CCSD - Kirtland Area Elementary Schools - Educational Specification GS Planning • 2014 Sec 5.1 SECTION 5 Space Requirements GOAL OF DISTRICT ELEMENTARY SCHOOLS EDUCATIONAL SPECIFICATION A goal of CCSD is to provide quality education to all district students in efficient and effective facilities. To accomplish this goal, the District has to provide adequate facilities at all of its schools that will support the educational program and student enrollment. CCSD embraces the size right philosophy for district facilities and is dedicated to providing efficient, effective facilities for ALL of its students. The District has implemented a capital plan which addresses this goal. CCSD, as a district, has experienced a slow, but substantial decline in student enrollment which has resulted in under-utilized facilities at the majority of its schools; however, the Kirtland area has seen a slow but steady increase in student population. The overall steady decrease in CCSD population has put a financial burden on the District and is taking money out of the classroom to maintain unnecessary space. The District is addressing this issue in its capital plan by partnering with PSCOC / PSFA and the community to replace/renovate existing school facilities, re-organizing functions on campuses, and systematically constructing new, sized right schools. The District has developed a capital plan which will enable it to continue its size right philosophy and partner with PSCOC / PSFA and the community to address facility needs throughout the District. CCSD has three distinct service areas within its boundaries; Kirtland, Newcomb and Shiprock. In 2011 an educational specification was developed for the Shiprock area elementary schools. The District utilized this educational specification when it closed one elementary school and renovated three District elementary schools in the Shiprock area; Nizhoni ES, Mesa ES, and Eva B Stokley ES, assuring these students are provided with adequate educational facilities. The District also utilized this educational specification for its Naschitti ES in the Newcomb area. Now the District would like to continue its capital plan at the Kirtland and Newcomb elementary school facilities. The Kirtland area has a slightly different educational program and different facility needs. It was determined that a new educational specification was needed to identify and address the specific needs of the Kirtland area elementary schools. The District undertook the development of this elementary educational specification in partnership with PSCOC / PSFA and the local community to develop basic facility requirements for the Kirtland area elementary schools with emphasis on Ruth N Bond and Grace B Wilson Elementary Schools. Ruth N Bond and Grace B Wilson ES share the same campus. Part of this educational specification is facility assessments and utilization studies of both RNB and GBW ES and the entire campus to understand the overall needs both schools and of the campus. This educational specification focuses on facilities that meet the needs of kindergarten through sixth grade, with an understanding of the needs and impact of all the students and facilities on the campus.

5 Space Requirements

GOAL OF DISTRICT ELEMENTARY SCHOOLS EDUCATIONAL SPECIFICATION

To accomplish this goal, the District has to provide adequate facilities at all of its schools that will support the educational program and student enrollment. The District has implemented a capital plan which addresses this goal.

CCSD, as a district, has experienced a slow, but substantial decline in student enrollment which has resulted in under-utilized facilities at the majority of its schools; however, the Kirtland area has seen a slow but steady increase in student population. The overall steady decrease in CCSD population has put a �nancial burden on the District and is taking money out of the classroom to maintain unnecessary space. CAPACITY OF DISTRICT ELEMENTARY SCHOOLS

During the 2013-14 PSCOC application process, enrollment history and projections from the 2010-2015 FMP and 2012-15 FMP Update were reviewed for the entire Kirtland area. The 2013-14 student population at Kirtland area elementary schools was 1,672 Kindergarten through 6th grade with projections reaching 1,800 students by 2017. The 2013-14 student population at Ruth N Bond ES was 398 Kindergarten through 3rd grade with projections reaching 430 by 2017. The 2013-14 student population at Grace B Wilson ES was 255 4th through 6th grades with the projections reaching 270 by 2017. The total student population on the shared site was 653 students with projections reaching 700 by 2017.

It was determined by the District, PSCOC / PSFA, and the community that the project to replace / renovate the existing elementary school facilities at RNB and GBW ES would be sized for 715 kindergarten through 6th grade students. This takes into account the projected increase in student population of the Kirtland area.

As part of the educational speci�cation process, the District solicited input from an Advisory committee, the local community, and students concerning the grade con�guration and capacity of the Kirtland area elementary schools. The �rst half of the process centered around data and discussion of the following questions:

Should 6th grade be relocated to the Kirtland Middle School? Should All Kirtland area elementary schools have the same grade con�guration? Should All Kirtland area elementary schools have the same capacity: 600students? Should Kirtland ES and Ojo Amarillo ES keep their existing capacity and the new ES have a capacity of 700?

After several meetings, data review, and discussion, the consensus of the Advisory committee and community was:

6th grade will not be relocated to Kirtland Middle School at this time New Kirtland area elementary school will be designed for 700 Kirtland ES and Ojo Amarillo ES remain at their current capacities

The District presented the above information to the School Board on March 13th, 2014. The School

ELEMENTARY SCHOOL EDUCATIONAL SPECIFICATION REFERENCES

During the development of this educational speci�cation, CCSD referred to and based the quantity and size of elementary school spaces on the following references:

• NM Adequacy Standards Recommended Square Foot per Student• Public Education Department’s (PED) Pupil to Teacher Ratio (PTR)• New Mexico Adequacy Standards• New Mexico Adequacy Planning Guide• School District Facilities Master Plan Components and Guidelines• Common Core Standards

OVERALL ELEMENTARY SCHOOL FOOTPRINT:

For an elementary school that is partnered with PSCOC / PSFA, the NM Adequacy Standards recommended square foot per student formula is utilized to determine the overall footprint of the school. The formula is dependent upon the grades served by the schools and the capacity of the individual school to assure that a school is sized right. PSCOC / PSFA work closely with NM school districts to size right facilities that meet student and sta� needs, but do not create a maintenance burden on the district. As a school project comes on-line, the actual overall school footprint will be calculated based on the PSCOC awarded capacity of the school and the NM Adequacy Standards square foot per student formula.

The PSCOC award for a new Kirtland area elementary school was for Kindergarten through sixth grade students. This award allows CCSD to utilize the NM Adequacy Standards recommended square foot per student formula for elementary schools to determine the overall footprint for the new Kirtland area elementary school.

Overall Reduction of Campus Footprint: 25,591sf

The overall reduction of square footage on the RNB and GBW ES campus should result in a savings to the District of approximately $153,500 per year in utilities and maintenance.

Under this project, in addition to the 75,974sf of new construction, there will be approximately 15,020sf of renovation work, including the existing gymnasium, music room, and associated support spaces.

INSTRUCTIONAL SPACE CAPACITY

To determine the capacity of each instructional space, CCSD utilized Public Education Department’s Pupil to Teacher Ratio (PTR) for elementary schools with no exceptions:

To determine the appropriate size of each elementary school space, CCSD utilized the current Statewide Adequacy Standards as a guide. All spaces were reviewed and then designed to meet these standards. For elementary school spaces the following square foot / student formulas were utilized:

General Use Classrooms: 1,040sf Kindergarten: 50 net sf / student plus 2 sf / student in-classroom dedicated storage 50 sf * 20 students + 40 sf of storage = 1,040sf per kindergarten classroom minimum per NM adequacy standards

QUANTITY AND SIZE OF SPACES

During the educational speci�cation process, the quantity and size of spaces required to support the elementary school educational program were discussed at length. Each space was reviewed and discussed. From these discussions, the District developed a basic program of spaces to meet the needs of their elementary students and their educational program based on PED’s Pupil to Teacher Ratio and NM Adequacy Standards recommended square foot per student. All elementary school spaces meet these standards.

Refer to the following Space Summary table for a list of required number of spaces and their size to meet the needs of the new Kirtland area Kindergarten through 6th grade students.

5 Space Requirements

UTILIZATION OF SPACE:

CCSD has experienced a decline in student population which has resulted in under-utilized facilities throughout the District. Even though the Kirtland area has shown slight growth, there is room to improve the e�ciency of its schools. The District understands that it is the community and State which support its educational facilities. To assure future community and State support, the District has embarked on a capital plan which will size right its facilities to assure student and sta� needs are met e�ciently and e�ectively and the District demonstrates �scal responsibility.

CCSD has developed an educational speci�cation for the Kirtland area elementary schools, Kindergarten through 6th grade students, that provides facilities to support the elementary educational program e�ciently and e�ectively. As stated above, CCSD based the quantity and size of its elementary classrooms on PED’s PTR and NM Adequacy Standards. CCSD is dedicated to providing a size right elementary school at the Ruth N Bond ES and Grace B Wilson ES site which will support its educational program in alignment with the NM Adequacy Standards recommended square footage per student.

As previously stated, Ruth N Bond and Grace B Wilson Elementary Schools share the same campus. They do not share facilities; however they do share special programs instructors, counselors, and support sta�. This has created under-utilized space at both facilities and ine�cient use of personnel time traveling between the two schools. The District used this educational speci�cation process to identify the areas that could be improved and achieve the goal of providing e�cient and e�ective facilities that support the educational program. During the educational speci�cation process, the utilization of both instructional facilities was studied to gain a clear understanding of the interaction of students, sta� and visitors on the campus. Utilization worksheets have been developed for both elementary schools. These worksheets reveal how facilities are currently being utilized and how the District proposes to increase utilization on the campus.

Ruth N Bond Elementary School:Ruth N Bond Elementary School serves 398 Kindergarten through 3rd grade students. RNB ES has had a fairly stable student population around 400 for several years. The existing permanent facilities are capable of housing the student population, but over the years portable classrooms have been added to the site. These portable classrooms have decreased the utilization of the facilities. The current utilization study of RNB ES identi�ed 25 available permanent instructional spaces and 8 portable classrooms with a utilization rate of 58%. This reveals that the elementary school facilities at RNB ES are under-utilized and the District is spending funds unnecessarily on utilities and maintenance.

Grace B Wilson Elementary School:Grace B Wilson Elementary School serves 255 4th through 6th grade students. GBW ES has had a fairly stable student population around 275 for several years. The existing permanent facilities are capable of housing approximately 400 students. The current utilization study of GBW ES identi�ed 25 available permanent instructional spaces with a utilization rate of 44%. This reveals that the elementary school facilities at GBW ES are under-utilized and the District is spending funds unnecessarily on utilities and maintenance.

Utilization Summary:During the educational speci�cation process, the District analyzed both schools, it identi�ed functions that could be combined to better utilize space, and identi�ed spaces that could be down-sized or eliminated. The proposed new Kirtland area elementary school will combine both RNB and GBW ES into one more e�cient school. There will be one gymnasium, one cafeteria, and one administration area to maintain and provide utilities. Sta� will be more e�cient providing services in one school in lieu of traveling between the two schools. This combination of schools will reduce the number of available instructional spaces from 58 to 46 and will increase the overall utilization to 74%, which indicates a better utilized facility that is operating more e�ciently and e�ectively. The general classroom utilization for the new elementary school will be 93%. Refer to the utilization spreadsheets on pages 17-20 for the current and projected utilization studies.

5 Space Requirements

SCHOOL SITE AND BUILDING FUNCTIONS AND RELATIONSHIPS:

During the educational speci�cation process, the Advisory committee reviewed and discussed the existing site and facility issues as they relate to RNB ES, GBW ES, the new Kirtland area elementary school, and the overall campus. During the April 28th meeting, the Advisory committee concentrated their e�orts on site issues and building systems. The committee discussed the issues then broke into small groups and identi�ed site speci�c issues. During the May 5th meeting, the Advisory committee concentrated their e�orts on spatial relationships, technology, library/media center and e�cient use of space. At the end of each meeting the committee completed short surveys.

During this process it was determined that the existing gymnasium and music spaces at RNB ES will remain and the new school will utilize those spaces. If possible the new Kindergarten room addition should remain, but that will be determined by the �nal design. A major challenge of this project will be to construct the new facilities with minimum disruption to the RNB ES students and have the new facilities connect to the existing gymnasium and music spaces.

Site access, egress, and separation of bus, vehicles and pedestrians will also shape the site. Currently RNB ES has a site entry separate from the GBW ES site entry. Both schools share a common exit. Due to the location of the site, all students either ride the school bus or the parents drop-o�/pick-up. There are very few students that walk to RNB or GBW ES. Part of the scope of work is to demolish the existing GBW ES and the majority of the RNB ES at the end of the project.

Basic Site Relationships:There will be 715 students on this campus ranging from Kindergarten to 6th grade. It was determined that there will be separation of younger students from the older students, both inside the building and outside. Any interaction between the younger and older students is to be scheduled and supervised. There will be separate playgrounds and play�elds for the di�erent age groups.

Basic Building Relationships:

The basic building relationships for the new Kirtland area elementary school are separated into three distinct areas; the school support spaces, Kindergarten – 3rd grade, and 4th – 6th grade. As stated earlier, there will be approximately 715 students attending this school. The sta�, parents and community want limited, supervised interaction between the younger and older students. It is important to keep the feel of a small school in a big school environment. Student success is the focus of the educational process and to accomplish this every student has to have sta� recognition and interaction, not get lost in a sea of students.

Scheduling will be a key element in the operation of this new school as all students will share the gymnasium, music, special education, and bi-lingual spaces. The cafeteria will be physically divided to allow younger and older students to eat at the same time and not extend the serving times. There will be two libraries spaces to allow the younger and older students full access to the libraries when needed with limited scheduling issues.

The new Kirtland area elementary school will be culturally sensitive and be part of the local community. It will re�ect and respect the diverse local cultures. The main entry will face east. The site, gymnasium, cafeterias, and library/media cetners will be available to the local community as identi�ed in the School Board policy.
