1. Introduction The TIMBRE project shall overcome existing barriers to brownfield regeneration by developing and providing customised problem- and target-oriented packages of approaches, technologies and tools. As a unique asset, these packages shall deliberately include the cultural and administrative characteristics and their regionally distinctive features. By providing a customisable toolbox specifically addressing the diverse processes that have to be dealt with during the course of a regeneration project, end-users shall be enabled to find best practice based solutions. Improvement of existing means to support brownfield regeneration shall be further accomplished by filling methodological core topics such as intelligent remediation in terms of technological advancements with regard to phytoremediation and partial source removal technologies. The project shall deliver a tailored training and dissemination programme as part of an information centre that will transfer existing and emerging knowledge to the scientific community and end-users. The project started on 1st January 2011. In order to achieve a widespread acceptance and utilization of the results (products) that TIMBRE will emerge, a series of tailored supporting measures for specific end-users shall be developed in work package seven (WP7) of the project. For each result adequate packages have to be designed according to the requirements of different target groups. Furthermore appropriate approaches are needed that increase the visibility of TIMBRE products throughout Europe and beyond underpinning the leading position of European actors in the area of sustainable brownfield regeneration technology. The development of formats for tailored supporting measures and the organisation and realisation of supporting measures are a key task of WP7. In the duration of the TIMBRE project, activities for potential end-users are planned to include them actively into the development and final design of the TIMBRE outcomes. Therefore, a number of end-user specific events will be organised that support the accelerated implementation of products on the markets. Types of events include e.g.:

• technology workshops, • technology application on demonstration sites, • training courses, • expert panels, • scientific symposia.

The purpose of this dissemination report is to take stock on the status with regard to events organised by TIMBRE following-up on the first report as of project month 14 (i.e. February 2012). According to the DoW, it was scheduled that at least three events will be performed annually beginning in the second year of the project. Whereas the first events aimed at being a series of application workshops for end-users, the workshops were used for training and education purposes in order to facilitate and accelerate the implementation process of the TIMBRE tools to be developed. Events in this second term continued on this and were to describe more in focus the approaches, methods, and technologies developed in TIMBRE for end-users. The events were to clearly address their practicability and windows of application for real cases.

On the day following this TIMBRE event, the project organised back-to-back a stakeholder focused event in the town hall of Szprotawa: “Supporting a future for the contaminated former Soviet air base (JAR) in Szprotawa”.

The event in Zielona Góra The workshop on “Brownfield remediation in Poland – state of the art” was carried out on 28th March 2012 in the seat of Marshal Office in Zielona Góra. Nearly 70 people representing public administration of national, regional and local levels, non-governmental organisations and various expertises such as architects, experts in spatial planning, scientists participated in the symposium and afternoon workshop sessions. The event was opened by a Member of the Board of the Marshall Office, Mr Stanisław Tomczyszyn. Welcome notes were delivered by the Major of Szprotawa Józef Rubacha. An introduction was presented by TIMBRE project’s coordinator Stephan Bartke and coordinator of works carried out in Poland Dr. Janusz Krupanek. Afterwards, selected Polish examples of brownfield remediation activities were presented. Following these presentations, TIMBRE consortium partners Liza Pizzol (UNIVE), Stanislav Martinát (IOG), Filip Alexandrescu (UFZ) and Sebastian Schädler (TUB) introduced the plans and tasks to be carried out within the diverse TIMBRE projects’ working packages. The presentations focused on the approaches and methods for improved brownfield regeneration developed in TIMBRE for end-users, and addressed their practicability and windows of application for real cases. It was stressed that project’s results could be useful for local society in planning of further development of Szprotawa town and beyond. Perspectives and barriers for taking actions directed on brownfield revitalization in Poland were discussed with ranking of success factors and barriers of revitalization processes. Stakeholders pointed out that legal aspects and ownership issues are very important. They perceive weak interest of central administrations in solving problems of brownfield revitalisation as important obstacle. It was underlined that the local communities have the major role to play in revitalization in Poland with limited competences of county and Voivodship administration. In the afternoon two working sessions were held. The topic of the first one was brownfield rehabilitation framework, its utility and applicability in practice. The second, parallel session was about key aspects of integrated approaches supporting decision making in the field of brownfield regeneration, especially in the case of activities taken up in former military base in Szprotawa. Discussions and a summary closed the workshop.

The event in Szprotawa The stakeholder event took place back-to-back to the Zielona Góra workshop at the town hall of the Municipality of Szprotawa on 29.03.2012. The title of the event was “Supporting a future for the contaminated sites in Szprotawa : Information on activities of the research project TIMBRE and discussion of stakeholder and researchers’ needs”. Over 60 stakeholders interested in the future development of the former military base in Szprotawa participated in the event.

Szprotawa (German: Sprottau) is a town in Poland, in Lubusz Voivodeship, in Żagań County. It has 12,648 inhabitants (2004). In the first half of the 20th Century, the city flourished economically by iron, textiles and wax products industry. When the war ended in 1945 Szprotawa was destroyed by nearly 90%. The TIMBRE application site in Szprotawa is a former airbase, including typical airfield on-site infrastructure consisting of bunkers, hangars, storage facilities, tanks and office buildings. The area was used by the military (Russian and Czech troops). The entire of the airbase includes an area of about 200 ha. Approximately 4 ha are profoundly contaminated with jet fuel. The site shall be developed for industrial/commercial and touristic use. Due to the large extent of the contamination cost-effective remediation measures a required. Regional and local experts, as well as stakeholders for whom the history of Szprotawa and future perspectives of this area is vital, took part in the meeting. The Deputy Mayor of Szprotawa Paweł Chylak welcomed the participants of the meeting expressing his expectations for the redevelopment of the site. Maciej Boryna presented the military history of this area emphasizing the need for protection of the cultural and historical values of the site. To illustrate the history of the site a film about the last days of Soviet army spent in the air base was shown.

Further on, representatives from the municipality of Szprotawa made an introduction about the activities carried out on the former military base during the last 20 years as well as plans for the future. Current activities undertaken by the municipality were presented with the hopes of economic development in the established Special Economic Zone Wałbrzych. Participants listened with high interest to the story of Bronisław Hac, who was involved in characterisation of the contamination on the site as well as in baseline cleaning of the ground carried out in the 1990-es. Notwithstanding, as the Deputy Mayor of Szprotawa Paweł Chylak noticed, in regard to the plans of developments of Wałbrzych Special Economic Zone (part of the site belongs to this zone) and efforts of Municipality of Szprotawa town aimed at attracting new investors, it would be important to carry out further investigations with the use of innovative methods. The issue of risk assessment related to contamination was discussed by Dr. Wojciech Irmiński, who gave also an overview of the other TIMBRE site in Poland, which is the site of former wood impregnation facility in Solec Kujawski (joint test case with the FP7 project HOMBRE). The land use planning with regard to the contamination was emphasized as the key challenge to be tackled in both TIMBRE sites. The importance of a good site characterization, risk assessment and selection of remediation technologies was reviewed by Sebastian Schädler (TUB), who gave an overview of the TIMBRE integrated planning tool and its use for planning a future development of the Szprotawa site. – Responding to the interest of the local administration, Eugeniu Martac presented TIMBRE approach to investigation of Szprotawa site based on a variety of reliable techniques. Deputy Mayor of Szprotawa Paweł Chylak emphasized at the end of the workshop that he was very interested in the results of project because he hoped that in the future it will be managed to clean the whole area of this site and revitalise it. The event was welcomed as an opportunity for meeting partners of the TIMBRE project consortium with local stakeholders. During the workshop, aims of the project, as well as plans for the future and results, were discussed.

In the late afternoon of the meeting, a guided tour to the former military base in Szprotawa was organised. Some TIMBRE investigation technologies were actively presented at the site – addressing their practicability and windows of application for the site in Szprotawa. Stakeholders could discuss with TIMBRE partners about the approaches, methods and technologies developed in TIMBRE and the actual activities foreseen on the Polish test site. This site trip as well as the meeting is documented with several pictures on the TIMBRE website.

Impact The events in Zielona Góra and Szprotawa were perceived by project members as very successful to get into contact with relevant local stakeholders and to learn about the framework conditions in Poland. Following the Szprotawa event, the dialogue with stakeholders has been carried on through several smaller meetings. The aim of these meetings has been to gain a better understanding of decision making processes and possible obstacles in the revitalisation of brownfields in Poland. The detailed discussions and active involvement of stakeholders and TIMBRE partners have been a real benefit to all the participants. The events were echoed in local and regional media – websites articles, radio and television reports – most for download available on the TIMBRE website (cf. also the TIMBRE report on end-user publications – Deliverable 7.4). Moreover, the TIMBRE presentations can be downloaded from the TIMBRE website, next to a project folder containing a package of information in English and Polish language on the TIMBRE project and its work packages as provided to the participants. Following up on the successful events, an Evaluation and Training event entitled "Integrated Planning and Assessment of Land Re-Use" in March 2013 – again to take place in Zielona Góra, Poland. The event will be in Polish language for the regional stakeholders and expert. Background information The UPOSIL project – Sustainable Soil Upgrading by Developing Cost effective, Biogeochemical Remediation Approaches – and the TIMBRE project – Tailored Improvement of Brownfield Regeneration in Europe – are both projects co-founded by the European Commission’s Seventh Framework Programme under Theme 6 “Environment (Including Climate Change)”. Both projects deal with the regeneration of contaminated soils and sites. Exploring potential synergies, both projects agreed to cooperate in organising a joint event in Romania, where both projects have considerable local interests.

The event A "National Workshop on the Rehabilitation of Contaminated Soil and Sites" was held in Bucharest on 2nd July 2012. The event was organised jointly by the UPSOIL and TIMBRE teams in the venue of the Athenee Palace Hilton Hotel in downtown Bucharest, Romania. The aim of the workshop has been to discuss the opportunities for application of innovative technologies within integrated schemes of brownfield management.

Experts of the UPSOIL project presented the innovative approaches to site remediation complemented with presentation of TIMBRE experts on the project's approach to an integrated management of degraded land and relevant case studies. More than 50 participants attended the workshop, including 13 from the UPSOIL project and 6 from TIMBRE, and many took active part in the two question and answer sessions of the workshop. This workshop marked an exciting time for both projects and a well-timed transfer of experience as UPSOIL nears its completion and TIMBRE is close to the middle of its project life. The presentations reflected the accumulated knowledge of the UPSOIL project and focused on topics such as the selection of in situ remediation technologies in terms of cost, time, sustainability and the smart coupling of chemical and biological remediation methods, including its advantages and risks. The TIMBRE project was introduced to the workshop participants in terms of its research goals and unique tailored approach. The contributions of the TIMBRE researchers were summarised with regard to the Romanian test site in Hunedoara and analytically with reference to the expert system and brownfield assessment web platform. Another important benefit for the meeting was the participation of the National Environmental Protection Agency from Romania – which also is a partner in the TIMBRE consortium – with an updated discussion of “policies and perspectives” in the area of soil rehabilitation in Romania. Most of the discussions centred on this topic as participants were eager to learn how the innovative approaches and technologies developed in both projects can be tailored to the policy requirements and specificities of the Romanian brownfield market.

Background information The general theme of the 4th International Congress of ECSSS EUROSOIL2012 that took place in Bari, Italy, was: “Soil Science for the Benefit of Mankind and Environment”. The congress aimed to encompass several aspects and to offer ample opportunity to explore many issues of current soil sciences. The main objective of the congress was to provide an interactive forum of exchange of ideas by bringing together and establishing durable and strict relationships among older and younger soil scientists and researchers, technical and professional operators, industry and administrative representatives, policy makers and regulators operating in the field of Soil Sciences.

The event As announced in the previous TIMBRE report on dissemination events (Deliverable D7.1), for the EUROSOIL2012, in total 2906 abstracts have been accepted. The TIMBRE project has been proud to have had attracted a sufficient number of interested contributions based on its Call for Abstracts. TIMBRE was on this to convene a special Session (S 13.5) dedicate to “Tailored Improvement of Brownfield Regeneration in Europe: A Discussion of State-of-the-Art Approaches, Technologies and Tools, and Comparison with International Context” – jointly organised by Stephan Bartke (UFZ) and Antonio Marcomini (UNIVE). In the session, 7 oral and 14 poster proposals have been accepted for presentation. They discussed from diverse scientific backgrounds trans- and interdisciplinary approaches to tackle the challenge that an immense diversification of tools with little connection to each other as well as a lack of consideration of regional and cultural specificities deters end-users from applying available state-of-the-art instruments. Contributions explored integrated approaches for brownfield regeneration proper to end-user needs. Customisable problem- and target-oriented packages of technologies and tools for assessment, investigation, remediation and integrated planning offering a tailored and comprehensive support for those interested in the regeneration of brownfields were put in front. Based on the presentations, the session allowed some discussion between contributors and session visitors on open aspects and needs that have to be taken into account in future research’s and politics’ design for an improvement of brownfield regeneration. Participants from outside Europe, especially China, were welcomed in order to stimulate comparison within international context. The TIMBRE project participated actively in the EUROSOIL Congress in Bari, Italy. Partners have enjoyed interesting sessions, good presentations, inspiriting debates and new contacts. Background information The project “Partnerství pro české brownfieldy” (Czech Brownfields Partnership – CZ.1.07/2.4.00/ 17.0033 - Operational Programme Education for Competitiveness) is focused on intensive exchange of experience in the field of brownfields regeneration. It is coordinated by the Technical University Ostrava (VSB) - Ass. Prof. Barbara Vojvodíková. Brownfields regeneration and urban renewal became the main theme of development of Czech cities and regions, which puts new demands on education and practice. At present, there is a knowledge transfer and exchange of experience going on mainly on the basis of contacts between interested professionals without preparation of a new generation. The project “Czech Brownfields Partnership" responds to the situation, while being inspired by an example of similar professional platforms and networks running abroad. The main objective of the project and its collaboration with TIMBRE is to connect education, training and research with practice. In particular, the project aims at creating a "Platform for supporting brownfields regeneration” and education of young generation with know-how. This joint event has been part of this collaboration under which a series of seminars has been organised by VSB in collaboration with TIMBRE partner IOG. All these events are documented on the TIMBRE website.

The event The joint seminar of the VSB Technical University of Ostrava and TIMBRE project on "Urban and architectural quality and sustainability of projects regeneration" took place at the Institute of Geonics AS CR in Ostrava – Poruba on 11th and 12th October 2012. The seminar was designed for young academics and university students, who are interested in the issue of brownfields, as well as partners and collaborating organizations of the Partnership for Czech Brownfields and TIMBRE project in the Czech Republic. The workshop was divided into two parts:

• The first day was devoted to thematic lectures of experts on sustainability of brownfields regeneration projects that was followed by discussions round tables on prioritisation of brownfields and links between culture and brownfields;

• The second day was more focused on applications of knowledge on regeneration in praxis from both the points of view of students and experts from decision sphere.

Day one (October 11, 2012): The workshop had been started with a lecture given by Michal Šourek from MS Architects Company on the topic "Urban regeneration and sustainability". It was followed by Boštjan Cotič from the Urban Planning Institute of the Republic of Slovenia who introduced Slovenian experiences with brownfield regeneration projects and specifics of regeneration strategies in the wider contexts of his country. The next speaker was TIMBRE coordinator Stephan Bartke from the Helmholtz Centre for Environmental Research – UFZ from Leipzig (Germany) who concentrated in his speech on sustainability of regeneration projects in Europe and its tailoring. Before noon, the programme was finished with a lecture of Irena Smolová and Zdenek Szczyrba from Palacký University in Olomouc (Czech Republic). They presented issues linked to opencast mining areas and their importance for landscape research. The afternoon programme was devoted to discussions on preliminary results of work package three of the TIMBRE project on prioritisation of brownfields. The discussion was led by Petr Klusáček and Stanislav Martinát from the Institute of Geonics (IOG). Discussions also focused on links between regeneration of brownfields and cultural specifics (and identity). Best practices, both from the Czech Republic and other EU countries, were presented in this section. Discussions were facilitated by Tereza Chrástková from the City of Brno, Michal Koleček from the Faculty of Art and Design from Jan Evangelista Purkyně University in Ústí nad Labem and Karel Bařinka from DHV Company (all Czech Republic). Day two (October 12, 2012): The second day of the workshop started with a presentations of works of students on regeneration of brownfields. The students are involved in the project - Partnership for Czech Brownfields. This part was followed by a lecture of Slovakian experts (Dagmar Petríková and Peter Blaha), who presented details of likely the most famous regeneration project in Slovakia named Eurovea, located in Bratislava. Next, an interesting lecture on brownfield in a part of Ostrava (Hrušov) was held by Daniel Kunc (IOG). Inspiring discussion followed on the lecture of Jana Peterová and Stanislav Endel (both from Technical University of Ostrava), who focused on mitigation actions with regard to brownfields in the Czech Republic. The end of the second day of the event was marked by a contribution of Igor Gargoš and Vít Ruprich from the CzechInvest Agency, who discussed about the comparability and compatibility of brownfield databases that exist in the Czech Republic. A special part of their speech was devoted to the usability of such databases, while working with both public and private investors and towards the preparation of regeneration projects. In the two days’ workshop on sustainability of brownfields regeneration, more than 80 participants – students, experts from both academia and praxis, both from public and private sectors and NGOs – participated.
