On May 4, 2018, the College of Business held its annual Honors Ceremony where many faculty, sta, and students were rec- ognized for various achievements during the 2018-2019 academic year. The cere- mony, held at FSU’s Lane University Cen- ter, also honored Mr. Wayne Scott, FSU Class of 1989 with the 2018 “Alumnus of the Year” Award. With 15 years of service as vice president of Internal Audit for The Universal Ser- vice Administrative Company (USAC), Mr. Scott advises USAC’s senior manage- ment, Board of Directors and the Federal Communications Commission (FCC) on the company’s operational eciencies and highlights solutions for risk mitiga- tion. The Universal Service Administra- tive Company (USAC) is an independent, not-for-prot corporation designated as the administrator of the Universal Service Fund (USF) by the FCC. In addition, Scott leads a 95-member sta, presides over audit activities associated with the collection and disbursement of the USF and oversees the performance of many outside auditors supporting pro- grammatic audit reviews in compliance audit activities. Scott and his team have made several contributions to enhance the eectiveness of USF administration by recommending several automated process improvements in the High Cost Support Mechanism – a component of USF. Before joining USAC, Scott served as man- ager of the Internal Audit Department at US Airways, where he performed similar duties for the Fortune 500 company, and made impressive, measurable contribu- tions such as proposing creative solutions to increase in-ight sales revenue and streamlining of various audit processes. On May 4, 2018, the College of Business held its annual Honors Ceremony where many faculty, staff, and students were rec-ognized for various achievements during the 2018-2019 academic year. The cere-mony, held at FSU’s Lane University Cen-ter, also honored Mr. Wayne Scott, FSU Class of 1989 with the 2018 “Alumnus of the Year” Award.

Summer Greetings from the College of Business! We are delighted to highlight some of the most salient achievements of the faculty, staff, students, and alumni of the College of Business in the spring and summer terms in 2018.

First, the scholarly capital generated by College of Business faculty continues to build steadily, in support of the intellec-tual contributions expectations of its ac-crediting body, AACSB International. To wit, the work of our faculty members was published in prestigious research outlets such as the Journal of Academic Ethics, the Transportation Research Part E: Logis-tics and Transportation Review, and the Journal of Services Marketing.

Additionally, in keeping with the College of Business’ tradition of celebrating merit in its faculty ranks, Dr. Ehsan Ardjmand, Assistant Professor of Management, was honored in two areas, with the 2018 Col-lege of Business Excellence Award for Re-search and Service, at its Annual Honors Ceremony in May, 2018.

Programmatically, we are excited to be launching two new concentrations in the MBA program: Business Analytics and Health Care Management in Fall 2018. Interest in the new areas is reflected in significant levels of inquiry from existing undergraduate students, prospective stu-dents, and many Frostburg State alumni and improvements in program enroll-ment.

Also, the College’s efforts to expand op-portunities for international education for its students and faculty continue with verve as follows:

1. In fulfillment of the flagship partnershipbetween Frostburg and HUC, five facultymembers successfully delivered coursesto about 120 students each, onsite, at theHUC campus during the summer term,2017-18. In fall 2018, we prepare to wel-come 27 students from HUC to continuetheir studies at our Frostburg campus.

2. A 2+2 Cooperative Educational Agree-ment was signed between the National

United University (NUU) and Frostburg State University in June 2018, leading enrolling students to earn a Bachelor’s degree in Business Administration with a concentration in General Management.

3. In support of the ongoing partnership agreement with DHBW, Bad Mergen-theim campus in Germany, several Col-lege of Business faculty and administra-tion continue to travel to that campus throughout for short-term, instructional opportunities that have been very suc-cessful. The College also welcomed two DHBW students to study at its Frostburg campus in Spring Semester 2018.

In closing, I would like to express my sin-cere gratitude to the institution’s leaders at Frostburg: President Ron Nowaczyk, Provost Liz Throop, Dr. Tom Bowling, Dr. John Short, Dr. John Bowman, Ms. Kathy Snyder, my fellow Deans, Dr. Joe Hoffman, Dr. Dorothy Campbell, and Dr. Boyce Wil-liams - for the warm encouragement and steadfast support they have provided me and the College of Business in meeting its educational mission in the academic year 2017-18. Dr. Ehsan Ardjmand (above left) and Dr. Shakil Rahman (above right), Depart-ment of Management, published their paper titled “ A Multi-Objective Model for Cartonization and Fulfillment Center Assignment in the E-tail/Retail industry” in “Transportation Research Part E” a jour-nal in the field of Operations Manage-ment. The journal has an acceptance rate of about 10% and it took the professors about a year to get their paper published. Congratulations!

DRS. ARDJMAND AND RAHMAN PUBLISH PAPER

The first Frostburg State University class of Phi Kappa Phi, the oldest and most selective all-discipline collegiate honor society, was inducted on May 19, 2018. Seventy students and 10 faculty mem-bers, including Dr. Carol Gaumer, Chair of the Department of Marketing and Fi-nance and Dr. Michael Monahan, Chair of the Department of Management, were inducted into the 348th chapter of the national organization.

The chapter was installed at FSU on March 16. Eligible inductees included ju-niors, seniors, graduate students, faculty, professional staff and alumni who have achieved scholarly distinction. Member-ship to Phi Kappa Phi is by invitation only. The top 7.5 percent of juniors and the top 10 percent of seniors and graduate stu-dents were invited for membership.

DRS. GAUMER AND MONAHAN INDUC TED INTO PHI KAPPA PHI

Founded in 1897 at the University of Maine, the honor society has chapters on more than 300 campuses and initiates ap-proximately 30,000 new members each year.

Phi Kappa Phi’s mission is “To recognize and promote academic excellence in all fields of higher education and to engage the community of scholars in service to others.” Since its founding, more than 1.5 million members have been initiated into the honor society. Some of the organi-zation’s more notable members include former President Jimmy Carter, NASA as-tronaut Wendy Lawrence, novelist John Grisham and YouTube cofounder Chad Hurley.

In February, 2018 the College of Business, in partnership with FSU’s Career and Professional Development Center, host-ed two important internship/recruiting events in which many CoB students par-ticipated.

On February 20, Dr. JoAnna Shore, CoB Internship Coordinator and Associate Professor in the Department of Manage-

ment, spearheaded “The Annual College of Business Internship Fair,” held in the Lane University Center ARMAH. The fair featured 11 representatives from local and regional organizations in the corpo-rate, non-profit, and governmental sec-tors representing a broad array of indus-try and service areas. The fair was open to College of Business students, and provid-ed a great opportunity for 75 of them to interact with professionals and practice their interview skills. Mr. Thomas Burk-low, Business Administration major with General MGMT Concentration, accepted an internship with the National Institutes of Health (NIH) and Ms. Sarah Dignan, Business Administration Major with Eco-nomics and Finance Concentrations, was awarded an internship with IBM. Sever-al other student internships were also awarded during the fair.

On February 28, David Lydon and Charles Kennedy, FSU alumni now working for the National Security Agency (NSA), travelled to campus for an event that the College of Business hopes will develop into a long-term recruiting relationship. Lydon and Kennedy hosted a drop-in session to pro-vide resume feedback and help students navigate the NSA website, addressed Dr. Ryan Kentrus’ MGMT 310 class, and held an information session to outline the spe-cific jobs available with the NSA. In the end, Ms. Taylor Simmons, Business Ad-ministration Major with Human Resource Concentration, was hired to be an NSA Contract Specialist.

COB FACULT Y AND DEAN TRAVEL TO ASIA

As part of the ongoing collaborative dual degree program in Economics be-tween Hunan University of Commerce (HUC) and FSU, several CoB faculty members travelled to HUC’s Changsha, China campus in May 2018 to teach a variety of courses. Dr. Ali Ashraf and Dr. Hung (Allen) Shin (Finance), Profes-sor Joe Gilmore (Accounting), Dr. David Kirazis (Economics), and Dr. Jill Morris (English) spent eight weeks in China between late May and early July. Frost-burg MBA student, Nick DeMichele, also went to provide teaching support to Dr. Morris.

As of Spring 2018, about 240 students in two different cohorts are currently part of the program and have had the opportunity to complete courses from both HUC and FSU faculty in Changsha and Frostburg. A third cohort of 120 students has already been recruited

and are slated to begin their studies with HUC classes in Fall 2018 and FSU classes in Spring 2019.

While in Changsha, the FSU faculty hosted an information session for HUC students in the two degree cohorts in order to answer questions about travel-ling to the FSU campus to continue their studies toward their Economics degree.

Dean Sudhir Singh also travelled to several institutions in China and Tai-wan in June 2018 to meet with rep-resentatives from each institution to nurture existing educational relation-ships as well as explore possible future partnerships. His first stop was HUC to discuss ongoing implementation of the dual degree program. He was also able to greet the FSU faculty who were teaching there as well as speak to the parents and students in the first two cohorts of the dual degree program.

From HUC, Dr. Singh travelled to Taipei, Taiwan, where he signed a partnership agreement for a dual degree program in General Management with National United University (NUU) and spoke with representatives from Vanung University about changing the FSU’s current Hos-pitality Management program agree-ment into one in General Management. He also met briefly with officials at National Taipei University of Business (NTUB) to explore possible experiential learning opportunities for FSU students who wish to attend a summer camp ex-perience in Taiwan.

DAVID TRONE SPEAKS ON C AMPUS In April 2018, The College of Business had the opportunity to host successful entre-preneur, David Trone, to offer insights on some of the most formative milestones in his life and career. David owns Total Wine & More, the largest independent wine re-tailer in the United States.

He was born in Cheverly, Maryland and spent his childhood on a struggling fam-ily farm. David went to graduate school on student loans and opened his first store during his second semester. Starting with just one store, Total Wine & More has grown to 172 stores in 22 states and al-most $3 billion in annual revenue. Its na-tional headquarters are in Bethesda and there are two stores in Maryland as well.

In terms of education, David’s credentials are second to none. He graduated magna cum laude, Phi Beta Kappa with a bache-lor’s degree from Furman University, and received his MBA degree from the Whar-ton School of Business at the University of Pennsylvania. David has also guest-lec-tured frequently at Wharton and at Amer-ican University.

David believes that with success comes an obligation to pay it forward. Total Wine & More leads the industry in wages and benefits for workers. The company has contributed over $50 million to charities, and David and his wife June are incredibly generous philanthropists as well. He is a major supporter of progressive causes in Maryland and nationwide.

FSU MBA PROGRAM ADDS CONCENTRATIONS IN HEALTH C ARE MANAGEMENT,

BUSINESS ANALY TICSFSU has received approval from the Mary-land Higher Education Commission to of-fer concentrations in its online Master of Business Administration program. In ad-dition to a management concentration, which is similar to FSU’s current MBA, ap-proval has been granted to offer concen-trations in health care management and in business analytics.

The added concentrations are designed to better meet the needs of the business community. FSU consulted two primary regional employers, one in data analytics and another in health care, to gain deeper insights into the employment market and to seek input into the curriculum. Both employers agreed that these specialized skill sets will enhance the marketability of FSU’s MBA graduates and are needed to keep pace with the growing demand for graduates with deep analytical skills, giv-en policy changes in the health care field and the dynamic environment of man-agement overall.

“These concentrations demonstrate the commitment of Frostburg State’s faculty to provide a relevant educational pro-gram for the professional adults interest-ed in advancing their careers,” said FSU President Ronald Nowaczyk. “Health care management and business analytics are two of the highest demand areas in to-day’s economy.”

“This is one of the most exciting and con-sequential revisions to Frostburg’s MBA program,” said Dr. Sudhir Singh, dean of FSU’s College of Business. “The new con-centrations address regional and national workforce needs and elevate the College’s positioning significantly within the land-scape of graduate business education.”

The current curriculum provides a gen-eral MBA degree to prepare students in

management, along with coverage in functional areas that include accounting, economics, finance, human resources, leadership, marketing and strategic plan-ning.

”Dr. Singh’s leadership has been vital as he and the College of Business faculty worked quickly to build these new con-centrations and gain their approval,” said FSU Provost Elizabeth Throop. “These two new areas of focus build on FSU’s existing curricular strengths in health sciences and informatics.”

The redesigned program, starting this fall, will continue with eight core courses taken from the current program, adding four specialized courses each for con-centrations in business analytics, health care management and management. The length of the program will remain the same: 36 credits if the student studied business as an undergraduate major and 42 credits for those from other majors, with two three-credit “essentials” courses providing those students with the back-

ground necessary for the remaining pro-gram.

“The new concentrations prepare our graduates for careers in a more discerning knowledge economy that continues to confer a premium on specialized educa-tion across a diverse set of work contexts,” Singh said.

FSU’s MBA is offered completely online, with all classes except the final capstone course offered in 6- or 7-week sessions, allowing students to focus more closely on a single topic with each session. All FSU business programs are accredited by AASCB International (The Association to Advance Collegiate Schools of Business). Frostburg’s MBA has been rated among U.S. News & World Report’s Best Online Programs and is also consistently rated as a Best Buy for AACSB-accredited online MBA programs by GetEducated.com.

CUMBERLAND VALLE Y SHRM SUPPORTS FSU HUMAN RESOURCES STUDENTS

With the support of Cumberland Valley Society for Human Resource Management (CVSHRM), fourteen FSU HR students had the opportunity to attend the NYCSHRM Conference in April, 2018. During the conference, the students attended break-out sessions and learned about the im-portance of diversity in the workforce,

HR and the “Me Too” movement, as well as the value of giving people with crimi-nal backgrounds a second chance in the workforce. The FSU students were also able to network with other HR profession-als during the conference as well. Thank you for your support CVSHRM!

In May, 2018, Ms. Stacy Wassell, Dept. of MGMT, successfully completed her doctoral dissertation entitled, “A Future Forward Take on the Recruitment Efforts of Generation Z”, thus earning a Doctor of Management (DM) degree from the University of Maryland University College.

Dr. Evan Offstein, Professor of Manage-ment, participated in the U.S. Army War College 64th annual National Security Seminar in Carlisle, Pa., June 4-7, 2018.

Offstein was one of 160 business, govern-ment, academic and community leaders selected from across the country to take part in the week-long academic seminar alongside the students of the Army War College. During the special academic event, Offstein represented fellow Amer-ican citizens in discussions with the next generation of senior leaders of the U.S. Armed Forces. For the senior military leader-students, these exchanges enable a deeper understanding of perspectives from across the American society they serve. The National Security Seminar was the capstone event of the Army War Col-lege’s 10-month curriculum, just before the Class of 2018 graduation ceremony to confer the USAWC diploma and master’s degree in Strategic Studies.

NSS featured speakers addressed the diplomatic, informational, military and economic (DIME) instruments of power for “America’s Strategic Role in the World” -- Ambassador Kristie Kenney, Career Am-bassador who served as U.S. ambassador to Ecuador, Thailand, and the Philippines;

Mr. David Sanger, chief Washington corre-spondent for the New York Times; Admi-ral Kurt W. Tidd, commander of the United States Southern Command; and Ambas-sador Ron Kirk, former U.S. Trade Repre-sentative.

National Security Seminar days are struc-tured around daily presentations about an issue of national security significance, followed by candid discussion in a semi-nar with 16 students representing the U.S. military students, representatives of US

Government agencies, and international officers in the student body.

The mission of the U. S. Army War Col-lege since 1901 is to educate and develop leaders for service at the strategic level, while advancing knowledge in the glob-al application of landpower. The Army War College resident education program, which sponsors NSS, is the signature pro-gram among its education programs for strategists, senior leaders, and Army gen-eral officers.

Selected representatives from across the United States were invited to join the graduate-level seminar and exchange thoughts about national security topics in the cap-stone phase of the USAWC graduate program.

Retirements New Faces

Joe GilmoreAccounting

Professor Joe Gilmore joined the Depart-ment of Accounting in the fall of 1989 in the Accounting Program at the Frostburg State University Center at Hagerstown, Maryland. Over his many years at FSU in both Hagerstown and on the main cam-pus, he was very popular with students and received glowing accolades – stu-dents truly appreciated his commitment to teaching. He was a light-hearted col-league who always managed to keep his colleagues’ focused on the “proper pro-spective” of life and enjoying the daily day-to-day routine. We will miss him.

Professor Connie Groer was a main-stay of the Department of Accounting for 29 years! She built the Volunteer Income Tax Assistance Program (VITA) as both a ser-vice-learning project and course. While at FSU, Professor Groer served on many committees, the University Faculty Sen-ate, and as Associate Dean for the CoB. The most important part of Professor Groer’s teaching career was always her commitment to her students in both the classroom and advising. She NEVER for-got her true reason for teaching and was a tireless advisor and always available to her students on both a professional and personal level. We will miss her as a col-league and friend.

Dr. Assyad Al-Wreikat joins the Depart-ment this fall as an Assistant Professor in Accounting. Dr. Al-Wreikat comes to FSU from Briar Cliff University in Sioux City, Iowa. After earning a PhD in Economics, he recently earned a second PhD in the Accounting Post-Doctoral Bridge Pro-gram, AACSB Accredited, from the Uni-versity of Florida. Welcome Dr. Al-Wreikat, we are happy that you have joined us!
