SECTION - 6: RURAL DEVELOPMENT PROGRAMMES
A number of special programmes for Rural Development are being implemented. Data on physical and financial progress made under these programmes are indicated in the Tables.
6.1 to 6.3: Temporal data (i.e from 2015-16 to 2017-18) in regard to the financial outlays (Revised and Budget estimates) of the schemes of the Ministry of Rural Development are provided Department-wise viz., Department of Rural Development and Department of Land Resources.
A. Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)
6.4 to 6.19: National Rural Employment Guarantee Act (NREGA) was notified on 7th September 2005 by merging the on-going schemes of Jawahar Gram Samridhi Yojana (JGSY), Employment Assurance Scheme (EAS) and Sampoorna Grameen Rojgar Yojana (SGRY). MGNREGS aims at enhancing the livelihood security of the people in rural areas by guaranteeing hundred days of wage employment in a financial year, to a rural household whose members volunteer to do unskilled manual work. The second objective of the Act is to create durable assets and strengthen the livelihood resource base of the rural poor. The overall performance of MGNREGS is presented in terms of employment provided to households, total employment days for SCs, STs and Women, expenditure and number of works taken up during 2006-07, 2012-13, 2013-14, 2014-15, 2015-16 & 2016-17.
B. Saansad Adarsh Gram Yojana
6.20 & 6.21: On India’s Independence Day (2014), the Prime Minister Shri Narendra Modi, made a commitment to launch the Saansad Adarsh Gram Yojana (SAGY) and in tune with the commitment, the Prime Minister launched the scheme on 11th October, 2014 - Lok Nayak Jai Prakash Narayan Ji’s birth anniversary – at Vigyan Bhawan, New Delhi.
The goal is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016 in MP constitutency. Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024.
Inspired by the principles and values of Mahatma Gandhi, the Scheme places equal stress on nurturing values of national pride, patriotism, community spirit, self-confidence and on developing infrastructure. The SAGY will keep the soul of rural India alive while providing its people with quality access to basic amenities and opportunities to enable them to shape their own destiny.
The scheme will be run under the guidance of Members of Parliament (MPs). Gram Panchayat would be the basic unit for development. It will have a population of 3000-5000 in plain areas and 1000-3000 in hilly, tribal and difficult areas. In districts where this unit size is not available, Gram Panchayats approximating the desirable population size may be chosen.
Presented in this Table is Summary Report of Gram Panchayats for SAGY October 2015.

C. National Rural Livelihoods Mission (NRLM)
6.22 to 6.30: The objective of the NRLM is to bring the assisted poor families (Swarozgaris) above the Poverty Line by providing them income-generating assets through a mix of Bank Credit and Governmental Subsidy.
The NRLM is different from earlier Programmes, in terms of the strategy envisaged for its implementation, and has been conceived as a holistic Programme of self-employment covering all aspects of self-employment, viz., organisation of the rural poor into Self-Help-Groups and their capacity building, training, planning of activity clusters, infrastructure build-up and technology and marketing support.
Data on the financial and physical progress under NRLM during 2010-11 and NRLM allocation and release till 2016 are shown.
D. Indira Awaas Yojana
6.31 to 6.36: These Tables contain data on the expenditure incurred and the actual number of houses constructed under Indira Awaas Yojana during 2002-03 to 2015-16. Physical and financial progress of housing schemes are indicated in these Tables for 2015-16 State-wise.
E. District Rural Development Agency (DRDA) Administration
6.37: State-wise allocations and releases of funds for 2012-13 to 2014-15 under DRDA Administration Scheme are reported.
F. National Social Assistance Programme (NSAP)
6.38: This table contains data on Physical and Financial performance of National Social Assistance Programme (NSAP) during 2002-03 to 2012-13 and 2016-17.
6.39 to 6.40: State-wise coverage of beneficiaries under various schemes of NSAP for the period 2014-15 and 2016-17 are presented in these Tables.
6.41: State-wise number of trainers under Rural Self-Employment Progress and Training Institutes (RSETIs) during 2015-16 is presented in this Table.

Highlightsl Inclusive growth is one of the avowed goals of XI and XII Five Year Plans. Accordingly, to involve
the marginalised sections in growth process, MoRD launched several flagship programmes such as MGNREGS, SGSY and IWMP. The budgetary allocations lend support to the concern and commitment for poverty reduction and sustainable rural development. The coverage of SC, ST and Women under these programmes confirms the inclusiveness of poverty alleviation programmes. The poorer States like Odisha and Bihar have yet to take full advantage of these programmes. The current emphasis on convergence of the development programmes is likely to make significant dent on the asset structure and incomes of the poor.
l Organising the poor and building their capacities for entrepreneurship development to move them out of poverty has been envisaged under SGSY. The coverage of women under SGSY is about three-fourths per cent and SCs and STs constitute almost half of the Swarojgaris. The private sector has been involved in designing special SGSY projects for capacity building of the poor for wage employment.
l Under National Rural Livelihood Mission (NRLM), about 21 lakh SHGs have been promoted since its inception in about 2 lakh villages spread over 2125 blocks in 316 districts till March 31, 2014. Bank credit linkage was arranged for self-help groups under NRLM to an extent of ` 206 crore.
l The convergence of SGSY and other development programmes with MGNREGS would strengthen the self-employment initiatives through value addition. Graduation of unskilled MGNREGS workers into skilled labour-force is an integral part of the strategy for poverty eradication on a sustainable basis.
l The share of SCs & STs in total MGNREGS employment was 40 per cent during 2011-12 to 2015-16. However, the work completion rate is not that satisfactory and this suggests that planning and execution of works should receive more attention. However, as many studies show, the MGNREGS has led to qualitative changes in the rural labour markets and also brought about improvements in social relations among different classes of rural India.
l Since mid 80s the State and Central governments have initiated a number of innovative schemes to provide housing for all the poor. IAY is one such scheme to bridge the (shelter) gap which is estimated to be about 48 per cent. During 2015-16, out of a targeted number of 20.79 lakh houses to be constructed, 9.32 lakh houses (45 per cent) were constructed / completed.
l Environmental degradation and poverty are positively associated. To arrest soil erosion and conserve moisture in the eco-fragile regions, the IWMP has been under implementation. The field data show that Rural Development programmes have been contributing to greening of rural economy.
l To minimise the vulnerability among the poorer sections, the National Social Assistance Programme (NSAP) has been in operation. This has been providing relief to the poorest of the poor. The State has to ensure that all the vulnerable sections are included under these safety nets. About ` 12634 crore was given as assistance under this programme to 27 crore beneficiaries in 2014-15.
