Grant to the budget

• Build on previous research (i.a. UNITE /5FP) to further develop/refine transport cost accounting methods. Include all relevant fixed &variable, use-dependent costs & charge categories. Develop a methodology toallocate variable costs to user categories based on marginal costs information.• Conduct case studies to cover cost categories and modes (i.a. air,waterborne, transport noise, road congestion, rail scarcity, environmentalsensitivity of areas) most lacking knowledge of costs & their drivers.• Develop simple and transparent methods to determine charges• Determine optimal balance between charging simplicy and thecomplexity and high variability of underlying marginal costs• Refine pricing reform socio-economic impacts assessment tools• Coordination action to help form consensus/validation results(build on results of previous thematic networks IMPRINTS/5FP, CAPRI/4FP)



Task 2 - Optimal investment and charging

• Build on and enlarge previous research (i.a. REVENUE/5FP) to:

• assess revenues for pricing and determine financing gap permode, region, period of time (EU15+Acceding Countries)• develop methodology (for all modes, for both links & nodes)to determine mark-ups to marginal-based cost charging(without unwanted modal shifs/perverse effects).• demonstrate methodology for selected scenarios/geographiccoverage• validate the feasibility of the solutions with relevant policy-makers/stakeholders

• Context: new EC Directive on a unique electronic fee collectionservice for urban and interurban roads, due to apply to lorriesfrom 2005 & to other vehicles from 2010.

• Requirements: a single generic on-board platform integrating 3types of technologies -microwave/5.8 Ghz, satellite positioningand mobile com’s- at reasonable costs; single contract per vehicle.

• Target of the action: Large scale demonstration of the Europeanfee collection service, with particular attention to cross-borderinformation exchanges (transaction files, clearing systems, blacklists etc.), efficient enforcement processes and after-sales services

• Preferred Instrument: Integrated Project and/orSpecific Targeted Research Project
