Alabama State Port Authority and APM Terminals’ investments continue to pay off from 2016, and 2017 promises better results. APM Terminals Mobile, which increased container
traffic at the port by 19 percent last year to a record 277,307 TEUs, is now preparing for the opening of Walmart’s announced import distribution center in Mobile, which will bring additional new business in 2018.
In March, Walmart announced plans to build a $135-million distribution center in Mobile, creating more than 550 local full-time jobs. The new storage and cross-dock facility will be the sixth super distribution center in the United States and the company’s fourth distribution center in the state. Once completed, it will span more than 2.5 million square feet. The distribution center, which will take approximately 14 months to build, will supply several regional distribution centers supporting approximately 800 Walmart stores in Alabama, Mississippi and other areas to the north. Once fully operational, the new super distribution center is expected to increase local container port volumes by at least 10 percent.
“Walmart’s distribution and logistics center in Mobile County will enhance Alabama’s connection to the global economy and provide a major boost in cargo volume to the Port of Mobile,” said Greg Canfield, secretary of the Alabama Department of Commerce. “The Walmart hub will act as a powerful catalyst for job creation and significantly increase the Port of Mobile operations.”
During the announcement ceremony, which was hosted by APM Terminals Mobile, the Alabama State Port Authority and the Mobile Area Chamber of Commerce, state, county and local officials highlighted the many benefits the new distribution center will bring to the area, including increased regional economic growth and local career opportunities with a path for advancement.
“Regional manufacturing growth and now landing retail giant, Walmart, is strengthening a vision we launched back in 2001 to create state-of-the-art container intermodal facilities to fuel regional investment and jobs creation,” said James K. Lyons, director and chief executive officer for the Alabama State Port Authority.
To keep pace with current growth and expanding market opportunities presented by the larger vessels now transiting the widened Panama Canal locks, APM Terminals announced last year a $47.5 million, Phase 2 expansion at the container terminal to increase annual throughput capacity to 500,000 TEUs. The 95-acre facility, which opened in 2008 with a depth of 45 feet and two STS cranes capable of an 18-row reach, will add two new super-Post Panamax STS cranes with a 22 container-row reach, and expand the container yard by 20 acres this summer. The new cranes will be able to handle ships up to 14,000 TEU capacity now able to call the Gulf Coast from Asia via the Panama Canal. The port recently widened its turning basin to accommodate vessels of up to 1,300 feet in length. The Alabama State Port Authority and APM Terminals have also invested more than $55 million in a new Intermodal Container Transfer Facility, which opened in June 2016 with the Canadian National/Illinois Central providing direct rail service to Memphis, Kansas City, Decatur, and Chicago, as well as Canadian locations.
In the past year, APM Terminals has gained new service calls from the Far East, with three weekly direct container services linking Mobile with China, Korea, Hong Kong and Singapore. In April, another weekly container direct service between Mobile and Northern European ports began. In 2015, European airplane manufacturing consortium Airbus began importing large plane components by multi-purpose cargo ships from Hamburg, Germany through APM Terminals Mobile for final assembly of the A-320 jetliner at the first American Airbus factory, at the Mobile Aeroplex at Brookley, near the port.
“With near 20 percent growth last year, the Port of Mobile is the fastest growth container port in North America. With recent developments in Alabama and the Panama Canal, we are getting to now anticipate even more growth,” stated Brian Harold, APM Terminals Mobile director.
APM Terminals’ port activity is more than handling imported cargo. In March, APM Terminals Mobile was one of eight Alabama businesses honored by the State of Alabama when awarded the 2017 Governor’s Trade Excellence Award for achievements in promoting and facilitating the export goods and services from Alabama across the globe.

As part of its continued efforts to modernize the Port of Mobile and be forward-thinking, the Alabama State Port Authority (ASPA) formally began the process
in June 2014, requesting the U.S. Army Corps of Engineers (USACE) consider deepening and widening the Mobile Harbor Channel.
Due to the projected increase of the number of Post Panamax vessels in the world fleet and the opening of the Panama Canal expansion, the transition of larger vessels to the U.S. Gulf Coast is anticipated to occur with or without the proposed channel deepening. The proposed channel improvements at Mobile Harbor would allow for those commodities transported through the harbor to move more efficiently. With the ability of these vessels calling on the harbor to transit more efficiently carrying additional cargo per call, the total number of vessels required to meet the anticipated demand at Mobile Harbor during the period of analysis will decrease compared to the current channel configuration.
Under Section 201 of the 1986 Water Resources Development Act (WRDA), the project is authorized to deepen and widen Mobile Bay Channel from the mouth of the Mobile Bay to south of Mobile River, 55 feet deep by 550 feet wide, about 27 miles, and to deepen and widen the entrance channel over the bar to 57 feet deep by 700 feet wide, about 7.4 miles. The current dimensions of the channel are 45 feet deep and 400 feet wide and 47 feet deep by 600 feet wide at the entrance.
The Mobile Harbor General Reevaluation Report (GRR) study began in November 2015 and is a four-year, $7.8 million effort. The Mobile Harbor study is authorized under this act and is cost shared between the federal government and the local sponsor, ASPA. The federal government is funding 75 percent, and ASPA is funding the remaining 25 percent.
A very thorough process by the USACE, the purpose of a GRR is to investigate and recommend solutions to water resource issues. The study includes a significant amount of information gathering, data collection and modeling to help better understand the economic benefits derived from the project and the potential environmental impact of channel modifications. The study process also includes public, technical, policy, legal and independent external peer reviews at two stages of the project and incorporates engineering, economic, real estate and environmental analyses.
Along with the GRR, an integrated Supplemental Environmental Impact Statement (SEIS) will be developed. The SEIS will define the current environmental conditions and compare them with the environmental effects of any proposed action and its alternatives. The SEIS will identify potential consequences and the mitigation needed to minimize adverse impacts.
Potential impacts to the bay’s natural resources and protected species resulting from changes in the bay’s hydrodynamics, including potential increase in ship wake, will be investigated. The resources evaluated will include

wetlands, submerged aquatic vegetation, oysters, fish, and benthic macroinvertebrates and their potential effects on the marine mammals that utilize the bay. The difference in effects between current traffic and future conditions associated with a modified channel will be also evaluated.
When the process began, the Port of Mobile handled more than 64 million tons in 2014. The 2014 tonnage is a 10.3 percent increase from the tonnage handled in 2005. Houston and New Orleans have respectively grown 9.7 and 22 percent during the same period.
Many factors influence the growth of a harbor - development and infrastructure, location of distribution centers for imports, source location for exports, population and income growth, port logistics and fees, business climate and taxes, carrier preferences, labor stability, and business relationships.
“With the recent announcements from Walmart for a new distribution center in Mobile, as well as Amazon’s sorting center for the area, the growth of Mobile’s harbor will continue to grow and increase the case for deepening and widening,” said ASPA Director James K. Lyons.
A recommended plan to modify the existing dimensions of the Mobile Harbor channel has not yet been developed. The draft GRR and SEIS are scheduled to be released for public comment in summer 2018.

The U.S. Navy converged on Mobile with hundreds of sailors and some 100 different events during Mardi Gras to celebrate Mobile Navy Week. This first-time
event for Mobile also coincided with a port visit from the USS MITSCHER (DDG 57).
Mobile Navy Week led off as the first of 15 Navy Weeks in 2017. The outreach program focuses a variety of assets, equipment and personnel on a single city for a weeklong series of engagements designed to bring America’s Navy closer to the people it protects.
Since 2005, the Navy Week program has served as the Navy’s signature outreach effort into areas of the country that typically do not have a significant Navy presence.
The Mobile Council of the Navy League of the United States, along with the Alabama State Port Authority hosted the welcoming ceremony for the USS MITSCHER, the 2017 Mardi Gras ship. The ceremony included a presentation by the U.S. Navy Band Southeast, the USS CONSTITUTION Color Guard, the Azalea Trail Maids
and local dignitaries. Mobile Mayor Sandy Stimpson welcomed the crew and presented Commander Brett Oster with a key to the city. MITSCHER is the seventh ship of the ARLEIGH BURKE Class of Aegis guided missile destroyers and is named after one of the most storied heroes of World War II, Admiral Marc Andrew Mitscher. As an integral part of aircraft carrier battle groups, amphibious assault groups, maritime interdiction forces and joint multinational forces, MITSCHER is prepared to execute missions in a high-density, multi-threat environment. With the most advanced weapon, propulsion and communications systems, operated by the most professional and highly trained crew, MITSCHER lives up to her motto of “Seize the Day!”.
In addition to the arrival of the USS MITSCHER in the Port of Mobile, Navy Week also featured opening ceremonies at the USS ALABAMA Battleship Memorial Park with Mayor Stimpson performing a tandem jump with the Navy Parachute Team, the Leap Frogs; multiple performances by the U.S. Navy Band Southeast; Mardi Gras parades;

speaking engagements; demonstrations from the Explosive Ordinance Disposal (EOD) Technicians and Navy Divers; and several school visits with interactive displays and demonstrations focusing on STEM (science, technology, engineering and math) education.
As part of Navy Week, the sailors participated in a number of community relations projects that allowed them to give back to the community that extended a festive “laissez les bons temps rouler” to them. Crew from the USS MITSCHER, USS ALABAMA and USS GABRIELLE GIFFORDS participated in events at the Boys and Girls Clubs, painted houses for Habitat for Humanity and boxed food at the Feeding the Gulf Coast Food Bank.
Navy Week also provided an opportunity for a number of sailors to come home to the city where they grew up. For Rear Admiral Thomas E. Ishee, it was a chance to visit with family and friends in the town where he was born. As Deputy Commander of Joint Functional Component Command for Global Strike, RDML Ishee was Flag Officer of Mobile Navy Week. USS HARRY S. TRUMAN Command Master Chief Antonio Perryman got the chance to go back and visit his alma mater, Murphy High School, as well as speak to local rotary clubs and ride in a Mardi Gras parade.

In 1945, brothers Edgar and Allan Hetteen, along with their friend David Johnson, founded Hetteen Hoist & Derrick in small-town Roseau, Minnesota. The company was started during World War II, when metal was hard to come by. The trio became skilled in repairing machinery to preserve older metal, which began to earn them their first loyal customers within their small community.
By 1954, the founders renamed their business Polaris Industries, Inc. Their rebranding came when the three had an idea for a new product line—snowmobiles. The first one was built in 1955, when Edgar set off with friends on a journey through the Alaskan Wilderness. Carrying more than 900 pounds in toboggans, the snowmobile remained durable and reliable, and they completed the journey in less than two weeks. This revolutionary product would go on to earn them a place in history for developing a new, improved way to navigate through extreme winter weather.
Polaris exclusively manufactured snowmobiles for almost 30 years. In 1984, the company decided to add All-Terrain Vehicles (ATVs) to their product line. Since the creation of their first ATV, Polaris has continued to grow as a global power sports leader. Today, they are known for their high-quality off-road vehicles and motorcycles—earning them almost $5 billion in sales for 2015.
The same year they made record-setting sales, Polaris announced that they would be opening a new manufacturing facility in Huntsville, Alabama. By November of 2016, Polaris Huntsville was officially opened for manufacturing. The facility stands at 600,000 square feet on a 500-acre property,
currently employing 400 Alabama workers. It is projected that this number will reach over 2,000 by 2020.
Huntsville is widely known throughout the country for its engineering talent, and Alabama was chosen over 13 other states that were being considered for the new branch. In its announcement, Polaris stated that Huntsville was chosen due to “the city’s skilled workforce, history of technology and innovation, existing utility structure, and local and state support.” This facility also brings Polaris closer to the Southeast, which is a big market for their all-terrain products for both hunting and property maintenance purposes. The Huntsville location focuses mainly on the production of off-road vehicles to meet these consumer needs.
Greg Canfield, secretary of the Alabama Department of Commerce, believes that Polaris and Alabama are a perfect fit. “At Polaris, making great products is more than just a job—it’s a creed the company lives by,” stated Canfield. “That’s what we do in Alabama as well. Our workers assemble and engineer great products from automobiles to ships and rockets to aircrafts.”
POLARIS HUNTSVILLE
Polaris Huntsville is projected to have a substantial, long-lasting impact on the state’s economy. According to the Alabama Department of Commerce, it is estimated that over the next 20 years Polaris will have an economic impact between $1.3 and $1.9 billion. The first 10 years of production at the branch is projected to generate $206 million in state and local tax revenue. “Polaris’ decision to locate its manufacturing facility in Alabama represents one of those game-changing economic development projects, with wide-ranging benefits that are felt over many generations,” said Canfield.
The Alabama facility will leave a positive mark on Polaris as well. Built with an investment of around $140 million, the location will increase Polaris’ production capacity by more than 150,000 units annually. At its opening, CEO Scott Wine called the facility “transformational” for the manufacturer. The plant will thrive as a flexible facility with multiple assembly lines to allow it to quickly match consumer demand.
Polaris and the state of Alabama go hand-in-hand, and they will continue to have a mutually beneficial relationship over the years. “By calling Alabama home,” said Canfield, “this world-class advanced manufacturer is sending a powerful message to the world about the state’s attractive environment for business.”

If you’re looking for an outdoor adventure in south Alabama, schedule a trip down the Bartram Canoe Trail or the recently opened Perdido River Canoe Trail. Located in Baldwin County,
both trails offer overnight and day trip opportunities, and are exclusively open to canoeists and kayakers.
The Bartram Canoe Trail was implemented by Alabama State Lands Division in 2003, and is made up of dozens of rivers, streams, lakes, sloughs and bayous in the Mobile-Tensaw Delta, which happens to be the second largest river delta in the United States. Spanning 250,000 acres in the upper reaches of the Delta, the trail is accessible through the 5 Rivers Delta Resource Center or through one of several landings along the trail. In early summer 2017, a newly installed docking facility located at 5 Rivers will provide wheelchair accessibility for persons with disabilities to load in and out of canoes.
For paddlers who want the extended experience, the Bartram Canoe Trail offers six overnight trails that include two land-based campsites and four floating platform campsites that require a reservation and small fee. The land-based sites are taken on a first-come, first-served basis. All overnight campsites are limited to groups of eight. According to the Alabama Scenic River Trail website, additional pile-supported, land-based camping shelters will be constructed in the coming months.
“The number of reservations for the floating campsites vary by season,” said Hank Burch, manager of 5 Rivers. “We usually see a spike in people planning trips in the late spring and fall to try and miss the hot summer weather.”
Six trails for day trips have been mapped out to give boaters – specifically kayakers and canoeists since motorized vessels are not allowed – pre-planned routes with specified distances. These maps for the Bartram and Perdido River Canoe Trails can be found online at www.alabamacanoetrails.com.
The Perdido River Canoe Trail is a 19-mile stretch that runs along the Alabama-Florida state line with white sandy beach landings around every bend, giving paddlers plenty of opportunities to stop for a break or have lunch. This trail differs from the Bartram not only in size, but also by the true wilderness experience it provides. The roads surrounding the canoe trail were vastly improved before opening in February 2017. Visitors can access

the trail through the Perdido Wildlife Management Area (WMA) in Baldwin County.
“Most people leave one vehicle at the bottom of the Perdido Trail and take another to the top to ride down with the current,” said Burch.
As a blackwater river, the Perdido boasts dark-tinted, clear water running slowly but dynamically. Paddling the entire length of the Perdido River Canoe Trail could be done in a day, and is estimated to take around 10 hours (based on a 2 mile-per-hour float time) without factoring in breaks.
The Alabama State Lands Division mapped out the Perdido River Canoe Trail in six sections providing paddlers with different overnight or break spots. Campers can reserve one of the six overnight shelters for groups of up to eight people. Three entry points to the canoe trail include two launches and one boat ramp.
In addition to the Perdido River Canoe Trail, the Perdido River WMA Hiking Trail is being constructed through a partnership between the Alabama State Lands Division and the Alabama Hiking Trail Society, according to Alabama Scenic River Trail. The trail is blazed in yellow and combines WMA roads and newly constructed paths that follow the river for most of the hike.
Both canoe trails are managed by the State Lands Division of the Alabama Department of Conservation and Natural Resources, and funding has been provided through Alabama’s Forever Wild Program, the Coastal Impact Assistance Program, the U.S. Fish and Wildlife Service, and the U.S. Department of the Interior. Clipper Steel Services recently announced the addition of a second ship, CLIPPER MARLENE, to its shuttle service between the ports of Mobile, Alabama, and Tampico, Mexico.
“We welcome this valued addition to Clipper Steel’s shuttle service between Mobile and Mexico,” said James K. Lyons, director and CEO of the Alabama State Port Authority. “The additional vessel improves carrier service for our shippers, but will also provide much-needed capacity for other cargoes, including heavy lifts.”
CLIPPER MARLENE is a 17,500-deadweight-ton multipurpose vessel equipped with three cranes that have lifting capacities of 60 metric tons. The MARLENE joins the 25,000-deadweight-ton ALTHEA.
The steel shuttle service, which launched in March 2014, provides a two-day transit across the Gulf of Mexico and a sailing approximately every 10 days.
Mobile is one of the top U.S. ports for steel with the Alabama State Port Authority handling approximately 5 million tons of semi-finished and finished steel annually. In early 2015, the port opened a $36-million steel coil terminal with 178,200 square feet of covered space and 168,000 square feet of open space. The facility is operated by the Port Authority’s concessionaire, Alabama Steel Terminals, LLC, a joint venture of TriState Maritime Services and the Richardson Group of Companies. Clipper Steel, part of the Clipper Group, carries more than 2.2 million tons of steel per year on routes linking Europe and Brazil with the United States, Mexico, and the north coast of South America.
The company’s main European loading port is Antwerp. Other ports include New London, Connecticut; Camden, New Jersey; Savannah, Georgia; Mobile, Alabama; New Orleans, Louisiana; Houston, Texas; Brownsville, Texas; Altamira, Spain; and Veracruz, Mexico. Services from Brazil load primarily at Piacaguera (Santos), Rio de Janeiro, and Praia Mole.
In February, project cargo for Siemens Power Generation was discharged at the Port of Mobile from the MV ATLANTIC DAWN to the MV FREEDOM. The Watts Bar Nuclear Plant Unit 1 LPC project cargo was in transit on the Tennessee-Tombigbee Waterway. Each Tennessee Valley Authority nuclear unit is refueled every 18-24 months to provide continuous low-cost, reliable, carbon-free electricity.
In April, the Consul General of France visited the Port of Mobile. A reception was hosted at the GulfQuest Maritime Museum by the French American Chambers of Commerce Atlanta and Gulf Coast chapters and the Mobile Area Chamber of Commerce.
In May, Bunge discharged 15 heavy lift cargoes off the MV DA KANG. One piece was 390 m/t and was discharged with ships gear direct to barge at Pier 2.

In late April, Hansa Meyer Companies, in partnership with Hansa Meyer Germany and Hansa Meyer Heavy Haul & Rigging, transported four units of steel mill components bond for AM/NS Calvert through the Alabama State Port Authority’s Pier 2 terminal. The components arrived aboard the STAR ISFJORD, a Grieg Star open hatch vessel. The heaviest unit discharged weighed 221,208 lbs. and measured 16’8” x 12’8” x 7’9”. FIGHTING WHALES AND DODGING BULLETS WITH FDR
In January 1931, Dr. Leslie Heiter of Mobile received a letter from William Vincent Astor, inviting the physician to join him on a Caribbean cruise in what was routinely described as Astor’s “mansion yacht,” the NOURMAHAL, a massive motor vessel built less than two years earlier at the Krupp Iron Works in Kiel, Germany. The yacht featured every modern convenience, including air conditioning and refrigeration, a library, a dining room that could seat 18, and 10 staterooms. The NOURMAHAL was manned by a crew of 42 to cater to the whims of Astor’s sea-going guests. Described as the largest private vessel ever built at the time of her construction, she measured nearly 264 feet overall, with a beam of 41 ½ feet and a draft of almost 18 ½ feet. The yacht displaced 2,250 tons and was powered by twin six-cylinder Diesel engines. In the letter, Astor, who went by “Vincent,” mentioned that among the passengers would be 29-year-old Gertrude Conaway, intimating that Conaway was always one for a good time.
Astor, 39, was one of the wealthiest men in the world. The son of mogul John Jacob Astor IV, Vincent had inherited his father’s millions upon the elder Astor’s death in the loss of the TITANIC in 1912. Vincent dropped out of Harvard at age 20 and soon proved himself to be a philanthropist, selling off slum properties, building modern apartments, donating land for parks and hospitals, building playgrounds and investing in scientific expeditions. Having served in the U.S. Naval Reserve and on active duty in the Navy during the Great War, Astor also had a penchant for yachting and had served as commodore of the New York Yacht Club from 1928 to 1930.
Heiter was born in Mobile and had graduated from Barton Academy in 1922. Graduating from Tulane University in only two years, Heiter went on to attend medical school at Tulane. After interning at City Hospital in Mobile, the young doctor wrangled a residency at New York Hospital, the motives for which still remain a mystery to his son, Bill Heiter, a retired trust officer and former Air Force pilot.
“Dad took the train from Mobile to New York, and when he arrived at Grand Central Station and took a look at the city, he said, ‘I’ve never felt so small in my life,’” Heiter recalled. The younger Heiter theorized that his father and Astor may have met because the latter had served on the hospital’s board of directors, and he has a note in his collection in which his physician father said that it was Dr. Eugene Pool, senior attending surgeon at New York Hospital, who had introduced the two men.
Whatever the circumstances, the millionaire philanthropist and notorious practical jokester took a liking to the young doctor from the South, with Astor later describing Heiter as
“a great friend of mine” in a letter to the Franklin D. Roosevelt Foundation. Heiter, however, did not have the financial wherewithal of Astor. Upon returning to Mobile in 1930, the new doctor had earned a grand total of $4 during his first month in practice. Along with Astor’s invitation to join him in the NOURMAHAL for a few weeks’ cruising was a check made out in the amount of $1,000 “to help with expenses.”
That cruise in February and March of 1931 was the first of a half dozen that Heiter would make with Astor and the group that would become known collectively as “the Nourmahal Gang.” The next cruise came a year later, in January through March 1932. In addition to Astor, on board were Heiter; Priscilla Baldwin Preston, a pretty divorcee; fun-loving Gertrude Conaway (who would later marry a Vanderbilt); Milton “Doc” Holden, described in LIFE magazine as
“amiable and good-looking” and elsewhere as a “perennial Palm Beach/New York/Long Island bachelor;” Astor’s “best
friend,” William Rhinelander Stewart, one of whose quirks included never rising before noon; and Eleanor Barry, “a tall, cool Vassar graduate,” who worked at Vogue magazine.
The NOURMAHAL made stops in Cuba and Haiti before sailing through the Panama Canal, where the passengers marveled at the sight of the U.S. Navy’s first aircraft carrier, the USS LANGLEY (CV 1). Once in the Pacific, the yacht called at such exotic locales as Cocos Island, the Galapagos, the Marquesas, Tahiti and Bora Bora. Along the way, Astor and his friends collected fish, tortoises, iguanas and birds for zoos and aquariums in the United States. The group fished at Cocos Island, with Barry reporting in Vogue that Heiter
“battled for almost three-quarters of an hour with what appeared to be a monster, and, when it was finally landed, only the head was left—a shark having helped himself to the rest of the catch.” Heiter’s medical training proved useful on Feb. 20, when Priscilla Preston was thrown from a horse in the Marquesas, breaking her arm. After the yacht dropped anchor at Fakarava in the Tuamotu Archipelago, Heiter set up a “clinic” on the deck of the NOURMAHAL, treating islanders for everything from backache to toothache and receiving shells as payment.
Late in 1932, plans were being made for a cruise to take place in the spring of the following year, with Astor indicating the usual Nourmahal Gang would be embarked, but in December the philanthropist sent Heiter a confidential message. No women would be joining them on the forthcoming trip, and it was important that a doctor be on board, as there was to be a special guest who might require medical assistance.
Although Franklin Delano Roosevelt was nearly 10 years Astor’s senior, the two had become friends as boys, and their friendship had been only strengthened in recent years. Now, as President-elect, Roosevelt was looking forward to some free time away from politics before being sworn in on March 4. A few days before the NOURMAHAL sailed—under the headline “Mobile Physician to Enjoy Cruise with V. Astor”—the Mobile Register reported that Dr. Leslie Heiter would be one of a party that included the president-elect and would be embarked in the yacht for a six-week cruise to South America. The New York Times ran a front page photograph of “The president-elect and his Fishing Comrades,” including an image of a smiling Heiter and of Roosevelt jauntily waving his hat as the NOURMAHAL
departed Jacksonville, Fla. Also pictured were Astor; “sportsman” George St. George; Frederic Kernochan, Chief Justice of New York’s Court of Special Sessions; and Kermit Roosevelt, son of the late President Theodore Roosevelt. William R. Stewart, no doubt, was still asleep when the photo was snapped.
Astor later recalled that the yacht weighed anchor on Feb. 4 and sailed to the Bahamas, where the Nourmahal Gang spent the entirety of their cruise. The days were filled with fishing, gambling, drinking and relaxing in a way that the men could not at home, and FDR and Vincent Astor delighted in pulling practical jokes on one another and their fellow passengers. The Mobile Register published an Associated Press report that quoted the President-elect’s own jocular account of their activities, including an aide’s birthday celebration and the sunburn suffered by a Secret Service agent. Of the fishing, Roosevelt reported, “Staying Berry Island today. Wonderful fishing… Dr. Heiter (Dr. Leslie Heiter of Mobile) and I recovering the use of arms after yesterday’s encounter with whale. Commodore [Astor] perfect host.” Headline of the article was “Roosevelt, Heiter Fight ‘Whale.’”
On Feb. 8, the NOURMAHAL welcomed on board the Governor and Commander-in-Chief of the Bahamas, Sir Bede Clifford, and his American wife, Alice. The press published photographs of the arrival and departure of the couple. In the latter photograph, Vincent Astor and Dr. Leslie Heiter are seen assisting Alice Clifford into a launch.
Not all of the press was positive. The vacation brought condemnation from both the left and right, with Democrats lambasting the president-elect for participating in an opulent cruise while the nation suffered its greatest economic crisis, and the Republicans blasting FDR for shamming as a populist. Nevertheless, Roosevelt took time

during the trip to work on his first Inaugural Address, which would include the oft-quoted phrase, “The only thing we have to fear is fear itself.”
To counter some of the negative press, Roosevelt accepted an invitation by the publisher of the Fort Lauderdale Daily News to attend a rally in Miami’s Bayfront Park, where he could meet local elected officials and businessmen and address the crowd. The NOURMAHAL arrived in Miami on the evening of Feb. 15, 1933, docking at 7 p.m. The president-elect spoke to reporters, talking only about the events of the last few days—fishing and swimming—then climbed into the back of a green Buick convertible to lead the motorcade to the park. Seated next to Roosevelt was his official host, Miami Mayor Redmond Gautier. Up front were the president-elect’s bodyguard, Gus Gennerich, and a Secret Service agent. A Miami policeman drove the car. The second car held five more Secret Service agents. Astor, Kermit Roosevelt and Stewart were in the third car. Heiter found himself in the last car in the motorcade, riding with George St. George and Justice Kernochan. More than 25,000 people thronged the streets, wanting to get a view of Roosevelt, and soon the cars of the motorcade were strung out along the route, separated by onlookers trying to crowd into the park, where the 7,000 seats in front of the stage already were full.
Gennerich hoisted the president-elect onto the top of the rear seat of the convertible, and FDR made a short speech to the crowd. Roosevelt then heard what he thought were firecrackers. A bricklayer, Giuseppe Zangara, had stepped onto a folding chair, shouted, “Too many people are starving!” and snapped off five shots from a nickel-plated .32 caliber revolver in an attempt to assassinate the president-elect. After the first shot, Lillian Cross, the wife of a Miami doctor who was also standing on a chair better to see FDR, claimed that she struck at Zangara, and she was widely credited at the time with saving the president-elect’s life. Five people were hit, however, including Chicago Mayor Anton J. Cermak, who was standing on the running board of FDR’s car and shaking hands with Roosevelt. The president-elect’s security team hustled to speed away, but Roosevelt stopped them long enough to have Cermak loaded into the car. The President-elect kept Cermak alert during the rush to the hospital by talking to him and preventing him from going into shock.
Pandemonium and panic erupted in the crowd. In the rest of the motorcade, no one could tell what had happened,
and word spread that Roosevelt had been shot. One of the wounded was loaded into Astor’s car, which then crashed into a gate while attempting to speed after the President-elect’s car. From his vantage point, Heiter had heard the shots but couldn’t get a clear view of what was happening. He, St. George and Kernochan abandoned their car in an effort to reach FDR. A security official armed with a gun—Heiter described him derisively as “a Shriner”—refused to listen to the physician’s claim that he was the President-elect’s doctor and directed him and his fellow passengers to police headquarters, where Heiter witnessed the arrival of the would-be assassin. Heiter finally reached Jackson Memorial Hospital, where Mayor Cermak lay in critical condition and, at FDR’s request, reviewed the X-rays of the mayor’s wounds. Roosevelt remained at the hospital for four hours, visiting all of the wounded. He abandoned his initial plans to leave for Washington by train that night, returning instead to the NOURMAHAL, where he seemed largely unfazed by the events of the evening. The next morning, Roosevelt visited the hospital again to check on all of the shooting victims before departing for Washington. The press reacted favorably. The president-elect had been tested under fire and had remained calm. He had shown courage, a level-headedness throughout and a compassion for others. Just over two weeks later, Roosevelt was sworn in as the 32nd President of the United States. Two days afterward, Cermak died from complications of his gunshot wound. For their part, the Nourmahal Gang continued their cruise, transiting the Panama Canal, calling at the Galapagos and conducting an expedition into the Andes.
August found the President and the usual gang, including Heiter, embarked once more in the NOURMAHAL for a six-day cruise from Poughkeepsie, N.Y., down the Hudson River, around the east end of Long Island to Montauk Point and out into the Gulf Stream for a little fishing. The fishing wasn’t much good—“extraordinarily poor,” as Astor recalled—but upon arriving in Washington, the President invited his fellow passengers to dine with him and to spend the night at the White House. The most notable event during the cruise was the hoisting of the President’s Flag at the peak of the NOURMAHAL’s mast—marking the first time the Presidential Flag had been flown over a civilian vessel. New to the Nourmahal Gang for this cruise and to be present for the rest of them in which Roosevelt would participate was Lytle Hull, later described by The New York Times as
“a wealthy real-estate figure.” As an interesting footnote,
Astor’s wife, Helen, would marry Lytle Hull after she and Astor divorced in 1940.
Heiter continued to travel with the Nourmahal Gang and the President. In March and April 1934, the group sailed from Florida to the Bahamas again, this time escorted by Navy destroyers as protection for FDR. Despite the Navy’s presence, the President immensely enjoyed the freedom that the NOURMAHAL provided him, writing a friend that year, “This is the only place I can get away from people, telephones and uniforms.”
That fall, Heiter received an invitation to join the group on board the yacht to watch the racing yacht RAINBOW defend the America’s Cup. RAINBOW was owned by Harold Stirling Vanderbilt, whom the fun-loving Gertrude Conaway had married the previous year. Heiter declined the invitation, perhaps due to his growing practice, perhaps because this short cruise came too soon after the last. His absence was noted, and Heiter received a telegram dated Sept. 17 and signed by the President and the rest of the Nourmahal Gang, expressing how much they missed their friend.
Heiter embarked with the gang again for another Caribbean cruise in March and April 1935, during which the Governor of the Bahamas Sir Bede Clifford brought on board as special guests the Duke and Duchess of Kent. This was the last of the NOURMAHAL cruises that included FDR. It was also Heiter’s last cruise in the yacht. In June 1937, Dr. Leslie Heiter married the former Elizabeth “Bessie” Agnes Manson of Scotland in a ceremony performed in Jacksonville, Fla. His pleasure cruising days over, Heiter focused on his medical practice.
Astor continued to go abroad in his floating mansion, underwriting scientific expeditions, and in 1938, Astor and Kermit Roosevelt undertook an intelligence-gathering operation in the Pacific, investigating the Japanese presence in the Marshall Islands and the rumor of Japanese fortifications throughout the region, meeting with British Intelligence figures and passing along their findings to FDR. Astor and Kermit, along with William Stewart and Justice Kernochan, were members of a secret organization dubbed first “The Room” and later “The Club,” which worked quietly
to promote a strong national defense and economy and which operated as a private intelligence agency providing information to the President. During the war, Astor took on a more official role in New York and also resumed his duties as a naval officer, attaining the rank of captain.
As for the NOURMAHAL, she, too, did her bit for the war and was chartered by the Navy on March 3, 1942, to be operated under Navy ownership by the Coast Guard. The once sybaritic vessel was designated as a gunboat, USS NOURMAHAL (PG 72) on April 9, 1943, and purchased by the Navy 29 June in accordance with an option in the original charter agreement. The NOURMAHAL’s armament included a number of .30- and .50-caliber machine guns as well as depth charges. Struck from the Navy List on Jan. 12, 1944, the ship was transferred to the Coast Guard, serving primarily as on ocean station weather patrol out of Boston until the end of April 1946.
Vincent Astor and his new wife Mary “Minnie” Cushing visited his friend Heiter in Mobile in February 1946. Heiter’s son laughed at the thought of one of the wealthiest men in the world visiting his father in a walk-up apartment on Azalea Street in Midtown Mobile. The philanthropist and his wife paid one more call on Dr. Heiter and his family in Mobile sometime around 1953, a visit recalled by Heiter’s son. By then, the family had moved to the new upscale subdivision of Delwood. Astor, he said, was the most famous man ever to call at the home of the Mobile physician who, at one time, had been a confidante and fishing buddy of the President of the United States.
