Three in five Pinoys say the arrest of idlers (“tambay”)

by police is a violation of human rights

58% say the police do not discriminate by class when

arresting “tambays”

68% worry about being arrested for loitering

92% do not know anyone arrested for loitering

Social Weather Stations

The Second Quarter 2018 Social Weather Survey, fielded on June 27-30, 2018, found that

60% of adult Filipinos agree (32% strongly agree and 28% somewhat agree), and 26% disagree

(14% somewhat disagree and 11% strongly disagree, correctly rounded), that “Police arresting

idlers or ‘tambays’ is a violation of their human rights.” The remaining 14% are undecided.

This gives a net agreement score (% agree minus % disagree) of +34, classified by SWS as

strong [Chart 1].

The SWS terminology for Net Agreement: +50 and above, "very strong"; +30 to +49,

"strong"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "weak"; -50

and below, "very weak".

58% say the police do not discriminate by class when arresting “tambays”

The June 2018 survey asked, “In your opinion, who do you think would usually be arrested

for loitering by the police? Do you think the usual persons who would be arrested by the police for

loitering are Only the poor, Only the rich, or The police do not choose a class?” Respondents were

asked to give one answer only.

To this, 58% say the police do not choose a class when arresting loiterers, 40% say only the

poor would be arrested, and 2% say only the rich would be arrested [Chart 2].

68% worry about being arrested for loitering

The survey also found that 68% of adults are worried (34% very worried and 34% somewhat

worried), while 32% are not worried (14% not too worried and 18% not worried at all), that they

themselves or anyone they know would be arrested for loitering [Chart 3].

92% do not know anyone who has been arrested for loitering

The majority 92% do not know anyone arrested for loitering by the police, while 9%

(correctly rounded) know someone who has been arrested [Chart 4].

Of those who know someone who has been arrested for loitering, 4% say they are

acquaintances, 3% neighbors, 1% relatives, 1% best friend, and 0.2% officemates or colleagues at

work. Two respondents from Metro Manila (0.1%) say they have experienced it themselves.

Opinion that “Oplan Tambay” is a violation of human rights is stronger in Mindanao

Net agreement that “Police arresting idlers or ‘tambays’ is a violation of their human rights”

is highest in Mindanao at strong +48, followed by Visayas at strong +32, Metro Manila at strong

+30, and Balance Luzon at moderate +29 [Chart 5].

It is also strong across socio-demographics, except among 25 to 34 year olds at moderate

+17, and among college graduates at moderate +25 [Charts6 to 8].

Opinion that “Oplan Tambay” targets the poor is stronger in Metro Manila, urban areas, and

among college graduates

The proportion of those who say that the police do not choose a class in arresting those who

are loitering is highest in Mindanao at 77%, followed by Visayas at 57%, Balance Luzon at 55%,

and Metro Manila at 37%.

On the other hand, those who say that only the poor would be arrested are highest in Metro

Manila at 63%, followed by Balance Luzon at 43%, Visayas at 39%, and Mindanao at 21%

[Chart 9].

Opinions hardly vary across socio-demographics, except by locale and educational level

[Charts 10 to 12].

The proportion of those who say only the poor would be arrested is higher in urban areas at

47%, compared to rural areas at 33%.

It is also higher among those with more years of formal schooling: it is 46% among college

graduates, followed by 42% among high school graduates, 38% among elementary graduates, and

31% among non-elementary graduates.

Relation with satisfaction with the administration on protecting human rights

The proportion of those who say only the poor would be arrested in Oplan Tambay is higher

among those who are dissatisfied with the National Administration’s performance on protecting

human rights.

Among those who are dissatisfied with the National Administration on Protecting human

rights, 59% say only the poor would be arrested in Oplan Tambay, compared to 46% among those

who are undecided about the National Administration, and 33% among those who are satisfied with

the National Administration [Chart 13].

On the other hand, the proportion of those who say the police do not choose by class when

arresting loiterers is 64% among those who are satisfied with the National Administration on

Protecting human rights, compared to 52% among those who are undecided, and 40% among those

who are dissatisfied.

The Second Quarter 2018 Social Weather Survey report on the Governance Report Card was

reported on August 5, 2018.

Worry of getting arrested by police for loitering is higher in Metro Manila, urban areas, and

among 18-24 year olds

The proportion of those who are worried (% very worried and % somewhat worried) that

they or anyone they know would be arrested by the police for loitering is highest in Metro Manila at

78%, followed by Visayas at 73% (correctly rounded), Balance Luzon at 67% (correctly rounded),

and Mindanao at 59% [Chart14].

By locale, it is higher in urban areas, at 73%, compared to rural areas, at 63%.

It hardly varies by class, sex, and education [Charts 15 to 17].

However, it is higher among the younger cohorts than the elders: it is at 80% among 18-24

year olds, compared to the 64-70% range among those 25 years old and above.

Personal knowledge of anyone arrested by the police for loitering is highest in Metro Manila

The proportion of those who know anyone who has been arrested by the police for loitering

is highest in Metro Manila at 26%, followed by Mindanao at 9%, Balance Luzon at 3%, and Visayas

at 3% [Table 1].

It is also higher in urban areas at 11%, compared to rural areas at 4%.

It hardly varies by class, sex, age group, and educational level [Tables 2 to 4].

Survey background

The June 2018 Social Weather Surveys were conducted from June 27-30, 2018. They used

face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro

Manila, Balance of Luzon, Visayas and Mindanao (sampling error margins of ±3% for national

percentages, ±6% each for Metro Manila, Balance of Luzon, Visayas and Mindanao).

The area estimates were weighted by National Statistics Office medium-population

projections for 2018 to obtain the national estimates.

The Social Weather Survey items on Oplan Tambay are not commissioned, but are done on

SWS's own initiative and released as a public service.

The exact SWS questionnaire items on Oplan Tambay are as follows:
