DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Financing principles for traditional
instruments (CA, SSA, STREP) & IPs
Grant to the budget
? Calculation basis: percentage of the preliminary budget ofthe execution plan
? Payment basis: covers a share of the expenditure incurred, necessary for the execution of the indirect action
? Percentage depends on:? participant involved (cost models)? type of activity
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Financing modalities:
? New no cost categories but list of ineligible costs? New Participants’ own accounting rules? New Cost certificates by external auditor? Periodical advances
? to be specified in the contract for traditional instruments? No pre-allocation of the EC contribution between participants
(funding is granted to the consortium as a whole)
IPR: where EC contributes less than 100% (and the work is notcontracted through public procurement), results are normallyowned by the project participants (need to plan exploitation).
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Implementation
Collective responsibility of participantsResponsibility of a last resort? Limited in proportion to the participant’s share to the
project, up to the total payment they received? International organisations, public bodies or entities
guaranteed by MS/AS solely responsible for their own debts? Exceptions possible when duly justified for specific support
actions
Contractual link of all participants with Commission.Contract enters into force with signature between co-ordinator and Commission
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Co-ordination actions (CAs)
• Grant to budget (acting as a ceiling for the EC contribution, with
support paid as a contribution of the costs incurred, up to 100% ;
but consortium management activities supported 100%*)
• Flat rate for all** (20% of all direct costs, excluding sub-contracts)
• Minimum number of participants:? 3 independent legal entitities from 3 different MS or AS, with at
least 2 from Member States or Associate Candidate Countries
• Consortium agreement mandatory
* up to a maximum of 7% of the EC contribution** FC contractors must apply the FCF cost model
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Specific support actions (SSAs)
• Grant to budget (acting as a ceiling for the EC contribution, with
support paid as a contribution of the costs incurred, up to 100% ;
but consortium management activities supported 100%*)
• Flat rate for all** (20% of all direct costs, excluding sub-contracts)
• Minimum number of participants:one legal entity from a MS or AS (but more participants shouldin principal increase the EU value)
• Consortium agreement mandatory * up to a maximum of 7% of the EC contribution** FC contractors must apply the FCF cost model
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Specific Targeted Research Projects
(STREPs)• Cost models: FC, FCF or ACF according to participants
• Grant to budget: * max contributions as % of full costs for FC & FCF (up to 50%
for research; 35% for demonstration; 50% for innovation; 100% for training; 100% for
consortium management activities but up to 7% of the EC contribution)
* max grant as % of additional costs for ACF: idem but max ceilings 100%
• Minimum number of participants:? 3 independent legal entitities from 3 different MS or AS, with at
least 2 from MS or Ass. Cand. Countries
• Call specifies whether consortium agreement is mandatory or not

DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT
? Outcome of the Integrated Project? A validated concept for improved
rail freight? More and better rail freight in the
corridors? Higher market share for rail? Other factors to be decided by the
Co-ordination Action

Pricing demonstrations
Transport pricing tasks planned for further calls (2005):
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT Task 1 - Cost of transport infrastructure use
• Build on previous research (i.a. UNITE /5FP) to further develop/refine transport cost accounting methods. Include all relevant fixed &variable, use-dependent costs & charge categories. Develop a methodology toallocate variable costs to user categories based on marginal costs information.• Conduct case studies to cover cost categories and modes (i.a. air, waterborne, transport noise, road congestion, rail scarcity, environmentalsensitivity of areas) most lacking knowledge of costs & their drivers.• Develop simple and transparent methods to determine charges• Determine optimal balance between charging simplicy and thecomplexity and high variability of underlying marginal costs• Refine pricing reform socio-economic impacts assessment tools• Coordination action to help form consensus/validation results(build on results of previous thematic networks IMPRINTS/5FP, CAPRI/4FP)
NCP -Journée d’information française sur les Transports, 4 juillet 2003, Paris
DIRECTORATE GENERAL FOR ENERGY AND TRANSPORT
Task 2 - Optimal investment and charging
• Build on and enlarge previous research (i.a. REVENUE/5FP) to:
• assess revenues for pricing and determine financing gap permode, region, period of time (EU15+Acceding Countries)• develop methodology (for all modes, for both links & nodes)to determine mark-ups to marginal-based cost charging(without unwanted modal shifs/perverse effects).• demonstrate methodology for selected scenarios/geographiccoverage• validate the feasibility of the solutions with relevant policy-makers/stakeholders
