The Second Amendment refers to “a well-regulated militia.”The right of the people to form citizen militias was unquestioned by the Founders. A. The Federalist Papers, No. 28: Alexander Hamilton expressed that when a government betrays the people by amassing too much power and becoming tyrannical, the people have no choice but to exercise their original right of self-defense — to fight the government.[Halbrook, p. 67]B. The Federalist Papers, No. 29: Alexander Hamilton explained that an armed citizenry was the best and only real defense against a standing army becoming large and oppressive. [Halbrook, p. 67]

To our Founders, the ‘militia’ meant the whole body of the people, as noted by Richard Lee in 1787. “A militia when properly formed are in fact the people themselves … and include …all men capable of bearing arms.”

C. The Federalist Papers, No. 46: James Madison contended that ultimate authority resides in the people, and that if the federal government got too powerful and overstepped its authority, then the people would develop plans of resistance and resort to arms. [Halbrook, p. 67]D. There was no National Guard, and the Founders opposed anything but a very small national military. The phrase “well-regulated” means well-trained and disciplined — not “regulated” as we understand that term in the modern sense of bureaucratic regulation. [This meaning still can be found in the unabridged Oxford English Dictionary, 2d ed. 1989, Vol 13, p. 524, and Vol 20. p. 138.]

E. The Federalists promised that state governments and citizen militias would exist to make sure the federal military

never became large or oppressive. To say that the National Guard replaces the notion of the militia runs contrary to what the Founders said and wrote.

F. The Third Amendment: Expressly restrains the federal government from building a standing army and infiltrating it among the people ...and at the people’s expense ... in times of peace. The Third Amendment runs against the idea of a permanent standing army or federalized National Guard in principle, if not by its words

DC banned guns in 1976. Homicide rate has tripled.

California banned a list of guns in 1989. Homicide rate jumped 44% above the rest of the nation.

• According to the demographic and geographic profile of the most violent crimes, the vast majority of perpetrators who murder with guns are associated with gangs and drug cartels which thrive in urban welfare zones.

• There were more than 500 murders in Obama’s hometown of Chicago in 2011 – a city with the most restrictive gun laws in the nation. Most were tied to gangs and drugs.

Since the handgun ban took effect, the number of murders in Chicago committed using handguns has been 40% higher than before the ban, and has spiked even higher in recent years. The gun ban actually served to cause an increase in violent crime.

• Since 1991 when violent crime peaked in the U.S. 24 states adopted ‘shall issue’ laws; other federal state and local gun control laws have been eliminated or made less restrictive

• The number of gun owners and firearms in RTC state has risen to an all time high

• Through 2010, the nation’s murder rate has decreased 52% to a 47 year low

• The total violent crime rate has decreased 48 percent to a 37 year low.

• The FBI preliminarily reported that violent crimes decreased another 6.4% in the first half of 2011, translating into a 7% decrease in the total violent crime per capita rate.

Studying crime trends in every county in the U.S., economists John Lott and David Mustard concluded that• “allowing citizens to carry concealed weapons deters violent crimes … When state concealed handgun laws went into effect in a county, murders fell by 8.5%, rapes and aggravated assaults fell by 5% and 7%.”

• FBI’s most recent Uniform Crime Report, a summary of all serious crimes committed each year, in 1992 violent crime incidence was 752 per 100.000 people and 9.3 murders per 100,000.

• In 2011, violent crime rate dropped to 386 per 100,000 and the murder rate to 4.7 per 100,00 – nearly a 50% decline in both.

• This precipitous drop occurred at a time when the # of firearms has increased dramatically, including the sale of more than six million “assault weapons.”

• Since the Gun Free School Zone Act was enacted in 1990 and updated in 1995, there has been a 370% increase in the rate of school shooting deaths.

• Since the GFSZA, the U.S. homicide rate has decreased by 14%.

Why is the murder rate decreasing where conceal carry laws are in place, but those murdered on educational property has quadrupled where guns are banned?

The National Safety Council notes that guns are used some 2.5 million times a year in self defense against criminals, meaning that firearms are utilized to protect innocent lives in 80 times more cases than they are used to end lives.

In the UK: virtually impossible for an average citizen to obtain a gun through legal channels, yet the rate of violent crime in the UK is higher per capita than the US and the highest in the world among “rich” countries aside from Australia, which also instituted a draconian gun ban in the 1990 s.′Scotland 1996: all handguns were outlawed following the Dunblane school massacre. Law-abiding people rushed to turn in their firearms. over the next decade gun crime in the UK more than doubled. While law-abiding citizens willingly disarmed themselves, criminals were unfazed by the new laws and continued to use guns illegally. Therefore gun control only disarms innocent people since criminals do not follow the law.

Despite a widespread ban on gun ownership in the United Kingdom, it is the most dangerous place to live in terms of violent crime in the entire western world.

. During the late 70’s, President Jimmy Carter tried this. Carter wanted to push through comprehensive legislation on gun control. To make the case to Congress, the Carter folks handed out a gun-control research grant to the University of Massachusetts sociology professor James D, Write and colleagues Peter Rossi ad Kathleen Daly. The four year study that wasted much tax payer dollars, produced a three volume work titled, “Under the Gun.” Their findings were that Gun control laws do not reduce crime. They found no scholarly evidence that the 20,000 gun control laws, then on the books, had reduced criminal violence.

Furthermore, the study also found:

* The landmark federal Gun Control Act of 1968 that banned interstate gun sales, had no discernible impact on the criminal acquisition of guns from other states* Detroit’s law providing mandatory sentences for felonies committee with a gun had no effect on gun crime patterns* Washington D.C.’s 1977 ban on ownership of handguns (except those already registered in the District) was not linked to any reduction in gun crime* Polls claiming to show that a large majority of the population favored more gun control were debunked. 3/12/2013 Divided Senate panel approves bill for near-universal gun background checksThe Judiciary Committee was expected to approve all three bills at some point this week, with full Senate consideration next month. "The American people need to speak up and be heard," Leahy said Monday of what it will take for gun measures to clear Congress.

The committee also approved a measure providing $40 million a year for school safety programs. The committee postponed until Thursday a vote on a proposal by Sen. Dianne Feinstein, D-Calif., to ban assault weapons.

Senator Brunstetter, a Republican, is trying to make it a felony offense in NC to willfully discharge a weapon in any building or vehicle. Including

your home, to harm to another or to incite fear. Big government Republicans are just as bad and dangerous as Liberals. With this short

bill, Senator Brunstetter is seeking to overturn the Castle Doctrine in NC. The language in the bill “any person” makes a felon of anyone defending

themselves in any building, structure, motor vehicle, or other conveyance, erection, or enclosure with the intent to do harm or incite

fear. (“Any person” shall be punished as a Class E Felon. )

Call Brunstetter and tell him to rescind SB 124. No elected official, government, bureaucrat or elected representative has the right to

trample upon our second amendment rights and make felons of us for protecting ourselves and our loved ones. We have an inalienable right to

keep and bear arms. We will actively seek another to run again him in the next election unless this bill is rescinded.
