Overview

Purpose The purpose of this section is to outline the set-up process and detail the procedures to set-up your SCT Banner system to handle labor-related and bargaining unit information at your institution.

Introduction Before SCT Banner can process employee relations information in the system, there are several codes and rules that need to be set or created.

Types of rule and validation forms needed

These forms are used to set the rules and parameters in SCT Banner for bargaining and grievance information. Note: The Leave Reason and Termination Reason Rule Forms are covered in the Employment Compensation Workbook.

bargaining unit information for employees: • Bargaining Unit Relationship Status Rule Form (PTRBURE) • Bargaining Unit Code Validation Form (PTVBARG)

Banner form The Bargaining Unit Relationship Status Rule Form (PTRBURE), provides

user defined codes and descriptions to specify an employee’s relationship status with a union for use on the Employee/Job Labor Relations Form (PEABARG).

Procedure Follow the steps below to complete the process.

Step Action 1 Access the Bargaining Unit Relationship Status Rule Form

(PTRBURE). 2 Enter a 2-character code identifying a union status that can be assigned

to an employee in the Relationship Status field. 3 Enter the description of the relationship status code in the Description

field. 4 Enter the 1-character code in the Statistics Canada field to identify the

relationship status in Annual Statistics Canada reporting. (For Canadian sites only). Note: Currently ‘1’ and ‘2’ are the only two Statistics Canada codes recognized by the Canadian Regulatory Institution. You can associate either code with as many Relationship Status Codes you specify in the Rule Form.

5 Click the Save icon. 6 Click the Exit icon.

Banner form The Bargaining Unit Code Validation Form (PTVBARG) enables you to

define the bargaining unit codes of each Union or other labor organization on the Employee/Job Labor Relations Form (PEABARG).

Procedure Follow the steps below to complete the process. Step Action

1 Access the Bargaining Unit Code Validation Form (PTVBARG). 2 Enter the next sequential number in the Bargaining Unit Code field. 3 Enter the description of the bargaining unit in the Description field. 4 Click the Save icon. 5 Click the Exit icon.

Introduction Four Validation forms must be established before entering grievance information for employees: • Grievance Participant Type (PTVGRPT) • Grievance Standard Results (PTVGRSR) • Grievance Type (PTVGRTP) • Incident Status (PTVISTA)

Banner form The Grievance Participant Type Validation Form (PTVGRPT) enables you to define grievance participant type codes for use on the Employee Relations Grievance Form (PEAGREV).

Procedure Follow the steps below to complete the process.

Step Action 1 Access the Grievance Participant Type Validation Form (PTVGRPT). 2 Enter a four-character code in the Type Code field to describe the

to identify the administrative status of a grievance or a health and safety incident. The codes on this form are entered on the Health and Safety Incident Form (PEAHSIN) and the Employee Relations Grievance Form (PEAGREV).

Step Action 1 Access the Incident Status Validation Form (PTVISTA). 2 Enter a one-character code to describe the status in the Status Code

field. 3 Enter the full description of the result in the Description field. 4 Click the Save icon. 5 Click the Exit icon.

Introduction One Validation form and two Rule forms must be established before entering grievance information for employees: • Contract/Agreement Type Validation Form (PTVCATY) • Location Code Rule Form (PTRLCDE) • Union Local Rule Form (PTRUNLO)

Banner form The Contract/Agreement Type Validation Form (PTVCATY) allows you to maintain codes and descriptions of union contract and agreement types. The codes on this form are entered on the Bargaining Unit Form (POABARG).

Procedure Follow the steps to complete the process.

Step Action 1 Access the Contract/Agreement Type Validation Form (PTVCATY). 2 Enter a four-character code to identify the agreement in the

Contract/Agreement Type Code field. 3 Enter the full description of the agreement in the Description field. 4 Click the Save icon. 5 Click the Exit icon.

Banner form The Location Code Rule Form (PTRLCDE) specifies the locations of the union

offices housing the contract in effect at sites throughout your institution. The codes on this form are entered on the Bargaining Unit Application Form (POABARG).

Procedure Follow the steps to complete the process.

Step Action 1 Access the Location Code Rule Form (PTRLCDE). 2 Enter a 1- to 4-character code to identify the contract location in the

Location Code field. 3 Enter a description of the contract location at the Description field. 4 Enter the street address portion of the contract location in the Address

field. Note: If you complete the ZIP or Postal Code field immediately after completing the Address field, the system automatically enters the associated values in the City, State/Province, and Nation Code fields.

Banner form The Union Local Rule Form (PTRUNLO) maintains the locations of the union

locals with which your institution has agreements and specifies your institution’s contact person at each local office. Information from this form is used on the Bargaining Unit Application Form (POABARG).

Procedure Follow the steps to complete the process.

Step Action 1 Access the Union Local Rule Form (PTRUNLO). 2 Enter the 1- to 6-character code used to identify a union local in the

Union Local Code field. 3 Enter the description of the union local in the Union Description field. 4 Enter the name of the person who serves as the union contact for your

institution in the Contact Name field. 5 Enter the street address portion of the union local in the Address field.

Note: If you complete the ZIP or Postal Code field immediately after completing the Address field, the system automatically enters the associated values in the City, State or Province, and Nation Code fields.

union local location. Note: You may also double-click in Nation field and select a nation from the list.

11 Enter the area code and telephone number of the union local in the Telephone field.

12 Enter the e-mail address of the union local in the Email field. 13 Enter the Universal Resource Locator (URL) of the union local Web

page in the Union URL field. Note: You can also use the Web icon to browse to the desired website.

Collect Information on Bargaining Units

Introduction The Employee/Job Labor Relations Form (PEABARG) collects and displays information on an employee’s bargaining units and the jobs with which they are associated. Codes from the Bargaining Unit Validation Form (PTVBARG) can be entered for all the bargaining units that the employee is eligible to join.

Procedure Follow these steps to complete the process.

Step Action 1 Access the Employee/Job Labor Relations Form (PEABARG). 2 Select the Search function in the ID Field to access the Employee

Search Form, POIIDEN, and select the employee. 3 Double-click on the Bargaining Unit Code field and select the code

you previously created. 4 Select Member from the drop-down list in the Relationship Status

field. 5 Enter the first date of the current month (or whatever date your

institution requires) in the Seniority field. 6 Enter the Effective Date and the End Date (Optional) in the

Bargaining Unit Dates fields.

Introduction The Bargaining Unit Form (POABARG) allows you to track/view union administrative and contract information by union.

Step Action 1 Access the Bargaining Unit Form (POABARG). 2 Select the Search function in the Bargaining Unit field and select the

code for the American Association of University Professors. 3 Select the Search function in the Union Name field and select a union

name code from the list. Note: The Union Information fields will be populated by the system.

Options– Contract and Agreement Detail

The Contract and Agreement Detail window provides fields for specifying such contract information as contract status, the effective date and expiration date of the contract, and the contract agreement type. It also provides a direct link to the Web page containing the contract text.

Procedure Follow these steps to complete the process.

Step Action 1 Select Contract and Agreement Detail from the Options menu. 2 Enter the title of the contract in the Contract Title field.

Example: 2002 AAUP Yearly Contract

3 Select C-Current from the drop-down list in the Status field. 4 Enter the effective date of the contract in the Effective Date field. 5 Enter the date that the contract will expire in the Expire Date field. 6 Click the Multi-Year checkbox if this contract is effective for more

than one year. 7 Double-click in the Location field and select a location of the

bargaining unit.

Step Action 8 Double-click in the Contract/Agreement Type field and select the

agreement type. 9 Enter the URL where the contract text is located in the Contract Text

URL field. 10 Enter the main details of the contract in the Comments field.

Example: Contract consists of 5% salary increase, inclusion of eye care benefits in medical plan, and 10% increase in life insurance benefits. For further details, contact Director of Labor Relations.

11 Enter contract text if desired in the Contract text field. Note: You can copy and paste the contract text into this field from another document. Copy the text you want to enter, then position your cursor in the Contract text field and press Ctrl + V on your keyboard.

12 Click the Save icon. 13 Click the Exit icon.

Record an Employee’s Grievance

Introduction The Employee Relations Grievance Form (PEAGREV) collects data on employee relations grievances. The form describes the grievance and maintains data on dates filed and resolved, status and status history, and grievance type. The form contains four tabs: • General • Participants • Resulting Actions • Resolution Note: Be advised that although SCT Banner has form and user level security, IT will still be able to view the grievance forms.

Procedure Follow these steps to complete the process.

Step Action 1 Access the Employee Relations Grievance Form (PEAGREV). 2 Select the Generate Grievance Number icon. 3 Click the OK button to add a grievance. 4 Enter the date of the grievance in the Date Filed field. 5 Skip over the Date Resolved field. 6 Double-click in the Grievance Type field and select the appropriate

code.

Step Action 7 Enter a description of the grievance in the Brief Description field.

Example: Complaint resulting from disciplinary action.

10 Click the Save icon. 11 Enter a description of the grievance in the Grievance Description

field. 12 Click the Save icon.

Participants tab The Participants tab allows you to associate a grievance with those individuals

involved in the grievance.

Procedure Follow these steps to complete the process.

Step Action 1 Select the Participants tab. 2 Double-click in the Participant Type field and select the code for

Grievant. 3 Select the Search function in the ID field and select the employee that

filed the grievance. Note: The assignment and bargaining unit information will be populated by the system.

4 Click the Grievant checkbox if this participant is a grievant. 5 Click the Insert Record icon. 6 Double-click in the Participant Type field and select the code for the

participant type such as Witness, Supervisor, or Co-worker. 7 Select the Search function in the ID field and select the employee or

person who witnessed the grievance. 8 Repeat steps 5-7 as needed to enter all participants. 9 Click the Save icon. 10 Click the Exit icon.

1 Select the Resulting Actions tab. 2 Double-click in the Standard Resulting Actions field and select the

Inquiry Forms Inquiry Forms and Descriptions

The Employee Relations module provides the following inquiries: • Employee by Bargaining Unit List Form (PEIEBRG) • Employees/Bargaining Unit by Position List Form (PEIPBRG) • Return to Work List Form (PEIRTWK)

PEIEBRG The Employee by Bargaining Unit List Form (PEIEBRG) is a view-only form

listing employees associated with a specified bargaining unit and bargaining unit status. Data displayed on this form is entered via the Employee/Job Labor Relations Form (PEABARG) and includes employee ID, employee name, employee status, employee seniority date within the bargaining unit, and effective and end dates of the bargaining unit for the employee.

PEIPBRG The Employees/Bargaining Unit by Position List Form (PEIPBRG) is a view-only form listing the employees associated with a specified position. The data displayed on this form is entered via the Employee/Job Bargaining Unit Form (PEABARG) and includes employee ID, employee name, bargaining unit, bargaining unit status, and job seniority date with the bargaining unit.

PEIRTWK The Return to Work List Form (PEIRTWK) displays a list of employees who have been either terminated or on a leave status in SCT Banner, as indicated on the Employee Form (PEAEMPL), and eligible to return to work. Records are displayed in user-specified order. The data displayed on this form is entered via the Employee/Job Bargaining Unit Form (PEABARG) and includes employee ID and name, positions, bargaining unit, seniority date, and bargaining unit seniority date.
