    I. Attendees We believe Secretary Rumsfeld will beaccompanied byDeputy Secretary

    Paul Wolfowitz, JC S Vice Chair General Peter Pace, Under Secretary forPolicy Douglas Feith, Under Secretary for Intelligence Stephen Cambone, an dDeputy General Counsel Daniel Dell 'Orto. Commissioners inattendance include Vice Chair Hamilton andCommissioners Ben-Veniste, Fielding, Gorelick, Lehman, Roemer, andThompson; Staff includes Philip Zelikow, Chris Kojm an d Steve Dunne.

    II. Agenda TheSecretary has invited theCommission, but he has no specific agenda forthe meeting. He may men tion the attached letter he sent to Chairman Keanabout his remarks that the 9/11 attacks could have been prevented, "butofficials in Washington 'simply failed' in their vigilance." TheComm ission agenda includes 3 items (inaddition to anyadditional itemsCom missioners wish to raise). They are:

    o The status of document requests;o The conduct of the war on terrorism; ando The Secretary's advice as to what the Commission should recommend.

    III. Talking PointsMr. Secretary, first of all thank you for hosting this lunch. You are generouswith your time. We appreciate you taking the time out of your busy scheduleto meet with us.Second, I want to turn briefly to the question of document requests: You andyour staff worked hard to meet the schedules you outlined for us on documentproduction two months ago. W e have no significant outstanding requestexcept for some relating to a late Novemb er request for NOR AD documents.We are working with you to ensure that NORAD has produced all responsivedocuments. W e need you r help here, because of our recent h istory withNORAD.Third, I want to acknowledge that you and senior officials of the Departmenthave worked cooperatively with our staff to schedule interviews. We haveyo u scheduled for 2 p.m. on Friday, January 30, and we look forward toasking you at that time about the period up through 9/11, the events of thatday and their immediate aftermath. W e will want to get your importantperspective as we put together, as our statute requires, a "fu ll and co mpleteaccount" of the events of 9/11.What w e wo uld like to explore with you today are your views on the globalwar on terrorism: What is most important for us to know, and what are yourviews as to what is most important for the Commission should recommend?W e will have a number of questions for you.

    IV . Questions1. M r. Secretary, I would like to spend some time on the questions you raised in amemo you wrote that later became public. You asked some superlative questions,and we wo uld like to explore with you what you b elieve the answers should be.

    o Does the Defense Department need to think through new ways to organizetrain, equip and focus to deal with the global war on terrorism?o Are the changes we have made and making too modest and incremental?o How do we know if we are winning or losing the global war on terror?2. Do we need a broad, integrated plan to stop the next generation of terrorists?

    o What should be its main elements, and what is the role of the military inthat integrated plan?o Do we need a new organization?o If so, what should that organization look like?

Is it still your expectation that winning in Afghanistan will be "a long hard slog"?o What are the most important steps we need to take to secure victory?o Are many, and possibly most, of those steps outside the scope oftraditional military activitiesi.e., schools, roads, electricity, econom icdevelopment, and institution-building so that the new governm ent can gainsome legitimacy?o W hat do we need to do to create a secure environment so that these otheractivities can occur?

W eare killing or capturing al Qaeda leadership, bu t young people keep coming ou tthe mad rassahs and are willin g to take up the terrorist struggle.o How do we change the education of tens of millions of young Muslims?o How we change their perspective on the United States and its policies and

    actions?9. As you assess the overall effort since 9/11, what is working well and what is notin the war on terrorism, and what do you think should be our most importantrecommendations?

    o Do you also have recomm endations in addition to those strictly in theDefense Department area of responsibility?
