Future JPO and Accident Investigation Communication Improvement
JPO
Service/PartnerAirworthiness
(AW) Authorities
Three Phased Approach:1. Establish guidelines to allow tech data to
flow from field to JPO/AW when incident occurs- Late October
2. Must update MOU/MOAs with relevant agencies to document processes with formal agreements- End of calendar year
3. Author Decision Memorandum with Partners to cover possible Partner incidents- End of calendar year
Must give decision makers technical data to insure fleet aircraft safety while protecting integrity of the safety investigation board
Interim Safety Board/Safety Investigation

Overview• LRIP 5 – 32 A/C (All DD250’d)
• LRIP 6 – 36 A/C (15 in Major Assembly, 21 in Flight & Ground Ops)
• LRIP 7 – 35 aircraft (25 in Component Assembly, 10 in Major Assembly)
• LRIP 8 – 43 aircraft (29 in Component Assembly)
Issues• LRIP 5 deliveries were ~3 months late to contract
◦ Primary driver: TR1 ICP hardware shortage◦ Last LRIP 5 delivery completed 26 Sept 14
• LRIP 6 deliveries (late to contract) but 1 month early to warfighter◦ Final assembly parts shortages (2 mos), 3i S/W delay (3 mos)◦ LRIP 6 is currently expected to start deliveries in late Oct 14◦ 18 F-35A’s in LRIP 6
- 14 to Luke AFB and 4 to Nellis AFB• LRIP 8 contract award in mid Nov 14
◦ Handshake completed◦ 19 F-35A’s (Hill AFB, Luke AFB, Nellis AFB)◦ Includes $60M warranty for F-35B bulkhead deficiencies

• Enterprise understands timing of F-35 and B61-12 and are in sync with criticality of DCA
• Exploring options to begin F-35 flights in 2015 to inform Bomb Assembly Baseline Design Review (2nd Qtr CY16) and Tail Kit Assembly Critical Design Review (1st Qtr CY16)
• OSD AT&L directed the Air Force to add funding in the FY17 POM◦ SAF/AQ to close with AF/A8 on the minimum funding profile◦ Funding required from USAF and cannot be absorbed by already allocated JPO resources◦ Effort is not early to need; staffers need to see Department/Service commitment to fund

Path to 60% AVA◦ JPO established Readiness Cell and JPO/LM the Sustainment Improvement Project Review Team with a shared
goal to enable the F-35 to reach 60% AVA or greater across all variants by end of Calendar year 2014◦ Based on what we know today, we expect 50-55% AVA by end of CY14◦ Upcoming challenges of Depot mods for USMC IOC may delay achievement of 60% AVA until Jul 15

• Canada swaps 4 LRIP 7 aircraft in CY15; payback with LRIP 9 aircraft
• Progress to date:◦ AF concurred 4 aircraft swap is executable with 2 caveats:
- USAF F-35 IOC remains on schedule – “No flex left”- If other partners make similar request, it would be difficult to accommodate
• Next Steps:◦ Canada needs to deliver Letter of Intent with updated beddown plan to F-35 PEO
- ECD mid-November◦ Congressional Notification letter being staffed through JPO
- ECD late-November
