L Background Although Indonesia has made significant steps forward regarding poverty reduction over the decades, many of gains are still fragile and need further strengthening of the efforts to reduce the number of people falling below the poverty line. The Gar, in response, had been set up an overall strategy on local economic development and poverty reduction based on the National Poverty Reduction Strategy Paper (PRSP-N: Strategi Nasional Penanggulangan Kemiskinan), which contain the following four major policy measures as implementation approach: (1) Broadening oppOliunities. The Government, together with the private sector and the community, create job and business opportunities for poor people. (2) Community empowerment. The Government, the private sector, and the community empower the poor people, and as a result the poor will regain their economic, social and political rights, control any decisions related to them, express their aspirations, and identify their own problems and needs. (3) Capacity buildillg. The GovernmenL, the private sector, and the community build the capacity of poor people, so the poor will be capable of working more producti vely and fighting for their interest. (4) Social protection. Thc Government, through public policies, requests the private sector and the community to provide protection and security for poor people, especially the most disadvantaged people (the indigents, the elderly, neglected children, the disabled) and poor people resulting from natural disasters, economic crisis and social conflict. (5) Promoting global partnerships. Strategy for promoting and restructuring international relationship and cooperation in SuppOliing the implementation of the above four strategies. 1. INTRODUCTION

As the recent Five Year Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Nasional: RPJM-N) for 2010-2014 include following 1 J key priorities to improve and has decided to extend the PNPM program until 2014, all the RISE project locations shall be covered by PNPM program additional three years from 2012 till 2014; a) Reformation of Bureaucracy and Good Governance, b) Education, c) Health, d) Povelty Alleviation, e) Food Security, f) Infrastructure, g) Business and Investment Environment, h) Energy, i) Human Settlement and Reduction of Emergency Disaster, j) Developing Disadvantaged Areas, k) Creative Culture and Technology Innovation.

The RISE II project will support following 6 priorities of GoI's RPJM 2009 2014 a) Infrastructure, b) Poverty Alleviation, c) Developing Disadvantaged Areas, d) Education, e) Health, f) Reformation of Bureaucracy and Good Governance; by (\) facilitating a participatory approach to plan, develop, operate and maintain the demand-responsive infi'astructures constructed by local communities; (2) strengthening capacities of the local governments to manage, support and monitor the communities, in an appropriate and ti mely manner, in order to put transparency and accountability in place in local-level governance; and (3) tapping necessary funds for the local economic development programs based on RP1M-N.

And also the proposed RISE II project is an extension of apparent success of the on-going RISE project and will cover 237 kecamatans in 35 kabupatens in 9 Province located outside of Java and Bali, for the period starting from 2014 till 2015 fiscal year by providing basic infrastructures.

1.2. Description of the Project

1.2.1. Objective of the Project

Main objectives of the proposed project are mainly:

(I) Poverty Alleviation. Provision of basic social and economic infrastructure services and increasing economic opportunities in rural areas;

(2) Decentralization and Local Govemance. Highlighting institutional capacity building of both central and local governments, with special focus on kabupaten (district) and kecal11atan (sub­district) administrations in rural Indonesia, helping local governments implement Law 32/2004 in operational ways; and

(3) Community Empowerment and Participatory Approach. Supporting social development, strengthening of capacities and institutionalizing community empowerment and self.-reliance through participatory approach.

1.2.2. Objective of the P,'oject

Scopes of the project are mainly:

(I) Construction/improvement of transport infrastructure; fmprovement of access roads from earth to gravel, or from stone/gravel to water bound macadam or Telford base and rehabilitation of existing penetration macadam road if necessary, Access roads for transportation network development in kecamatan level or among villages are those cOlmecting the villages with district/provincial roads which lead to the district capital. Bridges shall be included where necessary. Local ship mooring facility shall be the access infrastructure for water-access vi II ages.

(2) Construction/improvement of production SUppOI1 facilities; Construction/improvement of small scale irrigation system and fishing facilities for the increasing of agricultural and fishery products of vi !Iages.

(3) Construction/improvement of marketing support facilities; Construction/improvement of public market, warehouse/ terminal, etc. for surplus agricultural or fishery products ofvillages.

(4) Construction/improvement of village water supply and sanitation facil ities; Piped water system or non-piped water system according to local conditions to be combined with community sanitary unit (MCK).

(5) Construction/improvement of Primary health care facilities; Sub-project for primary health care facilities will be: (1) rehabilitation of building facilities for puskesmas (health center) and pustu (auxiliary health center); (2) new construction and rehabilitation of building facilities for polindes (village birthing posts); and (3) procurement of non-medical equipment (e.g., beds, desks, toilet faci lities, etc.) for the facilities included in (1) and (2) above.

(6) Constructionlimprovement of primary and junior high school buildings; Sub-project for school buildings will be: (I) rehabilitation of building facilities for primary andjunior high schools, and (2) procurement of class fumiture chai rs, blackboard, etc.) and non­educational equipment (e.g. toilet facilities, etc.).

(7) Preparing Mid-term Social Economic Development Plan of Strategic Development Areas of KabupaltmS (P.Hvl-PSE KSK)

(8) Adoptation of appropriate technology for supporting business sector of Strategic Development Areas of Kabupatens (KSK).

For the implementation of RISE - !l will be assIsted by the Consultant and the Local Management Assistance as follows:

(1) Consultant Support for Central Coordination Team (CSCCT) for assisting thc ccntral government in overall project coordination, and Consultant special study for Accelerating Policy Transformation into NeVi! Poverty Reduction Strategy.

(2) Central Monitoring and Management Consultant (CMMC) for assisting the central government in overall project management, planning, programming, implementation and monitoring & evaluation of the Project.

(3) Local Management Assistance for providing technical & management support on project plan, programming and implementation for provincial, kabupaten, kecamatan and and preparation of reports to Central level. The LMA \vill also carry out detailed design, construction supervision as well as organizing villagers for participatory planning process, executing the project construction \Norks, and operation and maintenance in kecamatan and village level.

(4) Local Management Assistance of Training Center and Training Unit for providing training to local government officers, facilitators and local community leaders for dissemination and publication program such as participated planning, programming, budgeting, implementation, O&M process and also skilled training such as facilitation, motivation building, etc.

1.3. Consultant Support for Central Coordination Team (CSCCT)

Overall implementation of RISE-II will be coordinated by a Central Coordination Team responsible in providing policy directives to the Executing Agency's (EA) Project Management Unit (PMU). to ensure the smooth implementation of the project. The day to day opcration of the CCT will be carried out through a Secretariat of the CCT, hosted at the Coordinating Agency (CA). At the

implementation level, there are three Project Implementation Units (PlUs); i) at the OG of Human Settlement - MPW responsible for the physical investments, ii) at the OG of Regional Development­MOHA responsible for institutional developments, iii) at the OG of Community and Village Empowerment MOHA responsible for community developments.

The Secretariat of the CCT memberships consist of delegates from relevant Ministries and Central Government's Institutions, thus it is called the National RISE Secretariat. A team of consultants support will be assigned to the National RISE Secretariat to carry out the technical processes of the coordinating tasks as well as providing analyses and recommendation to the CCT's policy directives developments. The team of consultants called the Consultant Support for Central Coordination Team (CSCCT).

2. OBJECTIVES OF THE SERVICES

General objectives of the CSCCT would be the following; (I) Coordination Effort included 0) Coordination among GOI institutions, and (ii) between GOI

and other donors that have similar programs on local capacity improvement, poverty alleviation, and rural infrastructure development. The consultant will ensure the smooth coordination of all stakeholders;

(2) Policy Assessment: The Team will conduct policy assessments related to RISE-II implementation and RrSF exit "trMegy implementation to en:;ure the appropri(lte policy inpllts to the Central Coordination Team.

3. SCOPE OF SERVICES

Tn general, the scopes of works for the consultants are to provide support to Central Coordination Team and National RISE Secretariat in terms of technical substances and general policies ofRISE-rI implementation. In more details, the scope of works covers the following aspects:

(I) Coordination Coordination services will include:

a. Among central government institutions; • Assist the Central Coordination Team and National RISE Secretariat, technical

meeting, FGO, workshop, and extracting the results to be an input for policy preparati on;

• Assist the Secretariat on harmonizing RISE-II implementation as part ofthc PNPM (other COD's project);

• Assist the Secretariat on PlUs coordination on policy directive given by the Central Coordination Team.

b. Between central government institutions and donors that have similar programs on local capacity improvement, poverty alleviation, and rural infrastructure development:

• Assist the Central Coordination Team in recognizing other donor program planning similar to RISE-II;

• Assist 11K' Celltral Coordinalion Team on preparing input for harmonizing planning and implementation of respective donor activities;

c. Between central government institutions and local governments that have local initiative similar to RISE.

• Assist the Central Coordination Team in recognizing local government (and communities) program planning similar to RISE-II;

d. Monitoring and Evaluation. • Assist the Central Coordination Team in monitoring and evaluation of policy

application on overall RISE-Il implementation. (2) Policy Assessments

a. Preparation and Implementing Policy Assessments; • Assist the Secretariat in preparation and implementation policy assessments of

technical assistance that are related to RISE-If implementation. b. Monitoring and Evaluation;

• Assist the Central Coordination Team and Secretariat in monitoring and evaluation of the implementation of those policies.

c. Policy recommendation; • Assist the Central Coordination Team and Secretariat in conducting assessment of

results as an input to policy recommendation development on RISE-I! implementation and policy recommendation on the implementation of RISE exit strategy.

4. OUTPUTS

5. GOT INPUT

6. STAFFING REQUIREMENT AND ASSIGNMENT SCHEDULE

The consulting firm wi II provide a total 294 man-months of consulting services. The following Consultants shall provide the services, starting from the beginning of July 2014 until the end June 2016.

7. PERIOD OF SERVICES

The period of services of the consultant will be 24 Months in accordance to the evaluation of consultant performance which will be evaluated alU1Ually by the client. The contract of consultant services will be made in the multi year's basis.

8. QUALIFICATIONS AND SKILLS REQUIRED FOR THE CONSULTANTS

(I)Team Leader (Program Management Specialist) a. Team Leader's principal duties are to manage the day-to-day activities of the team to achieve

the objectives defined in the Terms of References, b. He/she shall be directly responsible for managing the team services, coordinating team

activities and reporting progresses regularly the coordinating agency through its National RISE secretariat(Project Manager),

c. Support RISE National Secretariat in carrying out management and supervision of the program, and

d. With others team and members, prepare and implement technical assistance activities and provide policy input to the Central Coordination Team.

(5) Financial Management Specialist a. Support National RISE Secretariat in responding to the financial management issues and

inputs related to the financial management issues to the Central Cooruination Team. d. Report the financial management related issues and policies to the Team Leader.
