Once again there is no shortage of national news and events affecting our industry. Worrying about who will be the next U.S. Secretary of Transportation is probably not at the top of our concern list, but the peo-ple in those positions do have an impact on our industry. It’s something we need to be aware of. ATA has been in the news as well, challenging the implementation of the HOS rules. There are also discussions planned for the CSA ratings program. It seems at times we will never see stability with the rules and regulations that oversee

our industry. Our "Call on Washington" in May, comes at an opportune time with some of these milestone issues once again on the table.

It is getting time to start thinking about plans for the upcoming Truck Driving Championships that will be held on Saturday, May 11. It is a one-day event so it is much less of a distraction for your drivers and your businesses than in the past years when it was a two-day event. I can't think of a better way to honor your drivers that qualify for the event than to encourage them to particiapte. Most of the past participants will tell you about how valuable the experience was and the lifelong friends they have established over the years - regardless if they are a state champion or not. It is just an all around great experience for every participant.

A number of states require drivers to compete in regional competition to earn their way to state competition. South Dakota drivers that meet the basic requirements have an opportunity to directly compete and have reasonable odds at earning their way into national competition. Wouldn't it be nice to tell your customers that one or several of your drivers com-peted in state competition and possibly boast a little bit that they com-peted in national competition? Can you put a price on displaying to your customers your company's commitment to safety and the safety of their freight and the quality of drivers you have on board? First and foremost is promoting safety and honoring our professional drivers, but don't over-look the business promotional opportunities as well. Give your drivers a nudge and get them registered! It is an honor and an experience they will never forget.

I am writing this message on the 23rd day of the 2013 South Dakota Legislative Session. We are about half way through the process of consideration of over 500 Bills. Most of our desires are being met either by killing or passing an issue. I am not tired of it yet, but I am sure by the time March 11th comes, it will be nice to get back to my office in Sioux Falls.

In this column, I have highlighted a few of the Bills that I am keeping a close eye on. If you want to know the status of all Bills I am tracking on your behalf, please review the Bill Tracking List that appears in this edition of the Trucking News. As always, if you have questions or comments, please call the office and the staff will hunt me down.

HB 1050 - Make an appropriation for costs related to the suppression of mountain pine beetles, to establish a cost share program with the counties in the state, and to declare an emergency.

Again this year as during the 2012 Legislative Session, I provided testimony in support of the Governor’s efforts to try to get ahead of the mountain pine beetle infestation in the Black Hills. The experts are now predicting that we can get ahead of this problem and save the forest in the Black Hills.

As you know the Black Hills of South Dakota are a treasure for us as South Dakota citizens and also a treasure for many tourists each and every year. Getting ahead of this problem should also save the Black Hills Log Haulers that are our friends, partners and members of the South Dakota Trucking Association.

HB 1050 is currently half way through the process and I do not think it will have a problem getting to the Governor’s Desk.

SB 154 - Revise the maximum weight allowed on certain wide-based super single tires.

This Bill was drafted by the SDTA and presented to enable the use of wide based super single tires on single axles or spread tandems at weights allowed in other states. Currently, 445 mm tires and 455 mm tires are being sold and used but limited to lower weights. The Bill has not yet had its first hearing but I think it is in good shape to make it through the process. It has been a great deal of work but I am keeping my fingers crossed. Stay tuned to this one!

SB 142 - Prohibit the use of certain handheld electronic wireless devices for electronic messaging while driving and to prohibit conflicting municipal regulations.

As you know, commercial truck drivers are presently prohibited from texting and holding a cell phone while driving. There is also a move to prohibit drivers under the age of 18 from texting while driving. Well, a perfect complement would be the passage of SB 142 that would result in all drivers held to the same standard regardless of age or what type of vehicle they are driving.

I will not make a prediction regarding passage of the texting ban Bill. I think the mood is good in the Senate but the issue may again meet its demise in the House of Representatives. Again, stay tuned on this one!

President, Black hills Log haulers Association

I would like to start with a reminder for everyone about the log haulers meeting scheduled for 1:00 p.m. on February 24th at the Deadwood Mountain Grand. A good part of this meeting will be dedicated to discussion of the 2011 survey results.

Spring break up is coming and it appears that mother nature should have us shut down and out of the woods for the entire month of April. Myron and I are discussing the possibility of picking a day in April to have a full day Log Haulers Convention. The date will depend on when we can get the forest service scheduled to attend the meeting. Some of the other possible guest speakers could be from retirement, health insurance and taxes. We have had the South Dakota Highway Patrol’s Motor Carrier Division talk to us in the past. In the past, the Wyoming DOT has shown interest in attending one of our meetings, this may be a good opportunity to have them attend. Please share your thoughts at the February meeting. If you can’t make that meeting we would still like you to share your thoughts. We will get out of this what we are willing to put into it. Good participation is also necessary if we want to move forward with this idea.

Matters of the Heart: Women and Heart HealthBy Dr. Dan Heinemann, Sanford Health

It’s no secret that men and women are different. Just ask my wife. It’s no wonder there are countless books on navigating the differences between us. And our health is no different. Especially our heart health.

When it comes to matters of the heart, women rarely believe heart disease is their greatest health threat. However eight million women in this country are living with heart disease. And the truth is, more women die of heart disease than all forms of cancer combined.

On top of it, you’re a caregiver. You spend countless hours making sure everyone around you is okay. Sometimes that means sacrificing your health.

Because February is National Heart Month I encourage everyone to start thinking about heart health. It’s a great opportunity to learn about the risks and symptoms as well as procedures that can help.

Stereotypical symptomsOftentimes women don’t experience the same typical heart symptoms as their male counterparts. Less than a third of women in a recent survey reported early warning signs. It’s important for women to re-alize, for them, the symptoms aren’t necessarily the same ones society associates with a heart attack. They don’t often experience the crushing, clenching chest pain like men do.

In general women will experience some sort of discomfort in their chest though it may not be severe. Instead it is more likely that a woman will experience signs unrelated to chest pain. They may have dis-comfort in their neck, shoulder, upper back or stomach. Shortness of breath as well as nausea and even vomiting can be related to a heart attack. In addition, women may also begin to sweat, feel lightheaded or dizzy and may experience an abnormal amount of fatigue.

Know the risksThere are several risk factors for heart disease. Some of them you have no control over like your gen-der, your age or family history. There are others that you do have control over. By making changes to your lifestyle, you can reduce your risk for heart disease. Risks you can take control of include: smoking, high cholesterol and blood pressure, lack of exercise, obesity, diabetes and stress.

Take ActionIf you believe you’re having a heart attack, please take it seriously. It’s nothing to mess around with. Call 911 within five minutes of experiencing symptoms and tell the operator you think you’re having a heart attack. Even if your symptoms go away, get medical attention. You can also chew and swallow one regu-lar full-strength aspirin with water as soon as you can. This helps prevent blood clotting.

Please don’t drive yourself to the hospital. An ambulance is the way to go because the professionals on board can begin to treat you before you arrive at the hospital. Once you’re at the hospital, make it clear you’re having heart attack symptoms. Ask for a complete cardiac evaluation, including an EKG and car-diac enzyme blood test.

Wendol Holcomb - March 23, 1923 - February 3, 2013Wendol Holcomb passed away on February 3, 2013, at the age of 89. In 1969, Wendol purchased Holcomb White Trucks, that later became known as Holcomb Freightliner, in Sioux Falls and in Sioux City, IA. Wendol was an active member of the South Dakota Trucking Association as well as the South Dakota Automo-bile Dealers Association

Denton Haber - July 23, 1948 - February 4, 2013Denton Haber, 64 years old, passed away from a motor vehicle accident on February 4, 2013. Denton was the owner of Haber Truck & Trailer Sales, in Sioux Falls and was a member of the South Dakota Trucking Association.

Don Davis, North Central Farmers Elevator, Ipswich, SD, has been selected as the February 2013 Driver of the Month by the South Dakota Safety Management Council.

Mr. Davis has logged over 2.5 million accident-free miles in a professional driving career that spans 32 years.

Don is always safety minded. He always completes his pre and post trip inspections, doing much of the daily inspection maintenance himself. He helps North Central Farmers Elevator cover the pre and post inspections during their Annual CDL Training conducted by the South Dakota Highway Patrol. Don never overdrives road conditions and is always highly responsible!

Don and his wife Betty are the parents of four children, two sons and two daughters. They reside in Ipswich, SD.

SDTA joins the Safety Management Council in congratulating Don Davis for being selected as the February 2013 Driver of the Month.

Fischer Rounds Buys CompetitorReprinted from the Argus Leader

Fischer Rounds & Associ-ates has purchased Bald-win-DeBates Insurance.

The purchase doubles the size of Fischer Rounds’ Sioux Falls office to 14 employees.

“We had some common markets,” said Kim Du-prey, agency administra-tor for Fischer Rounds. “Fischer Rounds is an agency specialized in trucking operations, and that’s a big focus for Bald-win-DeBates, so it made sense to combine forces.”

The two also are com-bining offices. Fischer Rounds will move from 434 S. Kiwanis Avenue to the Baldwin-DeBates of-fice at 1101 West Russell Street. Construction on the larger space is expect-ed to be done by May.

Fischer Rounds is based in Pierre and started its Sioux Falls office in 2009.
