THE BOARD’S SPECIAL EDUCATION ADVISORY COMMITTEE

The standard requires that the plan provide a description of ways in which the Board’s SEAC fulfilled its roles and responsibilities during the school year. The Special Education Advisory Committee is listed on the School Board Website. The link lists the committee members’ names, phone numbers and email addresses and also lists the minutes of the meetings held throughout the year at various school locations. The Board has also offered the Special Education Plan on a number of occasions this past year to teachers currently enrolled in Special Education Part 2 and 3. The members felt that the internet link would provide parents and members of the public a greater opportunity to contact the individual members about concerns. SEAC minutes for 2016-2017 are attached.

3. Declaration of Conflict of Interest

No conflict declared. 4. Presentation – Mark Searson – Internal Audit The Ministry has issued new guidelines that increase consistency amongst Regional Internal Audit Teams (RAIT). The RAIT provides consulting services to improve Board operations and conducts a minimum of two engagements (audits) on an annual basis.

Under strict accountability and confidentiality of information, the RIAT receives unrestricted access to Board information required to complete the audit. An Information Technology Audit was conducted last year and was a positive experience, resulting in the implementation of helpful recommendations. It is anticipated that a Special Education Audit (Instruction and Schools) will take place during the 2016-2017 school year, most likely after March Break. It is expected that classroom process, such as IPRC and IEP procedures will be the major focus of the audit, with a secondary review of SEAC regulations and practice. Discussion followed to ensure SEAC complies with best practices:

Committee members should represent special needs organizations – formal requests to Boards of organizations (i.e. Community Living) to advise candidates are available to advocate for SEAC;

Continue to follow Annual Calendar to achieve SEAC goals and targets; Visit first school council meetings to encourage SEAC awareness; Research special needs high school student representation on SEAC; Continue effort to attract new members – electronic communication is available

for members from outlying areas;

6. Board Reports

a. Special Education Support Letter – Toronto Catholic DSB: A letter from

the TCDSB was sent to the Ministry of Education protesting debilitating cuts to the Special Education High Needs Amount (HNA).

b. Transition to the Ontario Autism Program – New Funding to support School Boards: Information was shared on new funding for 2016-2017 and 2017-2018 provided to support school boards during the transition as a result of changes to autism services. Following discussion, Jennifer Reid-Hudson will be invited to a future SEAC meeting to outline Board plans for the new investment. CHEO could also be approached to serve as resource at a community parent meeting to help parents navigate through the transition. Parents should also be reminded that a SEAC member can be invited to their

child’s IPRC meetings to advocate and share support and experience through what can be an intimidating process.

c. RCCDSB 2012-2017 Strategic Plan Review: The Strategic Plan is a key

document that establishes Board goals and expectations for a four year period. The 2012-2017 Plan expires next year, and representation is requested from SEAC to sit on the newly established Committee to develop the next plan. Anne Haley, SEAC Chair will participate, with members Joan Daly and Jeff Sandal indicating they would be interested in providing input pending announcement of specific dates and times of meetings. It was recommended that the Strategic Plan be included in the annual Special Education Report for 2016-2017.

d. Special Education Information Memo: Ministry commitment to IEP

development and reporting guideline revisions include exploring the ability for IEP’s created within the first 30 days of the schools year to serve as the IEP updated for the progress report card. Clarification will be sought from the Special Education Coordinators and reported to the Committee.

e. Ministry Briefing re: Changes to Province’s Autism Services Program: Changes have been made to the Ontario Autism Program. The Committee was provided with the document, dated June 9, 2016, outlining details of the changes, Ministry actions, the role of school boards and the potential impact on the education system.

7. Association Reports

Community Living: The organization has won an “Accreditation with Distinction” award, the only service organization in Canada to be presented with such an award. Easter Seals: Fund raising efforts are a challenge due to withdrawal of government funding. Autism Ontario: An article on job training is featured in the on-line magazine. 8. Old Business:

Revisions were approved to the RCCDSB letter to SEAC’s regarding PPM 156 “Supporting Transitions for Students with Special Needs”. Letters will be mailed to all English and French Language boards in the Province. 9. New Business

a. Special Education Coordinators will attend the 42nd Annual “Meeting the Needs of Individuals - Eastern Ontario Special Education Conference” on October 26 and 27, 2016. Tracy Joyce, Literacy Numeracy Coordinator is presenting at the event, and will be asked to present at the November or January SEAC meeting. Administration will research webinar links to conference workshops.

b. A copy of the 2015-2016 was provided to members as a basis for review in preparation for 2016-2017 revisions. Section “A” will be reviewed at the next meeting.

No conflict declared. 4. Presentation – Phoenix Centre/RCCDSB Mental Health Initiative by Rebecca

Paulsen Rebecca Paulsen, Mental Health, RCCDSB Mental Health and Wellness Lead, was welcomed to the meeting. The recent reorganization of the Ministry of Children and Youth Services has necessitated the development of a new mental health initiative, with the Phoenix Centre acting as Lead agency. Rebecca is the co-chair for the Education Sector of the Moving

on Mental Health Program, with the mandate to implement a mental health system that coordinates lead agency services and funding to ensure that all infants, children, youth and families have access to core mental health services. Proposed deliverables include the development of a community engagement plan and strategic plan to support the building of infrastructure and mapping of current core services to determine areas requiring adjustment. Long term goals include the elimination of duplication of services, the reduction of lengthy wait times and funding distribution inequities to provide a responsive and flexible new system that is able to address community needs on an equitable and timely basis. Rebecca outlined key RCCDSB initiatives on wellness and mental health in our schools. Projects this year include a focus on Christian meditation, strengthening connections to community and students through Amplify and Trauma Informed School Sessions, and the Social Emotional Learning Transitions Project at Bishop Smith CHS. Rebecca was thanked for her informative presentation and her enthusiastic approach to mental health and wellness at the Board.

a. Applied Behaviour Analysis Professional Learning Day: Jennifer Reid-Hudson,

ABA Specialist will represent the RCCDSB at the Provincial Applied Behaviour Analysis Expertise Professional Learning Day on November 8, 2016.

b. PAAC on SEAC: The new effective practices handbook resource was shared

with members. The website for PAAC is www.paac-seac.ca c. Community Living Ontario's "Together We're Better" Contest: An invitation has

been sent to elementary school school aged children (ages 4-14). The contest promotes and raises awareness about inclusive education.


Member at Large Joan Daley has been in contact with Learning Disabilities of Ontario to investigate representing the organization on SEAC.

Responses to questions on the IPC/IPRC process from the September 21, 2016 SEAC meeting were shared with the Committee. 9. Review of Special Education Plan – Section A Several additions and clarifications were made to the Section 4 – Individual Education Plans (IEP). It was suggested a presentation by a Destination Imagination team be arranged for a future meeting.

10. New Business

a. A questionnaire to aid in the development of a new Multi-Year Strategic Plan will

be shared with SEAC for ideas and input.

b. Grants are available from Canada Employment to hire post-secondary students. It was suggested that children with special needs could be accommodated in an inclusive summer school program, with university students in the psychology or education field hired to work in conjunction with summer school program and teaching staff.

No conflict declared. 4. Presentation: Destination Imagination by Karen Keels Karen Keels, Vice Principal of Our Lady of Sorrows was welcomed to the meeting. Destination Imagination is a resource for classroom teachers designed to promote 21st century learning through creative problem solving projects based on STEAM – Science,

Technology, Engineering, Arts and Mathematics. The enrichment challenges are designed to bridge the gap between curriculum and skill development required for students to thrive in an every-changing economy. All schools are able to participate in the Classroom Edition of the program, which extends the understanding and expectations contained in the Ontario Curriculum through open ended creative problem solving. The Extracurricular Divisional Competition provides an opportunity for teams to sign up for regional competition based on team work, collaboration, communication and innovation. If teams are successful in local competition, they can move to Provincial and Global finals. Two teams from the RCCDSB have reached the global competition level. Karen was thanked for the informative presentation. The Committee expressed the hope that in the future more educators/parents would train to become project leaders to reach as many students as possible to engage in this valuable program. 5. a. 2017 AGM and Conference Resolutions - OCSTA The OCSTA has offered an opportunity for delegates to consider and vote on all resolutions received from OCSTA members at the Annual General Meeting. Should SEAC wish to draft a general resolution that has provincial-wide impact, the submission deadline is January 31, 2017. After discussion, it was decided that the Committee will not submit a resolution this year.

b. Well-Being in Our Schools, Strength in Our Society Engagement Paper The Ministry of Education has released an engagement paper to promote the well-being in Ontario schools through understanding factors that promote healthy development of students. There will be a round table seminar for Senior Administration on December 7th. Feedback from groups or individuals can be submitted through the online engagement portal on the Ministry of Education website.

c. Invitation to the Board Inaugural Meeting – December 5, 2016 The Board has extended an invitation to bring greetings on behalf of SEAC at the Board Inaugural Meeting on December 5, 2016. Mass begins at 7:00 p.m. at the Board Office. The Committee will poll members to determine availability for the event.

7. Association Reports Easter Seals:

Some school boards ensure that parents sign waivers and carry insurance before SEA equipment is sent home with a student. RCCDSB practice will be checked and reported at the next meeting.

Disbandment of CCAC’s across the Province will have an impact on service delivery models. SEAC should be aware that amalgamation will have potential changes to therapy and level of service.

There was a concern that the provincial test run On-Line literacy test was not fully accommodated.

Autism Ontario The Autism Ontario website offers a variety of webinars, such as a Well Being session on December 16th, March Break programming information for 2017, and reports on transitioning. It was suggested this resource is under-utilized and website links and Facebook page be highlighted in school newsletters. Learning Disabilities Association of Ontario Joan is in the final stages of becoming a member of this organization. 8. Old Business

a. Special Education Report 2016-2017 – Section “B” The Roles and Responsibilities Section should include Coordinator/SLP/ABA

and Educational Assistant roles; Ministry and Special Education Report definitions of exceptionalities are

different and should be checked; A paragraph error should be fixed in the Provincial and Demonstration

Schools Section.

Bruno Perrier, The New Autism Program (CHEO).

Jennifer Reid-Hudson, Applied Behaviour Analysis Specialist (RCCDSB) and Bruno Perrier, The Autism Program of Eastern Ontario (CHEO), were welcomed to the meeting. Jennifer Reid-Hudson provided an update on activities and training to support the 113 ASD identified students during the 2016-17 school-year. Training has taken place for

SERT’s on Social Thinking, a workshop was given to EA’s on Skills Matrix Training, and Bishop staff have been briefed on Peer Awareness. Upcoming training events include a Zones of Regulation pilot project at St. Francis of Assisi School and GAP Training. Jennifer identified that self-regulation and understanding behaviour has been a focus for training sessions. The ABA team has made 166 school visits since September, providing behavioural support for students, families and staff. In response to a question, EA’s are well trained on Road to Independence initiatives, including motivation, social skills, reinforcement and fading. It was suggested that SEAC initiate two hour instructional sessions, covering topics of interest and benefit to parents of students with various exceptionalities. Bruno Perrier explained that The Autism Program of Eastern Ontario is funded by the Ministry of Children and Youth Services and provides ABA services and behavioural supports to children up to 18 years of age. The Autism Intervention Program provides intensive support for children under 5 at the severe end of the autism continuum. The School Support Program offers collaborative transitioning planning for full time school aged children, specific to individual needs. Although details of the new provincial framework are not yet clear, a five-year phase in of the New Autism Program aims to develop a single integrated program. Under the new initiative, children will receive more individualized and easier access to flexible services with reduced wait times, increased treatment spaces, and superior family support networks. An enhancement of partnerships between CHEO and RCCDSB staff will continue to compliment and support children within the school system. The Ministry is reviewing current definitions of exceptionalities to support more consistent and effective practices across Ontario.

c. Special Education Section “B” o Roles and Responsibilities: Additions and changes are pending for the

2016-2017 Special Education Report.

o Provincial and Demonstration Schools: This section has been edited and corrected.

a. CHEO Autism Program: A letter was received outlining leadership changes within the Autism Program at CHEO.

b. Catholic Education Week – Walking Forward Together: Catholic Education

week will take place April 30 to May 5, 2017.

c. Holy Family Presentation: A board media release was shared offering sincere thanks to Derrick Nearing for the gift of the symbolic hand-made Holy Family figurines to the staff of Cathedral and Holy Name schools.

a. Board Accessibility Plan – Katherine McLaughlin

Katherine McLaughlin, Special Education Coordinator was welcomed to the meeting to present the Board’s draft Multi-Year Accessibility Plan from December 2016 to December 2019. She explained that under the Accessibility for Ontarians with Disabilities Act (AODA), businesses and organizations are required to provide a public plan to identify, remove and prevent barriers to enable full participation for people with disabilities. Measures that have been completed over the past number of years to ensure individuals with disabilities can access services and facilities within the RCCDSB. Board focus is particularly directed to the “Universal Design for Learning Philosophy (UDL)”, where plans for added improvements ensure learning environments are safe, flexible, appropriately designed and as usable as possible for equitable use by students, regardless of their age, ability or situation. The Committee suggested inviting a student or staff member with a disability to join the Accessibility Working Group. A recommendation was also made to ensure accessible school transportation includes suitable vehicle evacuation plans in case of emergency. Katherine was thanked for her informative presentation.

b. Supporting Students with Learning Disabilities in Math – Meeting the Needs Conference – Tracy Joyce and Heidi Ferguson

Tracy Joyce, Literacy and Numeracy Coordinator and Heidi Ferguson, Math Coach, were welcomed to the meeting. They detailed an opportunity staff had to work with expert learner profiler, Connie Quadrini, and demonstrated a variety of diagnostic tools that enhance the understanding of math, and the implications on the development of the student IEP. Verbal comprehension, perceptual reasoning, processing speed, working memory and executive function all play a part in determining which specific accommodation is required for individuals with a learning disability. Students benefit from varied types of support, including Mathies, EduGains and CLIPS. One particularly helpful application for collaborative analysis of student learning is CASL. The system has assisted in support challenges with one specific special needs pupil, who has excelled in math, and is now being adopted for the entire class.

a. Feedback Session for the Provincial Framework for Alternative

Programs and Courses K – 12 (draft) The Ministry extended an invitation for Boards and associated stakeholder groups to participate in a session to review the Framework for students who do not access the Ontario curriculum and provide feedback on March 24, 2017 at the CDSBEO in Smiths Falls. Participant registration must be received no later than February 17th. Joan Daley will attend on behalf of SEAC.

b. Special Olympics Day – May 24, 2017

Ontario Special Olympics and COPE Local 103 will be hosting a Special Olympics Day at Bishop Smith CHS on May 24, 2017. An update will be presented following the event.

7. Association Reports Joan Daley announced that paperwork is almost in order for her to become the organization representative for Learning Disabilities Ontario. A further update will be provided at the next meeting. Community Living: Input is being sought on the experiences of students who have an intellectual disability in the Kindergarten to Grade 12 school system. A 20-30 minute survey is being offered in conjunction with the ARCH Disability Law Centre, several universities and Inclusive Education Canada. A link will be forwarded to Committee members. 8. Old Business

a. Special Education Report – Section “C” Wording in the “Agency Supports” document will be verified. Also, Mark will investigate whether Mental Health support can be inserted in to the Special Education Report, or if it belongs under the general wellness portfolio. When the “Special Education for Special Children” parent guide pamphlet is re-printed, a note will be added that a SEAC member may be available to be an advocate at an IPRC meeting.

Presentation: 2016-2017 Revised SEAC Budget – Mary Lynn Schauer Mary Lynn Schauer, Superintendent of Business Services was welcomed to the meeting to present the 2016/2017 Revised Budget for Special Education Revenue and Expenses. She guided the Committee members through spreadsheets, tables and charts and highlighted the update from the Original Budget for 16/17 to the Revised Budget, which captures updated actual enrolment statistics for 16/17. It was noted that the number of identified students has increased slightly from last year, with Learning Disabilities making up the largest exceptionality group.

Funding for Special Education is allocated from Provincial grants, with the three largest being:

Special Education Per Pupil Amount (SEPPA): an amount that each student receives according to grade;

Special Equipment Amount (SEA): an amount used to purchase specialized items for special needs students, and

Differentiated Special Education Needs Amount (DSENA): a new funding formula which is in the third year of a four year implementation process. Initial analysis indicates this model is favourable to the Board and may increase the overall budget.

Total expenditures of the grant allocation were shown as follows: Teacher Assistants (EA’s) were the largest portion, followed by Classroom Teachers and professional, paraprofessionals and technicians. The RCCDSB, like most Boards in the Province, is running a deficit for Special Education, which is funded from other areas of the budget to achieve a balanced Board budget overall. It was noted that transportation for students with high needs is not captured in the Special Education budget.

a. Peterborough, Victoria, Northumberland and Clarington Catholic DSD

Letter – Special Education Funding The PVNC SEAC forwarded a copy of their letter to the Ministry that respectfully requests a review the high needs (DSENA) portion of the Special Education funding calculation, and requests the Ministry waive the requirement to implement the final year of reductions to funding allocations. The Committee discussed sending a letter to the Ministry indicating support for a review.

b. SEAC Capacity building and Resources: The Ministry of Education has provided a list of SEAC Chairs/Co-Chairs across the province to assist with building SEAC capacity.

7. Association Reports a. Learning Disabilities Association of Ontario:

The nomination letter for Joan Daley to represent the LDAO was received on March 6, 2017. Joan was officially welcomed to SEAC in her new LDAO representative role.

b. Possible Affiliations:

i. Jim Sandall expressed interest in becoming a SEAC representative for either a vision or deaf/hard of hearing organization. Jim will investigate possibilities and report at the next meeting.

ii. Dave Sloan has been in conversation with Family and Children’s Services regarding being their representative for SEAC. A letter will be forwarded to FCS from the Chair indicating Dave’s request.

8. Old Business:

a. Bus Evacuation Protocol

As a follow up to questions on bus evacuation protocol, clarification was received from the RCJTC and shared with the Committee.

9. New Business

a. Article – Job Prospects for Disabled Canadians

The Canadian Press article outlining government plans to remove accessibility barriers to tackle under-employment among Canada’s disabled population was shared as an information item.

b. Meeting the Needs Conference

Joan Daley attended the Meeting the Needs Conference on behalf of SEAC. Attendees were asked to share development ideas to aid in the curriculum modification process. The anticipated modified curriculum was not released at the event.

14. Declaration of Conflict of Interest No conflict declared. 15. Presentation by Mark Searson – ICE Symposium The Institute for Catholic Education is sponsoring a province-wide symposium, designed to be a forum for various Catholic community stakeholders to come together and “Renew the Promise”. This large event, which has not been held since 1993, will take place in November 2017. The Board will send a delegation to the conference and is asking Board committees for a thought exchange to gather input to share at the meeting. There are

three key questions, which were discussed at length, and the notes will be submitted on behalf of SEAC. Individual members are also encouraged to submit individual input. Question #1 What are some ways that Catholic education in Ontario supports students to be living witnesses to their faith in Jesus Christ?

Integration, especially of students with special needs; Strong Religious Education Programs that encourage full participation of the

school community; Value of our Vision Statement - nurture the whole person and acknowledge the

giftedness and potential of each individual; Choice – the availability of four systems to guarantee a clear choice for parents on

where their children are educated. Question #2 What are some current challenges facing Catholic education in Ontario?

Centralization – move to make one education system; Sustainable funding – will there be adequate funding in the future to support the

public and Catholic systems; Declining enrolment in schools in rural areas, such as Renfrew County; Declining church attendance – Lack of interest in faith journey, especially in

younger children and youth. Attract younger parishioners with vibrant and welcoming masses, provide daycare for parents at church functions;

Faith journey is lost - lack of interest in faith, Sunday isn’t reserved for church any longer;

Lack of community at churches – community spirit, welcoming environment; Education as a commodity – advertisements for

French language schooling or recruiting for schools promising athletic programs.

Question #3 What are some opportunities for Catholic education in Ontario that will help to shape a positive future?

Use of social media – sense of belonging and fellowship in the community Showcase Catholic Education – share accomplishments and successes more

publicly; Role models – promote influential people such as a heroes wall of fame at

schools; On the ground visible work in the community Community Building –link to neighbours, willingness to help regardless of

religion, i.e. the old style church suppers that bring the community together;

a. CCAC Transfer Order

The Minister of Health and Long Term Care has issued an order for the transfer of all assets, liabilities, rights, obligations and employees of each CCAC to the Local Health Integration Network (LHIN). The transfer order will be effective May 24, 2017.

b. Letter of Introduction - FCS

A letter has been drafted by SEAC Chair Ann Haley to Family and Children’s Services to introduce Dave Sloan as a possible candidate to represent the needs of FCS clients on SEAC.

18. Association Reports VOICE: Jim Sandall will apply to represent VOICE on SEAC. Autism Ontario:

Applications are open for the One to one summer reimbursement grant of $600.00 for 500 recipients.

Summer camp registration for children with developmental needs is underway for 2017.

A new program called P4P has been developed that helps with transitions from school to adulthood.

19. New Business A Special Olympics Day will be held at Bishop Smith CHS on June 7, from 9:30 to 2:30. All schools in our system have been invited to participate for a day of activities, organized by the RCCDSB, COPE and Special Olympics.

responsible for Special Education. Heidi Ferguson, Principal of St. John XXIII School in Arnprior was presented as the Principal for Special Education, a newly created position commencing in 2017-18.

b. Special Education Report The Special Education Report has been revised and edited at various SEAC meetings during 2016-17 and was available for a final review. Following an approval from SEAC at this meeting, the report will be forwarded to the Board for final approval on June 26, 2017. Once final approval has been granted, the Ministry will be notified that the Report has been updated and publicly posted on the Board website. A copy of the checklist submitted to the Ministry will be available at the next meeting.

c. Special Olympics Day Update by Donna Santerre COPE executive members Donna Santerre and Penny Wachter were introduced to brief the Committee on the first Special Olympics Day, held at Bishop Smith CHS on June 7th. COPE initiated the day as a means to give back to their school communities, specifically to children with special needs, who are primarily supported by COPE staff. The Board sanctioned the event and provided logistical resources. COPE members, school staff, volunteers and Bishop Smith team-leaders hosted the skills-based event that attracted 55 students from 14 Renfrew County schools, which was monitored by Special Olympics Ontario. Participants had the opportunity to be fully included in a variety skill testing stations, for which candidates received stickers in their games passport. Initial feedback from students and parents indicated the day was a great success. Evaluation forms will be reviewed in the next few weeks and feedback implemented to enhance the second annual event. Suggestions from the Committee included a recommendation that Special Olympics Councils be contacted, especially in Renfrew and Arnprior. These organizations could provide a resource for guidance, physical, coaching and monetary support. Also, greater community involvement from the first responder community was advised, especially from the OPP, a major supporter of Special Olympics. In anticipation for an event next year, an application for a grant from the Provincial Parents Reaching Out Grant should be explored, as the event meeting grant requirements involving parents and the community working to support and improve student achievement, success and well-being.

a. Special Education Audit

A verbal update was provided, indicating no recommendations concerning SEAC came forward from the Special Education Audit.


Learning Disabilities: The development of an Accessibility Standard for Education has been a focus for LD, with considerations to provide input through the engagement sessions planned by the Ministry from May to July 2017. Community Living: The development of an Accessibility Standard for Education has also been predominant at Community Living. Also, the organization is still awaiting transition documents outlining specifics of the CCAC transfer to the Local Integration Network (LHIN).

29. Old Business:

a. Renewing the Promise Follow Up In preparation for the November 2017 ICE symposium, “Renewing the Promise”, the Committee submitted responses to three key questions on Catholic Education. Responses from stakeholders from across the province have been collected and collated. A summary of the most predominant comments were electronically reviewed and rated. These responses will now be analyzed to gain a provincial perspective that will be used to drive conversations at the symposium.

30. New Business

a. Education Accessibility Standard Engagement The Accessibility for Ontarians with Disabilities Act (AODA has a goal of an accessible Ontario by 2025. To achieve this goal, the government will establish an Education Standard Development Committee (ESDC) in the fall of 2017. Input is requested from the education sector in two ways, either completion of an electronic survey or formation of a focus group based on the attached engagement guide. Katherine McLaughlin, Special Education Coordinator has formed an RCCDSB committee, which represents Board stakeholder groups, including a student voice. The plan will be presented to the Board Educational Committee on Monday, June 19th.

b. Special Education Grant Funding in 2017-2018 A ministry document from Louise Sirsko, Director, Special Education was shared as an information item. The document outlines special education funding for the coming year, specifically adjustments to the Differentiated Special Education Needs (DSENA) allocation. Mary Lynn Schauer, Superintendent of Business Services will provide an overview of the document in the fall.

c. SEAC Awards at High School Graduations Derrick Nearing will present on behalf of SEAC at the Bishop Smith CHS graduation ceremony, while Anne Haley, Committee Chair, will represent SEAC at the St. Joseph’s HS graduation event.

d. Outgoing Resource – Mark Searson Mark Searson has served as SEAC Resource for the past four years. Due to a realignment of portfolios for the three superintendents of education, Mark will hand responsibility for SEAC to Mary-Lise Rowat in September 2017. Mark was sincerely thanked for his guidance, knowledge and expertise shared in his SEAC role.
