Refers to rule of law which is enforced by an authority.

States how something should be done.

Zoning & Development control requirements

Plans for the physical development of the land and its uses.

Specifies residential, industrial, commercial, recreational areas.

Flood-prone areas are zoned as low-value developments.

Low investments involved, less loss in floods.
