The Second Quarter 2018 Social Weather Survey, conducted from June 27-30, 2018, found
87% of adult Filipinos saying it is important (very important and somewhat important) that the
Philippines regains control of the islands occupied by China in the West Philippine Sea.
The June 2018 survey asked, “In your opinion, is it important that the control of the islands
that China currently occupies in the West Philippine Sea be given back to the Philippines?”
To this, 69% answered very important, 18% somewhat important, 1% somewhat not
important, and 1% not at all important. Eleven percent were undecided about the matter [Chart 1].
69% say China is afraid to face any court
The June 2018 survey found that 69% agree (45% strongly agree and 24% somewhat
agree), and 8% disagree (6% somewhat disagree and 3% strongly disagree, correctly rounded),
with the statement, “China is afraid to face any court because they know that they are not on the
side of justice.” Twenty-two percent were undecided about it [Chart 2].
This gives a net agreement score of +61 (% agree minus % disagree), classified by SWS as
“very strong”.
The SWS terminology for net agreement: +50 and above, "very strong"; +30 to +49,
"strong"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "weak"; -50
and below, "very weak".

65% are aware of China's abuses of Filipino fishermen
The June 2018 survey tested four specific issues, presented to the respondents in random
order, about the West Philippine Sea.
The survey found 65% already aware that the Chinese coast guard has forced Filipino
fishermen in the West Philippine Sea to turn over their catch even before the survey. The remaining
35% learned about the issue for the first time during the interview [Chart 3].
Prior to the survey, 64% already knew that the Philippines is unable to prevent Chinese
fishermen from fishing in the West Philippine Sea, 51% already knew that China broke its promise
not to militarize the area, and 50% already knew that China created artificial islands that they use
as military airbases.
43% say the government's non-protest of the actions of China is not treachery
The June 2018 survey also asked, “Because China did not recognize the ruling of the
International Arbitral Tribunal regarding the West Philippine Sea, they have been continuing their
unjust actions in the area such as construction of artificial islands, military airbases, and forcing
Filipino fishermen to turn over the fish they catch in the Philippines’ Exclusive Economic Zone
(EEZ) – these actions of China are not being protested by the government of the Philippines. In
your opinion, is the non-protest by the government of the Philippines a form of treachery by Pres.
Duterte?”
To this, 43% answered No, it is not a form of treachery, and 29% answered Yes, it is a form
of treachery. Twenty-eight percent said they do not know [Chart 4].
Satisfaction with PRRD is lessened by government inaction against China
Pres. Duterte’s net satisfaction rating was a good +44 (64% satisfied, 21% dissatisfied,
correctly rounded) among those who said it is not right to do nothing about China’s intrusion in
claimed territories, one grade below the very good +54 (69% satisfied, 15% dissatisfied) among
those who said that it was right [Chart 5].
At the same time, net satisfaction with the President was a moderate +28 (55% satisfied,
28% dissatisfied, correctly rounded) among those who consider the Philippine government’s non-
protest the against China’s unjust acts in the West Philippine Sea as a form of treachery by Pres.
Duterte, two grades lower than the very good +55 (71% satisfied, 16% dissatisfied) among those
who said otherwise [Chart 6].

Public awareness strengthens call for PH to regain control of China-occupied islands
Among those who already knew about the West Philippine Sea conflict before the interview,
93% said it is important that the Philippines regain control of the islands occupied by China in the
West Philippine Sea. This was higher than the 62% among those who learned about the West
Philippine Sea conflict during the survey [Chart 7].
The importance of regaining control of China-occupied islands in the West Philippine Sea
was also higher among those with more knowledge about the West Philippine Sea conflict.
The proportion of those who said it is important to regain control of the islands occupied by
China in the West Philippine Sea was highest among those with extensive knowledge at 98%,
followed by those with adequate knowledge at 95%, those with only a little knowledge at 91%, and
those with very little knowledge about the conflict at 83%.
The importance of regaining control of China-occupied islands was also higher among those
who already knew about the four specific issues about the West Philippine Sea, ranging from 91%
to 94%, compared to those who learned about the issues only during the interview, ranging from
78% to 83% [Chart 8].
Public awareness contributes to the repudiation of the government stance against China
Among those who already knew about the West Philippine Sea conflict before the survey,
31% consider the Philippine government’s non-protest against China’s unjust acts in the West
Philippine Sea as a form of treachery by Pres. Duterte, higher than the 19% among those who
learned about the West Philippine Sea conflict only during the interview [Chart 9].
Also, the belief that the government’s non-protest against China’s unjust acts in the West
Philippine Sea is a form of treachery was directly related to the level of knowledge about the West
Philippine Sea conflict.
The proportion of people who consider the government’s non-protest against China’s unjust
acts in the West Philippine Sea as a form of treachery by Pres. Duterte were highest at 46% among
those with extensive knowledge about the West Philippine Sea conflict, followed by 36% among
those with adequate knowledge, 24% among those with only a little knowledge, and 20% among
those with very little knowledge.
The belief that the government’s non-protest against China’s unjust acts is a form of
treachery was also stronger among those who already knew about the four specific issues involving

the West Philippine Sea, ranging from 31% to 33%, compared to those who learned about those
issues only during the interview, ranging from 24% to 25% [Chart 10].
Lower satisfaction with Pres. Duterte among those aware of the West Philippine Sea conflict
Among those who already knew about the West Philippine Sea conflict before the survey,
Pres. Duterte’s net satisfaction rating was a good +44 (65% satisfied, 21% dissatisfied), one grade
lower than the very good +52 (68% satisfied, 16% dissatisfied) among those who learned about the
West Philippine Sea conflict during the survey [Chart 11].
The President’s net satisfaction rating was a good +40 (62% satisfied, 22% dissatisfied)
among those who already knew that Chinese coast guard forced Filipino fishermen in the WPS to
turn over their catch, one grade lower than the very good +56 (71% satisfied, 15% dissatisfied)
among those who learned about the issue only during the interview [Chart 12].
It was also a good +42 (64% satisfied, 21% dissatisfied, correctly rounded) among those
who already knew that the Philippines was unable to prevent Chinese fishermen from fishing in the
WPS, one grade below the very good +51 (68% satisfied, 17% dissatisfied) among those who
learned about the issue only during the interview.
Survey Background
The June 2018 Social Weather Survey was conducted from June 27-30, 2018 using face-to-
face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila,
Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages,
and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population
projections for 2018 to obtain the national estimates.
The Social Weather Survey items on people’s opinion about the West Philippine Sea
conflict were non-commissioned. They were included on SWS's own initiative and released as a
public service.
The Second Quarter Social Weather Report on a) people’s awareness of, and level of
knowledge about, the West Philippine Sea conflict, and b) opinion on what’s right and not right for
the Philippine government to do to resolve the West Philippine Sea conflict was reported on July
