Summary Record of Discussions of 44th Meeting of Operation Coordination Sub-Committee (OCC) of Northern Regional Power Committee held on 16th November, 2009 at Amritsar List of participants is enclosed at Annexure-I. Member (Transmission), PSEB, Shri S.C. Sabarwal, welcomed the members of the OCC. He thanked Member Secretary, NRPC for giving opportunity to host 44th OCC meeting by PSEB. In his opening remarks he stated that with the winter season approaching the demand is on a rise. The weather conditions, particularly the fog and humidity during winter poses additional challenges for the power engineers managing the grid operations. He thanked the efforts put in by all concerned organizations in taking timely action for extensive cleaning of line insulators and also initiating the action for replacement of porcelain insulators by polymer and anti-fog insulators in last winter season due to which there had been very less incidences of fog related trippings. He stated that as per the Load Generation Balance Report (mid term review from October, 2009 to March, 2010) prepared by NRPC, the anticipated peak shortages of Northern Region during the month of November and December 2009, would be 17.1% and 16.2% respectively. The energy shortages had been anticipated to be 23.15% and 21.98% respectively. He requested all the constituents to manage the shortages by arranging bi-lateral assistance from outside region and through maximization of generation as well as suitable demand management measures and statutory/notified load restrictions. He stated that Under Frequency (UFRs) and Under Voltage Load Shedding Relays (UVLSRs) are the defense mechanism for the system and the constituents should ensure to keep them in healthy condition. He requested all the state to expedite the installation of capacitors and revival of defective capacitors in the State system to control the low voltage problems. He appreciated that NRLDC had conducted mock black start exercise for some of the generating stations and HVDC back to back station to verify preparedness for crisis management in Northern Region. He also appreciated the efforts made by NRPC for conducting regular training courses in different areas e.g. Power System Protection, Operation, Control, SCADA, EMS etc to the personnel engaged in power system operation and control at NRLDC and various SLDCs.

Member Secretary, NRPC also welcomed the members of the OCC. He thanked PSEB for hosting 44th OCC meeting at holy city of Amritsar. Member Secretary, NRPC requested constituents to gear up for the preparation of coming winter season. He advised constituents to take appropriate and timely action to get the porcelain insulators cleaned before the onset of foggy winter. He also requested constituents to expedite the replacement of porcelain insulators by

polymer or Antifog insulators. He emphasized that for safe and secure operation of grid, healthiness and functionality of Under Voltage Load Shedding Relays (UVLSRs), UFRs and df/dt relays should be ensured. He also expressed concern over poor progress of installation of capacitors in the system. He reiterated that so far during 2009-10 only about 4% of the assessed capacitor requirement had been installed in Northern Region. MS, NRPC then requested SE (O), NRPC to take up the regular agenda. 1.0 Confirmation of Minutes The Minutes of the 43rd OCC meeting held on 9th October, 2009 at New Delhi were confirmed by the committee.

2.0 Performance of Under Frequency Relay and df/dt Relays M.S., NRPC requested to concerned state utility to provide at least the desired load relief in the system through UFRs operations. SE(O), NRPC stated that NRPC Secretariat is in the process of updating the list of UFRs and df/dt relays indicating the feeder wise load relief planned. Rajasthan, Punjab, Himachal Pradesh and BBMB had submitted the information. All other concerned utilities were requested to update the list and sent to NRPC secretariat via e-mail. In 14th NRPC meeting held on 19th Sept, 2009 it was decided to monitor the operation of UFRs online through SCADA system. The concerned utilities were requested to submit action taken in this regard to NRPC Secretariat indicating the location of existing UFRs and df/dt relays by updating the data as per the formats already hosted on website of NRPC. BBMB stated that the amount of load relief obtained through UFRs which are connected to 66kV/33kV feeders is available through the transformer loading which is available on SCADA system. As regard to the reported mal-operations of relays in df/dt mode in the system it was suggested by NRLDC that to avoid the inadvertent operation of relays in df/dt mode the measuring time should be increased to 8-10 cycles. BBMB and UPPTCL were requested to do the needful. 2.2 Punjab, Delhi, Uttarakhand and Haryana had sent the data for operation of Under Frequency Relays (UFRs) for the month of October, 2009. The Constituents were requested to send the data in the prescribed format available in Agenda.

UP stated that the data would be available from the next month. Constituents were requested to confirm the revised setting of df/dt relays as approved in the 23rd OCC Meeting. 2.3 Inspection of UFRs Constituents were informed that the inspections of UFRs were carried out at some of the sub-stations in Rajasthan, Delhi, UP and Haryana. It had been found that UFRs were generally functional. UFRs provided varied relief due to the fact that they were installed in rotational load shedding scheme (RLSS) in the sub-stations. It was suggested that in order to obtain the optimum relief each state should review the RLSS. Haryana and UP were requested to re-calibrate the time shift in the Programmable Logic Controller (PLC). Other states were also requested to check and recalibrate the PLC. In order to obtain reliable load relief through UFRs Operations, the UFR needed to be tele-metered and mapped into SCADA system. A day’s seminar was also suggested to increase the awareness of UFRs amongst officials.

All the Constituents were requested to go through the above suggestions made and ensure the functionality of UFRs in their systems.

2.4 Procurement of Additional 30% UFRs and df/dt Relays SE(O), NRPC informed that in the 7Th NRPC meeting held on 20th Dec, 2007 it was

decided that the constituents have to install 30% additional UFRs and df/dt relays so

as to provide adequate relief. Constituents were requested to furnish the details of

additional 30% UFRs and df/dt Relays on regular basis as per the format available in

Agenda.

Status of additional 30% UFRs and df/dt Relays in the system installed till date and

target for commissioning is given at Annexure-II.

3.0 Under Frequency and Drawl Based Emergency Load Disconnection Scheme in Northern Region

NRLDC had proposed a semi automatic load regulation scheme based on the over drawl and low frequency conditions of operation in the region. Representative of NRLDC stated that it had been experienced in past that some constituents continue over drawal even at low frequency and inspite of issuing A, B and C messages they did not take prompt action to limit their overdrawals. This makes the system vulnerable and weak and even a single element outage could lead to grid collapse in such situations. Representative of NRLDC added that the proposed scheme is drawal based emergency load disconnection scheme. As per this scheme based on the drawl position of the constituent some pre-identified load would be disconnected. NRLDC would instruct for enabling the scheme for emergency load shedding in a state only when a particular state is overdrawing for a prolonged period, endangering the grid security. The scheme would have two steps:- Step–I: At 49.0 Hz, tripping in this step would give the signal to overdrawing state to undertake emergency measures to limit their drawl from grid in order to avoid emergency disconnection of the load. And if frequency does not improve then next step would operate. Step-II: At 48.9 Hz, tripping in this step would disconnect a pre-selected load from network. Toggling switches would be provided at locations wherever this scheme would be implemented. By default these toggling switches would normally be kept in disable (off) position making the scheme ineffective. However, in case high over drawl pattern was observed from a state causing the frequency also to excurse to low level, i.e. below 49.2 Hz, then NRLDC may advise for keeping the switches in ‘ON’ position (enabling the scheme) under intimation to the defaulting state and under such situation whenever the frequency falls below the threshold value (as defined under Step-I & Step-II), the above tripping involving automatic load shedding may take place. The supply of affected load would be reconnected after the drawl of the concerned state reduces and brought back to schedule and the system frequency/voltage improves.

All constituents principally agreed for the scheme. However, the following comments were raised by the respective constituents:- Delhi:- Representative of DTL stated that tripping of 220 kV Maharanibagh- Lodhi Road line would result in loss of load of some VVIP areas. They suggested that tripping of load of Bamnauli- Najafgarh –I & II might be explored for this scheme. For this purpose the relays could be installed at 400/220 kV Bamnauli (DTL) substation and NRLDC’s instructions for activation of these relays would be conveyed to Bamnauli substation. Punjab:- Representative of PSEB stated that Jallandhar (BBMB S/s) 220/66 kV ICTs was not in radial mode as the 66 kV ring main system of Jallandhar is fed through this and disconnection of ICTs from Jallandhar would overload the system down below. For disconnection of Sangrur BBMB substation, they stated that during Paddy season both, ICT – I and ICT-II remain overloaded and automatically tripping of one ICT at Sangrur from BBMB S/S at frequency 49.0 Hz might overload other ICT. PSEB was requested to explore some other feeders in consultation of NRLDC for the scheme.

Haryana:- Representative of Haryana stated that in principle they were in agreement to the scheme, however they would confirm the name of the feeders and load which would be allowed for disconnection under the above scheme. Haryana was requested to identify the feeders and load in consultation with NRLDC. Uttarakhand:- Representative of Uttarakhand stated in the proposed scheme there could be generation loss at Khatima Power station. Uttarakhand was requested to explore other feeders and load in consultation with NRLDC where this scheme could be implemented. Rajasthan:- Representative of Rajasthan stated that the feeders suggested for disconnection would have to be examined in the context of Dholpur GPS power station security. Rajasthan was requested to identify the feeders in consultation with NRLDC for the scheme. HPSEB:- The representative of HPSEB expressed his concern that CERC allow only over-drawal of 12% of electricity of the schedule by any beneficiary or a buyer during a time-block of its scheduled drawal or 150 MW (whichever is lower) when frequency is below 49.5 Hz, and 3% on a daily aggregate

basis, then on what basis a particular state would be chosen for this scheme. He also expressed concern that this scheme did not specify the limits on duration and quantum of overdrawal by the constituents. He further stated that it might happen that all states are continuously overdrawing and a load shedding of 1710 MW might affect the reliability and stability of the grid. This scheme also did not specify the duration after which the feeders would be reconnected. On the query of HPSEB, representative of NRLDC stated that the load to be disconnected by this scheme had been selected in the manner that they were distributed through out the Northern Region and this would not affect the reliability and stability of the system. They further stated that it had been experienced in past that all constituents did not overdraw from the grid at the same time. Diversity in overdrawal pattern from state to state exists. They further added that they would give adequate time to the state to restrict the overdrawal before enabling the disconnection of load. They also clarified that this scheme was not a substitute to UFRs operation and load regulation done by SLDCs at state level. This scheme would only be implemented in emergency condition for safe and secure operation of the grid. Detailed instructions for enabling the scheme considering overdrawal pattern etc. would need to be issued separately in any case so as to minimize any discretion. Representative of NDPL stated that there could be instances when a DISCOM is not overdrawaing but the state as a whole is overdrawing and in such cases activation of the scheme could affect the DISCOM’s load also. Representative of DTL stated that this could not be ensured 100% of the time. After a detailed deliberation MS, NRPC requested NRLDC to examine the scheme and modify/elaborate, if required, considering:

• Criteria for continuous Overdrawal by the constituents; • Generation loss, if any, which should be avoided; • While opening the feeders, the ICTs and down below system should

not get overloaded; • Time limits for disconnection and reconnection; • Selection of feeders from strategic considerations.

The above utilities would submit suggested changes within a week’s time to NRLDC. The revised scheme would be placed at the next RPC meeting.

4.0 Replacement of Porcelain Insulators by Polymer/Antifog insulators in

High Pollution Areas of Northern Region

MS, NRPC stated that a special meeting to review the progress of replacement of porcelain insulators by polymer/antifog insulators in high pollution areas of Northern Region was held on 10th Nov, 2009, wherein it was decided to expedite the work for replacement of porcelain insulators by polymer/antifog insulators so that it could be completed at all critical locations before the onset of winter. The status as updated in the meeting is enclosed at Annexure-III.

5.0 Cleaning of Porcelain Insulators on EHV lines in High Pollution Areas of

Northern Region MS, NRPC requested the concerned utilities to expeditiously complete the cleaning of insulators of lines as the fog has already set-in in the Northern Region. Utilities were also requested to submit the cleaning schedule and progress to NRPC secretariat via email. Representative of POWERGRID informed that cleaning of porcelain insulators of lines in Mainpuri, Allahabad and Kanpur areas by use of helicopter would start on 15th December, 2009. The constituents expressed their concern over delayed cleaning of insulators by POWERGRID. HPSEB stated that the cleaning of insulators of lines should be expedited as the fog is already being experienced in some parts of the Northern region. Representative of NDPL also stated that as per IMD forecast the onset of foggy weather is much earlier than the last year and the cleaning process must be advanced. MS, NRPC requested the concerned constituents to expedite the cleaning process of insulators of line and also repeat the cleaning of insulators periodically at all critical locations.

6.0 Status of Commissioning of New Generating Units The status as updated in the meeting for commissioning of new generating

units in 2009-10 and 2010-2011 is at Annexure-IV. Constituents were requested to mention the fuel supply arrangement, CoD as

well as the date of stabilization of the generating units/plants. 7.0 Status of Commissioning of New Transmission Works

ready by December, 09 and another 2 bays would be matched with the commissioning schedule of lines to be constructed by RVPNL.

• Commissioning schedule of lines to be constructed by RVPNL to Bhinmal is March, 2010.

PTCUL Outlets from Roorkee (POWERGRID) sub-station

• POWERGRID confirmed that 4 bays had been charged.

• Expected completion schedule of outlets by PTCUL is May, 2010.

• Issue of additional bays, if any required by PTCUL to be flagged in the Standing Committee of Transmission Planning of CEA.

UPPTCL was requested to submit the information about augmentation and commissioning of new transmission works envisaged during 11th Plan by 23rd Nov, 2009.

8.0 Monthly Target of Installation of Shunt Capacitors and status of Revival of Defective Capacitors Status of Shunt Capacitors’ installation for 2009-10 is enclosed at Annexure-V A. Month wise target and actual capacitors installed by each constituent States are being monitored by the NRPC Secretariat. It had been noted that so far during the year 2009-10, Punjab have installed 186 MVAR capacitor banks. Rajasthan had installed 7.6 MVAR capacitors. Other States have not installed any capacitors in their system during FY 2009-10. The status of procurement action by the States for new capacitors as on 31-10-2009 is at Annexure- V B.

9.0 Extremely Slow Progress of Installation of Shunt Capacitors

MS, NRPC stated that in the 13th NRPC meeting held on 27th June, 2009, it

was decided that 10% of total requirement of capacitors in each state during 2009-10 to be installed at critical locations would be reimbursed from reactive pool account subject to availability of fund in the pool. 90% of the amount paid towards purchase of capacitors would be released after submission of certified invoices and balance 10% after receipt of certificate of commissioning of the capacitors from SLDCS’ head.

Accordingly, the proposal of installation of capacitors at critical locations during 2009-10 received from HVPNL, UPPTCL, PSEB, PTCUL and HPSEB had been approved in the 14th NRPC meeting held on 19th Sept, 2009 and is given as under: Further, MS, NRPC informed that in 14th meeting of NRPC held on 19th Sept, 2009, it was decided for additional 10% of total capacitor requirement during 2009-10 at critical locations in each State would be reimbursed from Reactive Pool Account subject to availability of fund in the pool. Each State SLDC may identify critical locations of low voltage and submit the proposal for installation of additional 10% capacitors of the respective State’s requirement during

2009-10, at priority on those locations to NRPC Secretariat. States were requested to submit their proposal for capacitor installation indicating the estimated cost. Reimbursement from Reactive Pool Account would be considered for the capacitors approved by NRPC and commissioned at critical locations before 31st March, 2010 only.

HPSEB suggested that regular training courses in the area of Reactive Power Management would be useful for the personnel engaged in power system operation and control at various SLDCs. All members of the committee agreed to the proposal. It was decided that the funds for the training on Reactive Power Management could be made available from Reactive Pool Account, subject to the availability of fund.

10.0 Mobile Testing Kit for on site Testing of Meters/CT/PT

MS, NRPC stated that Mobile testing kit for on site testing of meters/CT/PT being procured by CPRI would be available in Dec, 2009 in National Capital Region (NCR) area. Representative of CPRI during his presentation stated that The Mobile Test Lab, a dedicated system for accuracy testing of Instrument Transformers, could be utilized both in substations & power stations. Salient features of the Mobile testing kit as furnished by CPRI are as below: i) The mobile testing kit is designed for testing of IVTs/CVTs upto 400 kV class, CTs upto 2000 Amps, Current ratio error measurement accuracy of 10 PPM & resolution of 1 PPM, Voltage ratio error measurement accuracy of 50 PPM & resolution of 1 PPM and Phase angle displacement error of 10 μ Rad accuracy for CTs & 50 μ Rad for IVTs/CVTs. ii) The mobile test lab is also equipped with:

• Automatic tan delta & capacitance measuring system for dielectric diagnosis of the CTs & CVTs dielectric.

• Portable Automatic Energy meter testing system for accuracy testing of the Energy meters.

• CT analyser for conducting burden measurement, excitation characteristics, instrument security factor, knee point voltage and winding resistance measurement.

iii) The normal working hours for conducting site testing would be 8 hrs per day. During the 8 hrs one feeder consisting of 3 CTs or IVTs or CVTs could

be tested provided the disconnections are made before commencement of tests. Similarly other tests such as tan delta, capacitance, burden measurement, winding resistance measurement, excitation characteristics, instrument security factor, knee point voltage characteristics can also be taken up on per day chargeable basis.

Commercial Terms & Conditions: The test charges for conducting “on site accuracy testing” will be Rs.1,50,000/ per day, considering 3 Nos. of CTs or PTs or CVTs of one feeder. Similarly other tests can also be taken up on per day chargeable basis as above. The transportation charges for mobile unit per day is Rs.20,000/- . The total test and consultancy charges are to be paid in advance. Other Bank charges shall be borne by the Utility / Manufacturer. Any other taxes (such as work tax etc.) imposed by Central or State Govt. at the time of billing shall be charged extra. The constituents desired that in order to optimize the movement of Mobile Testing Lab and to optimize the cost of testing the locations be prioritized. Constituents also stated that the cost of testing appears to be on higher side and should be reviewed by CPRI. Representative of DTL expressed that they have got 3000 Amps CTs also in their system and mobile testing kit is designed upto 2000 Amps CTs. Similarly SJVNL expressed that they have got CTs upto 4000 Amps also. CPRI was requested to look into these aspects. In order to coordinate activities of testing of CT/CVT in the premises of various utilities, and for proper utilization of Mobile testing kit, it was decided to form a committee consisting of representatives from CPRI, STUs, CTU, NTPC, NHPC and NRPC.

11.0 Overview of Grid Operation

Power Supply Position Provisional Power Supply Position for October, 2009 was discussed in the meeting. As per provisional power supply position, NR had a peaking shortage of 12.91% and energy shortage of 11.07%. The Regional Consumption had increased by 21 MUs/Day. Net Inter-Regional import also increased by 54 MUs/day.

NRLDC raised the issue of heavy load reduction to the tune of 1500 MW by UPPCL at 16:00 hours. It was communicated that such load reduction leads to rise in voltage at various nodes in the grid endangering safety and security of the grid. However in case of Dadri GPS the mock exercise had not been demonstrated to the

constituents. NTPC had carried out the mock exercise of Dadri GPS at their end.

NTPC was requested to send a detailed report of the mock exercise. NRLDC placed

on record the cooperation, assistance and efforts made by all involved in mock black

start exercises. Some general issues, which were raised, were as follows.

a) Introduction of design delay to avoid over voltage tripping under low fault level situations

b) Lack of synchronizing facility on many locations c) Non availability of synchronizing facilities at coupler breaker d) Cannibalized equipments in the substation e) Errors observed in SCADA displays and telemetry related issues

12.0 Under Voltage Load Shedding Relays (UVLSRs)

SE(O), NRPC stated that PSEB, DTL and PTCUL have reported that they have installed UVLSRs in their system. 12 UVLSRs out of 13 UVLSRs had been installed in UP system, however, because of the persistent low voltages the contacts of the relays had not been wired to circuit breakers. In the 43rd OCC meeting held on 9-10-2009 UP had been suggested to set the relays to operate at 190 kV. UPPTCL may confirm whether the UVLSR, have been wired to Circuit Breakers or not. RVPNL intimated that numerical relays installed on most of the grid sub-stations had the features of under voltage and the same may be utilized as and when required. RVPNL was requested to submit the name of feeders and grid sub-stations (GSSs) where under voltage load shedding scheme was to be implemented, in consultation with NRLDC to NRPC secretariat. HVPNL intimated that 5 UVLRS had been proposed to be installed in their system. HVPNL was requested to send the details of location for installation of relays.

J&K and Chandigarh to submit the information regarding numbers, locations and time frame for installation of UVLSRs.

16.0 Availability of Spare System Elements in Northern Region

Status of availability of spare converter transformer for HVDC Rihand- Dadri by pole system is as under:

• A converter transformer failed at Dadri end due to winding fault. The same was replaced by the spare converter transformer on 14th February, 2008. Order placed for its repair in the second week of August, 2008. Joint inspection was be carried out by BHEL on 28th August, 2009 and transformer would be ready for despatch by February, 2010.

220 kV Nalagarh-Mohali D/C line is a part of the Jhakri transmission system and was scheduled to be commissioned by December, 2004. The commissioning was delayed due to Court case etc. Punjab Government had taken up the matter with the Himachal Pradesh Government for notification under Section 164 of the Electricity Act, 2003 which empowers for the placing of electric lines for the transmission of electricity. In this regard HPSEB vide letter dated 7.11.2009 have issued no objection certificate subject to certain conditions which inter alia includes “Approval of Central Govt. shall be obtained before starting work on the above lines in accordance with section 164 read with section 2 of Electricity Act, 2003.”

18.0 Over Voltage Problem in NJHPS During Lean Season (Agenda by SJVNL)

The representative of SJVNL informed that they had encountered failure of their 400 kV GIS line circuit breaker as well as 400 kV outdoor equipments during lean season when grid voltage mostly remains on higher side over a long time although the system is designed to withstand high voltage at certain limit. He stated that to control the grid voltage during lean season opening of NJHPS line circuit breaker through direct trip command from Abdullapur/Nalagarh is carried out. Opening the breaker under such conditions, might generate switching surges voltage more than the design value which caused the failure of 400 kV line circuit breaker. SJVNL requested that rather than making generation schedule zero during high voltage condition of grid, mostly during mid night hours in lean season, NRLDC may give generation schedule of at least 150 MW so that generator can control the grid voltage to some extent by absorbing the MVAR to the best possible. This would also avoid the unnecessary operation of NJHPS line circuit breaker during high voltage conditions and as such failure of line circuit breaker can be minimised. A sub committee consisting of the members each from SJVNL, NRLDC, POWERGRID, NRPC and HPSEB was proposed to be formed to look into the matter.

19.0 Tripping of Jhakri and Baspa Hydro generating Stations alongwith 400 kV Circuits Emanating from Jhakri on 19-05-2009 (Agenda by SJVNL)

S.E.(O) informed that in 39th OCC meeting of NRPC on 15.06.09, the sub-committee was formed to analyse the tripping of the generating units and outgoing circuits at Jhakri and Baspa which occurred at 16:37 hrs on 19.05.09. The sub committee submitted the report. The report is available on

the website of NRPC. SJVN had now requested that the schedule should be revised to zero and accordingly revised UI be determined. SJVN had further requested that compensation for loss of energy be allowed. After deliberations, it was decided that the matter would be taken up in the forthcoming Commercial sub-committee meeting scheduled to be held on 3rd Dec, 2009.

20.0 Strengthening and Up-Gradation of the Transmission, Sub-transmission

and Distribution System by Constituents. SE(O) NRPC requested to the Constituents to furnish the programme for strengthening and up gradation of their transmission, sub-transmission, and distribution system matching with the load growth and generation capacity addition programme during the financial year 2009-10. The constituents were also requested to furnish the requisite information along with the status of various works and the time line of completion of the targeted activities.

21.0 Status of Implementation of the Recommendations of the Inquiry

Committee Report on Grid Disturbances in Northern Region on 27th January, 2007 and 7th and 9th March, 2008.

S.E.(O) informed members that most of the recommendations of the committee had been completed. One the recommendations of the Committee was to impose ban on setting up of brick kiln or any other industrial unit or biomass or diesel based power plant having chimney height of 30 meters within 0.5 km of 220 kV or higher voltage transmission lines. In this regard it was decided in the 13th NRPC meeting held on 27th June, 2009 that the States should send their comments/difficulties in the matter to CEA, so that the matter could be taken up with the Central Pollution Control Board (CPCB) by CEA through Ministry of Power. One of the Recommendations of the Committee was the Pollution Mapping in the Country to be done by the POWERGRID. POWERGRID is consulting with CPRI.

Status of Procurement of Additional 30% UFRs and df/dt Relays

Rajasthan • The purchase order (PO) for 52 UFRs and 17 df/dt relays was placed on 13.3.2009 on

M/s Areva T&D India Ltd. • Despatch instructions for 52 Nos. UFRs and 17 Nos. df/dt relays had been issued on

9.10.09. Punjab 35 numbers df/dt relays were to be installed in the system. Haryana • No. of UFRs to be installed was 15 not 22 as reported earlier. • Out of 15 UFRs required, 13 UFRs had been commissioned. Remaining 2 UFRs (out

of 15) would be installed by November, 2009. • Three out of six Nos. df/dt relays had been installed. • Haryana to submit the settings and location for the relays. • There are 36 RLSE in the system. • Additional UFRs would be provided in the system. Powers delegated to field level

officers. Uttar Pradesh • UP has indicated that they have sufficient number of relays in their system. • UP to submit the locations of Under Frequency relays installed, load relief provided by

these relays and their functional status. Uttarakhand Numerical relays already installed in the system had been set for df/dt operation.

Annexure-VB Progress of Installation of Shunt Capacitors and Status of Revival of Defective Capacitors Rajasthan

• Tenders for purchase of 325.80 MVAR capacitor has been opened on 30.6.09 and is under process of finalization

• In addition to above, initiation for procurement of 135.75 MVAR Capacitor banks is being taken for installation in the financial year 2009-10 in Dausa, Bhiwadi, Alwar, Phulera and Khetri area.

• Order for repairing of old defective capacitor for 750 Nos. has been placed with M/s. Sharda Electronics Company, Sangli and joint inspection for 381 Nos. capacitor banks has been carried out for repairs. The firm repaired 381 numbers capacitor banks and requested to depute inspector for verification.

Punjab

• P.O dated 04.12.08 has been placed on M/s ABB for the supply of 138.682 MVAR (Total 67 Banks) capacity capacitor banks.

• 40 banks (each 1.361 MVAR) have already been supplied by the firm (total 54.44 MVAR). Balance lot of 22 banks (1.361 MVAR each) and 5 banks (10.86 MVAR each) are expected by the end of November-09.

• Another P.O. dated 20.07.09 for the procurement of loose capacitor units (333.25 MVAR) has also been placed on M/s Shreem. The firm has recently supplied the entire ordered quantity of 1500 Nos. (each 137.234 KVAR) and 200 Nos. (each 182 KVAR).

• The capacitor banks under installation are expected to be commissioned by December-09

Haryana

• HVPNL plans to install 470 MVAR shunt capacitor. Two nos of POs were opened in September,09

• Additional 430 MVAR shunt capacitors planned by DISCOMs. HVPNL had provided the schedule to DISCOMs.

Uttar Pradesh Order had been placed for purchase of 360 MVAR capacitors.

Uttarakhand

• 33.2 MVAR Capacitor Banks ordered on M/s BHEL Bhopal and M/s Shreem Capacitors, Maharashtra.

BBMB

• 10 MVAR defective capacitor banks revived in July, 2009. 12.4 MVAR had to be revived. • 61 MVAR capacitors getting procured by PSEB. Jammu & Kashmir
