In Memoriam: Jockin Arputham ThefollowingwassharedbyJoelBolnick,Jockin’slifelongfriend,colleague,andManageroftheSDISecretariat,inthedaysfollowingJockin’spassing:
IamveryangrythatJockinhasdied.Angerisanormalresponsetothedeathofsomeoneyouloveandadmire.ButthethingaboutJockinis thatyoucouldneverbeangrywithhimforlong,nomatterhowmuchheprovokedyouwithhisenergy,hisvision,hisdogmaticcertaintiesand hiscommitment–allofwhichknewnoboundsandwerealwaysferociouslyexecuted.
Themanytensofthousandsofpeoplewhomethimwouldsoonfeelhismagnetism.Hewasanenormouslycharismatichumanbeing.Hewas anunstoppableforceforgoodandanunbelievablechampionoftheurbanpoor.Fortheirrightsmostcertainlybutatthesametimefortheir humanityandfortherecognition–notyetwon–thattheywerenotamassofthugs,victims,orguineapigs.Insteadhewasdeterminedtoshowtheevergrowingnumberofpeoplewhounderstoodtheimportanceoflisteningtohimthatthecapacities,theresilience,andthecollective wisdomoftheurbanpoorpresentedhumanitywithablueprintforsurvivalandforabetterfuture.
ThismakesmethinkofJockin’sMandela-liketolerance.Itwasnotweakandcompromisinglikeafewhavehadthetemeritytoargue–butatoleranceofothersthatcamefromcompleteself-assuranceandadeepunderstandingthatresolutionofconflictcomesfromseeingyourownhumanityinthosethatthegrossinequalitiesoflifeforcedyoutochallenge.
AndchallengetherichandpowerfulJockinmostcertainlydid;nottoscoreideologicalandabstractvictories(althoughhecertainlyunderstoodtheirvalue)buttomakeareal,tangibledifferencesinthelivesofpoorpeople.
Thiswassomethinghedeliveredinspadesallovertheworld.Few,ifanyorganizations,candemonstrateasimilarscaleanddepthintermsoftheirimpactonpoorcommunities–throughsecuringtenure,installingdrainage,upgradingservices,andincrementallybuildinghouses.
Thisrequiredsuperhumanenergyandcourage.Itrequiredabrilliantmind.Itrequiredacapacitytoseeopportunitiesandseizethem. Mostofall,itrequiredthecapacitytomobilize,humanize,conscientize,andinspirepeoplelikehimself,peopledowntrodden,excluded, evicted,exploited,andobjectified.
Iamangrybecausemybestfriendisgone.Thesilenceisdeafening.Nomorethedeepdiscussions,thebrilliantstrategysessions,thegentlelaughter.Nolongertheunwaveringsupportofamanwhoseloyaltywasmonumentalaswashisoptimismandcourage.
Myangerisassuagedbytheknowledgethathundredsofthousandsofpeoplelivinginslumsinover4,000citiesarealsofeelingshatteredbythedeafeningsilence.Butthatsilenceismomentary.ThosehundredsofthousandsofslumdwellerswhobelongtoJockin’sbeautiful,rag-tag,festivebutdeeplydeterminedarmyareonthemarch.TheyaretheonesthatwillfilltheJockin-sizedholethatthegreatmanhasleftbehind.
OneofthemostsignificanteventsofthelastyearwasthepassingofSDIfounderandPresident,JockinArputhan,onthe13thofOctober2018.JockinworkedtobuildavoicefortheurbanpooracrosstheGlobalSouth.HewasateasewithworldpoliticalleadersashewaspavementdwellersinMumbaislumsortheinformalsettlementsofKampala.Hispassinghasacastahugeshadowacrossthenetworkandamplifiedtheneedtoincreasementorshipprogramsacrossthenetwork.SDIhassoughttouseJockin’smemorytoharnesstheemotionfeltacrossthenetworkinapositiveandbefittingmanner.Acrossthenetwork,affiliatesorganisedsettlementandcitywidememorialsthatcelebratedhislifeandraisedacalltoactiontorecommittothevaluesandworktowhichJockindedicatedhislife.Tothisend,aJockinArputhanMemorialFundwillbesetuptosupportthisworkmovingforward.Insteadofelectinganewpresidentforthenetwork,adecisionwastakentousethisopportunitytoinstilacultureofinstitutionalizedcollectiveleadership,nurturinghorizontal,collaborativedecisionmakingandeliminatingcompetitionbetweenleaders.
Who is SDI?SDIwasofficiallylaunchedin1996asatransnationalsocialmovementoftheurbanpoorfollowingyearsofpeer-to-peerexchangesbetweenIndianandSouthAfricanslumdwellermovementsandsubsequentinter-Africa,inter-Asia,andintraAfricaandAsiaexchanges.Theseexchangesrevealedthecriticalvalueofanetworkofcommunity-basedorganizationsdrivenbythepoorthemselves.Thenetworknowbringstogetheroveramillionslumdwellersinover30countriesacrossAfrica,Asia,andLatinAmerica.Thefederationscomprisethousandsofthemostvulnerablewomen,men,andyouthwhoaremobilizedarounddynamicsavingsschemesnetworkedatthesettlement,city,andnationallevelstodriveacollective,bottom-upchangeagendaforinclusiveandresilientcitiesandtoinfluenceglobaldevelopment.
Federationsusetoolsandstrategiessuchasdailysavings,peer-to-peerexchanges,communityprofiling,enumeration,andmappingtoorganizeacriticalmassofurbanpoorcommunitiesincitiesoftheGlobalSouth–enablingthemtoengagewithlocalandnationalgovernmentaspartnersindevelopmentratherthanbeneficiaries,andtoshiftdevelopmentagendastobemoreinclusiveandpro-poorandultimatelymoreresilientandsustain-able.Theseorganicmovementsenabletheurbanpoortochangetheirownlivesandtheshapeoftheircities.
TheSDInetworkconsistsofaprofessionalSecretariat,afederation-ledManagementCommitteeandBoard,andaCouncilofFederations.SDIissitu-atedasauniqueactorintheurbanecosystemandonethatisakeystoneforeffectivedevelopment.Itisunparalleledinitscapacitytobringtogetherslumdwellersacrossthreecontinentsandtofacilitatepartnershipsbetweenpoorcommunities,governments,anddevelopmentpartners.SDIpridesitselfonmakinginvestmentsinpoorpeople’seffortstodrivetheirowndevelopment.
ThesavingscollectivesthatformthebuildingblocksofSDIprovideasupportivespaceforpoorwomenandyouthtobecomeactivelocalorganizersanddriversofurbantransformationrootedingendered,local,andcommunalpriorities.Organizedcommunitiesco-producecitywidestrategiesforsecuringtenureandincreasingaccesstobasicservices,housing,andlivelihoodswiththeirlocalandnationalgovernments.Theyalsoplayacentralroleinimplementation,monitoring,andevaluationofthesestrategies.

AsSDIapproachestheendofthefirstyearofitsnewStrategicPlanningperiod(2018–2022),thenetworkreflectsonthelessonslearnedand challengesfacedasweworktowardsthegoalsidentifiedinthe2018–2022StrategicPlantobecomemorepowerful,moredurable,andmoreimpactful.Towardsthisend,theStrategicPlancommittedtobuildingSDI’sKnowYourCityinitiative,expandingourreachandscalewithaparticularemphasisonyouthengagement,transitioningfromprojects(andoutputs)toprograms(andoutcomes),andincreasingengagementwithinnovativestrategiestowardsSDI’sdata,finance,andlargescaleupgradingefforts.
Thefirststeptowardsachievementoftheseoutcomesisbuy-infromSDI’sfederationleadership.Thiswasachievedfirstthroughthecreationofa StrategicPlanningteam,comprisedofBoard,ManagementCommittee,andSecretariatwhodevelopedSDI’s2018–2022StrategicPlanovermonths ofcollaborativeengagement.Overthecourseofthepastyear,SDIleadershiphasmadegreateffortstobroadenanddeepenunderstandingofthe StrategicPlan.MorecriticalstillhasbeenthesocializationofthePlanacrossthenetworkanditsintegrationintonationalaffiliates’plansandactivities ontheground.ThestrengtheningofRegionalHubshasbeencriticalinthisregard.
SDIManagementCommitteememberRoseMolokoanereflectsthat,thankstodeepenedunderstandingofSDI’sintendedoutcomesasoutlinedintheTheoryofChangeandStrategicPlan,RegionalHubmeetingshavetransformedintospaceswherefederationscancriticallyengagewithquestionsabouthowandwhethertheirworkiscontributingtoSDI’slargerobjectives.Federationshavebeguntolookbeyondactivitiesandoutputs,suchasnumbersofsavingsgroups,settlementsprofiled,orMOUssigned,towardstheimpactoftheirworkontheircommunitiesandtheirlives.Forexample,intheJanuary2019SouthernAfricaRegionalHubmeeting,federationspresentusedtheStrategicPlantoframediscussionsandmonitorandevaluatetheimpactof theirwork.Thisdemonstratesarealshiftinthefederations’understandingoftheirwork’sobjectivesandanincreasedcapacitytoleadcommunitiesinsubstantivediscussionsthattranslatethepriorities,successes,andchallengesonthegroundintothenetwork’sagendafortheyear.
Overthepastyear,SDIhasbegunsignificanteffortstowardsthedevelopmentofamoreuser-friendlydataplatformasafirststeptowardsthetranslationofthethousandsofcommunityprofilesandhouseholdenumerationscarriedoutbySDIfederationsintoanalysisandvisualizationsthatareeasyforcommunitiestomakeuseofintheirengagementswithgovernment,donoragencies,academia,andothercriticalurbandecisionmakers.ThedevelopmentofSDI’sownin-housedataplatform,sdinet.io,isanimportantstepinthisregard,challengingdominantproprietarydatasystemsbuilttoexcludethepoorfromparticipationincitydecision-making.Thisplatformhopestodemonstratethecriticalroleofslumdataproducedforthepoorthemselves,andre-frametheroleofslumdwellersinurbandecision-makingprocesses.
SDIhasusedtheKnowYourCityinitiativetobroadenreachandscaleoverthepastyear,buildingpartnershipswithcommunitiesinLatinAmericaandAsiathroughdatacollectionactivities.Throughgrantstocommunity-basedorganizationsandtheirsupportNGOsintendifferentLatinAmericancountries,SDIhascreatedthefoundationforpartnershipswithcriticalactorsintheregion.Inaddition,jointdata-collectionexerciseswithlongstandingpartnerAsianCoalitionforHousingRightshavedeepenedSDI’srelationshipwiththisorganizationwhosereachspanssomeoftheGlobalSouth’smosturbanizednations.ThesesuccesseshaveconfirmedthattheKYCcampaignisakeyvehicleforexpandingthereachofthenetwork,allowingSDItoengagewithabroaderrangeofpartnersandincreaseimpact.
ThepastyearhasalsowitnessedadeepeninginSDI’sengagementswithyouthasfederationleadershiphaveembracedtheirroleasmentorsandhavebeguntoacknowledgethevaluableroleyouthplayinbridginggenerationalandtechnicalgaps.Increasingly,andthanksinlargeparttoSDI’sKnowYourCityTVyouthmediaprogramme,Federationsareentrustingyouthtodocumenttheirstories,history,andinterventions.Throughtheseengagements,historicalknowledgeistransferredwhilecreatingdocumentationoffederations’vastworkovertheyears.Youthareabletoprovideamuchneededskillwhilegainingunderstandingofthelargerfederationagenda.
Significantworkhasbeendevotedtothehighlyprioritisedtransitionfromprojectsandoutputstoprogrammesandoutcomesacrossthenetwork.ThisincludedvettingandregistrationofSDI-affiliatedprofessionalsupportorganizations(PSOs)inordertoensuregreateralignmentofaffiliateworkandSDIvalues,buildhorizontalaccountability,andimproveriskmanagementandinternalcontrolsthroughoutthenetwork.SDIhasmadegreatstridesinthisre-gardwiththeestablishmentofaPSOchartertoguideaffiliateobligationsandcompletionofthefirstroundofPSOvisits,whichincludedindepthdiscus-sionsbetweenaffiliate-levelfederationandPSOstaff,withsupportfromSDI’sManagementCommittee,Board,andSecretariatstaff.Thesediscussionsuseanaffiliatescorecardastheirstartingpoint,facilitatingtheidentificationofkeyprioritiesfororganizationaldevelopmentandguidinginvestmentsinprofessionalsupportandcapacitydevelopment.
This report details how these efforts to deepen federation understanding of and commitment to SDI’s objectives and outcomes has begun to bear fruit in our work towards the commitments outlined above.

Overthepastyear,SDIhasalsobeguntoengageexpertstodevelopinnovativestrategiestoincreaseimpactofourdatawork,developnewfinance mechanisms,andincomestreamsforthenetwork,andeffectgreaterchangethroughlargescaleslumupgradingefforts.Notably,thisyearsawthe establishmentofaUPFIGoverningBody,anadvisorycommitteetotheSDIBoardwhoseworkwillsupportSDItobothensuregreateralignmentofcapitalprojectswithSDI’scoremissionandtheoryofchangewhileatthesametimeassistingthenetworktodevelopprojectsthatattractimpactinvestment fromnewfinancesources.Atthesametime,SDIisworkingwithexpertsintheinnovativefinancespacetomapoutastrategyforSDItoaccessexistinginnovativefinancing,explorepotentialimpactinvestmentopportunities,anddevelopinnovativepro-poorfinancemechanismsforlargescaleupgradingprojectsthatmaintainthepoorestofthepoorastheirprimarydemographic.
AsoutlinedinourTheoryofChange(TOC),SDIseekstomakechangeatthesettlement,city,andgloballevel.Thisreporthasbeenorganizedaroundthesethreechangepathways.Ateachlevel,wewilluse“SignificantChangeStories”topresentexamplesfromoverthecourseofthelastyearthatillustratehowfederationactivitiestranslateintotheoutcomeswehavesetforth,translatingeventuallyintothedesiredimpactateachlevel.Ourhopeisthatthisyear’sannualreportprovidesaconvincingtestimonyofthesuccessfulworkurbanpoorfederationsareundertakingtotransformtheircommunities,cities,andultimatelyinfluencechangesatthegloballevelinordertoeffectsystemicchangeonglobalurbandevelopmentpolicies,practice,andfinancing.

Settlement Change Pathway
SDIhasidentifiedfourstrategicchangeoutcomesunderoursettlementchangepathwaytoimpact.Theseinclude1)improvedpublichealthandsafety;2)enhancedlivelihoods;3)integratedandresilientneighbourhoods;and4)greaterstrategicinfluenceoftheurbanpoor.
Throughoutthesection,wewilluseaseriesof“SignificantChangeStories”thatdrawonprojects,partnerships,andexchangesfromoverthecourseofthelastyeartoillustrateprogresstowardsthesedesiredoutcomes.Below,wesummarizeourvisionof“whatsuccesslookslike”whentheseoutcomesareachieved.
What success looks like when settlement level outcomes are achieved Women-ledcollectiveorganizingandactionbyurbanpoorcommunitiesproducessolidarityandsocialcohesion,generatingimprovedhealthamongresidentsofslumsettlements.Residentshavetheskills,knowledgeandconfidencetosecuretenureandimproveaccesstosafewater,healthservices,sanitation,andcleanerenergythatimprovetheirqualityoflifeandtheirabilitytoadapt,absorbandtransforminthefaceofshocksandstresses.
Arangeoflivelihoodopportunities,includingemploymentandenterprisecreation,resultsinimprovedlivesoftheurbanpoor (particularlythemostvulnerable)andtransformativecitygrowth.Improvedsocialandphysicalinfrastructurereducesincidentsofforcedevictionandotherhazardsthatthreatenthesafetyandwellbeingoftheurbanpoor,particularlywomen,andtheinclusivity andresilienceofthecityatlarge.
Women-ledcollectiveorganisingandactionbyurbanpoorcommunitiesproducespoliticalvoice,resultinginsecuretenureforslumsettlementsandthepreventionofforcedevictions.Thisisevidencedbyrecognitionoftheexistenceofslumsbygovernment,whichservesasafoundationfordialoguebetweentheurbanpoorandcitiesthatrecognizesslumdwellersascitizensandtheirroleincitytransformation.
Women-ledcollectiveorganisingandactionbyurbanpoorcommunitiesanchorsthecoproduction(bycommunities,localgovernmentandotherdevelopmentstakeholders)ofstrategiesfortransformationofthebuiltenvironmentfromslumstoresilient,inclusive andintegratedcityneighbourhoods.Thiscoproductionisunderpinnedbycommunity-drivendataprocessesanddialoguebetweencommunitiesandgovernmentandthejointplanningandimplementationofincremental,insitu,precedent-settingupgrading.

Savingsgroupsarethebuildingblocksoffederationsandanchorthetransformationalchangeacrossoutcomesatsettlementlevel.Thesegroupssupportthedevelopmentofsocialcohesionandcollectivecapacities,andofferafinancialsafetynetforthepoorestwhousetheirsavingsortakesmallloansfromtheirpeerstokeepchildreninschool,tocovermedicalbills,andtocopewithunexpectedshocks.Whenthegroupsfederate,weseetheabilityofsavingstoadvanceachievementofsettlementchangeoutcomesbeyondjustlivelihoods.AstheLiberiaSDIaffiliatereported,“Federationsthroughoutthenetworkknowthatsavingsgroupsdomorethancollectmoney–theycollectpeopleandbuildacriticalmass.Whenthesavingsgroupsarenetworked,federationsareborn.”
ThefederationsusetheirLearning,Monitoring,and Evaluation(LME)systemstotrackthegrowthofgroupsandmonitortheirhealth.Savingsgroupregistersareupdatedbiannuallyinallaffiliates.Increasingly,weseemovementtowarddigitizationofdata(alreadylong underwayintheKnowYourCity(KYC)profilingand mappingspace)gainingtractioninthesavingsarena. InBangalore,India,thefederationhadasimpleappdevelopedforuseontabletswhencollectingsavings.TheappallowsthecollectorstoquicklyandeasilyentertheamountsavedorrepaidandtohavetheirrecordssentbySMStothemembers.Fromthefederationoffice,thedataisanalysedtounderstandprioritydemandsandrepaymentcapacitiesofmembers.
InSierraLeoneandSouthAfrica,thefederationsareeagertotesttheIndiansystem,followingaperiodofinvestmentinthefederation-managedanaloguesystems.Thispreparationisessentialtoensurethedigitalsystemenhancesratherthansupplantspeer-to-peeraccountability.InUganda,thefederationisintheprocessofprofilinganddigitallymappingallsavingsgroupstoraiseawarenessforthescaleofthefederation’sreach,tomonitorprogressandtodepictthelinkagesbetweenincreasedsavingsandincreasedsettlementimprovements.

Whensavingsgroupsfederateitsupportsgreaterstrategicinfluenceoftheurbanpoor.Asopposedtocommunitiesmobilizedaroundparticularprojects(typicallyresultinginshallowcommunity“participation”indevelopmentdrivenbyoutsiders),federationsareorganisedaroundalonger-term,multi-facetedagendathatisrootedlocally.InBotswana,thisprocessoffederatingsavingsgroupsiscurrentlyinprogress.Weseethesavingsgroupsbeginningtocometogetherinnetworks:inMatshelagadiVillage;MonarchandBlocksNetwork,andFrancistown.Thefederationinviteslocalofficialsanddecisionmakerstothesenetworkmeetings,increasingtheirvisibilityandstrategicinfluence,andthisisanessentialprecursortocitywideinfluence.
Ontopoftheclearbenefitstolivelihoodsandstrategicinfluence,savingshasalso contributedtosettlementlevelimprovementstopublichealthandsafetythispastyear.InMalawi,83federationmemberswereabletoconstructnewEcosanandVIPtoiletsusingtheirsavings;whileothersusedtheirsavingstoleveragecreditfromtheMchengaFundtobuildtheirs.InUganda,thefederationhasusedtheirsavingsandpartnershipwithlocalcouncilsinfourmunicipalitiestoleverageresourcestobuildpublicsanitationunits.Asmentionedabove,federationsin12countriesareusingtheirsavingstoaccesscleanenergyproductssuchascleancookstovesandhomesolarkitsandlanterns,improvingaccesstoenergyandreducingtheincidenceoftoxicindoorairpollution,shackfires,burns,andelectrocutionfromuncleancookingandillegalelectricalconnections.
InlinewithourStrategicPlanaspirationstoexpandthescaleandreachofSDI’swork,SDIhasplacedemphasisthisperiodonexpandingsavingsprogramstonewgeographiesandnewdemographics.KYCTVteamsaremakingshortfilmsaboutsavingsthattargetyouthandarenowpassionateadvocatesofsavingsinmanyaffiliates,asevidencedstronglyduringtheYouthConferenceinCapeTown,SouthAfrica.Weseemanyfederationsgeneratingcreativeyouth-to-youthmobilizationstrategiesthroughfashionshows,artandmusicshows,andbusinessdevelopment.
WiththelaunchoftheKYCCampaigninLatinAmerica,SDItookanewapproachtoconnectingwithcommunities.Thisentrypoint(throughprofiling, enumerationandmapping)wassuccessfulandnow–throughexposuretootherfederations–thedemandforpeer-to-peerlearningonsavingsishigh. SDIistestingoutvideoconferencingasasecond-bestoptionforpeer-to-peerexchangeinordertosavecostandaccessmoregroups.Thisyear, communitymembersfromSouthAfricaandNigeriatookpartinthefirstinaseriesofVirtualSavingsExchangeswithLatinAmericancommunitygroups.

Aslongaspoorpeopleareperceivedassecond-classresidentsofourcities;aslongasinformalsettlementsareconsideredblightsontheurbanlandscapethatneedtobeeradicated;aslongasvestedinterestsareallowedtograblandwhetherinthenameofprofitorinthenameofsmartcities(whichissimplyprofitbyanothername),evictionswillformtheepicentreofSDI’swork.
EvictionstakeplaceinjustabouteverycityandtowninwhichaSDIlinkedfederationexists.SDIhasparticipatedinnumerousevictiontaskteams,includingUNHabitat’sAdvisoryGrouponForcedEvictions,andthenewevictionwatchprocessinCitiesAlliance.SDI’sexperiencehasconfirmedthat,whilereactionstoevictionsarenecessaryandsometimesuseful,therealchallengeistopreventevictionsbeforetheyhappen.
Therefore,SDIhassoughttomakeinterventions,producestructures,anddevelopsystemsthatmovevulnerablecommunitiesfromhighlevelsofrisktotenuresecurity,eitherthroughthepreventionofevictionsorthroughnegotiatedrelocationsacceptabletoaffectedcommunities.ThreecriticalareasoffocusforSDI’swillbe:
1) Fightingandpreventingevictions,includingcoordinatingsolidarityactionsacrossthenetworkagainstthreatenedevictions andworkingtoproactivelysecuretenure; 2) Developinganddemonstratingalternativesandconsolidatingknowledgeaboutworkablealternativesfromacrossthenetwork;and 3) Supportingcommunities/householdswhohavebeenaffectedbyevictions.
Towardstheseends,SDIhasestablisheditsowninternalEvictionsTaskTeam,withoperationalcentresinSouthAfrica(theSDISecretariat),Nigeria(JEI)andKenya(SDIKenyaandAkibaMashinaniTrust).
DuringthispastyeartherehavebeenevictionsinmanyofthecountrieswhereSDIhasapresence.MajorfocalareasofSDI,however,havebeenin Nigeria,Kenya,andUganda.
TheNigeriaFederationfacesconstantthreatsofevictions.Thebitterexperienceoflarge-scaleevictionsinPortHarcourtandLagoshasmadesure thattheFederationandJEI,itssupportNGO,areconstantlyvigilantandproactive.Inthatregard,theNigerianFederationhassupportedcommunity-ledmapping,profiling,andenumerationsinLagos,PortHarcourt,andAbuja.InLagosandPortHarcourt,theNigerianFederationhascarriedoutcitywide profiling–capturingbaselinedataabouteveryinformalsettlementinbothcities,andpairingitwithGPSboundarymapsandgeo-taggeddataontheavailableservices(water,wastecollection,electricity,drainage,etc.).Thisinformationisusedtomakecommunitiesvisibleandorganisedasameansofpreventingevictions.TheNigeriaSDIAlliancehasalsousedmedia–film,video,photoexhibitions–tobrillianteffect,drawingattentiontoevictionsandtheirimpactonpoorcommunities.Thishasalsoraisedawarenessinpoorcommunitiesandsignificantlyempoweredslumdwelleryouth,addingadvocacytowell-honedtoolsofinformationgathering,para-legaltraining,andresistance.
InUganda,theSDIaffiliatewillworkwithCitiesAllianceandtheUgandanGovernmenttoensurethatsocialsafeguardsassociatedwiththeKampala-JinjaExpressway(KJE)andtheKampalaSouthernBypass(KSB)arehonoured.ThisExpresswaywillpassthroughtheKinawatakaandKasokosoinformal settlements,wheretheFederationhasastrongpresence.SDIhasalreadystartedtoworktowardstheoverallobjectiveofachievinganegotiatedandvoluntaryrelocationofallaffectedhouseholdsthroughtheapplicationofinternationally-recognizedsafeguards,andthroughtheapplicationofappropriatelocaldevelopmentpolicies.
MajorevictionstookplaceinKenyafromMaythroughJuly2018.ExcerptsofastatementissuedbytheKenyaFederation(shownbelow)capturethe strategiesusedbytheKenyanstoadvocateagainstevictionsandtodefendvulnerablecommunities.TheirsimilaritytothoseappliedbytheNigeriansdemonstrateclearlyhowtheSDInetworkreplicatescapacityandtransfersknowledge–inthiscase,informationgatheringandmobilizationthrough mapsandsurveys,theuseofsocialmediaandothermediacampaigns,andthebuildingofallianceswithpotentialpartners.
We will identify all settlements under threat on our maps. Thisbeganyesterdayandestablishedthatthefollowingareasareunderevictionthreats:Makongeni,Kaloleni,Mbotela,Dandora,DeepSea, Mukuru,MathareandKamae,with4areashavingbeenmarkedforevictionstomorrow.
We will mobilize and conduct rapid enumerations. Afederationteamisworkingtoestablishcontactswithresidents,createawarenessontheneedtoresisttheforcedevictions,andtrain communitymemberstoconductrapidenumerations.Theteamisalsomobilizingresidentsoftheaffectedareasandfederationmembersfrom allsettlementsforaprotestmarchon8thAugust2018.SlumdwellerswillusethispeacefulmarchtodeliverapetitiontotheCabinetExecutive SecretaryinchargeofRoads,InfrastructureandHousingaswellastheCountyGovernment.

e. Inclusivity and resilience through settlement upgrading
From2008to2018SDIfederationsimplementedatotalof286capitalprojects.Ofthese,48areUPFIprojects,withanaveragerateofrecoveryof63%.Theremaining238areUPFNprojectswithanaveragerecoveryof20%.
Duringthepastyear,SDIaffiliateshavecontinuedtheirgradualshifttoimplementingmoreprojectsthatfallintoboththeSDIcostrecoveryprojectcategoryandthatcontinuetoaddressthesocio-politicaloutcomesSDIseeksinitsTheoryofChange.Theseprojectsincludecommunityresourcecentres,communitysanitationfacilities,housing,andenergyprojects.
FederationsinIndiaandSouthAfricaarecontinuingtosuccessfullyleveragepro-poorsocialhousingprogrammes.InIndia,UPFIfinanceis currentlyenablingthefederation’sinvolvementinthevaluechainofgovernmentfinancedconstructionof400two-bedroomhousesfortheurbanpoorinBodhanTown,Telanganastate.ThisprojectdeliversmultipleoutcomesfortheSDIprogrammeinIndia,includinghousing,services,financialsustainability,andeconomicinclusivity.AlthoughIndiamaybeconsideredmoreprogressiveanddevelopedintheself-financedprovisionofpro-poorhousing,theBodhanTownprojectrepresentsakeyopportunityandvenueforhorizontallearningforaffiliatesfromotherSDInetworkedcountries.
AswithBodhanTown,theVusiNsuntshaprojectinCapeTown,SouthAfricacontinuestoshowpromisewithrespecttothedevelopmentofinclusivecitiesthroughsettlementupgrading,andthecriticalrolethatorganisedcommunitiessupportedbyalliedprofessionalscanplayinaddingvaluetostatefundedhousingprogrammesandinthedisentanglingofcomplexsocial,political,andtechnicaldynamics.
Thefoundationsofcommunitycollectiveactiongeneratedthroughcommunityorganisationatthesettlementlevelare thestartingpointsfromwhichfederationsnavigatethepathwaysofchangetowardsmoreinclusiveandresilient settlements.Whetherbyleadingnegotiationsforalternativestoevictions,securinglandtenureandtitle,implementing insituincrementalupgradingofhomesandbasicservices,catalysingnewhousingdevelopments,orleveraging institutionalrelationshipswiththestateandotheragenciestodevelopprecedent-settingapproachestoslum redevelopment,settlementupgradingisakeyenablerofinclusivityandresilience.
Inmanycases,federationsengagedinsettlementupgradingareusingmethodsthatofferanalternativetoconventionalhousingandbasicservicedeliveryapproachesandformalurbanplanningsystems.Thesearecharacterisedbyawide varietyofinsituupgradingprojectsinsettlementswherecommunitieshavelongresidedandare,thankstolearningfromotheraffiliates,abletoleapfrogunsuitableandunresponsiveapproachestotheupgradingofhumansettlementsoffered bythestate.
ThroughleveragingitsgrowingUrbanPoorFundInternational(UPFI)andprevioussuccessesinfluencingpolicyinrespectofpro-poorhousingandbasicservicedelivery,federationsarealsoinvolved(eitherdirectlyorasenablingpartners)intheongoingdevelopmentofnewhousingdevelopmentsfortheresettlementofurbanpoorcommunities.
TheUrbanPoorFundInternational(UPFI)isaself-governed,self-managed,ongoingandexpandingfinancialfacilitythatprovidescapitaltomemberNationalUrbanPoorFunds(UPFN),sothattheycaninturnprovidefundstosavingscollectivesundertakingimportanturbanimprovementandhousingprojects.TheFundhasasitsprincipalgoalthesupportofaviableandexpandingnetworkofUPFNs(orcitylevelfunds),eachofwhichissimilarlyeconomicallyautonomousandcontinuouslyexpanding.UPFNsexistinmanydifferentenvironments,fromthosewhere100%capitalrecoveryispossibletothosewhere0%capitalrecoveryismostlikely.TheseUPFNsassistfederationsincreatinglocalpoliticalandinstitutionalchangesthatmakepoorpeoplecentralactorsinurbandevelopmentandthatinfluencelocal,national,andinternationalresourceflows.

TheVusiNsuntshalandwasoriginallypurchasedwiththevisiontobuildhousingaccordingtoaPeople’sHousingProcess:singlestoryhousesonlargeplotsforabout800peopleresidinginunderservedinformalshacksettlementsinCapeTown.Throughanopportunisticlandswap,anew28-hectarepieceofland,almosttwicetheoriginalsize,isthesubjectofalandsharingagreementbetweenthecommunityandtheWesternCapeProvincialGovernmentwhichhasresultedinawin-wintradeoff.Inexchangeforaportionoftheland,theProvinceintendstoincorporatethelandintoaspatiallyandeconomicallyinclusivecatalytichousingproject,servicingtheentiretysitewith‘bulkservices’,andtobuilding5-storysocialhousingunitstoaccommodaterelocatedfamiliesfromadjacentinformalsettlements,earmarkedforredevelopment.TheprocessofnegotiationsbetweenthecommunityandtheProvincehasbeencomplexandhasaddressedissuesatthecoreofurbanhousingdynamicsinSouthAfrica.Asaresultofthesecontinuedefforts,itislikelythattheVusiprojectwillbreaknewgroundinanumberofprecedentsettingways.
Throughtheirwork,federationsthroughoutthenetworksupportsomeofthemosteconomicallyprecariousurbancommunitiesintheGlobalSouth.Regardlessoftheformalityoftheirtenureinrespecttothestate’sabilitytoprovidebasiclifeimprovingservices,manyofthesecommunities featureaslowornoprioritywithinbudgets.Incontextswherenationalandsub-nationalgovernmentshavethemeanstoresourcepro-poorsocialprogrammes,collectiveaction(thecommunityvoice)iseffectiveinputtingtheprioritisedservicedeliveryneedsoforganisedcommunitieson theagenda.
Incontextsmorenumerous,theprovisionofbasicserviceslikewater,sanitation,energy,andwasteremovalisincreasinglybeingprivatisedand lefttolargecorporationswhoviewlow-incomecommunitiesasriskyandnon-bankable.
InAccra,Ghana,thefederation’sinvolvementinhouseholdtoiletinitiativeswhichrequirefinancialcontributionbythehouseholdthemselveshasbeeninfluentialininfluencingnationalWASHguidelines.Similarly,theZambian(Lusaka,MillenniumProjectCompletionAgency)andTanzanian (VingungutiandMwanzasimplifiedsewerage)affiliatesareinvolvedinmulti-stakeholderin-situ,sanitationprojects,includinglocalWATSAN authorities.Thesedeliverymodelsregardorganisedcommunityasakeycomponenttosuccess.
OtheractivehousingprojectsthatarefinanciallygearedbycommunitiesandleveragefinancialsupportfromthestateincludetheNakuru-ShikamooandNaivashahousingprojectsinKenya(31housesand12completedhousesrespectively);theGhettohousingproject(planningphaseof200foundations)intheEasternsub-countyofNairobi,Kenya;thesecondphaseoftheChamazihousingprojectoutsideofDaresSalam,Tanzania;andaprojectin Dakar,Senegal.Anumberofothersmall-scaleinitiativespilotinginnovativebuildingdesigns,constructiontechniques,andmaterialsarehappeningonanongoingbasisthroughoutthenetwork.
InNamibia,awell-establishedinstitutionalrelationshipbetweentheSDIaffiliateandthestateallowsforacommunitydrivenhousingprocesstocontinuallyandeffectivelyreplicateitself.ActiveandcurrentprojectsincludethoseinSwakopmundandWalvisBay.Thisyear,hundredsofmembersoftheShackDwellersFederationofNamibia(SDFN)gatheredinErongoregiontowelcomemembersoflocalandnationalgovernment,publicandprivatepartners,andtheirPatron,TheFirstLadyofNamibia,MonicaGeingos,fortheofficialhandoverof136completedhousesinSwakopmund(36)andWalvisBay(100).Duringthehandoverceremony,thenewlyappointedMinisterofUrbanandRuralDevelopmentpledgedcontinuedsupporttoSDFN,increasingthebudgetallocationtoSDFNfromN$7milliontoN$10millionduetoitsdemonstratedeffectiveness.

TheUgandaSDIAlliancehassuccessfullydevelopedamodelforcostrecoverycommunitydrivenwaterandsanititionfacilities.Theaimofthisprojectistoconstruct,operate,andmanagethreesanitationfacilitiesacrossthreeinformalsettlementsinthreedifferentcities–Kampala,Kabale,andArua.Itisexpectedthat1,725peoplewilldirectlybenefitfromtheprojectonadailybasis.
TheimplemnetationoftheprojectofficaillystartedinSeptember2018.Theconstructionprocesshasbeenpurelycommunity-led,providinga foundationfor;(i)buildingthecapacityofgrassrootswithlivelihoodskillsaswellas(ii)providinganincomegeneratingplatformforcommunity members.Tenseasonedfederationconstructionartisanshavebeenatthecentreofconstructionwork,supportedbyastructuralengineerto ensureadherencetoqualityandstructuralintegritystandards.
Thereisagrowinginterestfrompotentialtenantsandusersofthefacilityasconstructionworkshavebeenunderway,andthealliancehasalready startedreceivingapplicationsfromdifferentvendorsfortheretailspacesinthefacility.TheZambiaSDIAllianceseekstofurtherengagethe municipalitytoprovideadditionallandinOldSowetomarketorelsewheretocontinuemodelling,aswellasprovideabusinesscaseforsustaining federation activities.
TheimplicationsoftheaboveforSDI’ssettlementupgradingprogrammearethereforenumerous,dynamic,andcomplex.Thebackboneofthisworkinallinstancescontinuestobetheleverageofinstitutionalrelationshipswithsub-nationalandnationalgovernmentsinordertocreateenablingpolicyandlegislativeenvironmentsforinnovative,precedentsetting,communityled,andcostoptimisedsolutions.
Astheurbanpoorformanever-growingconstituencyincitiesoftheGlobalSouth,thefederation’sworkplaysacrucialroleinhelpingtoshapeand innovatecities’attitudestowardstheurbanpoorintothefuture.Increasinglyandnecessarilythefederation’sworkincludesprojectswhichlooktosubstantivelyengagewithstakeholderpartnerswhorepresentnaturalcoalitionpartnersinprojectsdesignedtodeliveraffordable,accessible,andlifeenhancingservices.TheseprojectscontributetotheachievementofSDI’soutcomesrelatedtoimprovedpublichealthandsafety,thecreationof integratedandresilientneighbourhoods,andincreasedstrategicinfluenceoftheurbanpoorinthecitieswheretheyliveandwork.Throughthe implementationofinnovative,precedent-settingslumupgradingprojects,organisedcommunitiesoftheurbanpoorimprovelivingconditionsintheircommunitiesandtakethefirststepsinthetransformationofslumsintointegrated,resilientneighbourhoodsthatformpartofthecity.Byengaginglocalgovernmentandotherurbandevelopmentstakeholdersinthisprocess,theurbanpoordemonstratetheiragencyandcapacitytoparticipateasactiveplayersinurbandevelopmentandplanningprocesses.
Thesanitationfacilitiesarenotanendinthemselvesbutratherserveasameanstoattractgovernmentofficialsandotherdecision-makersinordertochallengeandchangeinstitutionalarrangementsandpoliciesinfavourofmoreaffordableandscalableaccesstobasicservices.Thepartnershipsformedbythisprojectpositiontheurbanpoorasanequalpartnerwithaseatatthetableinslumupgradingandimprovementofbasicservices.
Thecostrecoveryaspectoftheprojectisaccessedintwodifferentways,eitherbyapay-per-usepaymentsystemforthetoiletsandshowers,oramonthlysubscriptionofferedtofamiliesresidinginthesettlement.ThiscostrecoveryismanagedbySuubi,Uganda’sUPFN.
TheZambiaSDIAllianceisalsoexploringcostrecoveryprojectsthroughpublicsanitationfacilities.TheOldSowetopublictoilet’scorebusinessistoprovidesanitationservicestopeopleintheOldSowetomarketandwillbeanchoredbyacommunity-ledprocess.Associatedservices,suchasretail andotherbusinessspaces,willalsobeofferedatthefacility.Theideaistoprovideabusinesscaseforsustainability.Itisanticipatedthatrevenue generatedfromcommercialrentalswillbeusedtocomplementsanitationservices,specificallymaintenanceandoperations.Thiscostrecoveryis managedbytheSwalisanoFund,Zambia’sUPFN.

SDI’s Energy Justice ProgrammeSDI’sEnergyJusticeProgrammecontinuestomakestridesinmainstreamingimprovementsinaccesstoreliable,affordable,andsafeenergyto underservedurbancommunities.Energyaccesssitsalongsideotherbasicservicesseenasprerequisitesforhouseholdwellbeingandintegratedandresilientneighbourhoods.Ourprogrammeaimstobeattheforefrontofaglobaltransitiontocleanandjustenergy,positioningurbanpoorcommunities- sooftenunderservedbysafe,reliable,andaffordableenergysolutions-askeyenablersofthis.
TheSDIEnergyJusticeProgrammehasactiveprojectsin12countries(Ghana,Nigeria,Uganda,Kenya,Tanzania,Zambia,Malawi,Zimbabwe,SouthAfrica,Namibia,India,andthePhilippines)andhasenabledaffiliatefederationstoprovideimprovedenergyaccesstoapproximately25,000distincthouseholdswiththetotalnumberofbeneficiariesnumberingintheregionof100,000.
Buildingonenergyaccessprojectprecedentssetbythefederations,keyprojectswithintheprogrammehavebecomesitesforproject-basedlearning andpeer-to-peerexchanges.Theseprojectsareimportantnodesinthetransferofenablingknowledge,leadingtomoreeffectiveprojectdeliveryandanincreasingappreciationofthetypesofmulti-stakeholdermodelsrequiredforreplicableandscalableenergyaccesssolutionsfortheurbanpoor.
NotonlyarethesesitesofhorizontaldialoguebetweenFederations,buttheyhavealsobeennodesaroundwhichnewandinnovativecollaborationshavearisenbetweenorganisedcommunities,theirlocalgovernments,andprivatesectorstakeholders.InternationalacademiahasincreasinglytakeninterestinSDI’senergyjusticeprojects,whichhavebeenfeaturedascasestudiesinpeer-reviewedpolicybriefsandjournalarticles.
Projectswhichhavecontinuedtoscaleupinclude:thosemicro-enterprisesleveragingfederationsavingsandloansschemesinimprovinghousehold accesstoqualitysolarhomesystems;thosewhichseektoleveragepolicydesignedtoenabledecentralizedrenewablegenerationinthepursuitof increasedenergyaffordabilityandresilienceforhouseholds,andenergysecurityforcities;projectswhichhavedemonstratedcost-optimizedwaysforsub-nationalgovernmentstoworkalongsideorganisedcommunitiesintheinstallationandmaintenanceofsolarstreetlights;projectsthatarepromotingtheuseofcleanandsafecookingpractices;future-lookingprojectsseekingtoinfluencesettlementenergyaccessplanning,aswellasthenormalization oftheintegrationenergyefficiencymeasuresanddistributedgenerationassetsontolowincomehousing.
Wehighlightthreeoftheseprojectsbelow.
AccesstofreebasicelectricitywasconstitutionallymandatedinSouthAfricain2010.Indeed,eachyeartheSouthAfricangovernmentprovidesthousandsofun-electrifiedruralhouseholdswithoff-gridsystemsprovidingabasiclevelofelectricityforlighting.Butwhataboutthegrowingcommunitiesofurbaninformalsettlementdwellersresidinginun-electrifiableareaseitherbecauseoflandtenure,quality,orclimatevulnerabilityissues?
Howcanorganisedcommunitiesleverageinstitutionalrelationships,data,andsavingstoadvocateforequitableurbanpolicyimplementation,andtheexpansionofpro-poorfinancinginstrumentsinthecontextofenergyservicedelivery?Despiteitssmallscaleandpresencewithinacountryrenownedasbeingsubsidy-rich,theLonglandsprojectneatlyencapsulatesanapproachbeingusedthroughouttheprogrammeinanattempttocreatesettlement,city,andultimatelygloballevelchange.
TheSouthAfricanSDIAlliancehasanestablishedinstitutionalrelationshipwithboththeStellenboschMunicipalityaswellastheWesternCapeProvincialGovernment.In2017,aprovincewide,community-led,settlementdataprofilingtaskresultedintheprioritizationofarenewableenergysolutionforthecommunityofLonglands,atemporaryrelocationareaof26householdsoutsideofStellenbosch.Althoughimprovedaccesstoenergywasraisedbythecommunityasanimmediateneed,thiswasnotincludedinthebasicservicepackageprovidedtoLonglandsbythelocalmunicipality.
ThroughacollaborationbetweentheSASDIAlliance,anoff-gridmicro-utility,andSDI’sEnergyJusticeProgramme,thecommunityofLonglands undertookanexchangetoSiqalo,aninformalsettlementintheCityofCapeTownbeingprovidedwithbasicelectricitythroughthemicro-utility’smodelonapay-for-usebasis.Duringthisexchange,theLonglandscommunitylearnedthatresidentsofaninformalsettlementlocatedwithintheirownmunicipalareaofStellenboschbenefitfromtheallocationofamunicipallyallocatedbasicenergysubsidytothemicro-utility.TheyalsolearnedthatthisissomethingwhichtheSiqalocommunitywaslobbyingtheCityofCapeTownfor,inordertobringdownthecostoftheirownbasicelectricity,andthatthisissomethingtheytoocouldrequest.
Inearly2018,inthemidstofproductiveconversationswiththemicro-utilityproject,allofthedwellingsintheLonglandscommunityburnedtotheground.Residentslosteverything,includingsavingsandpersonalidentification.Althoughthemunicipalityquicklyrebuiltthetemporaryhousing,noenergysolutionwasprovided.
AllhouseholdswithintheLonglandstemporaryrelocationareaarenowelectrifiedwithsolarhomesystemsinstalledandmaintainedbythemicro-utilitybutownedbytheSASDIAlliance.Thecommunity’ssavingsgroup‘BigDreams’helpstoprovideafinancialvehicleforresidentstofinancesmallappliancesandsetasidemoneytopayforminormaintenance.WiththeassistanceoftheSASDIAlliance,andleveragingtheircloserelationshipwiththeStellenboschMunicipality,thecommunityisengagedinlobbyingforextendfinancialsubsidizationtotheproject.
Ifthisstrategyissuccessful,itislikelytobeasignificantprecedentinSouthAfrica.Itisthefirstwhereamunicipalityhasagreedtoreplicatean innovativeoff-gridandpro-poorenergysolutionoutsideofapilotsite.Thiscanpotentiallyopendoorsforsolarhomesystemsbeingconsideredasan electrificationsolutionfortemporaryorun-electrifiablesettlementswithinurbanareas.Thinkingfartherintothefuturewheretheenergyneedsof low-incomecommunitiesarepredictedtogrow,theprogrammedemonstratespracticalsolutionstothisthroughcontinuedevaluationofhybrid approachestoenergyserviceprovisionthatseektodemonstratehowlowcarbondevelopmentcanbeenabledbyorganisedcommunities.
Pro-Poor Hybrid Model for Solar Home Systems – Longlands, South Africa
Lowemission,distributedelectricitygenerationstrategiesmakeuseofsmall-scaleelectricitygenerators,oftenembeddedwithinformalgridinfrastructure,andareoftenlocatedonurbanrooftops.Providedenablingrenewableenergypoliciesandareeffectivelyimplemented,distributedgenerationcan provideavarietyofbenefitsforstakeholdersincludinghouseholds,hosthousingcooperatives,electricitydistributersandenergyplanners.Undertherightcircumstancestheresultmaybeacontributingpillartothelowemissionsdevelopmentoflow-incomehousingwithmegacitiesofthefuture.
ThroughtheSDIEnergyJusticeProgramme,federationshavebeensupportedintheinstallationofprecedentsettingrooftopPVinfrastructureonbuildingsinthemetropolitanareasofAccra,Ghana,andMumbai,India.Theco-developmentoffeasibilitystudies,policyrecommendations,andotherknowledgeproductshavetakenplacebetweenenergyprofessionalsandfederationsinKenya,Namibia,SouthAfrica,andthePhilippinestoo.
ThecaseoftheIndiaOil-NatwarParekhandMankhurdrelocationColoniesinMumbaiarethefarthestprogressedexampleswithintheSDInetworkofcommunity-managedgridconnectedsolarPVinfrastructureprovidingbenefittolowincomeresidents.Morethan20,000peoplecalltheNatwarParekhcolonyhome,anditcontainsmorethan70multi-storybuildingsmanagedbywomen-ledhousingsocietieswhoareresponsibleforbuildingmaintenanceandpaymentofutilitiesforthebuildings.Whiletheysucceedincollectingtheleviesrequiredforthisfrommosthouseholds,theyarevulnerableto electricitytariffriseswhichoftenrisefasterthanhouseholdincomes.Thiscanimpactfundsavailableforthegeneralmaintenanceofthebuildings.
Communitymaintainedandmonitored,thefirst6net-meteredrooftopPVinstallationsinGovandihavedemonstratedthatanetsavingsofupto80%onelectricitybillsotherwisepaidoverforwaterpumping,publiclighting,andelevatorscanberealizedbyleveraginggridconnectedsolarPV.Notonlydoesthiscontributetowardssignificantimmediatetermsavingsforhousingsocieties,buthasthepotentialtopositivelycontributetolocalenergysecurity, financialresiliencetotariffrises,andlowemissionsdevelopmentoflow-incomehousing.
EachrooftopsysteminstalledinGovandihasaninstalledcapacityof20kW,meaningthatthepotentialgenerationcapacityofalarge-scaledevelopmentliketheIndiaOilcaneasilyexceed1MW.Inearly2019,housingsocietiesbegantoapproachSDI’sIndianaffiliatewithoffertoprovide50%co-fundingforsimilarinstallations.AtthesametimetheFederationissupportingeffortsinlobbyingforthesetypesofinstallationstobecomestandardforalllow-incomedevelopments.

Theinstallationofthestreetlightsinthesettlementhasledtoasignificantshiftinpatternsofnighttimetrade,givingthelocalinformaleconomyaboostthroughaddingadditionalhoursduringwhichtradecantakeplace.Infact,asmallnightmarkethassprungupunderthelightswherenonepreviouslyexisted.Anecdotalevidencefromcommunitymembersandvendorsindicatestheincidenceofcrime(bagsnatchingandbeatings)hasdramaticallydecreasedsincetheinstallationofthelights.
Indeed,thisintegratedmulti-stakeholdermodelwhichholdsthepotentialformunicipalitiestonotonlyengageinlowemissionsdevelopment buttodosowiththeadditionalvalueaddsofempowerment,localeconomicdevelopment,andcostoptimizationhasbeenvisitedbyhighlevel stakeholdersandhasbeenprofiledinatleastonepolicybrief.Ithasbeenestimatedthatsuchmodelscangenerateupto14,000jobsinUgandaalone.Theprogrammecontinuestopromoteanddevelopthismodelwithaviewtoscalingandreplication.
Despitethedemandforimprovedaccesstoclean,reliable,safe,andaffordableenergybeingrootedinimmediateneedsofhouseholds,public infrastructure,commercialsectorsatsettlementlevel,SDI’sfederationsrepresentakeyglobalconstituencydisproportionallyimpactedbythe negativeeffectsofclimatechange.SDI’sfederationsthereforeformanaturalallywithincoalitionsadvocatingforclimatechangemitigationat thegloballevelandindeedhaveprovidedkeyinputstogloballeveldiscussionsandresearchprioritizationinthisregard.

g. Bridging the gap: Engaging youthtowards the future
ThisvideoweavestogetherthestoriesofeightvictimsofviolentforcedevictioninNigeriatotellthestoryoflifebefore,during,andaftereviction, andtomakeanappealforamoreinclusivedevelopmentofNigeria’surbancenters.ThisshortfilmwasthewinneroftheCoHabitatNetwork’sfirstannualCommunity-LedHabitatAwardintheshortfilmcategory.TheNigeriaKYCTVteamwasrecognizedatthe2019UNHabitatAssemblyin Nairobi,andthefilmwillbescreenedatthisyear’sSDIAmsterdamSessions–aweekofSDI-hostedeventsheldinadifferentglobalcityeveryyear.
Nigeria: Undevelopment
Thecreationofinclusiveandsafestreetsisanimportantcomponentofsettlementupgrading,butincitieswheregovernmentbudgetsfailtoprovideforeventhemostbasicofservicesforinformalsettlementsthisconsiderationfallssomewaydowntheprioritylist.Nevertheless,theprimarymodeoftransportinslumsiswalkingandmanyresidentstypicallyderivetheirlivelihoodsfrominformalstreettrading.Thismeansthatpoorlylitstreetshavearesultantnegativeimpactonsafety(crimeandrisktopedestriansfromvehicles)andthelocaleconomy.
TheKibugambatastreetlightingprojectisaninitiativeco-developedbytheNationalSlumDwellersFederationofUganda(NSDFU)andtheJinjaMunicipalCouncil(JMC).TheJinjaBasicEnergyServiceCooperativeLimited,aservicecooperativemadeupoffederationmembers,hasprocured,installed,andnowmaintains200metersofsolarstreetlightingonroadwaysadjacenttotheKibugambatainformalsettlement.Thiscooperativequalifiedforcommunity-basedtechnicalcapacityandisprovidedaleveloffinancialsupportfromthemunicipalityforitswork.Thecooperativewasinvolvedinthefabricationofthelightingpoleswhichdeliveredvalueadditionsintermsoflocaleconomicdevelopmentandtransferableskills.Itisalsoinvolvedintheprovisionofsolarhomesystemstoresidentswithinthelocalareathroughapartnershipwithacommercialsolarenterprise.
LeveragingtheirinstitutionalrelationshipwiththeJMC,NSDFUhasledeffortssurroundingplansfortheredevelopmentofKibugambatasettlement,whichhasbeenthefocusofasettlementredevelopmentplan.Progresssurroundinglandsharingagreementsandroadencumbranceisneededatcommunitylevelbeforephysicalredevelopmentcanbegintotakeplace.Thestreet-lightingprojectwaspartlyconceptualizedasademonstrablesymbolofprogressintheredevelopmentofthesettlementwhilelessvisiblesocialprocessesweretakingplace.

I’m a poor woman in the settlements. I don’t have a place to put my head. When SDI came to my community I had to join. I joined to mobilise the women and started saving and these savings have helped me a lot. I have used it to pay my children’s school fees. Now some of my kids are in nursing training and others are at University. It’s important for women transformation in the slums. When we come together we can fight for our own. If you are single you can’t do anything. That’s why we have to come together and have one common goal and common voice and know what we have and what we don’t have in the community. InKenya,theyouthsupportedtheAlliance’sinitiativetodocumentMuungano’shistorytoldbythosewhowerethere(https://www.muungano.net/history).
Settlementleveleffortsarebeingaggregatedinexchangesthatbringtogetheryouthfrommultipleaffiliates.InAugust2018,youthfromOrangeFarm,SouthAfricavisitedNairobi,Kenya.Bothgroupsofyouthareworkingonsimilarprojects–theyouthfromSouthAfricaonstreetnamingandtheyouthfromKenyahousenumberingaspartoftheMukuruSpecialPlanningArea(SPA).Thisexchangesupportedsharingofideasandstrategybetweenthegroups.InJanuary2019,youthfromacrossnetworkcametogetherforaKYCTVpocket-filmschoolskillsbuildingexchangeinUganda.Twenty-twoKYCTVyouthfromGhana,Kenya,Uganda,andZimbabweweretrainedinstorymakingandeditingusingonlytheirmobilephones.Additionally,theSouthernAfricaHubprioritizedtheissueofyouthandplannedaYouthHubtobeheldinZambiainearlyMay.
Ugandahasexperiencedtwodecadesofeconomicgrowth,leadingtolargepopulationmovementsfromruralareastoinformalsettlementsaroundurbancentres.Highpopulationgrowth–nearlytripletheglobalaverage–stressedthewaterandsanitationservicesthatexist.SixtyonepercentofUgandanslackaccesstosafewaterand75%donothaveaccesstoimprovedsanitationfacilities.Atthesametime,accesstofinancialservicesinUgandahasimprovedsignificantlyoverthelastdecade,mostlydrivenbytheexpansioninmobile-moneyservices.Thisdevelopment,alongwiththeprivatesector’sinterestinincludingclientslivingatthebaseoftheeconomicpyramid,primedthemarketforexpansionofmicrofinanceservicestoalargershareofthepopulation.Inspiredbythis,theKYCTVteaminUgandawroteandproducedashortfilmdepictingtheirexperienceofaccessingwaterintheirsettlements.

InthisStrategicPlanningperiod,theSDInetworkprioritizedusingcommunitydatamorestrategicallytoachievegreaterinfluence.UsingSDI’sKnowYourCityStateofSlumsreportasabaseline,federationsacrosstheSDInetworkcontinuedtobuildrobustevidencethroughmappingandprofilingofinformalsettlementsinordertoinformplanning,partnerships,andinvestmentatthesettlementandcitylevel. Considerableprogresswasnotedineachoftheregionalhubsasfederations undertooktoexpandanddeepentheirworkindigitalmappingofactivesettlements,evictionthreats,savingsgroups,andprojectsinordertoincreaseinfluenceandimproveinternalmonitoringandevaluation.
InWestAfrica,theyearwitnessedKYCwellandtrulylandinMonrovia,Liberia wherethefederationhasundertakenanimpressivecitywideprofilingandmappingprocessthatwillgroundthefederation’sorganizingandupgradingworkinPhase 2oftheCitiesAlliancesupportedLiberiaCountryProgrammeprojectandincitydevelopmentmorebroadly.Theprocesshasbeenoneoflearningbydoing,with thefederationlearningasitgoes,withsupportfrompeerfederationsintheSDInetworkandtheSecretariat.Inturn,theLiberianfederationhasbecomeastrongmentorfederationinitsownright.InMonrovia,thefederationisincreasinglyseen asaleadingsourceofknowledgeoninformalsettlements,withmembersabletoreciteconditionsinspecificslumsacrossthecitybyzonenumberoffthetopof theirheads.Over90settlementshavebeenfullyprofiledandmappedwitha further23underwayinpursuitofafullslumprofileforGreaterMonrovia.
InGhana,federationdatawillinformsettlementupgradingofcommunitiesalongtheOdawRiver,improvingresiliencetofloodingandenvironmental degradation.TheMinistryofInnerCitiesandZongoDevelopmentisembarkingonnationwideprofiling/enumerationactivitiestogetherwiththefederation,whowillbetheprimarydatacapturers.InSenegal,profilingworkincreasedvisibilityofthecommunity,theirissues,andtheirmobilizationprocess. TheSenegalesefederationworkswithlocalNGOurbaSENtoaddfurthervaluetotheirinformationbyoverlayingitonbaselayersgeneratedthrough dronemappingandthroughuseofGIStoolstoanalysekeyissues.InSierraLeone,thefederationisusingitscitywideprofilingdatatocontributecriticalknowledgetotheARISEprogramme.ThisGCRF-fundedeffort,inwhichSDIisaleadpartner,willundertakeimplementationresearchonhealthand wellbeingininformalsettlementsoverthenext5years.
InEastAfricameanwhile,theKenyafederation’sdataandmapshavebeenanessentialinputtoplanningintheMukuruSPA.Eachofthesectoralplanshasbeenpreparedusingfederationprofiling,enumeration,andmappingdataaswellasknowledgefromongoingdialoguewiththecommunity.Inaddition,enumerationswereconductedinthreesettlements(Kaloeni,Makogeni,andShiranga),foundtobehometo4,383residentsin1,207households.Thedataisbeingusedindiscussionsbetweentheallianceandthehousingsecretarytoagreeonalternativestoforcedevictions.InUganda,KYChasexpandedtotheregistrationandmappingofsavingsgroups,whichaimstogenerateasystemformonitoringthegroupsandevaluatingtheirimpactonsettlementlevelchange.
InSouthernAfrica,SDIsawBotswana’sKYCandParticipatorySlumUpgradingProgramme(PSUP)initiativescometogethereffectivelyinsupportof community-drivenprofilingandmapping.InBoikhutsothefederation’sKYCreportwaspresented,alertingcommunityandofficialsofissuesandprioritizingsanitationprojects.ThismeetingwasattendedbyWardDevelopmentCommittees,CourtPresidentMr.Letsheleng,andcommunitycouncillorMr.ThembaMbambo.InameetingwithFrancistownCityCouncilattendedbyafederationteam,physicalplanners,andcommunitydevelopmentofficers,further discussionsoftheBoikhustoreporttookplace.Itwasnotedthat,throughtheKYCprocess,communitiesweretaughtcitybuildingstandards,participatedinacommunityclean-upcampaign,sensitizedprivatesectoroncommunityprojects,anddevelopedbylawsinprotectingtenants’rights.
InSouthAfrica,wherethefederationandInformalSettlementNetwork(ISN)completedtwotendersforgovernmenttocollectdataintheWesternCape,theyearsawtheSASDIAlliancemoveintoanupgradingphaseinformedbytheprioritiesidentifiedduringprofilingandenumeration.InZambia,11newsettlementprofileswereconductedinChisambadistrict,withthemajoroutcomebeingenhancedtenuresecuritythroughissuanceoflandoccupancycertificatesforthelocalcommunities.Alsoworkingontenuresecurity,theZimbabwefederationprofiled29settlementsin3cities:Harare,EpworthandBulawayo.Thepurposewastoassesstheextentandimpactofevictionsasthebasisforseekingredressforvictims,challengingarbitraryevictionsintheHighCourt,andlinkingevicteestoconstitutionallyappointedCommissionstoensurethattherighttolandtenureforslumdwellersisattained.The ZimbabweSDIAlliancedevelopedaweb-basedapplicationdubbedISECAM(InformalSettlementandEvictionsCasesManagement).Thepurposeoftheappistoenablethecollectionandanalysisofhighvolumesofprofilingandenumerationdata,includingGISmapping.
InAsia,theIndiafederationsubmittedtheirtoiletsurveyandprofilingdatatomunicipalcommissionersandwardofficers.ThedataanalysishelpedMahilaMilanandFederationleadersusetheirdatainengagementswithdifferentstakeholders,encouragingthemtotakeuprepairsofcommunitytoiletsaspartofongoingsanitationprogramsinMumbaiandPune.Thefederationhasbeguntheprocessofsettlementprofilingof20slumsineachofthefournew citieswheretheywork.InMaharashtra,profileshavealreadybeenconductedatacitywidelevelandthedataisintheprocessofbeingrefreshedinordertoinformpilotprojectsthere.SDIhasalsosupportedACHRtoextendKYCtoYangon,Myanmar;YogyakartaandSleman,Indonesia;Jhenaidah, Bangladesh;Davao,Philippines;andBattambang,Cambodia–withatotalof125settlementsprofiledasatJanuary2019.
InLatinAmerica,KYCeffortsaimedatsupportingcommunityledactiontomakesettlementandcitylevelchange.Overthelastyear,dataworkwas supportedinArgentina,Bolivia,Chile,CostaRica,Mexico,Paraguay,andPeru.Communitieshaveusedtheirprofilingandmappingtoinformhome improvements,regularizetenure,undertakeneighbourhoodplanning,maprisk,andbuildsocialcohesion. TheseexamplesfromacrosstheSDInetworkdescribecriticalwaysthatSDI-affiliatedfederationsareusingcommunity-collectedslumprofilingdata andmapstoinfluenceequitableandintegratedpolicyimplementationandleadpro-poordatadrivendevelopmentinthecitieswheretheywork.Using community-collecteddataasthebasisofpartnershipswithlocalgovernmentandotherurbandecisionmakers,federationsareestablishingfirm foundationsforinstitutionalisedcollaborationsbetweentheurbanpoorotherkeystakeholders,ensuringthatthehardworkundertakenaspartof theseinitiativesisnotdependentonanyparticularindividualorpoliticaladministration.

Overthepastyear,federationsandgovernmentshavecontinuedtolearntogetherthroughparticipationinahostofimpactfullearningexchanges.Federations’capacitytoorganiseatcityscaleandpositionthemselvesascentralstakeholdersisclearlyrepresentedinthesustainedinterestfromhigh-rankinggovernmentofficialstoparticipateinlearningexchangeswithslumdwellerfederations.Increasinglyandinmoreandmorecitiesurbanpoorcommunitiesarebeingrecognizedbythoseseekingtolearnfromandscaleuppolicies,practices,andprojectsthatareprovenexamplesofinclusivecitydevelopmentelsewhere.
Oneofthegreatestvaluesofanetworkedorganizationisthecapacityforpeersupportandlearning.ThebenefitofthisisthatmanyofSDI’syoungeraffiliateshavebeenabletolearnfromyearsofexperiencefrommorematureaffiliatessuchasNamibia,SouthAfrica,andKenya.Inaddition,maturefederations–whocansometimesfallpreytogettingstuckintheirways–havethebenefitoflearningfromyoungerfederationswhomaybemorelikelytomakeuseofinnovativepracticesandtechnologies.
Overthepastyear,ahostofnotablecitylevelpartnerships-buildingexchangeshavetakenplace.Afewofthemostnotablearelistedbelow.
c. Partnerships and exchange for inclusive city development
DelegatesfromGhanaandtheSDISecretariattravelledtoMumbai,IndiatoengagewithandlearnfrommembersofIndia’sNationalSlumDwellerFederationandMahilaMilanaroundanumberoftheirpracticesandprojects.TheIndianAlliance’syearsofexperiencewithlarge-scaleupgradingprojects,savings,partnerships,anddatacollectionoffersgreatopportunitiesforlearningfortheSDInetwork.Duringthisexchange,thedelegationfromGhanalearnedabouttheimplementationofsolarenergyprojectsinstate-sponsoredhousingprojectsmanagedandimplementedbytheIndianAlliance(readmoreabouttheseinsection1dofthisreport).Federationleadershipandcityofficialswitnesseddailysavingspracticesandrecordkeeping,andhadtheopportunitytomeetwiththelocalutilitycompanytodiscussexperiencesofimplementingnetmeteringinMumbai.

InApril2018,representativesfromtheSouthAfricanSDIAlliancetogetherwithDurbancityofficialstravelledtoNairobi,KenyatolearnfromtheexperiencesoftheKenyaSDIAllianceandNairobicitygovernmentontheidentificationoftheMukuruSpecialPlanningArea(SPA).Throughextensiveresearchandcommunity-drivenslumprofilingandenumerationefforts,theAlliancewasabletobetterunderstandthehistoryoflandacquisitioninMukuru.Throughthiswork,combinedwithintensivelobbyingefforts,theKenyaSDIAlliance,withsupportfromlocalandinternationalpartners,hassuccessfullymovedfromevictionthreatstotheestablishmentofaSpecialPlanningArea(SPA)thatspanstheentire650-acrebeltofslums–hometoalmost500,000people.TheSPAdoesmorethanprovidealegalbasistoaslumupgrade:itrepresentsanevolvedapproachthatgoesbeyondthecountygovernment’splanningdepartmenttoincorporatealldepartmentsofthecounty,aswellasamultidisciplinaryconsortiaofnon-stateactorsrangingfromacademiatonon-governmentorganizationstocommunity-basedorganizationssuchasthefederation.Duringthisexchange,cityofficialsfromDurban,wheretheSASDIAllianceisworkingwiththecitytoestablishacentralrolefortheurbanpoorincityresilienceanddevelopmentstrategiesandplanning,wereexposedtotheelementsoflearningandcollaborationevidentintheMukurucaseandthepowerofapublicparticipationmodeltoaffectgreaterstrategicinfluencebyandfortheurbanpoor.Thisdemonstratescriticalimpactoftheinstitutionalisationofcollaborationbetweentheurbanpoorandgovernment.
ResiliencehasbeenidentifiedasapriorityareainSDI’s2018-2022StrategicPlanandyearonemilestones.Resiliencebuildinghasemerged asanimportantpriorityforcitiesworldwide.WithanincreasingnumberofcitiesdevelopingResilienceStrategies,thereisapressingneedto understandhowthesestrategiesintersectwithissuesofexclusionandpoverty.TriggeredbyacollaborationestablishedundertheCommunityofPracticeforResilienceMeasurement,SDI,100ResilientCitiesandItadhavebegunthiswork.Giventhecentralityofpeer-to-peerexchangeinitslearningapproach,SDIhostedaCollaborativeUrbanResilienceExchangeinitsKnowYourCityResourceCentre.Aspartoftheexchange,which tookplacefromJuly16th-18th2018,SDIbroughttogethercityofficialsandcommunityorganizationsinvolvedinresilienceplanningand implementationinCapeTown,AccraandDurban.Theexchangesupportedreflectionbyofficialsandcommunitiesfromthethreecitiesabout howKYCcommunity-collecteddataoninformalsettlementsandpartnershipsbetweengovernmentandorganisedcommunitiescansupport resilientcitystrategiescapableofgeneratingmoreinclusivecitydevelopmentoutcomes.
Collaborative Urban Resilience Exchange.
InFebruary2018,theWater,SanitationandEnergy(WSE)ConsortiumoftheMukuruSPAprojectinNairobi,KenyatravelledtoTanzaniafora learningexchangetovisitsimplifiedanddecentralisedsanitationsystems.TheWater,SanitationandEnergyconsortiumisoneoftheeightconsortiacontributingtotheMukuruintegrateddevelopmentplananditsimplementationthroughthedevelopmentofwater,sanitation,andenergysectorialplan.TheWSEidentifiedTanzaniaasacountrythathasachievedsignificantsocialindicatorsonaccesstohygieneandsanitationservices. Togetherwiththehostfacilitators:CentreforCommunityInitiatives(CCI),MwanzaUrbanWaterSewerageAuthority(MWAUSA),DaresSalaam WaterandSewerageAuthority(DAWASA)andBORDA,thegroupheldworkshopsandfieldvisits.Thelearningexchangevisitparticipantsincluded representativesfrom:NairobiCityWater&SewerageCompany(NCWSC),NairobiCityCountyGovernment(NCCG),CaritasSwitzerland,Akiba MashinaniTrust(AMT),Water&SanitationfortheUrbanPoor(WSUP),andSanergy.ThevisittosimplifiedsanitationschemesinDaresSalaam andinMwanzaexposedWSEmemberstonewandfeasibleoptionsofsanitationandincreasedtheirknowledgeonhowwastewatercanbe sufficientlymanagedwhereconventionalseweragesystemsdonotexistoraredifficulttoconstruct.Lessonslearntduringthevisitwillhelpthe WSEconsortiumastheydevelopthewaterandsanitationsectorplansforMukuruinformalsettlement.Lessonslearntonapproachesusedto promotecommunityengagement,participation,andempowermentforsustainabilityoftheseinitiativeswillalsobeconsideredandincorporated intheplan.

IthasbeenanexcitingyearforSDIintermsofinfluencingpolicyandpracticeinthearenaofresilienceandclimatechangeadaptation.SDIelevatesthecriticalimportanceofensuringequityandurbanpovertyreductionaremainstreamedwithintheseagendas.
SDIstartedtheyearinStockholmwhereitconvenedaclimateseminartobuildacoalitiontoadvocateforandsecureclimatefinanceforgrassrootscommunityorganizations.Attheseminar,IIEDnotedthatby2017,only36.2%offundscommittedbytheAdaptationFundandonly6.2%offunds committedbytheGreenClimateFund(GCF)havebeengrantedtoNationalImplementingEntities.TheremainderhasbeenorwillbedisbursedthroughInternationalImplementingEntitiessuchasthemultilateraldevelopmentbanksandUnitedNationsagencies.Thesenumbersindicateaclearneedtoinvestmoreinlocally-drivenefforts.ThoseattheseminaragreedthattheGreenClimateFundcouldplayaleadershiproleinfinancingtransformativecommunity-drivenactionifappropriatepolicyandoperationalmeasuresareputinplace.Theteampreparedadraftpositionpaperusedtoguidejointadvocacyandstrategy.
TheteamconvenedinStockholmarenowworkingtogetheraspartoftheGlobalCommissionforAdaptation(GCA),forwhichSheelaPatel,chairoftheSDIBoard,wasappointedaCommissioner.Together,theteamhavebeenpushingforaLocalActionTrackforurbanclimateadaptationwork.SDI, HuairouCommission,theAsianCoalitionforHousingRights,andotherpartnersareworkingincoalitiontobuildanadvocacyplatformwherewomen-ledpoorpeople’sorganizationsframeacollaborativeandinclusiveapproachtobringingclimateadaptationtoscale(nationallyandglobally).Supported byIIED,LeastDevelopedCountriesUniversitiesConsortiumonClimateChange(LUCC),andOxfam,weplantoconvenedialogueswithmultilateral developmentbanks,funds,governments,philanthropists,andscientificandtechnicalinstitutionstopinpointhowmaturesocialmovementsoftheurbanandruralpoorarecontributingtoidentifyingandreducingvulnerabilitytoclimatethreatsandhowmuchmoretheycandowithformalroles andresources.
SDIhasalsoworkedtodeepenitspartnershipwith100RCoverthepastyear.Workingtogetherwith100RCinNewYork,federationsandChief ResilienceOfficers(CRO)inCapeTown,Durban,andAccra,andateamfromItadhaveproducedasetofrecommendationsforcitygovernmentsandslumdwellerfederationsseekingtopartnerforthedevelopmentandimplementationofinclusiveresiliencestrategies.AttheCollaborativeResilienceExchangeconvenedbySDIand100RCinCapeTown(describedabove),communityleadersfromAccra,Durban,andCapeTownexplainedhow thebenefitsofSDI’scommunity-ledprofilingandenumerationextendbeyondsimplydata,toenhancedsocialcohesion,activecitizenship,and empowermenttodrivechangeandaddresstheconcernsraisedbythedata.Thecommunitymembersandofficialsspokeofthepartnerships betweencitygovernmentandSDIaffiliatedcommunitiesandgavedetailedaccountsoftheaction-orientedengagementsofthepastmonthsin eachcity.ISNleaderNkhokeliNcambelenoted,“Changeishappeningsoquicklyontheground.We[inthesettlementforumswithcityhuman settlementsofficials]werenotshoutingandthecitywasbeinghonest.”
Inaddition,thedelegatesevenhostedawebinarwithCROsfromacrossthe100RCnetworkduringwhichtheCapeTowndeputyCRO,GarethMorgan,encouragedallCROstopartnerwithSDIandharnesstheconveningpowerofslumdwellerfederations.
InpartnershipwithC40,SDIhassupporteddevelopmentoftheInclusiveClimateActionprogrammeandisnowengagedinjoint-fundraisingefforts. Asweawaitfunding,wehavetakenanumberofconcretestepstowardconnectingcityadaptationofficersandadvisorswithlocalfederations.We havejointlyconvenedwebinarsforcityofficialsabouttheroleurbanpoorcommunitiesmustplayinsustainableandscalableresiliencebuildingincitiesoftheGlobalSouth.InpartnershipwithC40,wehavealsodeepenedourpartnershipsforinclusiveadaptationplanningandimplementation.ThiseffortwasacceleratedafterawebinarforcityadaptationofficersthatfacilitatedconnectionsbetweenlocalofficersandfederationsinNigeria,SouthAfrica,Nairobi,Tanzania,Kenya,andGhana.Duringthecourseoftheyear,SDIalsopartneredwithC40andIIEDtoproduceresearchontheadaptationandresiliencebenefitsofinformalsettlementupgradingusingMukuruasacasestudy.ThisworkwilladdanextraquiverinSDI’sbowasweapplyforclimatefinance.
AtCOP24,SDIwasdelightedtohearthatthefindingsoftheIPCCreportbroughtissuesofequityandjusticetocentrestageandmadeitclearthatsustainabletransitionsthatweneedintermsofenergyandlandarealllinkedtourban.Likewise,thechallengeofinformalitywithinthemegatrend ofurbanizationwasalsogivenprominence.Thescience,therefore,clearlysupportsthecallSDIanditspartnersaremakingforgreaterinvestment ininformalsettlementupgradingasapathtogreaterlong-termadaptationofourplanettoclimatechangeandhelpstoproblematizethepushby prominentclimatefinancefacilitiestoseparatetheclimateagendafromthedevelopmentagenda.

AsSDIhasmadetremendousstridestodevelopasystematizedapproachtoclimate,thiswillcontinuetobeacentralfocusinthecomingyear. SDIwillcontinuetocapacitatethenewlydevelopedClimateWorkingGroup,establishedattheJanuary2019Board&Councilmeetingand comprisedofNGOprofessionals,federationleaders,Board,andMCmembersinvolvedinclimateadaptationwork.ThisWorkingGrouphas alreadybeguntoshareexperiencesandknowledgegainedlocallywithpeersinotherurbancentreandontheglobalstage,andwillcontinue todosoastheyincreaseawareness,buildcapacity,andbringSDI’smessagesintothesecriticaldebates.Thereisnodoubtthat,ascapacity deepenswithintheSDInetwork,ourimpactintheclimatesectorwillbroadenanddeepentoensureequitableandintegratedpolicy implementationandtheinstitutionalisationofcollaborationsbetweentheurbanpoorandgovernmentthatplaceurbanresilienceand climatechangeadaptationmeasuresattheircentre.

Area-wide upgrading: Vusi Nsuntsha and Mukuru SPATherearetwoprojectsthatperhapsbesthighlightthechanginglandscapeofSDI’sfundingfocusfromsmallscaletolargescaleareawideupgrading.Theseareconsideredflagshipprojectsinthenetworkandarethesubjectofmanylearningexchangeswitheachother,withotheraffiliates,andwithgovernmentpartnersthroughoutthenetwork.
Thisproject’simpactisclearlyalignedtoSDI’sTheoryofChangeatboththesettlementandcitypathways.Forthecommunity,thedevelopmentwill drasticallyimprovepublichealthandsafetythroughtheprovisionofformalhousing,cleanwater,sanitation,andenergy–insharpcontrasttothecurrentsituationformostVusimemberswholackadequateaccesstobasicservices.Theprojectwillprovidelivelihoodopportunitiesthankstoastrategytoincludethelocalcommunitymembersintheupgradinganddevelopmentvaluechainthroughtheuseofcommunitylabour,productsandservices,aswellastodevelopskillsincaseswheretheycurrentlydonotexist.TheVusidevelopmentalsoincludesspacesforcommercialactivity.AcriticalaimoftheprojecttoensureitsintegrateddevelopmenttothecityismakingsurethereareavailablepublictransportlinkagestotheCBD.
Theprojectisusingthefederation’sdatatoidentifybeneficiariesandprioritizeserviceandhousingtypologies.Collaborationbetweentheurbanpoorandgovernmenthasbeeninstitutionalizedthrougharobustparticipatoryplanningprocess,theprojectworkinggroup(comprisingthefederation,government,andsupportNGOs)andvariousproject-linkedformalwrittenagreements.Integratedcitydevelopmentisadvancedthankstothecentrallocationofthe landanddensificationefforts,whichhelpstocombatthespatialinequalityandurbansprawlfacingCapeTown.

In Cape Town, Vusi Nsuntsha Development, is an infrastructure/upgrading project,
that dates back almost 2 decades when the federation purchased a 14.46 ha piece
of land in Philippi East with the intent to build homes. The years presented a host of
complications for the community and the project was derailed many times. In 2017 the
federation undertook a “land swap” – trading their land for a bigger site (27.73 ha)
between Jakes Gerwel Drive and the Philippi Horticultural Area (PHA). The swap
opened up new possibilities for partnership with the Provincial Government and new
opportunities to not only build houses but to plan for an area-wide, mixed-use
development and resilient neighbourhood that will house 800 families. Vusi will also
include residents from Cape Town’s most dense settlement Kosovo, which in turn will
create a knock-on effect for the city’s continuous upgrading, freeing up land in Kosovo
to be developed next.
Vusicommunitylayoutplanmodel.
The Mukuru Special Planning Area (SPA) in Nairobi, Kenyahasalsoregisteredimpressiveprogressthispastyear.In2017theMukuruSlums (coveringalmost700acres)wasdesignatedaSpecialPlanningArea(SPA)andatwo-yearparticipatoryarea-wideplanningprocesscommencedforthedevelopmentofaMukuruIntegratedDevelopmentPlan(MIDP)byAugust2019.Thefinalplanwillincludesectoralpolicyandplanningproposals,aspatialplanforMukuruatthesegmentlevel,shortandlong-terminterventionplans,andfinanceandimplementationrecommendations.
ThecommunitycollectedandanalyseddatathatcreatedthefoundationtoadvocatefortheSPAshowedthemanysocial-economicchallengestheMukururesidentsface;housingconditionsareextremelypoor,inadequateaccesstowater,poorsanitation,floodingandfireoutbreaks.Thecomplexityisamplifiedwithcontestationoverlandownershipandentrenchedinformalsystemsofeducationandhealthcareprovision.Summaryofsomeofthefindingsemergingisshownbelow.
Anotherresidentstated,“Whentheheavywindsblow,thegarbagefrombinsareaisusuallyblownintoourvillage”.
TheplansaredevelopedbyeightconsortiumslookingforsolutionstoMukuru’scomplexchallenges.Sevenoftheconsortiumscoverthethematicareas ofwater,sanitationandenergy;finance;landandinstitutionalarrangements;healthservices;education,youthandculture;environmentandnaturalresources;andhousing,infrastructureandcommerce.Eachconsistsofcommunityrepresentatives,technicalexperts,localstakeholders,andNairobi CityCountyGovernmentOfficials.TheeighthconsortiacoversCoordination,CommunityOrganization,andCommunication.ThisconsortiumisledbytheKenyaSDIAllianceandensuresthateveryconsortiumhasmeaningfulengagementwiththecommunityandthatthecommunity’svoiceremainsattheforefrontoftheplanningprocess.

Duringthisyear,thecoordinationandcommunityorganizationshavedividedMukuruinto13segments,eachcomposedofabout8,000families. Withineachsegmentthelocalorganizingunitisthe‘cells’of10householdswhicharethenaggregatedto‘clusters’ofabout100households. Thiswasdonetoensurethattruecommunityengagementandplanningcouldtakeplacebeginningfromthehouseholdlevel.Eachconsortium hascommittedtoholdingthreeconsultationsineachofthe13segments,allofwhicharecoordinatedthroughoneoftheconsortiumteams.This helpstoensurethatthevastreservesofcommunityknowledgeinformtheplanningprocessandthattheproposedsolutionsmeettheneedsof Mukuru’sresidents.
TheSPAprojecthasbeenarare,precedent-settingopportunityforparticipatoryupgradingpartnershipsatscale.Itisaprimeexampleofwhat SDI’sTheoryofChangelookslikeinreality,usingcommunity-drivendata,identifyingthechallengesofslumsandusingamultidisciplinaryandmulti-sectoralapproachtofindsolutionsthatinanewwaycreatessettlementandcitychange.Togetherthecommunity,theconsortiumsofover 37organizations,andallofthecounty’sdepartmentsmobilizeresourcesandplanforgreaterimpact.Atthesettlementlevel,theSPAhasthe potentialtotransformthelivesofitsresidentsbyimprovingpublichealthandsafetyandbecomeanintegratedandresilientneighbourhood.Atthecitylevel,ithasthepotentialtocreatethecriticalinstitutionalframeworksrequiredtoachieveinclusiveslumupgradingatscaleinNairobi,throughinstitutionalizingthecollaborationbetweentheurbanpoorandthegovernmentandshowcasepro-poordata-drivendevelopment.
Asaflagshipproject,MukuruSPAhasalreadygainedattentionandisatthecentreoflearningoncommunityengagement,largescaleintegrated developmentprojects,andinfluencingbothgovernmentandmulti-lateralstakeholders.AseriesofexchangeshavebegunbetweenVusiandMukuru andhavebeensupportedbytheIndianAlliancewhohasvastexperienceinlargescalehousingprojects.InthecomingyearSDIseekstodeepensupporttotheseareabasedprojectsbyleveragingstrongtechnicalskillsacrossthenetworktosupportemerginglargescaleinfrastructureprojectssuchastheKampala-JinjaExpresswayproject.

JosephMuturi,SDIManagementCommitteememberfromKenya,reflectthatEastAfricaHubmeetingshavegonefrombeing“aclubforleaderstomeetandpresentnumbers”toacapacitybuildingspacefornewleadersandaspaceforpeeraccountabilitybyandforthefederationsthemselves.HereflectsthatmoreeffectiveuseoftheRegionalHubspacehasmeantthatrequestsforexchanges,projects,capacitybuildingandsupport,hasbeendevolvedfromtheSecretariatdowntotheHublevel.Leadersareabletoarticulatetheirprioritiessothatworkisdeterminedanddrivenfromthegroundup.Inthisway,supportcanalsobecalleduponfromacrossthenetwork–drawingoncapacityfrompeersinotheraffiliatesratherthanrelyingsolelyontheSecretariat’slimitedcapacity.
Atthisyear’sBoardandCouncilmeeting,heldinJanuary2019inCapeTown,SouthAfrica,representativesfromRegionalHubmeetingswerepresent,andofferedfeedbackonfromtheirregionalmeetings,includingrecommendationstoCouncilonissuesrangingfromintegrationofyouthintofederationactivities,strategiestoimprovecommunicationbetweenaffiliatesinordertoincreaseknowledge-sharingopportunities,requestsforsupportwiththedevelopmentofpartnershipswithkeyinternationalstakeholdersrelevanttoactivitiesintheirregion,specificcapacitybuildingrequests,andstrategiesforhowtoimprovethestrategicvalueofRegionalHubmeetings.AsJosephMuturisays,“Nowwedon’tpresentnumbers.Wedealwithrealliveissuesthatarehappeninginourrespectivecountries.IfyoulookatthreatsofevictioninNigeria,SierraLeone,Kenya–thatalsobecomesaBoardandCouncilissue.Inthisway,theHubsaresettingtheagendaintermsofkeychallenges,keypriorities,andkeyareastolookat.”
Thisyear,representativesattheCouncilreinforcedthecriticalroleoftheCouncilofFederationswithinthearchitectureofSDIasthenetwork’skeydecision-makingandgoverningbody,with2/3ofcouncilmembersbeingslumdwellerleaders,themajorityofwhomarewomen.ItistheresponsibilityoftheCounciltoconsolidaterecommendationsandreportsemergingfromtheRegionalHubsforpresentationtotheSDIBoard,whoapprovesandactionstheserecommendationsthroughtheSecretariatandSDIManagementCommittee(MC).Inaddition,itistheresponsibilityoftheCounciltomonitortherotationofBoardmembers,ensuringtransparencyandaccountabilityatthislevel.
TheCouncilalsoreviewedmembershipofboththeSDIBoardandMC,suggestingrotationofmembersforeachbody.Thesewereapprovedandmplemented.InkeepingwithSDI’saimtomentorsecond-tierleadershipandintegrateyoungergenerationsintothefabricofthenetwork,thelistincomingBoardandMCmembersiscomprisedofmostlyyoungfederationmembersandsupportprofessionals,mostofwhomarewomen.

IntheAsiahub,greatstridesweremadeonrenewedcommitmentstoexplorelinksbetweenSDIanditslongstandingpartner,AsianCoalitionforHousingRights(ACHR),throughtheKYCcampaign.Overthepastyear,settlementprofilingandboundarymappingexerciseshavebeensuccessfullycompletedinover120settlementsacrossPhilippines,Bangladesh,Indonesia,Myanmar,andCambodia.Inadditiontothis,trainingworkshopswereconductedtosupportthebuildingoftoolsforcitywideinformationcollectionandpreparationofGISmapsandsettlementprofilingquestionnairesinallfivecountries,ensuringthatdatacollectionactivitiesarecontextualizedwithinthelargercontextofSDI’sobjectivesforpro-poorcitytransformation.
InadditiontotheexpansionoftheKYCCampaign,SDIhastakenstridestosupporttheKYCinitiativetoreachitslargelyunmetpotentialtochallengedominantproprietarydatasystemsbuilttoexcludetheurbanpoormajorityfromunderstandingorparticipatingincitydecision-making.SDIbegantotakestepstoimprovetheusabilityoftheKYCplatformwiththedevelopmentofthefirstiterationofsdinet.io,ourownin-houseplatformforslumprofilingdata,andthroughvariousexplorationsoffederationleadershipandprofessionalsupportstaffneedsandprioritiesarounddataanalysisandvisualisation.
Inaddition,SDIhasbeguntoworkwithkeypartnersatthegloballeveltoproduceevidenceforslumupgradingasakeystrategyforbuildingresilience,equity,andclimatechangeadaptationincitiesandtodemonstratetheinverserelationshipbetweenevictionsandpositivecityobjectivesthatare intendedtoinfluenceinvestmentdecisions.
Overthepastyear,SDIhasundertakenanumberofactivitiestowardsthisend.Inparticular,wehavefocusedeffortson1)scalingcitywideprofilingandrefiningmetricsforresilienceandclimatechangeadaptationinpartnershipwithcitygovernments;2)creationofnewpartnershipswithcityandnationalgovernmentsforuseandinfluenceofdataandpartnershipsunderKYC;and3)peer-to-peerexchanges(betweencommunitiesandgovernmentpartners)linkedtoprojectsandprogramsthatexhibitpotentialforimplementingSDI’svision.Takentogether,theseactivitieshavesupportedSDI’sfederationstobuildrobustevidencebasesthroughmappingandprofilingofinformalsettlementsthatcontinuestoinformplanning,partnership,andinvestmentatsettlementandcitylevel.
b. Global CampaignsKnow Your City Campaign
Overthepastyear,SDItookstepstoexpanditssuccessfulanddynamicKYCcampaignintoLatinAmericaandthroughoutAsia.SDIhasbeen tryingtomakein-roadsintheseregionsforthebetterpartofadecadeandhasfacedcontinuedchallengesinthisregard.However,thisyear sawtheseeffortsfinallybearsignificantfruitthroughthepartneredimplementationofKYCdatacollectionexercisesineightcountriesin LatinAmericaandfiveinAsia.
InLatinAmerica,smallsupportgrantswereissuedtoanumberoforganizationsforimplementationofcommunity-drivendataexercisesin identifiedinformalsettlementsinArgentina,Bolivia,Chile,CostaRica,Ecuador,Peru,Mexico,andParaguay–wideningthenetofurban stakeholdersengagingwithSDI’sKYCtoolsandmethodologies.InOctober2018,thesegroupscametogetherinLima,PerufortheinauguralKYClearningexchange,wheregroupslearnedfromAfricanSDIdelegatesaboutSDI’sgovernance,tools,andmethodologies.Participantswereabletobuildasolidbasisforfurthercollaborationintheregion,affirmingtheirinterestinstrengtheningpeerlearningandexperientialexchangeswiththeSDInetwork.ParticipantsdiscussedwhatmakesSDI‘differentandattractive’initsapproachtoaddressingurbanpoverty,including:
• SDI’spracticalapproach,withtheentrypointsintocommunityorganizingbeingrootedinconcreteactionsandpracticaltoolssuchasdata collectionanddailysavings,asopposedtoapoliticalorinstitutionalizednetwork.• SDI’sbottom-upapproach,wherebyprioritiesaredeterminedbasedondemandfromthecommunitiesthemselves.• ThereishugepotentialforintercontinentalpeerlearningthroughengagementwithandintheSDInetwork.Thesize,scope,andreputation oftheSDInetworkgivecredibilityandleveragetolocalstruggles.

The SDI Stockholm Sessions
InMay2018SDIdelegatesfromacrossthenetworktravelledtoStockholm,Swedenforaweekofseminars,workshops,andpartnershipmeetingswithkeyurbandecisionmakersfromacrosstheurbandevelopmentsector.Theaimofthisweek,namedtheSDIStockholmSessions,wastopromoteabroaderunderstandingofurbanpovertyandinformality,specificallyfocusingonwhytheseissuesareinfactglobalconcernsthataffecturbanresidentstheworldover,includinginEuropeancities,andhowjointactionsfromdifferentsectorsarerequiredinordertoensureamoreinclusiveandresilienturbanfutureforusall.
OneofthecriticalaspectsoftheSDIStockholmSessionswerethevariousopportunitiestoengagewithcurrentandpotentialpartnersanddonors.Throughouttheweek,theSDIdelegationhadtheopportunitytomeetwithSwedishparliamentarians,theSwedishAssociationofLocalAuthoritiesandRegions(SALAR),SKLInternational,andSABO(theSwedishAssociationofPublicHousingCompanies).
AkeyeventoftheweekwastheSDIJointPartnerConsultation,hostedbySDIandSidaatSida’soffices.SincetheaimoftheSDIStockholmSessionsoverallwastoattractnewpartners,greaterawareness,andnewincomestreams,itmadesensetoincludetheannualgatheringofSDI’sdonorpartnersduringthecourseofevents.
Forthefirsttime,thedonormeetingwasbroadenedtoincludeamuchwidervarietyofSDI’spartners,includingcurrentandpotentialdonorpartnersaswellasimplementingpartners,alliedgrassrootsnetworks,andresearchinstitutesworkingwithSDIaffiliatesontheground.ThedelegationfromSDIwasalsolargerandmorediversethanatpreviousdonormeetings,allowingforindepthfirst-handaccountsoftheworkbeingdoneonthegroundandtheimpactfeltbylocalcommunities.
Theweek’sevents,offeredanimportantopportunitytopresenttheresultsofSwedishdevelopmentcooperationtoparliamentarians,politicians,Sidacolleagues,otherinstitutions,andthepublic.Thedonormeeting,togetherwithworkshopsheldonclimatefinancingandanti-corruption,weregoodopportunitiestoengageconcretelyinareasalignedtoSwedishdevelopmentpriorities.
FromSweden,someoftheSDIdelegatesflewontoAmsterdam,wheretheyhadmeetingswithvariousDutchengineeringandinfrastructurecompanies,aswellaspotentialdonorpartnerssuchastheNationalPostcodeLottery.TheseengagementsbuiltafoundationforpotentialpartnershipsthatwillcontinuetobeexploredatthenextSDIWeektobeheldinAmsterdaminOctober2019.

Urban Poverty Fighter Campaign
The2018SDIStockholmSessionmentionedabovewasco-hostedbyoneofSDI’slongeststandingdonorpartners,SwedishSida,andservedasanoppor-tunitytoreflectonandshareexperiencesfromSweden’sdecades-longpartnershipwithSDI,andtocommunicatethesetotheSwedishpublicandpoli-cy-makers.Toreachtheseobjectives,SDIofficiallylaunchedour“UrbanPovertyFighter”campaignwithawidespreadcampaignfeaturingpostersdisplayedinStockholm’smetroandonthecity’sstreets.
Thiswascombinedwithaseriesofbreakfastseminarsthatwereopentothepublic,aimingtoincreaseawarenessofSDIwiththeSwedishpublicandattractattentionfromprospectivepartnersfromcivilsociety,academia,government,andtheprivatesector.
LeadingonfromtheSDIStockholmSessions,SDIhascontinuedtoworkhardtoimplementthebrandingdevelopedaspartoftheUrbanPovertyFightercampaignthroughouttheorganization.ThisincludesalignmentwithsomeofSDI’ssub-brands,suchasthewell-knownKYCcampaign, KYCTV,UrbanPoorFundInternational,andevensomeofouraffiliateorganizationswhohavebeguntoadoptsomeofthebrandingelements.WhilethismayseemperipherytothecoreofSDI’swork,thistypeofbrandingworkservestocreateacohesiveidentityforSDIanditsaffiliatedorganizations,makingitsignificantlyeasierfornewpartnerstogetaclearpictureofthebreadthofSDI’sworkandinfluence.
WhiletheUrbanPovertyFightercampaignhasonlyraisedaboutUSD2,800todate,ithasbeguntobuildasteadydonorbasethatweanticipatewillcontin-uetogrowasweexpandtheSDIWeekmodeltoanewcityeachyear,startingwithAmsterdaminOctober2019.Inthisway,SDIhopestocreateitsownkeyeventontheinternationalurbandevelopmentcalendarthatisorganisedforandbytheurbanpoor,withtheirvoicespositionedsquarelyatthecentre.

Influencing global decision-making AtthecloseofSDI’slastreportingandstrategicplanningperiod,wenotedsignificantachievementstowardsourobjectivetoensurethatthevoiceoftheurbanpoorisheardandtakenseriouslyinglobalurbandevelopmentpolicydebatesanddecision-makingprocesses.SDIisnowacriticalactoringlobalurbandevelopmentdebatesanddecision-makingprocesses,holdingleadershippositionsincivilsocietyengagementplatformsandservingonadvisorycommitteesandboardsinsomeofthesector’sleadingagenciesandorganizations.In2018,SDInotedthatournextchallengeswouldbetomakemoresubstantivedemandsinthespaceswherewehavebecomeahouseholdnameandtobroadenourreachintonewsectorsinthedevelopmentworldandbeyond,specificallynotingtheprivatesector(impactinvestment)andtheclimatesectorasareasofgrowth.
Overthepastyear,SDIhasmadegreatstridesinitseffortstouseourtestedmethodologiestoeffectchange.Capacitybuildingandmentorshipof communityleadersandprofessionalsupportstaffhasbeenundertaken,withanincreasingnumberofleadersandsupportstaffrepresentingSDIon theglobalstage.
FollowingonfromSDI’ssuccessfulengagementsatWorldUrbanForum9,whereSDIwasaskedtorepresentthegrassrootsconstituencyontheWUF9AdvisoryCommittee,SDIhastodeepenedexistingrelationshipstowardspolicyinfluenceandbeenaskedtoserveonnewlyestablishedplatformsengagedinsomeofthekeyareasofinterestidentifiedlastyear.SDInowholdspositionsonanumberofadvisoryanddecision-makingbodiesplayinginfluentialpolicy-settingrolesontheglobalstage.
Inadditiontotheabove,SDIcontinuedtoworkwithEuropeanpartnerssuchasDuurzaamheidandHumanCitiesCoalitiontoinfluenceprivatesectorinvestmentincitiesoftheGlobalSouth,particularlyintheformoflargeinfrastructureprojectsthathistoricallyhaveservedtodislocatelargepopulations ofurbanpoorresidentsinthenameofdevelopmentandgrowth.SDIhasalsocontinuedtoworkjointlywithvariousinternationalpartnerstoinstitutionalizepartnershipsbetweenfederationsandtheircitygovernments.WorkwithCitiesAllianceoncountryprogrammesinUganda,Ghana,andLiberiahasensuredthatfederationworkisincreasinglyembeddedintocitydevelopmentframeworks.Inaddition,partnershipswithC40Citiesand100ResilientCitieshavecontinuedtolinkcitygovernmentsandtheirresiliencestrategiestofederationsinordertoensurethatneedsandprioritiesofthesemostvulnerable communitiesareincorporatedandevenformthefoundationforcity’sresilienceplanning.
TheCommission,whichisledbyformerUNSecretaryGeneralBanKi-moon,BillGates,andCEOoftheWorldBankKristalinaGeorgieva,seeks toaccelerateadaptationactionandsupportbyelevatingpoliticalvisibilityofadaptationandfocusingonconcretesolutions.Followingthe appointmentofSheelaPatel,chairoftheSDIBoard,toserveasaCommissioner,SDIhastakenupakeyroleinthecitiesandlocalactionstrack oftheCommission,playinganinfluentialroleincreatingconnectionsbetweencityandlocalgovernmentsandthecommunitiestheyserve, therebyreinforcingtheprioritizationofpartnershipsthatresourcelocaleffortstoimplementslumupgradinginterventions.
ThisyearSarahNandudu,incomingco-chairofSDI’sBoard,waselectedtoserveasCo-LeadofGLTN’sUrbanCluster.SDIhasalongstanding relationshipwithUNHabitat’sGLTN.ManyofSDI’saffiliateshavehadexperiencesutilizingGLTN’sSocialTenureDomainModelasameansof workingtogetherwiththeirlocalgovernmentstowardsattainingsecurityoftenurefortheirmembershipandbeyond.Forexample,thisyear SDI’sUgandafederationexpandedonpreviousworkdonewiththeMbaleMunicipalitytocontinuetobringUganda’surbanpoorintolandtenure debates.UsingSTDM,theyareabletoincorporatedifferentlayersoflandrightsintolanduserecords.Thisallowsforamoreaccurate representationofinformalsettlementsinlanduserecordsandinsubsequentcitydevelopmentplans.SDI’sobjectiveisthat,withtheelection ofSarahNandudutotheroleofUrbanClusterco-lead,wecancontinuetoinstitutionalisespacesforgrassrootsvoiceswithintheglobalurban developmentarchitectureinordertoensuretheprioritizationoftheirneedsandprioritiesintheseglobalprocesses.
SheelaPatelalsositsontheBoardofAdvisorstotheNewClimateEconomy,amajorinternationalinitiativethatexamineshowcountriescan achieveeconomicgrowthwhiledealingwiththerisksposedbyclimatechange.Sheelahasusedherroletoinfluenceinitiative’sadviceto high-rankinggovernmentofficialsandfinanceministersonissuesrelatedtourbaninformality,advocatingfortheinclusionoforganised communitiesoftheurbanpoorinclimatechangefinancing,partnerships,andlocalcitydevelopment.
SDIhastakenakeyroleinUNHabitat’s‘BuildingtheClimateResilienceoftheUrbanPoor’initiative,assumingtheroleofworkinggroup co-anchoronthreeoutofsixworkinggroups,including‘Dataandmapping,’‘Climateadaptationinvulnerablecommunities,’and‘Advocacya ndmobilizationofsupport.’SDI’sparticipationintheseworkinggroups,andintheinitiativeoverall,willsupporttheproductionofpro-poor policies,plansandresearchthattranslateintodirectimpactonlocalprocessesatthecityandsettlementlevel.
TheMukuruSpatialPlanningAreainNairobi,Kenyaisdevelopinganinnovativebottom-up,multi-stakeholder,spatialplanningmethodologyfor largeinformalsettlements.Thisground-breakingcitywidesettlementplanninginitiativerepresentsanevolvedapproachthatgoesbeyondthe countygovernment’splanningdepartmenttoincorporatealldepartmentsofthecounty,aswellasamultidisciplinaryconsortiaofnon-state actorsrangingfromacademiatonon-governmentorganizationstocommunitybasedorganizationssuchasthefederation.

d. Climate finance for those who need it most
SDI’sKYCdatapaintsadirepictureoftheclimate-relatedchallengescommunitiesacrossthenetworkface.MorethanhalfoftheprofiledsettlementsinUgandaexperiencefloodingmorethan10timesayear.InKenya,136outof151settlementsprofiledareexperiencingnaturaldisastersattributedtoclimatechange.Impactsareamplifiedbysettlementconditions–andworsenedevenfurtherasfirefightersandambulancesstruggletoreach peopleinneed.SettlementprofilesinLiberiaidentifyfloodingasthemainchallenge,especiallyinWestPoint“wherethewateriseverywhere,”andweseecascadingrisksonthecommunity’shealth,suchaswater-bornediseasesduetolittletonosolidwastemanagementservicesinsettlements.
Overthepastyear,SDI’seffortstoimprovethesituationhavebeenonmultiplelevels:policyandpractice,accreditationprocessoftheGreenClimateFund,andenteringpartnershipstoaccessclimatefinanceforlargescaleresilienceproject.WehavealsopilotedasmallscaleresilienceprojectinMalawitodemonstratethepotentialofcommunity-drivenresilienceprojectwithgreateraccesstoclimatefinance.
SDI’spreparationtosubmitanaccreditationapplicationfortheGreenClimateFundstartedyearsbackwiththeorganization’svariouseffortsatinstitutionalstrengthening.AtfirstthepossibilityofaccreditationforthesetypeoffundsseemeddistantandthebarrierhighasrequirementsarenotdesignedfororganizationslikeSDIthatoperatelargelyintheinformalsphere.IthasbeencriticalforSDInottoconformtosomethingthatwouldjeopardizetheeffectivewaywework,butrathertoopenadialogue,explainingtherationalebehindSDI’sspecificpracticesandsystems.WeareconfidentthatwewillfinalizeourapplicationforaccreditationtoaccessreadinessfundingbyOctober2019.
Accreditation for the Green Climate Fund
WhilstSDIisexploringseveralavenuesofpartnershipsthatcouldleadtoclimatefinance.twopartnershipsinparticularhavebeenprioritized.ThefirstisUNHabitat’sinitiativeBuildingtheClimateResilienceoftheUrbanPoor,whichwillseekfundingatthe2019ClimateSummitinSeptembertocoordinateanddelivertransformativeprojects.HereSDIispartneringwithUNHabitat,UniversityofTwente,IIED,CitiesAlliance,and100RCamongothers.ThesecondopportunityiswiththeGlobalChallengesResearchFund(GCRF),fromwhichSDIsecuredfundingthroughtheARISEprojectduring2018.Theproposal,ledbyIIED,willlookatthemulti-hazardandsystemicrisksfacingsettlementsinWestAfrica.Theprojectwillincludesettlement-basedresearchasabasistoseekclimatefinance,andwillcommitfundstoresilienceprojectsinthesesettlements.
TheaffiliateinMalawihasregularlysupportedcommunitiesinpost-disasterrehabilitation.Inanefforttobeproactiveratherthanreactive,the Malawianaffiliateisimplementingaresilienceprojecttoaddresssomeofthesechallenges.Theprojectaimstobuildcommunity-drivendisaster resilienceinsevenoftheaffiliate’sthemostdisaster-pronesettlementsandisdividedintothreephases.Thisinitialphasewillbuildthefoundation bymappingthedisaster-proneareas,settingupCommunityManagedFunds(similartotheUPFNs)andundertakestudioplanningsessions,in collaborationwithlocaluniversities,todesignpilotprojectstomitigaterisksidentifiedbythemappingexercise.Thesepilotprojectswillbe implementedinthesecondphase,whilethethirdphasewillscaleupsuccessfulprojectsusingtheCommunityManagedFundsthatleverage fundsfromgovernmentandclimatefinance.

Sofar,theprojecthasmappedallsevensettlementsandreceivedagreatdealofattentionfromgovernment.AcitycouncilrepresentativeisincludedintheProjectManagementTeam,whichhasprovidedaccesstointernalgovernmentinformationsuchasDisasterRiskManagementPlansandcommittees.TheMinistryofGenderandChildWelfarehasincludedthe MalawiAllianceintheDisasterRiskCluster,whichisresponsiblefordisasterresponseactionsandbuildingcommunityresilience.TheDepartmentofHousingallocatedtimefortheDisasterRiskManagementdeskofficertosupporttheprojectwithtraining,particularlyrelatedtoresilientconstructionmethods,aswellaswithposters(of thevalueofUSD2,800)onresilient constructionmethodsforawareness raisinginthetargetedsettlements.
