GOVERNMENT PUBLISHED SPECIFICATION, REGULATIONS, NOTICES AND CIRCULARS

A. The Works shall be executed in accordance with the following latest Government specification, regulations, notices and circulars: (a) The General Conditions of Contract – May 2007 prepared by the Contracts &

Engineering Business Affairs (CEBA), Public Works Authority.

(b) Qatar Construction Specifications (QCS2014) prepared by the Qatar General Organization for Standards and Metrology (QGOSM) approved by Minister of Environment’s Decision No.210/2014, dated 4th February 2015 and all subsequent revisions and amendments prior to the date of the announcement inviting Tenderers.

(c) The Code of Practice and Specification for Road Openings in the Highway prepared by the Public Works Authority, January 1992 with May 2013 amendments and revisions.

(d) The Guide for Civil Users of Explosives in Qatar prepared by the Ministry of Public Works.

(e) The Qatar Survey Manuals prepared by the Urban Planning and Development Authority (UPDA).

(f) All current Public Works Authority regulations concerning the organisation of Tenders and Public Auctions and all subsequent revisions and amendments.

(g) New Qatar Work Zone Guide for Work Zone Traffic Management Guide Version 1.0 July 2014 prepared by Public Work Authority ‘Ashghal’.

(h) The Regulations for the Installation of Electrical Wiring, Electrical Equipment and Air Conditioning Equipment, sixth re-issue dated January 1992 as prepared by the Ministry of Electricity and Water, P O Box 41, Doha.

(i) Any current and relevant regulation, notice or circular issued by the Public Works Authority (including the previous Ministry of Municipal Affairs & Agriculture, Ministry of Public Works and Ministry of Industry & Public Works) the Qatar General Electricity and Water Corporation (KAHRAMAA), Ooredoo Q.S.C. (previously known as Qatar Telecom/Q-tel), the Qatar General Organization for Standards and Metrology, the Supreme Council for the Environment and Natural Reserves or the appropriate local Municipality prior to the date of the letter or advertisement inviting Tenderers.

(j) Any and all applicable local Municipality regulations.

(k) State of Qatar Law No. 6 of 1987 and all subsequent amendments concerning Materials and Equipment from Qatar or other CCASG countries, obtainable from Ministry of Justice, Doha, Qatar.

(l) Civil Engineering Standard Method of Measurement, 3rd Edition (1991), published for the Institution of Civil Engineers by Thomas Telford Services Ltd, 1 Heron Quay, London, W14 4JD and all subsequent revisions and amendments.

(m) State of Qatar Law No. 30 of 2002 and all subsequent amendments concerning “The Environment and Natural Resources Protection” – Articles 6, 17, 19 & 35, obtainable from Ministry of Justice, Doha, Qatar.

(n) State of Qatar Law No. 32 of 2002 which amended Article 2 of Law No. (1) for the year 1993 concerning the regulations to issue license to level the

agricultural lands or beach sands and all associated rules and regulations issued by the Supreme Council for the Environment and Natural Resources, obtainable from Ministry of Justice, Doha, Qatar.

(o) State of Qatar Law No. 32 of 2005 and all subsequent amendments concerning Traffic in the State of Qatar obtainable from Ministry of Justice, Doha, Qatar.

(p) The Drainage Affairs (DA), Design Manual (Qatar Sewerage and Drainage).

(q) All current Water Department and Electricity Department of the Qatar General Electricity and Water Corporation (KAHRAMAA) specifications and all sequent revisions and amendments.

(r) Safety Rules issued by the Department of Electricity Networks.

(s) The Jointing Manual prepared by Electricity Networks Department.

(t) The Qatar Traffic Manual (QTM) and Qatar Highway Design Manual (QHDM) prepared by the Ministry of Public Works.

(u) Drafting Standards prepared by Public Works Authority.

B The Contractor shall be deemed to have his own copy of the Authority specification, regulations, notices, and circulars referred to in (a) to (u) above.

C These Government specifications, regulations, notices and circulars are amended,

amplified and complemented by the Project Specification as detailed hereafter. D In the case of any ambiguity or discrepancy the provisions of the Project

Specification shall prevail over the provisions of the Government published specification.

E The Contractor shall contact the Survey Section of the Ministry of Municipal Affairs

and Agriculture for prior earthwork or other works to determine if the work is likely to disturb survey marks. If Survey Section require a survey mark to be removed the Contractor will be responsible for recreating the survey mark to an approved design and specification, and for resurveying the point using survey companies approved by the Survey Section.

F The Contractor shall be responsible for the protection of the survey marks, within the

boundaries of the site, for the duration of contract period, and shall be liable for all costs of any remedial works required by the Survey Section.

G On the practical completion of the works the Survey Section will issue a certificate

stating that all survey marks, whether disturbed or otherwise, by the Contractor have been reinstated or protected to the satisfaction of Survey Section.

H In the event of failure to comply with the requirements of the above Clause, PWA

without prejudice to any other rights and privileges and method of recovery, may deduct the cost of any remedial work after the practical completion date, carried out by the Survey Section form any monies due or which may become due to the Contractor.

I Where any Standard Publication, Specification, Regulation, Notice, and the like or

any correspondence refers to a Government Ministry, Department, Division, Section, and the like it will be deemed to be the same as any successor Ministry, Department, Division, Section, and the like which has or may subsequently be officially promulgated by the Government of the State of Qatar.

PART 2 - PROJECT SPECIFICATION

All work to be executed under this contract shall be carried out in accordance with the Qatar Construction Specifications latest edition amplified or amended by the following Project Specifications.

1. GENERAL CONDITIONS OF CONTRACT REQUIREMENTS

1.01 Brief Description of the Works

The project works are located on Major and Minor Roads throughout the State of Qatar. The Contractor shall make a record to be agreed with the Engineer’s Representative of the condition of the Site and Works locations immediately before commencing each Work Package for the purpose of constructing the Works.

The following is a general outline of the scope of work, however the full scope and extent of the works forming the contract is based on the Bill of Quantities of this Tender document. Quantities entered into the Bill of Quantities are a genuine pre-estimate by the Engineer of quantities that may be expected to result from the contract. Site Clearance Drainage & Service Ducts Flexible Surfacing Kerbing, Footways & Paved Areas Water Works The Works shall comprise an emergency reinstatement and maintenance works of a general nature to ensure the safe movement of both vehicular and pedestrian traffic on all roads throughout the State of Qatar.

1.02 Contract Price to be fully inclusive The Contractor shall be deemed to have included in his Contract Price for everything

essential for the proper completion of the works whether or not shown on the Drawings or included in the Specifications or the Bills of Quantities.

The whole the Works is subject to re-measure in accordance with the Conditions of Contract. Accordingly the Contractor’s tendered contract sum shall be adjusted based on the re-measurement of actual work carried out in accordance with the Bill of Quantities Rates. Other than the above the Contract Price shall not be adjusted or altered in any way whatsoever except in accordance with the express provisions hereof and the Conditions of Contract.

1.03 Programme The Contractor shall in consultation with the Engineer's Representative prepare a detailed programme of work for the Project.

1.04 Time for Completion Engineer shall from time to time assign to the Contractor specific work targets for works within the scope as described above. These work tasks will be issued as Site Instructions or Work Orders.

Both parties shall agree to a reasonable time period for the completion of each of such assigned works separately within the contract period. In case of disagreements with the Contractor for a reasonable completion period for such an assigned work the period will be decided by the Engineer in accordance with the following formula: Duration for assigned work = Contract Duration x Cost of the Assigned Work Contract Amount The Contractor shall submit a pre-estimate for the works based on the contract rates in order to determine the period for each assigned work. The instructed period can be revised if required after confirmation of final work measurements by the engineer to conclude a revised completion period of each of such assigned works for further actions and imposing penalties for any delays if any, as described below.

Failure to complete each of the assigned work as described above and within the agreed / instructed time period;

OR

If the Contractor fails to comply with the requirements of the Maintenance Service or a written or any instruction by the Engineer;

Engineer reserves the right to impose a penalty on the Contractor an amount mentioned in Appendix-A of the Form of Tender, for every occurrence or repeated occurrence of such incident.

1.05 Provision of items for use by the Engineer's Representative The Contractor is to note, that all items required for the use of the Engineer’s

Representative, as noted in the Conditions of the Contract, Qatar Construction Specification, SECTION 1 – General, Sections 2 to 28 and including those hereafter described in the Project Specification are to be provided for the duration of the Contract.

1.06 Materials from AGCC States Notwithstanding Part 9.1.2 of Section 1 of Qatar Construction Specification, wherever

possible and in so far as the same conforms to the standards required by this Specification, all materials and goods, etc., shall be obtained from local (Qatar based) manufacturers and producers. In particular cement for the Works shall be obtained from Qatar National Cement Company and reinforcement from Qatar Steel Company Ltd.

1.07 As-Built Record and Survey Drawings

The Contractor is not required to submit As-Built Survey Drawings.

1.08 Samples (Qatar Construction Specification Section 1 Part 9.1.16) Further to the requirement of SECTION 1 - Part 1-1.09 of Qatar Construction Specification,

the Contractor shall submit samples, sample panels and manufacturer's literature in respect of all materials, products and equipment required for the Works, - before ordering or use, - for the approval of the Engineer.

The provision of all samples and sample panels shall be at the Contractor's own expense

and shall be deemed to be included in the rates in the Bills of Quantities.

1.09 Contractor's Site Facilities – Buildings (Qatar Construction Specification SECTION 1 – Part 12.2.1)

The Contractor shall maintain an office at Site as assigned and to the approval of the

Engineer, office shall be maintained and kept open throughout the period of the whole of the Works, until the Works shall have been completed.

The Contractor shall provide, maintain and remove on completion an office on site for his own purposes. The site office shall be Air-Conditioned and shall have a toilet and water supply.

The Engineer and Engineer’s representative shall be permitted access to his office at all

times during site working hours and shall be allowed to make use of the Contractor’s temporary site telephone as approved.

1.10 Temporary Site Hoarding (Qatar Construction Specification SECTION 1 – Part 4.5.1)

The Contractor is to provide site hoarding, fans, screens, etc., to the standard described in Qatar Construction Specification Part 4.5.1, Item 2, including all necessary maintaining, adaptation and removal upon completion as noted in Qatar Construction Specification SECTION 1 – Part 4.5.1, Item 3.

The Contractor's attention is also drawn to his obligations and responsibilities in respect of Qatar Construction Specification SECTION 1 – Part 4.4 Watching and Lighting.

1.11 Project Sign Board (Qatar Construction Specification SECTION 1 – Part 12.3)

The name of the Client shall be the Assets Affairs, Public Works Authority.

1.12 Construction Cleaning (Qatar National Construction Specification SECTION 1 – Part 15.2.1) Further to the requirements of SECTION 1 – Part 15.2.1 of Qatar National Construction

Specification and Conditions of Contract Clause 33 (3), the Contractor shall clear the site and any buildings thereon of all materials, plant, rubbish and building debris of any nature to a tip designated by the relevant Municipality for the area and shall ensure the area surrounding the Works is clean and to the natural level of the surrounding land.

If the Contractor fails to comply with the foregoing requirement within 30 days of Practical

Completion of the Works the Engineer may, in addition to the terms of the Conditions of Contract Clause 33(3):

(i) clear the site using another Contractor and deduct the costs so incurred from any monies due to the Contractor, and (ii) delay final payment to the Contractor until such time as the Site has been cleared to

the satisfaction of the Engineer and relevant Municipality. 1.13 Existing Services

A. The Contractor will be held responsible for fully maintaining all existing services and drainage to other premises during the progress of the Works, and shall take all steps to prevent interferences with or interruption of same.

B. No diversion of such services etc. shall be carried out without written instructions from the Engineer and any temporary disconnections which may be necessary consequent upon the Works shall be done at such times as may be directed by the Engineer.

1.14 Pest and Vermin Clearance and Control

C. Two weeks prior to completion of the Works the Contractor shall arrange for an approved specialist to carry out a survey and the Contractor shall take such subsequent action necessary to obtain full pest and vermin clearance.

D. An appropriate certificate from the approved specialist shall be submitted to the Engineer on completion of the Works.

E. The Contractor shall arrange for two further inspections to be made by the approved specialist, the first to be six months after completion of the Works and the second, two weeks prior to the expiry of the Period of Maintenance. On each occasion the Contractor shall take such action as is necessary to enable further certificates to be issued by the food specialist.

1.15 Photographs

F. The Contractor shall arrange to obtain a photographic record of the Site before the start of the works by taking photographs from positions agreed with the Engineer. Two (2) number 125 x 90 mm prints of each photograph and a digital copy on CD shall be handed to the Engineer within 7 days of the photographs being taken. Photographs showing the progress of the Works shall be taken by the Contractor every month from positions to be selected by the Engineer. Special photographs showing any particular feature of the work or plant or other matters of interest in connection with the Works or their surroundings shall also be taken by the Contractor as and when required by the Engineer.

G. For progress photographs, the Contractor shall take ten (10) number colour photographs every month from positions agreed with the Engineer. Two (2) number 125 x 90 mm prints and a digital copy on CD shall be handed to the Engineer within 7 days of the photographs being taken.

1.16 Notice to Public on Road Closures

Upon approval from Engineer’s representative on any road closure for the purpose of carrying out the Works of PWA, the Contractor shall place a sufficient notification to the general public in local newspapers both in Arabic and English languages at least one (1) week prior to the road closure. The contents of notification shall be approved by the Engineer and the extent shall not be less than a quarter of the standard size page of a reputed local newspaper. In order to evident the notification the Contractor shall submit to the Engineer a copy as appeared on the newspaper on the same day of the notification.

1.17 Media Documentary (Photographic & Video)

The Contractor shall obtain a photographic and video record showing the progress of the Works in every month, and / or as necessary, in order to provide sufficient visual evidence of the progress and to record the specialized events features of the Works or other matters of interest in connection with the Works or their surroundings of the Project. Such media documentation shall be submitted to the Engineer in the form of an accepted media documental presentation, as and when required during the progress of the Works and as a complete package at the completion of the project.

2 Any information in the Contract documents as to the whereabouts of existing services and mains is approximate and for the guidance of the Contractor who shall not be relieved of his obligations under Clause 11 of the Conditions or Part 19 of Section 1 of the Specification.

PART 3 – SITE ACCESS AND ENTRY ON TO THE SITE 3.2.1 Temporary Access Roads Add new Items 3, 4, 5 as follows:

3. The Contractor is required to maintain and provide satisfactory temporary access and traffic flow to, from and within the areas of the works. Temporary traffic signs and lighting for temporary roads and diversions are to be in strict accordance with the requirements of the Qatar Traffic Manual and any additional requirements instructed by the Traffic Police or the Engineer. Details of proposals for any such measures are to be submitted by the Contractor for approval by the Traffic Police and the Engineer unless otherwise instructed. Such Approval shall not relieve the Contractor of any of his duties or responsibilities under the Contract.

4. The Contractor shall maintain at all times pedestrian access to all properties

fronting the roads affected by the works. 5. The Contractor shall at all times during the Contract maintain safe and proper

access to and from adjacent buildings and properties.

PART 4 – PROTECTION OF OTHER WORKS

1. The Contractor shall protect all Government Survey Control Points within the limits of the site from any damage whatsoever, during the construction of the Works.

3. Should any Control point be damaged during the course of the works, its

replacement and any other costs incurred (such as resurveying) shall be borne by the Contractor.

PART 5 – INTERFERENCE 5.2.3 Existing Roads Add new item 4 as follows:

The Contractor shall be held responsible for any damage caused by him, his work people, sub- Contractors or suppliers to public or private roads, paved areas, paths verges, trees, shrubs, fences, boundary walls, gates, signs, drains, ducts and services during the execution of the Contract and shall bear the cost of making good any damage to the entire satisfaction of the local and other authorities and owners. The Contractor shall keep all private roads and paths clean and free from dirt and debris and any obstruction associated with the Works, which would prejudice the safe and unimpeded normal use of the said roads and paths.

PART 7 – SUBMITTALS 7.7.1 General

camera shall have the latest technical features related to picture resolution, optical zoom, video/audio facility, memory capacity, GPS support etc. of the approved brand. The camera shall be returned to the Contractor at the end of the contract maintenance period.

7.9.2 Pre-Construction Photographs

Delete the text of item 1 and substitute:

1. The Contractor shall arrange to obtain a photographic record of the Site before the start of the works by taking photographs from positions agreed with the Engineer. Two (2) number 125 x 90 mm prints of each photograph and a digital copy on CD shall be handed to the Engineer within 7 days of the photographs being taken.

7.9.3 Monthly Photographs

Add the following text to item 1: 1. For progress photographs, the Contractor shall take ten (10) number colour

photographs every month from positions agreed with the Engineer. Two (2) number 125 x 90 mm prints and a digital copy on CD shall be handed to the Engineer within 7 days of the photographs being taken.

7.10.2 As-Built Records Add following sentences to item 1:

The Contractor shall also submit two (2) digital copies of As-Built Records. The As-Built records shall be accompanied by operation and maintenance manuals, service literature and list of spare parts where applicable. As-Built record Drawings and other documents shall be submitted and approved before the issuance of Practical Completion Certificate (PCC) by the Engineer. One (1) copy of each record and document shall be marked for archival storage.

7.10.3 As-Built Survey Drawings

The contractor is not required to submit As-Built Survey Drawings.

2. The digital data shall be submitted in the following formats:

a) DXF files for use in Auto CAD shall be ASCII text files. File names should

have a maximum of eight characters plus the three-character extension (DXF).

b) DWG files for use in Auto CAD should have a maximum of eight characters

plus the three-character extension (DWG).

c) A digital Terrain Model, including break lines and contours shall also be supplied in a recognised format: ASCII data files, SDR MAP File, MOSS GENIO file or as otherwise agreed with the Engineer.

3. The scale used shall be one-to-one scale. 4. The precision shall be double precision. 5. Feature accuracy shall be at least 0.01 metres.

6. Each layer shall contain only one feature type. If necessary, text may be added

to a separate layer to explain the feature type. Colours and line type of features shall be specified by and not individual entities or blocks. Features shall not be duplicated across layers. The Contractor shall obtain from the Engineer the most current specification detailing colour and line type conventions.

7. Features should not be represented with user defined symbols. The following

representation shall be applied.

1) Polygons must comprise of lines to form closed areas where possible. 2) Line entities must be continuous, not a series of consecutive segments. 3) Arc must be continuous radius, not a series of consecutive segments. 4) Block entities are not allowed. 5) User defined symbols, fonts or line types must not be used on any layer.

8. Layer names should be general descriptions of features (e.g. Road centre-line, kerb, walls, bollards). A list of all layers and associated descriptions shall be provided in the submittal, the list shall be stored in an ASCII text file called: “layers.txt”. Layer name should have up to 16 characters only and shall be restricted to letters and digits with the first character of the name being a letter. Names shall not contain special characters such as : $, -. #. The Contractor shall obtain from the Engineer the current specification detailing naming conventions.

9. Formatted 3½ inch 1.44 Megabyte diskettes. Where the files exceed the capacity

of a single disk the files may be compressed using ZIP files and span disks as approved. The ZIP file should be converted to an executable “exe” file, or the UNZIP programme included to ensure the files are recoverable.

7.14.1 General

Add new items 3, 4 and 5 as follows: 3. The method statements shall be submitted to the Engineer in ample time for

proper consideration to be given to them before the operation described is started and no work is to be done without approval having been obtained in writing. The acceptance by the Engineer of a method statement shall not relieve the Contractor of any of his obligations under the Contract.

4. It is the responsibility the Contractor to ensure that during any work permitted

during night hours, the site is completely illuminated and all safety measures are taken. The Contractor’s employees must wear reflective vests at all times with two (2) different colours distinguishing between the Contractor’s management and labour staff.

5. The Contractor shall state in his Method Statement the safety measures he is

proposing to implement on this project. Sequential arrow boards (engine or solar powered) must be used at all diversion points.

Additional Clause Add new Clause 1.7.15.2 as follows:

7.15.2 Measurement of Quantities

1. The Contractor shall provide the Engineer with all assistance, as and when required for the measurement of all quantities. The Contractor shall be responsible for the preparation and duplication of all calculations, cross-sections and other drawings related to quantities in interim payments. These shall be submitted in draft to the Engineer / Engineer's Representative in sufficient time to enable him to check and agree them before submission for payments.

PART 9 – MATERIALS 9.1.4 Quality of Materials

6. All materials and equipment incorporated in the Works shall be designed and manufactured or constructed to withstand the climatic conditions experienced in Qatar.

9.3.1 General Add new items 4, 5, 6, 7, 8 and 9 as follows:

4. Should the Engineer not inspect any materials or goods at the place of

manufacture, the Contractor shall without cost to the Contract obtain certificates of Test from the supplier of such goods and shall send such Certificates to the Engineer. Such certificates shall certify that the materials or goods concerned have been tested in accordance with the requirements of the Specification and shall include the results of all tests carried out. The Contractor shall provide adequate means of identifying the materials and goods delivered to the site with the corresponding certificates.

5. The Engineer may require samples of materials to be delivered to the Materials

and Laboratory Division MLD for additional tests. The Contractor shall provide attendance as required for Infrastructure Affairs (Roads) technicians to witness sample collection and testing carried out by the Contractor.

6. All testing for compliance with the specification shall only be carried out using

laboratory equipment, such as compression testing machines and balances, which have been calibrated and certified as complying with the particular relevant calibration standard by a calibration service organization approved by the MLD. Provision of evidence of compliance with this clause shall be as directed from time to time by the MLD.

7. The Contractor shall be responsible for the organization and appointment of an

approved independent testing laboratory to carry out all the testing of materials as required by the Engineer. The Contractor shall supply full details of the testing laboratory he proposes to appoint including facilities, personnel, etc. for the Engineer’s approval within 7 days of the Engineer’s order to commence work on site.

8. All samples and records shall be preserved for as long as the Engineer may

direct and they should be kept and labeled in an orderly fashion. Testing equipment and all samples and records shall be open to inspection by the Engineer or his Representative at all times.

9. The laboratory shall be provided with equipment and trained personnel sufficient

for carrying out all the earthworks tests referred to in the Specification. The laboratory shall be capable of carrying out all the relevant tests at the frequency required by the Specification and by the rate of progress required by the Contractor’s approved programme for the Works.

ADDITIONAL CLAUSES

9.3.2 In-situ Testing and Nuclear Density Measuring Devices

1. No person or company will be permitted to determine in-situ density by means of a nuclear type density measuring device without complying with the following requirements:-

(a) Each device held by any organization shall have a valid Calibration Certificate issued by the MLD. The validity of any certificates shall not exceed six months.

(b) Calibration Certificates will only be issued for any particular device if

MLD are satisfied that the storage location is known, suitable and safe, and that a suitable and known radiation officer has been appointed by the organization. (Note: general location plan showing the storage location along with a detailed storage location plan is to be provided to MLD together with a letter from the Organization’s radiation officer stating for each particular device that it would normally be stored at the specific location and that if it is to be stored elsewhere at any tine overnight MLD will be so notified in advance to ensure compliance with adequate safe storage requirements.

(c) Only persons holding a valid User Certificate issued by MLD shall be

permitted to operate these devices. Such certificates shall only be issued after the applicant has demonstrated competence in operating the device both technically and safely (Note: MLD will if required undertake training of personnel). The validity of any certificate shall not exceed six months.

(d) During operation of the device the operator and any assistance shall

wear suitable film badges or a personnel radiation warning alarms. Evidence of the organization having these available during the intended validity of a User Certificate shall be required prior to the issue of such User Certificates.

(e) Non-adherence to the above requirements will be reported to the

Head of the Hazardous Materials Committee of the Environmental Department for suitable action.

PART 10 – HEALTH AND SAFETY 10.2.1 Safety Plan

Renumber item 5 as 6 and add new item 5 as follows: 5. The Contractor is required such as to work in areas where dangerous

concentrations of gases may be present in manholes, trench excavations and the like. It is the Contractor’s responsibility to provide all necessary detection equipment and to ensure that, if toxic or explosive gases are found, adequate measures are taken to protect his staff, workmen and members of the public.

PART 16 – TEMPORARY TRAFFIC DIVERSION ADDITIONAL CLAUSES

Add new Clause 1.16.2.2 as follows:

16.2.2 Maintenance of Traffic flow

1. The Contractor shall allow for the construction of temporary diversions

to permit all existing traffic movements for the duration of the Contract period.

2. All diversions shall be constructed in accordance with the Qatar Traffic

Manual “Traffic Control at Roadwork’s” booklet and the Qatar Highway Design Manual, and shall be approved prior to the implementation by both the Engineer and Traffic Police. It is the Contractor’s responsibility to ensure that any traffic diversion required is properly planned, signed, demarcated, illuminated, controlled and maintained at all times.

3. Upon the Engineer’s request, the Contractor shall install and

commission temporary traffic signals capable of handling the diverted traffic.

4. Sequential arrow boards operating on a 24-hour basis (engine or solar

powered) must be used at all diversion points. 5. Within the limits of the project where pedestrian traffic is present, all

excavated areas, regardless of depth, must be cordoned off by means of wired mesh panels of height no less than 1.8m connected together to form a continuous barrier wall.

7. For complicated traffic diversion as directed by the Engineer, the

Contractor shall submit a traffic management plan for each stage of the construction of the works for the Engineer for approval. All traffic management plan shall be planned and implemented in accordance with the Standards and Specification specified in the contract.

16.2.2.3 Performance Requirement – Traffic Management

16.2.2.3.1 Contractors Responsibility and Obligation

1. The safety of all road users is paramount to the Employer. The Contractor is responsible for managing the safe and efficient flow of traffic at all times along all highways within the Contract Area to meet the Contract Requirements.

16.2.2.3.2 Traffic Management

1. The Contractor is responsible for Traffic Management of all operations which are part of this Contract in accordance with the Work Zone Traffic Management Guide (WZTMG) and any

2. The Contractor is responsible for ensuring Traffic Management

operations are up to date with the latest versions of these Manuals, Laws and Regulations.

16.2.2.3.3 Traffic Diversion Plans

1. The Contractor shall develop and submit to the Engineer, in advance of carrying out any work on site, a Traffic Diversion Plan (TDP) in accordance with the WZTMG for all activities that vary the normal operating conditions of the highway. A TDP is a document describing the nature and extent of the temporary traffic management measures at a work site and how road users will be managed to ensure their safety.

2. TDPs shall include a summary document outlining the type of

work to be carried out and details of how the works will be managed (Method Statement) together with a layout diagram showing the type and location of all traffic control devices needed including, but not limited to, crash attenuator vehicles, temporary traffic signs, line marking, safety barriers and electronic arrow boards.

3. TDPs shall also outline methodology and sequencing details

for the installation and removal of temporary traffic measures to ensure the safety of works personnel and road users by using measures such as mobile works and vehicle crash attenuators where appropriate.

4. The Contractor shall carry an approved TDP at each work site

and be able to produce a copy on request at all times.

PART 17 – PROJECT CO-ORDINATION 17.1.2 Responsibility

Add new item 2 as follows: 2. No major operations shall be commenced or work outside the usual

working hours be carried out without the consent in writing of the Engineer or without full and complete notice also in writing being given to him sufficiently in advance of the time of operation so as to enable him to make such arrangements as he may deem necessary for its inspection.

- Ensure that all services or diversions of services are installed under the carriageway and footways before they are surfaced

- Work out an overall programme for any works to be carried out by Public Utility Authorities and ensure that this programme is maintained:

- Keep Public Utility Authorities informed of the Contractor’s own progress:

- Arrange for supplies of services for temporary accommodation for the duration for the Contract:

- Give the appropriate Public Utility Authority adequate notice in writing, that he intends to install dry ducts so that a representative of the Utility concerned may attend the installation and record the location of the ducts together with the Contractor.

2. The Contractor shall make due allowance for carrying out the works,

whilst Public Utility Authorities are working on the Site, during the Contract period. This due allowance shall include programming of the works to suit the programmes of the Public Utility Authorities.

3. The Contractor shall at all times be responsible for the compliance

with these requirements of his Sub-Contractors. 4. Before final surfacing of any carriageways or footways takes place, the

Contractor is responsible for ascertaining from all Public Utility Authorities that their underground works have been completed. In the event that the Contractor failing to carry out this obligation to the satisfaction of the Engineer and completed surfacing is subsequently disturbed, the Engineer may instruct the Contractor to carry out work at his own expense.

PART 19 – REGULATORY REQUIREMENTS 19.1.1 Scope

PART 20 – CLEARANCE OF SITE

20.2.3 The Site

Clearance and Transportation of Building Refuse:

(i) The Contractor shall undertake to carry out the following within a

maximum period of 30 days after completion of the agreed building and preparing it for use or stoppage of work for an indefinite period.

(a) Removal of all the Contractor’s equipment, machinery and other

belongings from the work site.

(b) Clearance of all earth, debris and refuse whatsoever and transporting them to the location designated by the concerned Municipality, delivering the building absolutely clean and free of any such materials and delivery of the surrounding area levelled to the natural level of the street pavement.

In addition, the owner shall be entitled to clear the refuse himself and transport it to the location designated by the concerned Municipality. He may also stop the final payment due to the Contractor until such refuse has been cleared and a certificate confirming this has been obtain from the concerned Municipality.

SECTION 6 – ROAD WORKS: 2.10 Removal or Treatment to Buried Utilities Delete this Clause entirely 3.1.4 Submittals Delete this Sub-Clause and substitute the following:

The Contractor shall submit to the Engineer for approval his proposals for the compaction of each type of material to be used in embankments detailing the type of plant, number of passes and maximum loose depth of layer.
