101. INTRODUCTION

These Specifications shall apply to all such road and bridge works as are required to

 be executed under the Contract or otherwise directed by the Engineer- in-Charge(hereafter referred to as the Engineer! "n e#ery case$ the work shall be carried out to the

satisfaction of the Engineer and confor% to the location$ lines$ di%ensions$ grades and

cross-sections shown on the drawings or as indicated by the Engineer! The quality of 

%aterials$ processing of %aterials as %ay be needed at the site$ salient features of the

construction work and quality of finished work shall co%ply with the require%ents set

forth in succeeding sections! &here the drawings and Specifications describe a portion

of the work in only general ter%s$ and not in co%plete detail$ it shall be understood that

only the best general practice is to pre#ail$ %aterials and work%anship of the best

quality are to be e%ployed and instructions of the Engineer are to be fully co%plied

with!

' list of "ndian oads Congress Specifications and eco%%ended Codes of 

)ractice which ha#e been %ade use of in the preparation of these Specifications is gi#en

at  Appendix-1! The latest edition of all Specifications*Standards till +0 (thirty days

 before the final date of sub%ission of the tender$ shall be adopted!

102 DEFINITIONS

The words like Contract$ Contractor$ Engineer (synony%ous with Engineer- in-

charge$ ,rawings$ E%ployer$ o#ern%ent$ &orks and &ork Site used in this

specification shall be considered to ha#e the %eaning as understood fro% the definitions

of these ter%s gi#en in the eneral Conditions of Contract!

The following abbre#iations shall ha#e the %eaning as set forth below.

103. MATERIALS AND TEST STANDARDS

The rele#ant standard for %aterials$ as well as the testing procedures$ ha#e been

indicated at appropriate places in the Specifications! ' list of these standards with their full

title and the year of publication applicable is included at  Appendix-2!

  3or co%paction of %aterials the densities specified are characteristic #alues as

assessed in accordance with section 80+!4!4 of the specification! 'll %axi%u% dry densities

referred to in the specification are for %odified (hea#y co%paction!

104. SIEVE DESIGNATIONS

The sie#e designation referred to in the Specifications correspond to those specified

 by 2ureau of "ndian Standards in "S. 590! Table 100-1 gi#es the list of the co%%only used "S

sie#es!

105. SCOE OF !OR" 

105.1. The work to be carried out under the Contract shall consist of the #arious

ite%s as generally described in the Tender ,ocu%ents as well as in the 2ill of Auantities

furnished in the Tender ,ocu%ents!

105.2 The works to be perfor%ed shall also include all general works preparatory to

the construction of roads$ bridges$ canal crossings$ drainage and all other related works! The

works shall include work of any kind necessary for the due and satisfactory construction$co%pletion and %aintenance of the works to the intent and %eaning of the drawings and

these Specifications and further drawings and orders that %ay be issued by the Engineer fro%

ti%e to ti%e! The scope of the work shall include co%pliance by the Contractor with all

eneral Conditions of Contract$ whether specifically %entioned or not in the #arious clauses

of these Specifications$ all %aterials$ apparatus$ plant$ equip%ent$ tools$ fuel$ water$ strutting$

ti%bering$ transport$ offices$ stores$ workshop$ staff$ labour and the pro#ision of proper and

sufficient protecti#e works$ di#ersions$ te%porary fencing and lighting! "t shall also include.safety of workers$ first-aid equip%ent$ suitable acco%%odation for the staff and work%en

with adequate sanitary arrange%ents$ the effecting and %aintenance of all insurances$ the

 pay%ent of all wages$ salaries$ fees$ royalties$ duties or other charges arising out of the

erection of works and the regular clearance of rubbish$ reinstate%ent and clearing-up of the

site as %ay be required on co%pletion of works$ safety of the public and protection of the

works and adBoining land!

105.3. The Contractor shall ensure that all actions are taken to build in quality

assurance in the planning and execution of works! The quality assurance shall co#er all the

stages of work such as setting out$ selection of %aterials$ selection of construction %ethods$selection of equip%ent and plant$ deploy%ent of personnel and super#isory staff$ quality

control testing$ etc! The work of building in quality assurance shall be dee%ed to be co#ered

in the scope of the work!!

105.4. The Contractor shall furnish$ at least 1; days in ad#ance$ his progra%%e of 

co%%ence%ent of ite% of work$ the %ethod of working he intends to adopt for #arious ite%s

of work such as site clearance$ construction for e%bank%ent$ sub-base$ base$ surfacing$

cul#erts$ bridges$ retaining walls$ well-sinking$ cast-in-situ piling$ construction of cast-in situ

 prestressed concrete si%ply supported girders$ cantile#er construction of prestressed concrete

superstructure$ and such other ite%s for which the Engineer de%ands the sub%ission of the

%ethod of working! /e shall pro#ide infor%ation regarding the details of the %ethod of 

working and equip%ent he proposes to e%ploy and satisfy the Engineer about the adequacy

and safety of the sa%e! The sole responsibility for the safety and adequacy of the %ethods

adopted by the Contractor will$ howe#er$ rest on the Contractor$ irrespecti#e of any appro#al

gi#en by the Engineer!

10#.CONSTRUCTION E$UIMENT

"n addition to the general conditions indicated in the Contract ,ocu%ents$ the following

conditions regarding use of equip%ent in works shall be satisfied.

(a The Contractor shall be required to gi#e a trial run of the equip%ent for establishing their 

capability to achie#e the laid down Specifications and tolerances to the satisfaction of 

the Engineer before co%%ence%ent of the work

(b 'll equip%ent pro#ided shall be of pro#en efficiency and shall be operated and

%aintained at all ti%es in a %anner acceptable to the Engineer

(c 'll the plant*equip%ent to be deployed on the works shall be got appro#ed fro% the

Engineer for ensuring their fitness and efficiency before co%%ence%ent of work

(d 'ny %aterial or equip%ent not %eeting the appro#al of the Engineer shall be re%o#ed

fro% the site forthwith

(e >o equip%ent will be re%o#ed fro% site without per%ission of the Engineer and

(f The Contractor shall also %ake a#ailable the equip%ent for site quality control work as

directed by the Engineer!

10%. CONTRACT DRA!INGS

10%.1! The Contract ,rawings pro#ided for tendering purposes shall be as contained in

the Tender ,ocu%ents and shall be used as a reference only! The Contractor should #isualise

the nature and type of work conte%plated and to ensure that the rates and prices quoted by

hi% in the 2ill of Auantities ha#e due consideration of the qualitati#e and quantitati#e

#ariations$ as %ay be found at the site and co%plexities of work in#ol#ed during actual

execution*construction!

10%.2! The tendered rates*prices for the work shall be dee%ed to include the cost of 

 preparation$ supply and deli#ery of all necessary drawings$ prints$ tracings and negati#es

which the Contractor is required to pro#ide in accordance with the Contract!

10%.3. Two copies of drawings$ on the basis of which actual execution of the work is

to proceed$ shall be furnished free of cost to the Contractor by the Engineer progressi#ely

according to the work progra%%e sub%itted by the Contractor and accepted by the Engineer!

,rawings for any particular acti#ity shall be issued to the Contractor at least +0 days in

ad#ance of the scheduled date of the start of the acti#ity!

10%.4! Exa%ination and*or appro#al by the Engineer of any drawings or other 

docu%ents sub%itted by the Contractor shall not relie#e the Contractor of his responsibilities

or liabilities under the Contract!

10&. SITE INFORMATION

10&.1.  The infor%ation about the site of work and site conditions in the Tender 

,ocu%ents is gi#en in good faith for guidance only but the Contractor shall satisfy hi%self 

regarding all aspects of site conditions!

  Test pit logs taken along the road are a#ailable at the E%ployers offices in /yderabad

for the Contractors infor%ation but the Contractor shall satisfy hi%self regarding all aspects

of site conditions!

10&.2. The location of the works and the general site particulars are as generally

shown on the Site plan*"ndex plan enclosed with the Tender ,ocu%ents!

10&.3! &hereas the right-of-way to the bridge sites*road works shall be pro#ided to the

Contractor by the Engineer$ the Contractor shall ha#e to %ake his own arrange%ent for the

land required by hi% for site offices$ labour ca%ps$ stores$ etc!

The site of the works pro#ided by the Engineer to the Contractor shall$ where possible$ extend for the full width of the ight of &ay! /owe#er$ where directed by the

Engineer$ the site of the &orks %ay be less than the width of the ight of &ay but in any caseshall extend a %ini%u% of 1 %etre beyond the li%its of the per%anent &orks shown on thedrawings!

  The Contractor shall %ake his own arrange%ents for land required by hi% for site

offices$ labour ca%ps$ stores$ etc!

10&.4! The quarry charts enclosed with the Tender ,ocu%ents indicate the location of 

quarries and other sources fro% which naturally occurring %aterials are a#ailable$ for 

guidance of the Contractor! The leads indicated in the said charts are only approxi%ate! "t is

assu%ed that the Contractor has inspected the quarries$ borrow areas etc!$ before quoting his

rates for the work to assess the a#ailability of construction %aterials in required quantity and

quality!

  Sourcing of %aterials for inclusion in the works is the responsibility of the Contractor!

"t is the Contractors responsibility to supply %aterials which fully co%ply with the

Specification

10'. SETTING OUT

10'.1. The Contractor shall establish working 2ench arks tied with the eference

2ench ark in the area soon after taking possession of the site! The eference 2ench ark 

for the area shall be as indicated in the Contract ,ocu%ents and the #alues of the sa%e shall

 be obtained by the Contractor fro% the Engineer! The working 2ench arks shall be at the

rate of four per k% and also at or near all drainage structures$ o#er-bridges and underpasses!

The working 2ench arks*le#els should be got appro#ed fro% the Engineer! Checks %ust be

%ade on these 2ench arks once e#ery %onth and adBust%ents$ if any$ got agreed with the

Engineer and recorded! 'n up-to-date record of all 2ench! arks including appro#edadBust%ents$ if any$ shall be %aintained by the Contractor and also a copy supplied to the

Engineer for his record!

The works shall be set out fro% the eference 2ench arks (2 shown on thedrawings! Coordinates and le#els for eference 2ench arks are based on assu%ed datu%and shall be as shown on the drawings! Docation diagra%s for eference 2ench arks shall

 be pro#ided by the Engineer within = days of receipt of a written request fro% the Contractor!2efore the co%%ence%ent of construction the Contractor shall confir% that the eference of2ench arks ha#e not been disturbed and are true in regard to position and le#el! "f 2sha#e been destroyed$ disturbed or da%aged before the Site is handed o#er to the Contractor$the Engineer will arrange to ha#e new 2s installed!

&here a eference 2ench ark will be affected by the execution of the works$ theContractor shall relocate the %ark clear of the work before it is affected! >o 2 will be%o#ed by the Contractor without written appro#al of the Engineer! The relocated %ark shall

 be of the sa%e construction as the original work! The Contractor shall sur#ey and note theco-ordinates and le#el of the relocated %ark and sub%it in writing full details of the new%ark including a location diagra% to the Engineer for appro#al!

The Contractor will ensure the %aintenance and safety of the eference 2ench arks!,estruction of any eference 2ench ark will be i%%ediately reported to the Engineer andthe Contractor will be responsible for the replace%ent to the original standard at his cost!The Contractor shall establish &orking 2ench arks tied to the eference 2ench arks in

an area before co%%encing work in that area! The &orking 2ench arks shall be at a rate of 

5 per kilo%etre and also at or near all drainage structures$ o#erbridges and underpasses!Docation and le#el #alues for &orking 2ench arks shall be subBect to the appro#al of the

Engineer! 'll le#elling for these &orking 2ench arks will be undertaken using accepted

sur#ey practise of double run le#elling confor%ing with to an accuracy of -14 %% F where

the difference between forward and return runs will not exceed this tolerance! The Contractor 

will %aintain field obser#ation le#el records of these runs in a syste%atic %anner and

trans%it these records to the Engineer when seeking appro#al for acceptance of his working

reference!

The existing tra#erse pins in the road surface at approxi%ately 4;0% inter#als shown

on the drawings %ay be used by the Contractor in establishing &orking 2ench %arks! &here

a discrepancy exists between the tra#erse pins and the eference 2ench arks$ the eference

2ench arks shall take precedence!

Checks on &orking and eference 2ench arks shall be carried out by the

Contractor once e#ery %onth and adBust%ents$ if any$ shall be agreed with the Engineer! 3ull

details of the checks carried out shall be sub%itted to the Engineer for appro#al$ i%%ediately

after the check is co%pleted! ' 2ench ark register recording &orking and eference

2ench ark #alues and any adBust%ents shall be %aintained by the Contractor! 'n updatedcopy of the 2ench ark register shall be supplied to the Engineer each ti%e an adBust%ent is

%ade to a &orking or eference 2ench ark!

  The costs of co%plying with the require%ents of this Sub-Clause are dee%ed to be

included in the rates for the ite%s of work included in the 2ill of Auantities

10'.2! The lines and the le#els of for%ation$ side slopes$ drainage works$

carriageways and shoulders shall be carefully set out and frequently checked$ care being

taken to ensure that correct gradients and cross-sections are obtained e#erywhere!

10'.3! "n order to facilitate the setting out of the works$ the centre line of the

carriageway or highway %ust be accurately established by the Contractor and appro#ed by

the Engineer! "t %ust then be accurately referenced in a %anner satisfactory to the Engineer$

e#ery ;0% inter#als in plain and rolling terrains and 40% inter#als in hilly terrain and in all

cur#e points as directed by the Engineer$ with %arker pegs and chainage boards set in or near 

the fence line$ and a schedule of reference di%ensions shall be prepared and supplied by the

Contractor to the Engineer! These %arkers shall be %aintained until the works reach finished

for%ation le#el and are accepted by the Engineer!

  10'.4. n Construction reaching the for%ation le#el stage$ the centre line shall again be

set by the Contractor and when appro#ed by the Engineer$ shall be accurately referenced in a%anner satisfactory to the Engineer by %arker pegs set at the outer li%its of the for%ation!

10'.5. >o reference peg or %arker shall be %o#ed or withdrawn without the appro#al of 

the Engineer and no earthwork or structural work shall be co%%enced until the centre line has

 been referenced!

10'.#.The Contractor will be the sole responsible party for safe-guarding all sur#ey

%onu%ents$ bench %arks$ beacons$ etc! The Engineer will pro#ide the Contractor with the

data necessary for setting out of the center line! 'll di%ension and le#els shown on the

drawings or %entioned in docu%ents for%ing part of or issued under the Contract shall be

#erified by the Contractor on the site and he shall i%%ediately infor% the Engineer of anyapparent errors or discrepancies in such di%ensions or le#els! The Contractor shall$ in

connection with the staking out of the centre line$ sur#ey the terrain along the road and shall

sub%it to the Engineer for his appro#al$ a profile along the road centre line and cross-sections

at inter#als as required by the Engineer!

10'.%. 'fter obtaining appro#al of the Engineer$ work on earthwork can co%%ence

and the profile and cross-sections shall for% the basis for %easure%ents and pay%ent! TheContractor shall be responsible for ensuring that all the basic tra#erse point are in place at the

co%%ence%ent of the contract and if any are %issing$ or appear to ha#e been disturbed$ the

Contractor shall %ake arrange%ents to re-establish these points! ' 6Sur#ey 3ile7 containing

the necessary data will be %ade a#ailable for this purpose! "f in the opinion of the Engineer$

design %odifications of the centre line or grade are ad#isable$ the Engineer will issue detailed

instructions to the Contractor and the Contractor shall perfor% the %odifications in the field$

as required$ and %odify the ground le#els on the cross-sections accordingly as %any ti%es as

required! There will be no separate pay%ent for any sur#ey work perfor%ed by the

Contractor! The cost of these ser#ices shall be considered as being included in the cost of the

ite%s of work in the 2ill of Auantities!

10'.&. The work of setting out shall be dee%ed to be a part of general works

 preparatory to the execution of work and no separate pay%ent shall be %ade for the sa%e!

10'.' )recision auto%atic le#els$ ha#ing a standard de#iation of 4%% per k%$ and

fitted with %icro%eter attach%ent shall be used for all double run le#elling work!!  Setting out

of the road align%ent and %easure%ent of the angles shall be done by using theodolite with

tra#ersing target$ ha#ing an accuracy of one second! easure%ent of distances shall be done

 preferably using precision instru%ents like ,isto%a Setting out of the road align%ent and

%easure%ent of angles and distances shall be done using a total station electronic theodolite

and tra#ersing targets! The theodolite shall ha#e an accuracy of one secondt!

2efore carrying out any sur#ey work the Contractor shall sub%it to the Engineer for 

appro#al a progra%%e and %ethodology for the calibration of all optical and electronic

sur#ey %easure%ent equip%ent to be used on site during construction of the works! The

Contractor will %aintain calibration records for all such equip%ent in his site office$ a#ailable

at all ti%es for inspection by the Engineer!

110. UBLIC UTILITIES

110.1. ,rawings scheduling the effected ser#ices like water pipes$ sewers$ oil

 pipelines$ cables$ gas ducts etc! owned by #arious authorities including )ublic Gndertakings

and Docal 'uthorities included in the Contract ,ocu%ents shall be #erified by the Contractor 

for the accuracy of the infor%ation prior to the co%%ence%ent of any work!

,ata on the locations of abo#e ground ser#ices and approxi%ate locations ofunderground ser#ices was collected during the road sur#ey! This infor%ation is a#ailable atthe E%ployers office in /yderabad! ' nu%ber of these ser#ices ha#e been relocated since thesur#ey was carried out! The infor%ation a#ailable on the location of existing utilities istherefore approxi%ate only and in so%e cases %ay be inaccurate or inco%plete! TheE%ployer accepts no responsibility for and does not guarantee or %ake any representation as

to the accuracy of the infor%ation! The Contractor shall %ake such further enquiries andin#estigations as are required for his own infor%ation!

'ttention is directed to the possible existence of utilities not shown in the 2idding

,ocu%ents$ or at locations or ele#ations different fro% those shown in the ,ocu%ents! The

Contractor shall ascertain the exact location of each utility prior to doing any work that %ay

da%age such utility!

110.2! >otwithstanding the fact that the infor%ation on affected ser#ices %ay not beexhausti#e$ the final position of these ser#ices within the works shall be supposed to ha#e

 been indicated based on the infor%ation furnished by different bodies and to the extent the

 bodies are fa%iliar with the final proposals! The inter%ediate stage of the works are$

howe#er$ unknown at the design stage$ these being dictated by the ContractorHs %ethods of 

working! 'ccordingly$ the ContractorHs progra%%e %ust take into account the period of 

notice and duration of di#ersionary works of each body as gi#en on the ,rawings and the

Contractor %ust also allow for any effect of these ser#ices and alterations upto the &orks and

for arranging regular %eetings with the #arious bodies at the co%%ence%ent of the Contract

and throughout the period of the &orks in order to %aintain the required co-ordination!

,uring the period of the &orks$ the Contractor shall ha#e no obBection if the public utility

 bodies #ary their decisions in the execution of their proposals in ter%s of progra%%e andconstruction$ pro#ided that$ in the opinion of the Engineer$ the Contractor has recei#ed

reasonable notice thereof before the rele#ant alterations are put in hand!

"f any existing or proposed utility conflicts with the location or ele#ation of any ite%of construction shown on the ,rawings$ the Contractor shall notify the Engineer of suchconflict! 'ny #ariation to the work required shall be deter%ined in accordance with theeneral Conditions of Contract!

&here relocations of utilities are noted in the docu%ents as being required to beundertaken during the course of the works$ the Contractor shall allow in its progra%%e forthe period of notice and the duration of the relocations and will allow for any effects of

alterations to these ser#ices upon the works! The Contractor shall ha#e no obBection if the public utility bodies #ary their decision in the execution of their proposals in ter%s of progra%s and construction$ pro#ided that in the opinion of the Engineer$ the Contractor hasrecei#ed reasonable notice thereof!

'll ser#ice utilities requiring relocation will be %o#ed clear of the &orks prior to possession of site being issued to the Contractor! &here$ during the course of the &orks$additional ser#ice relocations are found to be necessary$ the relocations will be carried out bythe rele#ant authority! "n such cases$ the Contractor shall$ after obtaining the appro#al of theEngineer arrange with the rele#ant authority to carry out the relocation work! "n theseinstances the Contractor %ay be required to pro#ide the #arious public utility authorities withthe opportunity to re%o#e$ relocate$ or work on their utilities before the Contractor proceedswith succeeding construction operations! Should the Contractor suffer any delay due to the

%o#ing of any such utilities$ or the operations of any authority controlling such utilities$ theContractor %ay apply to the Engineer for an extension of ti%e in accordance with the eneralConditions of Contract!

&here the ContractorHs %ethod of working results in additional adBust%ents beingdee%ed necessary by any utility authority$ the Contractor shall arrange for and bear all costsand delays in relation to those additional adBust%ents$ notwithstanding that the Engineer %ayha#e appro#ed the %ethod of working!

'ny pipe$ cable$ conduit or other known ser#ice of any nature whatsoe#er which has been da%aged as a result of the Contractors operation shall be repaired and reinstatedforthwith by the Contractor or the authority concerned at the expense of the Contractor and tothe satisfaction of the Engineer!

The Contractor shall conduct its operations so as to interfere as little as possible withthe operations of public utility authorities or their contractors on or near the site! TheE%ployer reser#es the right to per%it public utility authorities and others to work on or nearthe site!

  The Contractor shall arrange regular %eetings with the rele#ant authorities throughout

the period of the works to %aintain the required co-operation! The costs of all co-ordinationwith utility authorities shall be dee%ed to be included in the rates for the ite%s of work 

included in the 2ills of Auantities except as specifically co#ered in Cl!110!<

110.3. >o clearance or alterations to the utility shall be carried out unless specially

ordered by the Engineer!

110.4.  'ny ser#ices affected by the &orks %ust be te%porarily supported by the

Contractor who %ust also take all %easures reasonably required by the #arious bodies to

 protect their ser#ices and property during the progress of the &orks!

110.5. The Contractor %ay be required to carry out certain works for and on behalf of 

the #arious bodies and he shall also pro#ide$ with the prior appro#al of the Engineer $ such

assistance to the #arious bodies as %ay be authorised by the Engineer!

110.#. The work of te%porarily supporting and protecting the public utility ser#ices

during execution of the &orks shall be dee%ed to be part of the Contract and no extra

 pay%ent shall be %ade for the sa%e!

110.%. The Contractor %ay be required to carry out the re%o#al or shifting of certain

ser#ice*utilities on specific orders fro% the Engineer for which pay%ent shall be %ade to

hi%! Such works shall be taken up by the Contractor only after obtaining clearance fro% theEngineer and ensuring adequate safety %easures!

110!<! Mea()re*en+ ,r a*en+

)ay%ent to ser#ice authorities for relocation of ser#ices shall be %ade by theContractor after appro#al by the Engineer and rei%bursed fro% the )ro#isional Su% includedin the 2ill of Auantities!

The Contractor shall be paid the percentage of the cost of the relocation quoted in the2ill of Auantities!

  )ay%ent of su%s expended against the pro#isional su% for relocation of utilities by

ser#ice authorities along with the percentage additions in respect of the ContractorHs

attendance quoted in the 2ill of Auantities will only be %ade when adequate and sufficient

docu%entary e#idence is produced to the Engineer showing that the su%s clai%ed were in

fact properly expended and actually paid by the Contractor!

  110.'. Ra+e

  The percentage quoted in the 2ill of Auantities for the Contractors attendance during

the relocation of utility ser#ices shall be full co%pensation for all costs associated with the

co-ordination of the relocations with the rele#ant authority including rescheduling of the

works as necessary to allow utilities relocation to be undertaken

111. RECAUTIONS FOR SAFEGUARDING T/E ENVIRONMENT

  111.1 .General

The Contractor shall take all precautions for safeguarding the en#iron%ent during the

course of the construction of the works! /e shall abide by all laws$ rules and regulations inforce go#erning pollution and en#iron%ental protection that are applicable in the area where

the works are situated!

'll costs associated with en#iron%ental protection shall be dee%ed to be included inthe rates for the ite%s of work included in the 2ill of Auantities!

The Contractor shall preser#e existing trees$ plants$ and other #egetation that are tore%ain within or adBacent to the works and shall use e#ery precaution necessary to pre#entda%age or inBury thereto! The Contractor shall ensure that no spoil %aterial$ roade%bank%ent pa#e%ent %aterial stockpiled around the base of existing trees!

n co%pletion of the &orks$ all areas disturbed by the ContractorHs constructionacti#ities (such as areas for co%pounds$ %aterial storage$ access and haul roads shall berestored to their original condition$ or as %ay be acceptable to the Engineer! estoration shallinclude ripping$ topsoiling of the area and seeding and planting! The cost of this work shall

 be dee%ed to be included in the rates generally!

  "f so requested by the Engineer$ the Contractor shall on two weeks notice$ %ake a#ailable

site staff of fore%an le#el and abo#e for training in the en#iron%ental aspects of road

construction! The staff to be included in the training shall be chosen by the Engineer! The

training shall be of a %axi%u% of two working days duration and shall be held on the site!

Training will be arranged by the Engineer! The costs of pro#iding personnel for 

en#iron%ental training is dee%ed to be included in the rates generally!

111.2.Brr+( ,r E*an*en+ Cn(+r)+n

2orrowpits shall not be dug in the right-of-way of the road! The stipulations in Clause

+0;!4!4! shall go#ern!

&here borrow %aterial (including subgrade and sub-base is required to co%plete theworks$ details of the location and extraction %ethods of borrow sites shall be sub%itted forthe appro#al of the Engineer! 2orrow areas in forest or sanctuary areas or other locationsdee%ed en#iron%entally sensiti#e by the Engineer shall not be appro#ed! The edges of

 borrow sites shall be no closer than + %etres fro% any fence line or boundary! 'dequate

clearance shall be pro#ided for the construction of catch drains! 2orrow sites shall ha#eadequate drainage outlets unless the rele#ant landowner has agreed that the borrow area is tocreate a per%anent tank or da%! Cut batter slopes shall not be steeper than + to 1 and shall beleft by the Contractor in a tidy and safe condition to the satisfaction of the Engineer! &rittenclearance fro% the land owner*#illage head shall be obtained before lea#ing a site fro% which

 borrow %aterial has been extracted! Copies of such clearances shall be pro#ided to theEngineer!

Site preparation for borrow areas shall be in accordance with Section 401 of thisspecification! Topsoil is to be stripped and stockpiled in accordance with Sub-Clause +01!+!4and replaced and seeded in accordance with Sub-Clause +0<!+!2orrow areas shall be top soiled and seeded i%%ediately after the area is no longer required

for borrow as directed by the Engineer!

The Contractor shall carry out the works in such a %anner that soil erosion is fully

controlled$ and sedi%entation and pollution of natural water courses$ ponds$ tanks and

reser#oirs is a#oided! The stipulations in Clause +09 shall go#ern!

111.5.ll)+n ,r* /+-M8 lan+( an7 Ba+9n: lan+(

2itu%inous hot-%ix and concrete batching plants shall be located sufficiently away

fro% habitation$ agricultural operations or industrial establish%ents! The Contractor shall take

e#ery precaution to reduce the le#els of noise$ #ibration$ dust and e%issions fro% his plant

and shall be fully responsible for any clai%s for da%ages caused to the owners of property$

fields and residences in the #icinity!

  Docations for /ot ix and 2atching plants shall be subBect to the appro#al of the

Engineer! 2atching and /ot ix operations shall be undertaken in accordance with all

current rules and regulations protecting the en#iron%ent!

111.# S)(+ane /a;ar7)( + /eal+9

The Contractor shall not use or generate any %aterial in the works which are

ha?ardous to the health of persons$ ani%als or #egetation! &here it is necessary to use so%e

substances which can cause inBury to the health of workers$ the Contractor shall pro#ide

 protecti#e clothing or appliances to his workers!

The use of any herbicide or other toxic che%ical shall be strictly in accordance with

the %anufacturerHs instructions! The Engineer shall be gi#en at least 9 working days notice

of the proposed use of any herbicide or toxic che%ical!

' register of all herbicides and other toxic che%icals deli#ered to the site$ shall be

kept and %aintained up to date by the Contractor! The register shall include the trade na%e$

 physical properties and characteristics$ che%ical ingredients$ health and safety ha?ard

infor%ation$ safe handling and storage procedures$ and e%ergency and first aid procedures

for the product!

shall pro#ide the Engineer with a copy of the regulations go#erning the safe use of nuclear 

gauges he intends to e%ploy and shall abide by such regulations!

111.&. The Contractor %ust take all reasonable steps to %ini%ise dust nuisance

during the construction of the works! 't the direction of the Engineer$ the Contractor shall pro#ide for the laying of dust palliati#e on$ or the watering of$ the works and of roads$ and

other areas i%%ediately adBacent to the works! The %aterials and %ethods used for dust

control shall be subBect to the appro#al of the Engineer 

111.'. 'll existing highways and roads used by #ehicle of the Contractor or any of his

sub-contractors or suppliers of %aterials or plant$ and si%ilarly any new roads$ which are

 part of the works and which are being used by traffic$ shall be kept clean of all dust*%ud or 

other extraneous %aterials dropped by the said #ehicles or their tyres! Si%ilarly$ all

dust*%ud or other extraneous %aterials fro% the works spreading on these highways shall be

i%%ediately cleared by the Contractor!

111.10. Clearance shall be effected i%%ediately by %anual sweeping and re%o#al of 

debris$ or$ if so directed by the Engineer$ by %echanical sweeping and clearing equip%ent$

and all dust$ %ud and other debris shall be re%o#ed entirely fro% the road surface!

'dditionally$ if so directed by the Engineer$ the road surface shall be hosed or watered using

suitable equip%ent

111.11 'ny structural da%age caused to the existing roads by the ContractorHs

construction equip%ent shall be %ade good without any extra cost!

111.12  Co%pliance with the foregoing will not relie#e the Contractor of any

responsibility for co%plying with the require%ents of any /ighway 'uthority in respect of 

the roads used by hi%! The costs of co%pliance with Clause 111 shall be dee%ed to be

included in the rates for ite%s included in the 2ill of Auantities!

111!1+ The Contractors attention is drawn to the ,ischarge Standards pro%ulgated

under the En#iron%ent )rotection 'ct$ 18<9$ and the Contractors responsibility to adhere to

these li%its! 'll waste arising fro% the proBect is to be disposed of in a %anner which is

acceptable to the State )ollution Control 2oard and the Engineer!

111.14 The Contractor shall plan and execute the work so as to %ini%ise the

 possibility of pollution of areas adBoining the construction area$ fro% conta%inants such as petroleu% products$ trade waste$ garbage and other noxious substances! "%per#ious bunds

shall be constructed around all fuel$ oil and liquid %aterials storage areas large enough to

contain at least 140I of the storage #olu%e!

,rainage of the ponded areas shall be pro#ided with lockable gate #al#es! The gate

#al#es shall re%ain closed and locked at all ti%es except during the controlled re%o#al of

stor%water fro% the ponded area! The #al#es shall be %anned at all ti%es while they are

unlocked and*or open!

112.ARRANGEMENT FOR TRAFFIC

112.1. General

The Contractor shall at all ti%es carry out work on the highway in a %anner creating

least interference to the flow of traffic while consistent with the satisfactory execution of the

sa%e! 3or all works in#ol#ing i%pro#e%ents to the existing highway$ the Contractor shall$ in

accordance with the directi#es of the Engineer$ pro#ide and %aintain$ during execution of thework$ a passage for traffic either along a part of the existing carriageway under i%pro#e%ent$

or along a te%porary di#ersion constructed close to the highway! The Contractor shall take

 prior appro#al of the Engineer regarding traffic arrange%ents during construction!

3our weeks before undertaking work which would in#ol#e any obstruction whatsoe#er to

traffic the Contractor shall sub%it$ for the Engineers appro#al$ a Traffic Control )lan!

The plan shall include.

i! Typical drawings for te%porary di#ersions in accordance with Sub-Clause 114!+

ii! Typical details of arrange%ents for construction under traffic including details oftraffic arrange%ents proposed to be in place after the cessation of work each day!

Special consideration shall be gi#en in the preparation of the Traffic Control )lan to

the safety of pedestrians and workers and delineation of the roadway at night!

The %ini%u% require%ents for traffic control are shown in the ,rawings! 'lternati#e

arrange%ents %ay be used subBect to the appro#al of the Engineer!

  Te%porary di#ersions will be constructed only with the appro#al of the Engineer and

will generally only be constructed at bridge sites where new bridges are to be located on the

existing road align%ent! oad works shall generally be constructed under traffic!

3or widening*strengthening existing carriageway where part width of the existing

carriageway is proposed to be used for passage of traffic$ treated shoulders shall be pro#ided

on the side on which work is not in progress! The treat%ent to the shoulder shall consist of 

 pro#iding atleast 1;0 %% thick granular base course co#ered with bitu%inous surface

dressing in a width of atleast 1!; % and the surface shall be %aintained throughout the period

during which traffic uses the sa%e to the satisfaction of the Engineer! The continuous lengthin which such work shall be carried out$ would be li%ited nor%ally to ;00 % at a place!

/owe#er$ where work is allowed by the Engineer in longer stretches passing places atleast

40% long with additional pa#ed width of 4!; % shall be pro#ided at e#ery 0!; k% inter#al!

  "n case of widening existing two-lane to four-lane$ the additional two lanes would be

constructed first and the traffic di#erted to it and only thereafter the required treat%ent to the

existing carriageway would be carried out! /owe#er$ in case where on the request of the

Contractor$ work on existing two-lane carriageway is allowed by the Engineer with traffic

using part of the existing carriageway$ stipulations as in para abo#e shall apply!

'fter obtaining per%ission of the Engineer$ the treated shoulder shall be dis%antled$the debris disposed of and the area cleared as per the direction of the Engineer!

  The use of the co%pleted &orks or part of the &orks in pro#iding for traffic shall not be considered as full opening to traffic and shall not be a reason for issuing of a Certificate of)ractical Co%pletion for the section so used!

"n stretches where it is not possible to pass the traffic on part width of the

carriageway$ a te%porary di#ersion shall be constructed with = % carriageway and 4!; %

earthen shoulders on each side (total width of roadway 14 % with the following pro#ision

for road crust in the = % width.

  The wearing surface of di#ersions shall be bitu%inous and shall be fir%$ e#en and

skid resistant under all weather conditions and shall be designed to re%ain sound during use!

The wearing surface width shall extend across the full width of the traffic lanes! The wearing

surface shall be carried onto any existing connecting roadway so as to finish square to the

existing roadway centerline!

  ,i#ersions shall be constructed in accordance with the technical require%ents of theSpecification )arts for.

  Gnless otherwise appro#ed by the Engineer$ sections of existing roadway or bridges being replaced shall not be disturbed for at least two days after opening a di#ersion in casefailure of the di#ersion occurs and there is a need to redirect traffic back onto the existing

roadway! The need to redirect traffic shall be deter%ined by the Engineer! The costsassociated with the redirection of traffic back onto the existing roadway shall be borne by theContractor!

  Gpon co%pletion of the &ork the di#ersion arrange%ents shall be re%o#ed and thearea restored to a condition equi#alent to that which existed prior to the co%%ence%ent ofthe work!7

112.4 Tra,, Sa,e+ an7 Cn+rl

The Contractor shall take all necessary %easures for the safety of traffic during

construction and pro#ide$ erect  and %aintain such barricades$ including signs$ %arkings$

flags$ lights and flag%en as %ay be required by the Engineer for the infor%ation and protection of traffic approaching or passing through the section of the highway under 

i%pro#e%ent ! 2efore taking up any construction$ an agreed phased progra%%e for the

di#ersion of traffic on the highway shall be drawn up in consultation with the Engineer!

 

The barricades erected on either side of the carriageway*portion of the carriageway

closed to traffic$ shall be of strong design to resist #iolation$ and painted with alternate black 

and white stripes! ed lanterns or warning lights of si%ilar type shall be %ounted on the

 barricades at night and kept lit throughout fro% sunset to sunrise!

't the points where traffic is to de#iate fro% its nor%al path (whether on

te%porary di#ersion or part width of the carriageway the channel for traffic shall be clearly

%arked with the aid of pa#e%ent %arkings$ painted dru%s or a si%ilar de#ice to the

directions of the Engineer! 't night$ the passage shall be delineated with lanterns or other 

suitable light source!

ne-way traffic operation shall be established whene#er the traffic is to be passed o#er 

 part of the carriageway inadequate for two-lane traffic! This shall be done with the help of 

te%porary traffic signals or flag%en kept positioned on opposite sides during all hours! 3or 

regulation of traffic$ the flag%en shall be equipped with red and green flags and

lanterns*lights!

n both sides$ suitable regulatory*warning signs as appro#ed by the Engineer shall be

installed for the guidance of road users! n each approach$ at least two signs shall be put up$

one close to the point where transition of carriageway begins and the other 140 % away! The

signs shall be of appro#ed design and of refectory type$ if so directed by the Engineer!

112.5. Man+enane , D<er(n( an7 Tra,, Cn+rl De<e(

Signs$ lights$ barriers and other traffic control de#ices$ as well as the riding surface of 

di#ersions shall be %aintained in a satisfactory condition till such ti%e they are required as

directed by the Engineer! The te%porary tra#elled way shall be kept free of dust by frequent

applications of water$ if necessary!

  The Construction of te%porary di#ersions$ including te%porary cross drainagestructures and flood protection as described in Sub-Clause 114!+ shall be %easured on alinear %etre basis for each di#ersion required! The length of the di#ersion shall be taken asthe length along the di#ersion centre line fro% where the centre line of the di#ersion lea#esthe edge of the bitu%en surface of the existing road to the point where it returns to the edge

of the bitu%en surface of the existing road! The rate shall be full co%pensation forconstruction (including supply of %aterial$ labour$ tools etc! %aintenance$ final dis%antlingand disposal! "f the Contractor fails to carry out %aintenance of a di#ersion to the satisfactionof the Engineer$ liquidated da%ages shall be applied at the rate of s 400$000 per %onth perdi#ersion! Diquidated da%ages shall be applied pro-rata in the case where %aintenance is notto the satisfaction of the Engineer for part of a %onth!

  Gpon co%pletion of construction of each di#ersion to the Engineers satisfaction$ the

Contractor shall be paid 90I of the rate per %etre for the length of the di#ersion shown in the

2ill of Auantities! The re%aining 50I shall be paid upon re%o#al and disposal of the

di#ersion and reinstate%ent of the area to its original condition to the satisfaction of the

Engineer!

  't all ti%es$ the Contractor shall pro#ide safe and con#enient passage for #ehicles pedestrians and stock to and fro% side roads and property accesses connecting to theroadway! &ork which affects the use of side roads and existing accesses shall not beundertaken without pro#iding adequate pro#isions to the prior satisfaction of the Engineer!

taken and the decision of the Engineer in this regard shall be taken as final! ,istances upto

and including 100 % shall be %easured in units of ;0 %$ exceeding 100 % but not exceeding

1 k% in units of 100 % and exceeding 1 k% in units of ;00 %$the half and greater than half of 

the unit shall be reckoned as one and less than half of the unit ignored! "n this regard$ the

source of the %aterial shall be di#ided into suitable blocks and for each block$ the distance

fro% the centre of the block to the centre of placing pertaining to that block shall be taken as

the lead distance!

  )ay%ent shall not be paid for haulage of %aterials required under the contract except

as specifically stated in this specification! The rates in the 2ill of Auantities are dee%ed toinclude the costs of haulage fro% source of supply to the site for all %aterials required for the

The finished thickness of sub-base$ base and bitu%inous courses to be paid on #olu%e basis shall be co%puted in the following %anner.

De#els shall be taken before and after construction$ at grid of points 10 % centre to

centre longitudinally in straight reaches but ; % at cur#es! >or%ally$ on two-lane roads$ the

le#els shall be taken at four positions trans#ersely$ at 0!=; and 4!=; % fro% either edge of the

carriageway and on single lane roads$ these shall be taken at two positions trans#ersely$

 being at 1!4; % fro% either edge of carriageway! 3or %ulti-lane roads$ le#els shall be taken at

two positions trans#ersely for each lane at locations specified by the Engineer!

 

Suitable references for the trans#erse grid lines should be left in the for% of 

e%bedded bricks on either ends or by other %eans so that it is possible to locate the grid points for le#el %easure%ents after each successi#e course is laid!

3or pa#e%ent courses laid only o#er widening portions$ atleast one line of le#els shall

 be taken on each strip of widening$ or %ore depending on the width of widening as decided

 by the Engineer!

 >otwithstanding the abo#e$ the %easure%ents %ay be taken at closer inter#als also$ if 

so desired by the Engineer$ the need for which %ay arise particularly in the case of esti%ation

of the #olu%e of the %aterial for profile correcti#e course (le#elling course! The a#erage

thickness of the pa#e%ent course in any area shall be the arith%etic %ean of the difference of 

le#els before and after construction at all the grid points falling in that area$ pro#ided that the

thickness of finished work shall be li%ited to those shown on the drawings or appro#ed by

the Engineer in writing!

's supple%ent to le#el %easure%ents$ the Engineer shall ha#e the option to take

cores*%ake holes to check the depth of construction! The holes %ade and the portions cut for 

taking cores shall be %ade good by the Contractor by laying fresh %ix*%aterial including

co%pacting as required at no extra cost i%%ediately after the %easure%ents are recorded!

113.4. C9en: , a<e*en+ T9ne(( ,r a*en+ n Area Ba((

&here pay%ent for any bitu%inous course in Section ;00 is allowed to be %ade on

area basis$ the Engineer %ay ha#e its thickness checked with the help of a suitable

 penetration gauge at regular inter#als or other %eans as he %ay decide!

113.5. Mea()re*en+ , B+)*n)( C)r(e( ,r a*en+ n !e:9+ Ba((

)lant-%ixed bitu%inous %aterials for pa#e%ent courses where designated to be paid

on weight basis shall be weighed on accurate scales appro#ed by the Engineer! 'ppro#ed

scales shall %ean scales that are of si?e$ capacity$ kind and type suitable for the weighing to

 be done$ and these shall be properly and adequately installed and %aintained! )rior to the useof the scales and as frequently thereafter as the Engineer %ay dee% necessary to ensure

accuracy$ the scales shall be checked and appro#ed by the Engineer$ or the Engineer %ay

direct the Contractor to ha#e the scales checked by other co%petent agency at the cost of the

Contractor!

 

Docation of the scales shall be as designated by the Engineer! Trucks used for hauling

the %aterial to be weighed shall be weighed e%pty daily at such ti%es as the Engineer directs$ and each truck shall bear a plainly legible identification %ark!

  3or %aterials specified to be %easured by weight$ the Engineer will ha#e the option to

%ake %easure%ents of the finished work by #olu%e in accordance with Clause 11+!+ and

such #olu%es shall be con#erted into weight for pay%ent purposes! The factor for con#ersion

fro% #olu%e %easure%ent to weight %easure%ent shall be co%puted fro% the representati#e

density of the co%pacted %aterial at site deter%ined at locations appro#ed by the Engineer!

  'll bitu%inous surfacing shall be paid on an area or #olu%e basis in accordance with

Sub-Clauses 11+!+ and 11+!5!

114. SCOE OF RATES FOR DIFFERENT ITEMS OF !OR" 

114.1.  3or ite% rate contracts$ the contract unit rates for different ite%s of work shall

 be pay%ent in full for co%pleting the work to the require%ents of the Specifications

including full co%pensation for all the operations detailed in the rele#ant sections of these

Specifications under Aates@! "n the absence of any directions to the contrary$ the rates are

to be considered as the full inclusi#e rate for finished work co#ering all labour$ %aterials$

wastage$ te%porary work$ plant$ equip%ent$ o#er-head charges and profit as well as the

general liabilities$ obligations$ insurance and risks arising out of eneral Conditions of 

Contract!

114.2. The ite% rates quoted by the Contractor shall$ unless otherwise specified$ also

include co%pliance with*supply of the following .

i eneral work such as setting out$ clearance of site before setting out and clearance

of works after co%pletion

ii ' detailed progra%%e for the construction and co%pletion of the work (using

C)*)ET techniques gi#ing$ in addition to the construction acti#ities$ detailed

network acti#ities for the sub%ission and appro#al of %aterials$ procure%ent of critical %aterials and equip%ent$ fabrication of special products*equip%ent

and their installation and testing and for all acti#ities of the E%ployer that are likely

to affect the progress of work$ etc!$ including updating of all such acti#ities on

the basis of the decisions taken at the periodic site re#iew %eetings or as directed by

the Engineer

iii Sa%ples of #arious %aterials proposed to be used on the &ork for conducting tests

thereon as required as per the pro#isions of the Contract

i# ,esign of %ixes as per the rele#ant Clauses of the Specifications gi#ing proportions of

 progra%%e for the co%pletion of work accordingly and no clai% or co%pensation due to any

reason whatsoe#er will be entertained on the account! The E%ployer will be inde%nified by

the Contractor for any clai%s fro% other agencies on this account!

 be sub%itted by the Contractor at no extra cost!

11'. USE OF SURFACES B> CONSTRUCTION TRAFFIC

11'.1! rdinarily$ no construction traffic shall be allowed on pa#e%ent under 

construction unless authorised by the Engineer! E#en in that case the load and intensity of 

construction traffic should be so regulated that no da%age is caused to the subgrade or 

 pa#e%ent layers already constructed! &here necessary$ ser#ice roads shall be constructed for 

this purpose and the sa%e shall be considered as incidental to the work !

11'.2. The wheels or tracks of plant %o#ing o#er the #arious pa#e%ent courses shall

 be kept free of deleterious %aterials!

11'.3.2itu%inous base course shall be kept clean and unconta%inated as long as the

sa%e re%ains unco#ered by a wearing course or surface treat%ent! The only traffic per%itted

access to the base course shall be that engaged in laying and co%pacting the wearing course

or that engaged on such surface treat%ent where the base-course is to be blinded and*or 

surface dressed! Should the base course or track coat on the base course beco%e

conta%inated$ the Contractor shall %ake good by clearing it to the satisfaction of the

Engineer$ and if this is i%practicable$ by re%o#ing the layer and replacing it to Specification

without any extra cost!

caused by the ContractorHs construction traffic shall be repaired at the ContractorHs expense

thereof shall be debited to the Contractor =s account for the period of delay!

 be on %aintenance %onths and shall be %ade on co%pletion of satisfactory %aintenance

"f at any stage$ the Contractor fails to carry out the required %aintenance

The Contract unit rate for constructing and pro#iding the site office acco%%odation

%entioned under Clause 140!4! The contract rate for construction of the site office shall

include the preparation of working drawings and Specifications for sub%ission to the

Engineer for appro#al and the supply of all furniture and equip%ent listed in Table 100-4!

The Contract unit rate for %aintenance shall include expenses towards all ite%s of

The work co#ers the pro#ision and %aintenance of an adequately equipped field

laboratory as required for site control on the quality of %aterials and the works!

  The Contractor shall not pro#ide a field laboratory for the Engineer as part of this

Contract!

121.2. De(r+n

  The Contractor shall arrange to pro#ide fully furnished and adequately equipped field

laboratory constructed as shown in drawings! The field laboratory shall preferably be located

adBacent to the site office of the Engineer and pro#ided with a%enities like water supply$

electric supply etc! as for the site office of the Engineer in Clause 140!4!

  The floor space require%ent for the field laboratory shall be as indicated in the

drawing! "t shall include office space for the aterials Engineers$ one fro% the Contractor =s

side and another fro% the Engineer =s side and a store for the storage of sa%ples! The

re%aining space shall be pro#ided for the installation of equip%ent$ laboratory tables and

cupboards$ working space for carrying out #arious laboratory tests$ besides a wash basin$

toilet facility and a curing tank for the curing of sa%ples$ around 5% x 4% x 1% in si?e and a

fu%e cha%ber! The furnishing in each of two offices of the aterials Engineers shall be as

 pro#ided for the Site Engineer in Table 100-4! &ooden*concrete working table with a

  122 SITE CABINS FOR ENGINEER AND OT/ER SUERVISOR>STAFF

122.1 General

  The work co#ers the construction and pro#ision of furnished %obile site cabins for the

sole use super#isory staff of the Engineer!

  The site cabin shall be placed within the road reser#e in locations appro#ed by the

Engineer!

  obile cabins shall be constructed of ti%ber$ asbestos or other appro#ed %aterials!They shall ha#e double walls filled with insulating %aterial and be lined on the inside with

ti%ber or other appro#ed %aterial!

  Site cabins shall be painted in an appro#ed paint and the paint work shall be

%aintained during the contract period!

  Site cabins shall be constructed in accordance with the drawing in 'ppendix '! The

clear height between the floor and ceiling shall be 4!5% %ini%u%! 'll windows shall be of

the type that can open o#er the full window area! 'll windows are to be %osquito proofed!

  obile site cabins shall ha#e a floor area of not less than 14 %4  and shall be fitted

with a bench type working top as shown in the drawings with suitable shel#es and cupboards

 pro#ided beneath! The structure shall be strong$ durable and weather proof$ shall be

adequately insulated against heat @ cold and shall ha#e pro#ision for through #entilation!

Each door shall be fitted with a lock ha#ing two keys!

  Site cabins shall be constructed such that they are easily transported fro% place to

 place within the site! The Contractor shall sub%it proposed design for the site cabins to the

Engineer for appro#al before co%%ence%ent of construction!

  122.2. Mea()re*en+( ,r a*en+

  The pro#ision of site cabins shall be %easured as the nu%ber of site cabins supplied to

the site! The rate shall include for the pro#ision of acco%%odation as specified including

roof$ walls$ floor$ windows and gla?ing$ furniture$ doors with locks and fittings$ painting$

%aintenance$ ser#icing$ relocation when requested by the Engineer and re%o#al when no

longer required! The site cabins shall re%ain the property of the Contractor at the co%pletion

of the work!

Gpon pro#ision of each site cabin on the site in a location satisfactory to the Engineer$ the

Contractor shall be paid 90I of the rate tendered! The re%aining 50I shall be paid upon

re%o#al fro% the site of the site cabin! The costs of relocating the cabins within the site

during the construction of the works as required by the Engineer are dee%ed to be included inthe rate for pro#ision of site cabins!

The Contractor shall arrange to obtain all necessary statutory appro#als fro% #arious

123.4 Man+enane

The Contractor shall arrange to %aintain the entire wireless syste% including the

%obile and base trans-recei#ers and all accessories until the issue of the Taking #er 

Certificate for the co%plete work! /e shall replace any Trans-recei#er or accessory which

goes out of order$ at his own cost and pro#ide all necessary spares and attend to all repairsnecessary for keeping the co%plete syste% in satisfactory working condition! n issue of the

Taking #er Certificate after obtaining clearance fro% the Engineer$ the Contractor shall

dis%antle the co%plete wireless syste% and hand o#er to the Engineer!

14+!;  Mea()re*en+ ,r a*en+

The %easure%ent for supply and installation of wireless syste% shall be on lu%psu%

 basis for the co%plete syste% as described in the preceding paras!

"f the Contractor fails to co%%ission and hand o#er the co%plete wireless syste% in

the stipulated ti%e$ an a%ount of s! 10$000 ;0$000 per %onth or part thereof shall be debitedto the Contractor =s account!

The %easure%ent for %aintenance of the wireless syste% shall be on %aintenance

%onths and shall be %ade on co%pletion of satisfactory %aintenance e#ery %onth! "f the

Contractor fails to carry out the required %aintenance as directed by the Engineer at any stage

of work$ an a%ount of s! ;000 per %onth or part thereof shall be debited to the Contractor!

"n addition$ the %onth*%onths during which the Contractor fails to carry out the required

%aintenance shall not be %easured for the pay%ent! "f the Contract works are not co%pleted

within the stipulated period or within granted extended ti%e of co%pletion$ the %aintenance

of wireless syste% in accordance with Clause 14+!5 shall be carried out by the Contractor at

his own cost and as such$ no pay%ent shall be %ade for the sa%e! "n case of any failure by

the Contractor to do so$ an a%ount of s! <000 per %onth or part thereof shall be debited to

the Contractor =s account!

123.#. Ra+e(

The Contractor unit rate for the supply and installation of wireless syste% shall co#er 

all the expenses towards the supply of all necessary ite%s and expenses towards obtaining

statutory appro#als and operating frequency$ erection$ co%%issioning and handing o#er$

guarantee for replace%ent of the trans-recei#er*trans-recei#ers (which are found defecti#e

during the currency of the Contract and all other incidentals!

The Contract unit rate for the %aintenance of wireless syste% shall be pay%ent in full

for carrying out periodic ser#icing and checking of the syste%$ replace%ent of co%ponents$

attending to all necessary repair$ pay%ent of taxes$ if any$ and other incidentals to keep the

co%plete syste% in satisfactory working condition!

The passenger cars shall be petrol or diesel dri#en and %ay be '%bassador or 

equi#alent ha#ing cylinder capacity of %ini%u% 1500cc! The hard top Beeps shall be 5 &

  The passenger cars shall be petrol*diesel dri#en$ '%bassador cars ha#ing cylinder 

capacity of %ini%u% 1500 cc for senior personnel of the Engineer and )roBect ,irector of the

E%ployer! The hard top Beeps shall be 5 &heel dri#e aruti ypsy %odel > 510 for other 

 personnel of the Engineer and other staff of the E%ployer! The %otorcycles shall be Oa%aha

100 cc! The nu%ber of #ehicles to be pro#ided by the contractor shall be decided by the

Engineer*E%ployer at #arious ti%es$ out of the total pro#ision in the bill of quantities and

indicated in writing!

The Contractor shall pro#ide within one %onth fro% the date of order by the Engineer$

#ehicles as indicated abo#e! The #ehicles shall be pro#ided and %aintained until issue of the

Taking #er Certificate for the co%plete work! "nitially$ new #ehicles shall be pro#ided! "n

case of #ehicles of "ndian %ake$ a #ehicle shall replaced with a new #ehicle after a %axi%u%

run of =;$ 000 k% or two years whiche#er is earlier! "n case of #ehicles of foreign %ake

appro#ed by the Engineer$ the #ehicle shall be replaced with a new #ehicle after a %axi%u%

run of 1$00$000k% or three years whiche#er is earlier! 'll necessary taxes for operating the

#ehicles shall be fully paid and all necessary papers shall be pro#ided as required by

 pre#ailing otor Kehicles 'ct with co%prehensi#e insurance co#er for the #ehicles! The

#ehicles shall be pro#ided day and night as required by the Engineer! The Contractor shall

also %ake a#ailable dri#ers ha#ing #alid licence at such ti%es and for such duration as

instructed by the Engineer!

124.3. Man+enane

The #ehicles shall be %aintained in a s%ooth running condition! 'll expenses required

for keeping the #ehicles in s%ooth running condition such as fuel$ lubrication oil and other 

consu%ables$ necessary ser#ice and %aintenance$ dri#ers$ repairs and replace%ent etc! are to

 be %et by the Contractor! "n the e#ent of any #ehicle being off the road for %aintenance or on

account of breakdown$ the Contractor shall pro#ide substitute #ehicle(s i%%ediately! "f the

Contractor at any ti%e fails to pro#ide #ehicle(s or substitute #ehicle(s as specified abo#e$

an a%ount of s! ;00 per day or part thereof for each #ehicle (that the Contractor failed to

 pro#ide shall be debited to the Contractor =s account! 'lso the nu%ber of days for which the

#ehicle(s were not pro#ided shall not be included for pay%ent!

"f the Contract &orks are not co%pleted within the stipulated period or within the

granted extended ti%e of co%pletion$ pro#ision and %aintenance of #ehicles in accordance

with Clause 145!1 through 145!5 shall be carried out by the Contractor at his own cost and no

 pay%ent shall be %ade for the sa%e! "n case of any failure by the Contractor to do so$ an

a%ount of s! =00 per day or part thereof per #ehicle shall be debited to the Contractor =s

account!

124.4. !+97raal , Ve9le(

The Contractor shall withdraw particular #ehicle*#ehicles for the non-use by the

Engineer if so directed by the Engineer! "n such cases the instructions for non-use of #ehicle

shall be gi#en in writing 1; days in ad#ance and the withdrawal of #ehicles shall not be for a

 period of less than 1; days continuously at a ti%e!

  The Contractor shall withdraw particular #ehicle*#ehicles if so directed by the

Engineer! "n such cases the require%ent for withdrawal of a #ehicle shall be gi#en in writing

1; days in ad#ance and the withdrawal of #ehicles shall not be for a period of less than 1;days continuously at a ti%e!

124.5. Mea()re*en+( ,r a*en+

The pay%ent for pro#iding and %aintaining #ehicles shall be on #ehicle day basis for 

actual nu%ber of days the #ehicles were pro#ided in satisfactory working order! >o pay%ent

shall be %ade for the period of withdrawal as per Clause 145!5 irrespecti#e of the fact

whether #ehicle was a#ailable or not! "te%s for pay%ent shall be a cars and Beeps and b

%otorcycles!

124.# Ra+e(

The Contract unit rate for pro#iding and %aintaining #ehicles for Engineer and

E%ployer shall include all expenses towards pro#iding and keeping the #ehicles in s%ooth

running condition including taxes etc!$ %entioned in preceding paras!

125 SUL> OF COLOUR RECORD /OTOGRA/S AND ALBUMS

125.1. Se

The work co#ers the supply of photographs$ negati#es and albu%s to ser#e as a

 per%anent record of #arious stages*facets of the work needed for an authentic docu%entation

as appro#ed by the Engineer!

125.2. De(r+n 

The Contractor shall arrange to take colour photographs at #arious stages*facets of the

work including interesting and no#el features of the work as desired by the Engineer! The

 photographs shall be of acceptable quality and they shall be taken by a professionally

co%petent photographer with ca%era ha#ing the facility to record the date of photographstaken in the prints and negati#e! The Contractor shall supply two colour prints of each of the

Supply of two copies of colour record photographs %ounted in the albu%s and the

negati#e thereof shall be %easured in nu%ber of record photographs supplied!

Supply of additional prints of colour record photographs shall be %easured in nu%ber 

of additional prints supplied!

125.4. Ra+e 

The rate for the supply of record photograph shall include the cost of taking the

 photographs$ de#eloping and obtaining colour prints$ cost of albu%$ %ounting of photographs

and captioning the sa%e etc!

The rate for additional colour prints shall si%ilarly include all costs incurred!

The photographs and %aterials including negati#es shall for% a part of the records of 

the ,epart%ent and the prints of the sa%e cannot be supplied to anybody else or published

without the written per%ission of the ,epart%ent!

12#. SUL> OF VIDEO CASSETTES

12#.1. De(r+n

The work consists of taking #ideo fil%s of i%portant acti#ities of the work as directed

 by the Engineer during the currency of the proBect and editing the% to a #ideo fil% of playing

ti%e not less than 90 %inutes and upto 1<0 %inutes as directed by the Engineer! "t shall

contain narration of the acti#ities in English by a co%petent narrator! The edition of the #ideo

fil% and the script for narration shall be as appro#ed by the Engineer! The #ideo cassettes

shall be of acceptable quality and the fil% shall be capable of producing colour pictures !

12#.2. Mea()re*en+ ,r a*en+

The %easure%ent shall be by nu%ber of sets of edited %aster cassettes each with four 

copies thereof!

12#.3. Ra+e(

The contract unit rate shall include all expenses for %aking #ideo fil%s with the help

of a professionally co%petent photographer$ editing$ narration and supplying the final edited

%aster cassette alongwith four copies thereof!

CLAUSE 12% RAIL!A> BRIDGES

12%.1  "f a railway bridge is to be constructed as part of the contract$ a representati#e of the

South Central ailway hereinafter referred to as ailway ,epart%ent shall be a#ailable on site

 periodically during the construction of the bridge!

  The Contractor shall liaise with the ailway ,epart%ent representati#es during the

construction to ensure that.

(i rail traffic is not affected by the construction of the &orks and

(ii suitable safety precautions for rail traffic and construction staff are taken in the

#icinity of the railway!

  The cost of liaison with the ailway ,epart%ent is dee%ed to be included in the ratesin the 2ill of Auantities!

12%.2  The Contractor shall$ six weeks before co%%ence%ent of construction of the bridge$

 pro#ide to the Engineer the following construction details for the bridge.

(i detailed construction %ethodology to allow construction to take place without

disruption to rail traffic

(ii detailed design of shuttering$ centering and scaffolding proposed for

construction of the superstructure

(iii detailed construction progra%

  The Engineer shall respond to the ContractorHs construction proposals within one

%onth of receipt of the proposals!

12%.3  The cost of liaison with the ailway ,epart%ent and the cost of any delay while the

ailway ,epart%ent carries out any work associated with the construction of the 2*G2

is dee%ed to be included in the rates in the 2ill of Auantities!
