INTRODUCTION

MCM ASSOCIATES SDN BHD Formerly

known as MCM ASSOCIATES was

formed to provide professional Quantity

Surveying services and Project Management

for benefits of the construction industry in

general.

MCM ASSOCIATES SDN BHD was

established by Prof Madya Sr.Dr.Mohd

Mazlan Che Mat, an experience Quantity

Surveyor both in public and private sector.

The firm is supported by qualified Quantity

Surveyors and other supporting technical and

administrative staff.

MCM ASSOCIATES SDN BHD is poised

to share its experience and expertise in

construction cost management techniques

and project management in local

construction industry and Investment

appraisal of property development projects.

The firm’s objective is to discharge its duties

with responsibility and integrity to achieve

the confidence of its fellow professionals

SCOPE OF SERVICES OFFERED

We provide the following services:

Quantity Surveying

1. Preparation of Feasibility Study /

Investment appraisal

We prepare feasibility studies on

construction and development projects

to ascertain their economic viability and

to provide our clients a vital link in their

investment potential chart. This

information will assist him eventually

on his decision to undertake a project.

2. Preliminary Cost Advice And Cost

Planning

Preliminary cost advice is given at the

very outset of a scheme, even before the

Architect's drawings are prepared. For

any given expenditure the type and size

of structure that will be erected will be

assessed, and we would assist the client

in the preparation of the budget for the

project. A more detailed approximate

estimate will be prepared once the

preliminary drawings are completed.

This would enable design decisions to

be made with full knowledge of their

financial implications.

The prime objective of cost planning is

to ensure that the first estimate, the

acceptable tender and the final cost of

construction projects do not differ

significantly from each other (except of

course when changes are introduced by

the client). Cost planning also provides

the building owner and designers with

an appreciation of the financial

implications of differing design

solutions and changes in requirements.

3. Advice on The Type of Contracts

The most widely used method in the

Lump Sum contract with Quantities.

However, other methods may be

employed depending upon the nature and

size of the project and the urgency with

which the project is to be undertaken.

4. Advice On Obtaining Tenders

Tenders for constructional work may be

obtained either in competition or by

negotiation. The choice has to be

ascertained at the early stage. We would

advise the client on the selection of

suitable firms to be invited to tender,

according to the type and size of a job

and the general standard of workmanship

and skill that may be required. This also

applies in the selection of nominated

subcontractors and suppliers.

5. Preparation Of Tender Documents

We prepare all documents (except

drawings) required for the purpose of

tender. This includes, depending on the

type of contract adopted. Schedule of

Prices, Bill of Quantities, and all other

necessary documentation.

6. Preparation on Tender Reports

Tender received from contractors will be

checked and evaluated. The report to the

client would include information and

comment on the level of prices, the

tender period submitted the level of

competition achieved, and all other

information which would assist the client

to make the final choice.

7. Cost Control and Preparation of

Financial Statements.

We evaluate all variations and report to

the Client, if so wishes, could take

corrective measures elsewhere in order to

maintain the cost within the original

budget.

In addition, we prepare financial

statements at regular intervals which

keep the client and the whole design

team informed of up to date financial

position and the anticipated final cost.

8. Valuation of Work In Progress

As normally stipulated in almost all

Forms of Contract to make interim

(monthly) payments to contractors, we

measure and evaluate the value of work

executed in the preceding month and

submitted recommendations for

payment to the Architect or

Superintending Officer.

9. Settlement of Final Accounts

This involves measurement of

variations, adjustments in the accounts

of nominated subcontractors and

suppliers and any other factors for

which the contract allow towards

achieving the final cost of the project.

10. Project Management

This involves the economic appraisal of

the project, coordinating the work of

various Consultants and the Contractors

and ensure the smooth running of the

project.

11. Value Management, Value

Engineering & Life Cycle Costing

`Australia’s Department of Defence,

reference book DRB 37’ defines Value

Management as “The Systematic effort

directed at identifying the functions of

systems, equipments, facilities,

procedures and supplies for the purpose

of achieving the essential functions at

the lowest cost consistent with the

needed purpose, performance, reliability

and maintainability”. This is the

objective of all Clients. Our firm has

the necessary expertise and capability to

conduct the Value Management Study.
