wounds
This existing standards of safe nursing practice for internal
examination and suturing of perineal laceration was prepared by
the Association of Nursing Service Administrators of the
Philippines, Inc. and the Maternal and Allied Nursing Association
of the Philippines.

The ANSAP/ MCNAP issues a Certificate of Traning after complying with the parameters for evaluation:
Written examination
Completion of the minimum number of actual cases for each of the following competencies:
c. Safe suturing of perineal lacerations
a. Performing internal examination safely and with least discomfort to the patient
b. Collecting accurate assessment data as bases for plan of care.

Completion of the minimum number of cases for each of the following competencies.

Intravenous Therapy
Only those registered nurses who were
adequately trained and completed the training
requirements of the Intravenous Therapy
Program prescribed by the Association of the
Nursing Service Administrators of the
Philippines.

PRC-BON Resolution NO. 08 states that:
“that a registered nurse is prohibited from administering
intravenous injections to a patient unless he/she has undergone a
special training at least under a nursing administrator who is a
member of ANSAP and who is qualified under Sec. 28, Art V of
R.A.”

It has a twenty-four hour didactic lecture ad a practicum with the following evaluation methods:

1. Written examinations: pre and post tests
a. Initiating and maintaining peripheral IV infusion. (6 cases)
b. Administering intravenous drugs (6 cases) c. Administering and maintaining blood and blood components. (2 cases)

The duties and responsibilities of nurses performing intravenous therapy
a. Interpret the doctors order for intravenous therapy.
b. To perform venipuncture, insert needles, cannulas except TPN and cutdown.
d. To administer blood/blood products as ordered by the physician.
c. To prepare, monitor, terminate intravenous solution: additives, intravenous medications, intravenous push.

e. To recognize solution and medicine incompatibilities.
f. To maintain and replace sites, tubings, dressings, in accordance with the established procedures.
g. To establish flow rates of solutions, medicines, blood and blood components.
h. To utilize thorough knowledge and proficient technical ability in the use/ case, maintenance of intravenous equipment.

i. Nursing management of total parenteral nutrition, out patient intravenous care.

k. Maintenance of appropriate documentation, associated with the preparation, administration and termination of all forms of intravenous therapy.

Standards and prospects for advanced nursing practice
R.A. 9173 authorizes a RN to administer a written prescription for
parenteral medications, on top of internal examination during labor
and delivery and suturing of perineal laceration.
