The project proposal is for the construction of approximately 4 miles of new livestock water pipeline on National Forest System land. Proposed Action The proposal is to construct a new (1.5 inch diameter) livestock water pipeline that would connect the existing Pole Creek Pipeline to the existing East Nevada Strip Pipeline. Connecting these two pipelines would require the construction of approximately 4 miles of water pipeline within a 10 feet wide right of way across National Forest System land. The new line would capture surplus flows from the Pole Creek Pipeline and tie into the East Nevada Strip Pipeline just above the point the waterline leaves the National Forest System land. The point of diversion would begin on private land along the existing Pole Creek Pipeline. The new pipeline would cross National Forest System land, and connect to the existing East Nevada Strip Pipeline on adjacent public land managed by the Bureau of Land Management. No new points of use would be constructed. See attached maps. The project is located within Elko County, Nevada. The legal description is T47N, R59, Sections 22, 23, and 24 and T47N, R60, Section 19. Mount Diablo Meridian. Decision Framework The deciding officer would decide whether or not to approve the proposed action on National Forest System land. Expected Analysis A proposed action may be categorically excluded from further analysis and documentation in an environmental impact statement (EIS) or environmental assessment (EA) only if there are no extraordinary circumstances related to the proposed action and the proposed action is with a category listed in 36 CFR Section 220.6. The preliminary assessment is that this proposal fits within the following category – Approval, modification, or continuation of minor special uses of NFS lands that require less than five contiguous acres of land (36 CFR 220.6(e) 3). If during the analysis it is apparent that an environmental assessment or environmental impact statement is required, then the Forest Service would reassess the project and adjust the analysis as necessary.

Analysis Time Frames This project will be posted on the Quarterly Schedule of Proposed Actions (SOPA) in June of 2018; and the analysis should be completed in July of 2018.

Implementation Time Frames Implementation for the project is expected to begin in August of 2018 and continue through fall of 2018 and into 2019 if needed.

Comment Process The Forest Service encourages your comments on this proposed action, along with supporting reasons that the responsible official should consider in reaching a decision. Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record for this project, will be available for public inspection, and will be released if requested under the Freedom of Information Act. To be most effective, we ask that comments be submitted no later than June 28, 2018. Submit written comments to Joshua Nicholes, District Ranger, Mountain City, Ruby Mountains, and Jarbidge Ranger District, 660 South 12th Street, Suite 108, Elko, NV 89801. The office business hours for those submitting comments in person are: 7:30 a.m. to 4:30 p.m. Monday through Friday, excluding federal holidays.
