China wont honor ruling
of Arbitral Tribunal

issues involving the South China Sea said that China will not
honor any Arbitral Tribunal ruling on the disputed waters as he
stressed that mutual trust between China and the !hilippines
has dissipated, yet the A"uino administration has done little to
improve bilateral relations#

meetings between the two countries#
MAJOR OBSTACLE The !hilippines should withdraw its
arbitration case %iled be%ore a 5nited +ations*backed
international tribunal challenging China/s territorial claims over
the South China Sea as a good gesture %rom the !hilippine side
to improve the relations#
South China Sea is now a ma)or obstacle between our two
nations# The only way to put %orward it is to put aside the issue
and with that the possibility o% our relations to improve, &r# 'u

Arbitral Tribunal, the dispute between Manila and Bei"in#

China wants the !hilippines to withdraw its bid %or international
arbitration o% the 'est !hilippine Sea in order that a peace%ul
resolution o% the issue can be settled through bilateral
arrangements#
However, experts %rom the (ei)ing*%unded +ational $nstitute %or
South China Sea Studies +$SCSS. were close to admitting that
China remains ambivalent as to what it could o%%er as its end o%

has expressed support to the !hilippine proposal %or a Triple
Action !lan TA!.#
The TA! was proposed by the !hilippines during the Bth
ASA+ 6inisterial 6eetings A66. %rom August to 21, 012B in+ay !yi Taw, 6yanmar#
the increasingly tense situation in the South China Sea and
presented the !hilippine proposal o% a Triple Action !lan to
reduce and manage the rising tension in the area until a
settlement o% dispute is obtained#
!articipating countries in the Bth A66 shared our grave
concern and voiced support %or various proposals, including the
elements o% the TA! that would urgently address regional
tension in a manner that is peace%ul and constructive, consistent
with the &4C and in accordance with international law#
The TA! proposal was re)ected by China, the !hilippines was
able to gain the support o% ASA+ members and its partners#
China re)ected the TA! but all is not lost because i% you will note
in the A66 Doint communi"uE, the ASA+ has adopted two o%
the elements< we are proposing the immediate approach which
in our case we call the cessation o% actions that escalate and i%
you will note in paragraph 2:2 o% the Doint Communi"uE, ASA+
urged all parties concerned to exercise sel%*restraint which in
essence is similar to our call %or cessation o% hostile actions and
actions that escalate tension,
