The City of Vancouver will be improving the intersection at SE Marine Drive and Knight Street to increase safety for all users. This location is currently the highest collision intersection in Vancouver. In addition to helping to improve safety, plans include providing direct goods movement access to the Clark-Knight Corridor for westbound traffic on SE Marine Drive, and improving local walking and cycling conditions.
The SE Marine Drive and Knight Street intersection is a vital segment of the region’s Major Road Network as it connects the City of Vancouver to the Metro Vancouver region south of the Fraser River.
As two of the main truck routes in Vancouver, these corridors maintain goods movement to downtown, the Port and beyond. The corridors are also busy transit routes, part of the Frequent Transit Network, with key transit transfer points connecting south Vancouver to rapid transit and bus access to downtown and Richmond.

Proposed work at this location will advance two key objectives of the City’s Transportation 2040 Plan: improving safety and improving the goods movement network.
Major Road Network (MRN) is a network of approximately 600 km of road that facilities the safe and efficient movement of people and goods across the region. Responsibility for managment of the network is shared with TransLink
Truck Routes are generally part of the MRN and is a network of designated routes and areas that trucks must travel throughout the city. Truck routes support efficient, reliable movement of goods and services.
Frequent Transit Network is a network of corridors where transit services run at least every 15 minutes in both directions throughout the day, everyday.
Upgrades to the SE Marine Drive and Knight Street intersection will result in a better
transportation system and reduce truck traffic on secondary arterials and local streets.
The City is seeking feedback on the recommended design for the SE Marine Drive and
the Knight Street on and off ramps prior to construction, scheduled for 2017.

SE Marine Drive and Knight Street Intersection
The SE Marine Drive and Knight Street intersection has the highest number of vehicle collisions in Vancouver and the 4th highest in the province with collisions predominantly occuring at the eastbound off-ramp from the Knight Street Bridge to SE Marine Drive.1 The project will improve safety for all road users by reducing collisions through a new vehicle access lane, reconfigured traffic signals, and new pedestrian and bike paths.
Currently there is no connection for westbound trucks on Marine Drive to turn north onto Knight Street, which are both key regional truck routes. The project will include new connections for trucks and other vehicles accessing Knight Street from SE Marine Drive. The new connection will reduce the number of trucks on secondary truck routes such as Argyle Street and Fraser Street. Vehicle traffic on Borden Street north of SE Marine Drive would also be reduced, by restricting eastbound left turns, and by providing the missing arterial connect to Knight Street nortbound.

In early 2017, the City of Vancouver will be coordinating sewer, waterworks and streets paving work along segments of Knight Street to replace aging infrastructure.
This work will be coordinated with transportation, streets, sewer, and water. As the City coordinates upgrades between 14th Avenue and 37th Avenue, staff will make every effort to minimize the overall impacts to road users and neighbourhoods during construction periods.
More information on this work will be available by late 2016.

Transportation 2040 is a long-term strategic vision for the city that will help guide transportation and land use decision and public investments for the years ahead. Improving the road network safety, supporting a thriving economy and Vancouver’s role as a major port and Asia-Pacific Gateway are identified as important policy directions of Transportation 2040.
Transportation 2040 directions:
• W1.1: Make streets safer for walking
• W1.3: Make streets accessible for all people
• C1.2: Upgrade and expand the cycling network to efficiently connect people to destinations
• M1.1: Optimize network operations to manage congestion impacts
• M1.2: Consider impacts to transit, commercial vehicles, and general traffic flow prior to reallocating road space
• M1.3: Manage traffic to improve safety and neighbourhood livability
• G1.2: Support truck movement on key regional routes
• G1.3: Support Port Metro Vancouver efforts to reduce port-related environmental and traffic impacts
• G2.1: Maintain an efficient network of designated truck routes
In Fall 2015, Council approved the recommended upgrades to improve access and safety to the Knight Street and Marine Drive corridors with the support of cost-sharing with the Government of Canada and potentially TransLink and ICBC.
The City of Vancouver was awarded funding through the Government of Canada Asia-Pacific Gateway and Corridor Transportation Infrastructure Fund (APGCTIF) for transportation infrastructure improvements at this intersection.
Asia-Pacific Gateway funding for this project supports economic growth by reducing congestion and enhancing efficiency of the transportation system in moving goods, services, and people.

• A new westbound left-turn lane on Marine Drive connecting to the Knight Street northbound on-ramp.
• A reconfigured traffic signal at SE Marine Drive and Knight Street, including signalization of the eastbound off-ramp.
• An additional vehicle lane on the Knight Street Bridge off-ramp for storage connecting eastbound SE Marine Drive.
• New protected shared pedestrian/bicycle paths on the Knight Street eastbound off-ramp and on SE Marine Drive.
Improvements will:
• Improve a consistently problematic intersection with a high number of collisions.
• Improve goods movement by providing a missing connection in truck route access.
• Reduce truck and vehicle traffic on secondary arterials and local streets.
• Improve the pedestrian and cycling environment in the local area.
• Improve pedestrian and bike access to key transit stops
• Highest collision location in Vancouver
• Fourth highest collision location in BC
ICBC collision data from 2009 to 2013 highlights an estimated 529 injury collisions at the intersection, the majority of which were rear ending.
SE Marine Drive near Borden Street also experiences collisions, of which two-thirds of the collisions are attributed to the eastbound SE Marine Drive to northbound Borden Street turning movement.

Staff have outlined the improvements to the traffic management, pedestrian and bike paths in the area to increase safety and efficient goods movement between the SE Marine Drive and Knight Street Corridors. Improving the safety for all road users is one of the main objectives of this project.

Improvements identified for SE Marine Drive and Knight Street will improve safety for all road users at one of the highest vehicle collision locations in the region, as well as add a missing connection between two of Vancouver’s most important truck routes and major roads. Maintaining an efficient and safe transportation system is integral to supporting goods and people movement across the city and region.

Improvements identified for SE Marine Drive and Knight Street will address pedestrian and cycling safety and access to adjacent transit services in the vicinity. Ways to share your feedback
The City is gathering feedback on the design concept to identify any issues that should be incorporated into the project’s final design and construction.
Feedback on the project can be provided through the comment sheet provided at the open house, completed on-line at vancouver.ca/knightstreetcorridor, sent by email to [email protected], or by phoning 3-1-1.
The deadline to provide feedback is June 28, 2016.
Improvements to SE Marine Drive and Knight Street will be coordinated with work planned on Knight Street between 14th Avenue and 37th Ave and is anticipated for completion in 2017.
A traffic management plan will be developed to maintain access to local residents and businesses, and will be coordinated with construction on this regional route. The City will work with TransLink and goods movement stakeholders to reroute buses and the truck route when necessary.
More information on the 14th Avenue to 37th Avenue street and utility work will be available in late 2016.
