Personnel/Warranted Technical Authorities
• Ship Design Managers (SDMs)
– lead systems engineering efforts for assigned platforms
– make integration decisions for the platforms
– SEA 05 employees
• Chief Engineers (CHENGs)
– lead technical efforts from the waterfront to support and execute
construction, modernization, maintenance and repair
– located at Naval Shipyards, SUPSHIPs or Regional
Maintenance Centers
• Maintenance and Modernization Engineering TWH
• Engineering Field Reps (not warranted, 4)
– Norfolk, Mayport, Pascagoula, San Diego
SDMs are the warranted Chief Engineers for the class
6
• Ship Concept Development - Supports Sponsor’s CBAs (Capability Based Assessments)
- Supports/Study Director for ship program AoAs
- Supports ship pricing & Navy POR cost estimate via 05C
- Supports/Study Director for Technical Feasibility Assessments
- Provides new payload/technology ship impact assessments
• Force Architecture Analysis - Supports Long Range Shipbuilding Strategy (30 year build plan)
yearly Report to Congress
- Supports Navy input to DoD QDR
- Supports assessments of extending Expected Service Life (ESL)
for selected ship classes
• Ship Design Management (Acquisition) - SDMs are the Lead Systems Engineers for Ship Acquisition
- key managers of technical risks for the PM
- focus all ship integration issues and conduct TSSE
- formulate and lead the Navy Design Team with PM funds
- responsible for boundary control/interfaces
- coordinate with SUPSHIP WF CHENGs
- partner with 05H SIMs to focus Combat Sys & SFI issues
- interface with INSURV and COTF
SDMs are the embedded Tech Authority in each PMO
05D Core Lines of Business (1 of 2)
7
• Ship Design Management (In-Service) - SDMs (one per ship Class) approve configuration changes
- Assess technical, operational risks against requirements
- Technically approve DFSs for “Major” non-conformances
- Technically approve TFPs, CMPs and CMP task deferrals
- Take action (as necessary) on C3/C4 CASREPs and OPREPs
- Partner w/ RMC CHENGS - formulate high visibility repair options
- Identify Class design issues, articulate impact to ORD/CDD, develop
technical solutions that support Service Life requirements
- Lead/support FRBs
- Adjudicate technical approval of SCDs in TAT
- Lead response to major casualties (collisions, groundings, etc.)
- Work with SEA 21 to issue CLADs for safety/guidance
• Maintenance and Modernization Engineering - Oversight of technical execution at SURFMEPP
- Interface with Fleet commands Re: JFMM requirements
- Refine and evolve controlled work requirements and the conduct
of the “work certification process” at the end of availabilities
• Integrated Topside Design
- Air-ship integration, Antenna integration, EMI, firing cutouts
• Waterfront CHENG Oversight
05D Core Lines of Business (2 of 2)
SDMs control all “Major” Tech Authority issues
