SUMMARY

The second meeting on the Western Pacific Region Index Medicus (WPRIM) was convened as a follow-up to the second Informal Consultation on the Development of the Western Pacific Region Index Medicus, held in Tokyo, Japan, from 17 to 18 May 2007, to assess the progress and development of the WPRlM project in China, Japan, Malaysia, Mongolia, the Philippines, the Republic of Korea and VietNam.

The meeting was attended by national WPRlM focal persons and editors of medical journals from selected WHO Member States in the Western Pacific Region. The objectives of the meeting were:

(1) to consider the establishment of the Asia Pacific Association of Medical Journal Editors (AP AME);

(2) to develop strategies for the sustainability ofWPRlM; and

(3) to formulate selection criteria for inclusion of monographs and grey literature in the Global Health Library (GHL).

1. INTRODUCTION

The regional workshop of national focal point librarians on the Global Health Library (GHL), held in Kuala Lumpur, Malaysia, from 23 to 25 May 2005, recommended, inter alia, the production of the regional index medicus, which was named the Western Pacific Region Index Medicus or WPRIM. This was followed by the first informal consultation on the development of WPRIM, which was held in Manila, the Philippines from 30 to 31 March 2006 and the first meeting on WPRIM, held in Beijing, China, from 11 to 12 December 2006, and the second informal consultation, held in Tokyo, Japan, from 17 to 18 May 2007, which resulted in the adoption of important decisions, as well as identification and implementation of activities for the development and maintenance ofWPRIM.

This second meeting on WPRIM enabled further discussion on the progress and development of WPRIM, plans and activities relating to advocacy and fund-raising, capacity­building and a proposal for the establishment of a regional editors' association.

1.1 Objectives

The objectives of the meeting were:

(1) to consider the establishment of the Asia Pacific Association of Medical Journal Editors (AP AME);

(2) to develop strategies for the sustainability ofWPRIM; and

(3) to formulate selection criteria for inclusion of monographs and grey literature in the Global Health Library (GHL).

1.2 Participants

The participants were national WPRIM focal persons and medical journal editors from selected Member States in the WHO Western Pacific Region, who were designated as temporary advisers and observers.

1.3 Opening ceremony

Dr Jung-Gi Im of the Korean Association of Medical Journal Editors (KAMJE) delivered the welcome remarks. Mr Charles Raby, Responsible Officer (WHO Western Pacific Regional Office), conveyed opening remarks on behalf of Dr Shigeru Omi, WHO Regional Director. Dr Lee Jong-Koo, Director of the Korea Centers for Disease Control and Prevention (KCDC) and Deputy Minister, Ministry of Health and Welfare of the Republic of Korea, also gave a welcome address.

On the third day, Dr Cho Seung-Yul, Vice President of the Korean Academy of Medical Sciences, delivered a keynote speech and Mr Kim Jeong-Suk, Director General for International Cooperation of the Ministry of Health and Welfare, Republic of Korea, conveyed a welcome address to participants on behalf of DrYoo Young-Hak, Deputy Minister, Ministry of Health and Welfare of the Republic of Korea. Dr Han Sang-Tae, WHO Regional Director Emeritus, delivered congratulatory remarks.

2. PROCEEDINGS

2.1 WPRIM updates (Mr Charles Raby)

There are now seven WPRIM member countries: China, Japan, Malaysia, Mongolia, the Philippines, the Republic of Korea and Viet N am. Malaysia and Mongolia were acknowledged as new WPRIM member countries. These countries have each established a National Journal Selection Committee (NJSC). Cambodia, the Lao People's Democratic Republic, Papua New Guinea and the Pacific island countries have expressed their interest in joining the WPRIM initiative. Australia has also manifested its support by organizing an Australian Coordinating Group for GHL/WPRIM.

The WPRIM journal selection criteria have been approved and should be applied in the selection and recommendation of journals by the NJSC for WPRIM. Advocacy campaigns for the WPRIM project include the publication and distribution of the first issue of the WPRIM newsletter; a WPRIM community website, hosted by WHO-IBP for the active exchange of communications and information; and an independent WPRIM Japan (WPRIMJ) website. The WHO Western Pacific Regional Office has acquired a new and powerful server to accommodate the database and the system requirements of GHL and WPRIM.

The WHO Western Pacific Regional Office and the Korea Centers for Disease Control and Prevention (KCDC) have signed a Memorandum of Understanding regarding fmancial support ofKCDC for the implementation ofWPRIM within the next biennium.

2.2 Country reports

2.2.1 China (ProfDai Tao)

Prof Dai Tao reported that the China National Journal Selection Committee (China NJSC) sent application forms to 190 journal publishers, of which 95 responded. Out of the 95 journals that were screened, the China NJSC recommended 64 journals for WPRIM. The selection process of the China NJSC was admired and they were encouraged to share their best practices with other countries.

Prof Dai Tao brought up issues regarding the translation of Chinese journals, particularly the quality of English versions of titles and abstracts. It was mentioned that some Chinese journals have translators among the members of their editorial board. It was also said that there are a number of Chinese journals indexed in PubMed that have good English abstracts. At present, China does not have the funds necessary for translation. However, there are plans to train journal publishers to maintain quality in translation. The WHO Western Pacific Regional Office expressed its intention to aid translation efforts. However, budget constraints may limit funding to editing and modification. The Regional Office also offered assistance in identifying and referring translators from WHO country offices.

2.2.2 Japan (Dr Kiichiro Tsutani)

Dr Kiichiro Tsutani reported that the Japanese National Committee of WPRIM (WPRIMJ), which functions as the Japan National Journal Selection Committee (Japan NJSC) has selected two journals as initial candidate journals. Additional Japan-specific criteria are that: (I) the full text is available, (2) the journal is not indexed in MEDLINE (154 journals are already listed in MEDLINE) and (3) instructions to authors include the requirement of clinical trial registration and the use of the CONSORT statement for randomized controlled trials (RCT) in journals that publish the results of clinical trials. A step-wise approach has been adopted, considering the workload in dealing with all the journals in the biomedical/health fields in Japan (around 2500). In Step l, the focus was on 155 journals published by 102 member societies of the Japanese Association of Medical Sciences (JAMS) and those journals with full-text articles available from the National Institute of Informatics (Nil). Fifteen journals were obtained through this screening process. In Step 2, the quality of instruction given to authors was examined by members of WPRIMJ, which resulted in the instructions to authors in two journals being revised to include clinical trial registration and use of the CONSORT statement. In Step 3, journals published by societies/companies other than JAMS and having full-text articles in two other major full-text internet providers in Japan (JSTAGE and Medical Online) will be examined at a later stage. The work is being carried out jointly with the Preparatory Committee of the Japan Association of Medical Journal Editors (JAMJE). After the formal establishment of JAMJE in April 2008 and increased awareness regarding WPRIM and the quality of journals, the number of Japanese candidate journals joining WPRIM is expected to increase.

It was suggested that, if necessary, other member countries may adopt additional criteria similar to those used by Japan. It was also added that instructions may be given to authors in their original language and not necessarily in English.

2.2.3 Philippines (Ms Merlita Opena)

The Philippines National Journal Selection Committee (Philippines NJSC) has selected and recommended l3 candidate journals for WPRIM. These 13 candidate journals have 9086 abstract records ready for uploading into the WPRIM database from the Health Research and Development Information Network (HERD IN) portal at the Philippine Council for Health Research and Development (PCHRD) under the Department of Science and Technology. In response to the WPRIM initiative, PCHRD has established the Philippine Technical Panel on Health Journal Publishing. The Panel will help in the organization of capacity-building programmes, as well as in setting up policies and standards for improvement of health journal publishing in the Philippines. It also aims to establish a national journal editors' association.

2.2.4 Republic of Korea (Dr Huh Sun)

The Korea National Journal Selection Committee (Korea NJSC) has selected and recommended 131 journals for WPRIM. These journals were initially evaluated and approved by the Korean Association of Medical Journal Editors (KAMJE) for inclusion in the KoreaMed database.

KAMJE has offered their KoreaMed system for the construction of the WPRIM database and has uploaded recommended journals on to the test site. It has also developed the Korean Medical Citation Index (KoMCI) for citation information. The objectives of KoMCI include improving the quality of Korean journals through workshops and education, improving editorial standards, and encouraging medical research. KAMJE also extends its assistance to countries in the WHO Western Pacific Region that may need help in constructing a national database of their publications.

2.2.5 VietNam (Mr Nguyen Tuan Khoa)

The Viet Nam National Journal Selection Committee (Viet Nam NJSC) initially selected 13 journals for WPRIM. Mr Khoa reported that the VietNam Index Medicus (VIM), which contains 3569 entries from 1998-2002, is available in Vietnamese and English. The Medical Subject Headings (MeSH) of the United States National Library of Medicine (NLM) is used as an indexing tool. VietNam NJSC will be ready to integrate records for uploading from the VIM database to the WPRIM database.

2.2.6 Malaysia (Ms Normah Ahmad Nordin)

The Malaysia National Journal Selection Committee (Malaysia NJSC) was organized in September 2007 and works in coordination with the Institute of Medical Research (IMR) in the selection of journals for WPRIM. While the Malaysia NJSC is still in the process of selecting journals for the WPRIM database, three initial titles have been selected. Malaysia maintains an Index Medicus and is in the process of compiling a union list of journal titles and holdings of medical libraries. These projects are being coordinated by the Malaysian Medical Library Group.

2.2.7 Mongolia (DrBadrakh Burmaajav and Dr Samdan Narantuya)

The Mongolia National Journal Selection Committee (Mongolia NJSC) has selected nine titles out of 23 journals that were reviewed. In addition to their selection criteria, the Mongolia NJSC requires journals submitted for review to have electronic versions.

It was reported that Mongolia has five major health research institutions and six professional centres. The dissemination of research fmdings to the public is done through the Ministry of Health, which annually publishes a compilation of health research studies, distributed to national research institutions. Research institutes publish their annals and articles in more than 20 health and scientific journals and copies of full research reports can be accessed online and free of charge in the State Science and Technology Information Park. There is no state financial support for health journal publication in Mongolia and, in accordance with the Law on Press Freedom, state organizations are prohibited from publishing. Nongovernmental organizations (associations, societies and federations) assume press activities.

It was noted that Mongolia has set up a working group to establish a Medical Journal Editors' Association or Society, which is headed by an officer in charge of health professionals from the Ministry of Health. It was also noted that the new generation of Mongolians are now able to relate to journals written in both English and Russian.

2.2.8. Australia (Ms Christine Foster, Ms Prue Deacon and Ms Jill Buckley Smith)

The National Library of Australia provides access to Australian health information through its rich collection of health and medical resources, and has been producing the Australasian Medical Index (AMI) since 1985. There are 160 journals indexed in the AMl database, including selected conference proceedings, government reports and monographs. It has more than 126 000 available records and about 7000 new records are added each year. The journals included in the AMl are not indexed in PubMed!Medline.

Access to the AMl database and the Meditext database is provided on a subscription basis by RMlT Publishing, which publishes over 80 different databases, subsets and compilations of databases on the Informit Search service. The Meditext database provides full-text access to the journal articles in the AMI, and currently contains 38 000 records. The National Library is negotiating with RMIT Publishing regarding the possibility of allowing free searches of the AMl database for records indexed at a certain period in the past, e.g. records indexed in 2000 and earlier. Other options would be to make the records available at

Google Scholar and/or WPRIM and the possibility of aggregating data from other organizations that index Australian journal literature. Australia's contribution to the WPRIM initiative is the formation of an Australian Coordinating Group to coordinate activities related to GHL and WPRIM. The group consists of members from the Healthlnsite Editorial Team, the Australian Government's Department of Health and Ageing, the National Library of Australia and the University of Queensland.

The Australia National Health Information Management Principal Committee has established a working group with representatives from the national, state and territory governments to work with publishers, health professionals and consumers to identify the information resources, including clinical guidelines, databases, online journals and reference sources that would be useful sources of online health information. Healthlnsite has been identified as one of the possible platforms for providing access to these resources.

The International Congress on Medical Librarianship will be hosted by Australia in Brisbane in 2009. A paper presentation on the Global Health Library/Western Pacific Region Index Medicus is encouraged.

2.3 Sustainabilitv ofWPRIM

2.3.1 Advocacy and fundraising (Dr Kiichiro Tsutani)

It was suggested that plans for advocacy and fund-raising initiatives should be channelled through the national or country level, the regional level and the global level. It was also suggested that, in order to sustain the initiative, countries should earmark funds from the WHO country budget specifically for WPRIM.

2.3.2. Organization and capacity building (Dr Jeong-Wook Seo)

Dr Seo recommended the formulation of a vision/mission statement for WPRIM. He suggested three goals for the WPRIM project, as stated in the first issue of the WPRIM Newsletter: (1) to aggregate regional research information to build a significant amount of data from national and regional resources; (2) to upgrade the quality of this information by circulating it for review by peers and to have it cited by fellow researchers; and (3) to be aware of our own knowledge resources and exchange these resources to further improve work towards disease prevention, health protection and health for all (the most important goal). ·

Dr Seo presented discussion points related to the definition of the tasks at hand, the formation of committees to manage advocacy and fund-raising activities, capacity-building, the formation of an editors' association and training programmes for librarians and editors. He proposed four tasks for the WPRIM project for 2008: (1) the official opening ofWPRIM by indexing 200 journal titles from six Member States; (2) establishment of a regional editors' association; (3) two training programmes for librarians and editors; and (4) setting up of the mirror computer system for uninterrupted web services. He suggested the formation of three new committees in addition to the existing Regional Journal Selection Committee (RJSC). The new committees would manage advocacy and fund-raising activities, capacity­building, and the editors' association.

He mentioned that carrying out a needs assessment of member countries is important, and that practical contact points should be operating. He also suggested that each member country should have a capacity-building guide.

2.4. Reports on journal editors' associations

2.4.1 China (Ms Zheng Ying)

Ms Zheng Ying reported that China has four major national associations of journal editors: the Journal Editors Committee of the China Redactological Society, the Publishers Association of China, the China Periodicals Association and the China Editology Society of Science Periodicals. Minor national associations of journal editors, such as the Editors' and Publishers' Committee ofthe China Association of Chinese Medicine, the Society ofNatural Science Journal Editing Research, the Chinese Academy of Science and the Society of Natural Science Journals of Higher Education. were also mentioned.

Local associations of journal editors, under the national associations of journal editors, are present in almost every province, and these local associations are connected closely with the national associations.

2.4.2 Japan (Dr Kiichiro Tsutani)

The Preparatory Committee of the Japan Association of Medical Journal Editors (JAMJE) had its first meeting on 8 May 2007 and the second on 2 November 2007. It is scheduled to hold its third meeting on 18 February 2008, followed by formal establishment of JAMJE, together with a symposium, on 26 April 2008, tentatively. Among the objectives of JAMJE are to protect the freedom of editorship; raise the level of journal publishing; improve the quality of writing, editing and peer-review; and manage conflicts of interest.

2.4.3 Philippines (Dr Jose Avila)

The Philippines Technical Panel on Health Journal Publishing reported plans to establish a national editors' association, not only to enhance participation of their journals in WPRIM, but also to forge cooperation among local editors. It was mentioned that one of the major challenges identified by the panel is the encouragement of the culture of research. Dr Avila stated that, in the Philippines, publishers of health and medical journals are mostly universities and specialty societies. It was also stated that journal editing is considered a part­time occupation and that, in some institutions, there is no budget allotted for a journal office.

2.4.4 Republic of Korea (Dr Sung-Tae Hong)

The Korean Association of Medical Journal Editors (KAMJE) was launched in February 1996 and has 51 charter members. It has an annual operational budget of US$ 120 000, half of which comes from membership fees. KAMJE's mission is to improve the quality of medical journals published in the Republic of Korea. It supports the improvement of journal editing by educating editors and copy editors. It also supports Korean journals that are not indexed in PubMed or Medline. KAMJE maintains the KoreaMed database and is responsible for the construction of the Korean Medical Citation Index (KoMCI).

2.5. Establishment of Medical Journal Editors' Associations (Dr Jung-Gi Im)

Dr 1m stated that the establishment of an editors' association is important in a developed country because it helps to standardize the editorial process, settle ethical issues on research and publication and develop a new knowledge-exchange paradigm. In developing countries, it supports the training of editors and staff and fosters international collaboration. In the Republic of Korea, the editors' association assists editors who want their publications to be listed in Medline and Sci DB. It also helps in the peer-review of journals for inclusion in the KoreaMed database.

It was further stated that establishment of an editors' association would benefit WPRIMby:

(a) creating a pool of editors who will share their professional knowledge;

(b) assisting in the 'check and balance' of peer-reviewed journals;

(c) encouraging educational initiatives for editors, editorial assistants and librarians;

(d) helping in the resolution of ethical issues involved in research and writing; and

(e) encouraging the promotion of open-access journals.

2.6. Access to Traditional Medicine Resources (Prof Cui Meng and Dr Myeong-Jong Lee)

Prof Cui Meng's presentation on the specialty, purpose, progress and future of traditional Chinese medical literature was extensive. It emphasized the value of traditional Chinese literature, beginning with the ancient books. Only 40% of ancient traditional Chinese medicine resources are still in existence, which makes the conservation of those resources a concern. There is also a need to expand their application by increased sharing of resources. Traditional Chinese Medicine and Materia Medica Subject Headings-a thesaurus published in three versions--contains 15 classes and 8307 subject headings. This thesaurus is being used in partnership with MeSH ofNLM.

There are many existing databases on traditional Chinese medicine. These are organized into 97 databases on careers (management, development, organization); 108 databases on basic sciences, diseases, diagnostic treatment, health nursing and traditional medicine; 61 databases on Chinese medicine, including Chinese herbs; 30 databases on acupuncture and moxibustion; and 33 databases on ancient books (classical medical books, medical history, etc.).

Dr Lee gave a presentation on the efforts of the Korean Oriental Medical Society (KOMS), which aims to promote and develop research on traditional Korean medicine. KOMS is pursuing the registration of its journals in the Korea Research Foundation (KRF) and the inclusion of its publications in KoreaMed. It is also enthusiastic about being a part of the WPRIM system.

Dr Lee stated that, in the Republic of Korea, there are more than 15 000 doctors specializing in oriental medicine. He also presented the titles of candidate journals on oriental medicine that have been recommended for registration in KRF. Dr Lee acknowledged the publication WHO International Standard Terminologies on Traditional Medicine in the Western Pacific Region as important for traditional medicine practitioners in the Republic of Korea.

2.7. Integrating Resources for Health Research and Practice at Korea CDC (Ms Mi-Jeong Park)

Ms Park presented the KCDC's plan for information services on health service research and the national library of public health and medicine. KCDC's role is to maximize public health control and preparedness against disease, which can be realized with an efficient information service system. KCDC has an automated public health information network system that allows the exchange of data among public health partners. This enables the partners to manage, link and contribute electronically for a better knowledge/evidence base, which is useful for decision-making and formulation of health policies. Remaining major tasks are to consolidate and publicize the existing evidence and to facilitate knowledge generation in priority health areas.

KCDC will collaborate with Member States of the WHO Western Pacific Region through the WPRIM project and related initiatives for exchange and dissemination of health information, providing relevant and timely information products and services to improve disease prevention, health protection and health for all.

2.8. Role of Librarians in WPRIM (Mr Julio Dizon)

Mr Dizon reported that an e-mail survey had been conducted on how health and medical librarians could contribute to WPRIM. Respondents suggested that their contributions could be through:

(a) knowledge-sharing and capacity-building through library networking, training of library users and staff on how to search the WPRIM and GHL databases and adherence to the standards set by WPRIM;

(b) collection management, by providing assistance in identifying relevant medical and health journals and grey literature for WPRIM and GHL;

(c) advocacy, by producing relevant WPRIM advocacy materials, such as pamphlets, newsletters and flyers for general information; and

(d) dissemination of information, by producing manuals on how to search WPRIM, improving the indexing of journals at the national level and entering into inter- and intracountry document -delivery agreements.

2.9. Regional Knowledge Management Strategy and the Global Health Library (Mr Charles Raby and Ms Merlita Opena)

Ms Opena discussed experiences in planning to join the Global Health Library (GHL). She said that the Philippines will focus on the development of country initiatives and on the enhancement of capacity-building among institutions in order to create links at the regional and global level. It was reported that PCHRD has projects that respond to the need to translate research into policy, guides, actions and products. These projects include the development of portals for £-Health, a community building link on the Internet, and the HERDIN database. £-Health and HERDIN are both aimed towards the improvement of health in the country by making information accessible to users of the health community.

Mr Charles Raby presented the general concept of the Global Health Library (GHL) initiative, of which WPRIM is a component system. By acquiring a server for GHL, the WHO Western Pacific Regional Office has taken an important step towards implementation of the project. The server will accommodate the database and systems requirements of GHL and WPRIM. Modules for uploading on to the server are now in preparation. The linking of member countries in the GHL framework will be very vital.

2. I 0. Report on the Selection of Monographs and Grey Materials for GHL (Prof Qian Qing)

Grey materials were defined as published literature which cannot be acquired through ordinary publishing and circulating procedures. These include theses, dissertations, reports, etc. Prof Qian Qing presented the different types of grey material and the concept of monographs, as well as the situation concerning the selection and utilization of grey materials in China and in developed countries such as Japan, the United States of America and countries in Europe.

For the selection of grey materials and monographs for WPRIM, he recommended some basic principles, including the collection of biomedical grey materials and monographs

of the highest quality, the application of the approved selection WPR.IM criteria and adherence to editing standards, in accordance with national and international criteria.

2.11. Regional Journal Selection Committee (RJSC)

2.11.1. Composition of the RJSC

For the composition of the RJSC, the position basis was applied. The term of office will be two years. For the next two years, the following were selected:

(a) Chairperson- Director of the China IMI

(b) Secretary- WHO Western Pacific Regional Office Responsible Officer for WPR.IM

(c) Members -All NJSC Country Chairpersons

2.11.2. Approval of journals for WPR.IM

The Regional Journal Selection Committee (RJSC) provisionally approved the journals recommended by the countries' respective national journal selection committees during their initial meeting. The results of the journal selection process are as follows: China - 64 titles; Japan- 2 titles (conditional upon printing of revised instructions for authors); Mongolia-2 titles; the Philippines - 13 titles; and the Republic of Korea - 131 titles. The list of approved journals is in Annex 3.

These journals were approved provisionally, pending all improvements suggested by the RJSC. It was strongly recommended that journals be required to have English titles, especially if they are published on the website, and that the WPRIM logo be placed on the front cover of the approved journals.

2.12. Reoorts of the Working Groups

2.12.1. Establishment of APAME

The official name of the editors' association is Asia Pacific Association of Medical Journal Editors, abbreviated as AP AME. The draft provisional charter of AP AME was presented. Below is the proposed composition of the AP AME interim board:

AP AME will have members representing the Asia Pacific region. Its office shall be temporarily located in Seoul, Republic of Korea.

The formal launching of AP AME will be held from May 3 to 5, 2008, in Seoul, Republic of Korea, along with a proposed editors' meeting, which will include training on capacity-building. This will coincide with the 1 OOth year celebration of the Korean Medical Association (KMA). Editors from countries of the Asia Pacific region will be invited to attend the May 2008 meeting and training. The Korean organizers will provide assistance in tapping funding sources to support participants who are unable to afford the cost of attending the meeting.

2.12.2. Fundraising and Advocacy

It was suggested that publishers should be tapped to solicit their support for WPRIM. It was also mentioned that, in line with advocacy efforts, consideration should be given to creating a link to WPRIM via Google Scholar and promoting a single-point access to the regional index medicus through the GHL portal.

2.12.3. Capacity Building

The capacity-building working group identified the following as necessary for WPRIM:

(a) identification of target groups within member countries, i.e. producers, funders, organizers and users of information;

(b) identification of types of training programme, at both the regional and country levels, either short-term or long-term;

(c) identification of possible funding sources (WHO fund or country fund); and

(d) planning of training programmes that will benefit WPRIM member countries.

It was proposed that training on the WPRIM system for librarians and IT staff should be held in February 2008 in Manila, the Philippines. BIREME may also be requested to be involved in conducting training on the GHL system.

VietNam has expressed interest in tapping funding sources for index medicus training and in sharing this advocacy with Cambodia and the Lao People's Democratic Republic.

2.13. Decisions and Other Matters

2.13.1. APAME meeting

It was decided that the launch and the first organizational meeting of AP AME will be held in May 2008 in Seoul, Republic of Korea, along with the proposed training for editors. The office of APAME will be temporarily located in Seoul, Republic of Korea.

2.13.2. WPRIM website

The website will be launched as soon as the first rounds of journals approved by RJSC are uploaded. There are also suggestions about linking the website to Google Scholar.

2.13.3 WPRIM Newsletter

The second issue of the WPRIM Newsletter is now in preparation and contributions from WPRIM member countries are encouraged.

2.13.4. Journals approved by the Regional Journal Screening Committee (RJSC)

The candidate journals presented to the RJSC by member countries' respective national journal selection committees have been provisionally approved.

2.13.5. Capacity-building training

The proposed training of librarians and IT staff on the WPRIM system will be held in February 2008 in Manila, Philippines.

3. RECOMMENDATIONS

The discussions of the temporary advisers and observers generated the following recommendations:

(1) A mission statement for WPRIM should be formulated.

(2) Cambodia, the Lao People's Democratic Republic, Papua New Guinea and the Pacific island countries should be encouraged to participate in WPRIM and Global Health Library initiatives.

(3) Chairs of National Journal Selection Committees should be formally appointed as members of the Regional Journal Selection Committee (RJSC).

(4) Capacity~building activities for WPRIM member countries, including the training of editors, librarians and IT personnel, should be supported.

(5) The WHO Western Pacific Regional Office should support national journals, upon request, in the translation or editing of article abstracts.

( 6) Funding support should be sought at country level to sustain the WPRIM project.

(7) A committee should be established to finalize the formation of the Asia Pacific Association of Medical Journal Editors (APAME), including its charter.
