1.0 SCOPE 1.1 This specification covers the design, engineering, manufacture, assembly, inspection and

testing of Indoor, 11 kV, 1250A (Incomer, Bus coupler and Outgoing feeder), STC: 25 kA/3.0s, Air insulated, Internal Arc Classified (IAC – 25 kA/0.1s) Switch Board with draw out type Vacuum Circuit Breakers, 1250A Bus bar, Numerical relay and associated equipment at Manufacturer’s works, packing, transport, safe delivery and unloading at site complete with all accessories and spares as specified hereinafter and as required for safe, reliable and trouble free continuous commercial operation, in a manner acceptable to the Purchaser and generally complying with latest IEC: 62271-1/100/200 & IS: 13118.

1.2 It is not the intent to specify completely herein, all details of design, construction of

components and their material. However, the components and material selected shall be suitable for intensive power distribution service with high efficiency and necessitate minimum surveillance and maintenance. Materials and components not specifically stated in this specification and which are necessary for meeting the requirements of this specification, shall be included in the scope of supply. Whether called specifically or not, all accessories required for monitoring, control, protection, mechanical and electrical interlocks and logic requirements for the switchboards are deemed to be considered as part of the switchboard supplier’s scope of supply.

2.0 SCOPE OF SUPPLY The following Switch Board shall be supplied in line with this specification and Single

Line Diagram.

2.1. TECHNICAL PARTICULARS OF SWITCH BOARD (DATA BY PURCHASER)

a) Note: - (Below mentioned specification is for 11kV panel consists of two incomer,

one bus coupler and six transformer outgoing feeder, two spare feeders, totally 12 panels including link panel as per single line diagram. All the feeder panel width shall not be less than 800mm).

b) The panel shall be floor mounted. c) HV cable termination height from the gland plate in the cable compartment shall be

minimum 750 mm. If the supplier is unable to meet this requirement within the panel, then cable pans at bottom of the panel can be used for meeting the requirement.

d) All the control relays shall be model of MVAX, MVAJ & MVAA only.

2.2 Submission of Drawings/Documents and Software The drawings and documents shall be submitted as per table below:

Instruments supplied. Detailed calculations shall be provided and the same shall be approved on an appropriate stage.

4.0 LIST OF APPLICABLE DOCUMENTS/DRAWINGS 4.1 Codes and standards

The design, material, construction, manufacture, inspection, testing and performance of the 11 kV Switch Board offered shall comply with all currently/latest applicable standards (including amendments thereto), regulations and safety codes in the locality where the equipments will be installed. Nothing in this specification shall be construed to relieve the Supplier of his responsibility. Where no standards are available, the supply items shall be of good quality and workmanship and backed by test results. Any supply items which are bought out by the Supplier shall be procured from those MANUFACTURERS approved by the PURCHASER. In case of conflict between the standards, stringent specifications out of these standards shall govern, whereas in case of conflict between the standards and this specification, requirements of this specification shall govern. Other National Standards are acceptable if they are established to be equivalent to or superior to the listed standards. In all such cases, however, copies of English version of such National standards shall be attached with the tender. The tenders not complying with this requirement are liable for rejection. 5.0 DESIGN AND MANUFACTURING/CONSTRUCTIONAL

5.1 SWITCH BOARD CONSTRUCTION

5.1.5 Necessary hardware for embedment in the base frame assembly/RCC ironite floor foundation

Shall be provided along with panel as per manufacturer’s standard installation plan. The foundation and installation details along with the drawing shall be submitted after award of contract during the time of drawing approval.

5.1.6 Internal Arc Classification (IAC)

Switch Board shall be qualified as Internal Arc Classified (IAC – AFLR) with respect to personnel protection in the event of an internal arc. Switch Board shall have passed internal arc faulted containment testing for each compartment for 0.1 second at the rated fault current 25 kA rms. Panel shall be type tested as per IEC 62271-200 Ed 2.0 - 2011 Annexure-A.

5.1.7 Pressure Relief Devices / Pressure Discharge flaps

Bus bar compartment shall be fitted with a flap on its top surface. The pressure generated by the internal fault shall make it open, allowing the gas to pass out. If applicable, Suitable arc gas exhaust channel/duct with required vermin proof arrangement as per the manufacturer’s type tested design shall be positioned above the switchgear and/or shall run along its whole length.

5.1.8 Vermin proof arrangement Switchboard shall be totally enclosed and vermin proof. If necessary, openings for natural ventilation such as louvers and ventilation box shall be provided with stainless steel wire mesh from inside.

5.1.9 Degree of protection of enclosure (IP Class)

IP 2X for the partition between compartments IP 4X for switchboard.

5.1.21 Separate compartments for Bus Bar, Circuit Breaker, Cable and LV Instruments.

5.1.22 Main Bus Bar Compartment Shall be as per manufacturer’s type tested design. The bus bar compartment shall run from end to end without any inter panel barriers so as in the event of internal arc inside the bus bar compartment, the arc will travel along the length of the switchboard. (or) The bus bar compartment shall be segregated from each other by metallic partitions and the bus bar shall run through seal off epoxy bushings.

5.1.23 Accessing arrangement to bus bars

Wherever maintenance is envisaged such as tightening of bus bar joints, the design shall allow access for the same with tools. Bus bars shall be accessible either from rear or front or from top for maintenance purpose.

5.1.24 Panel Housing Panel housing shall be made from the OEM/Switch board manufacturer only.

5.1.25 Breaker compartment door Separate, with lockable handle. (Design with breaker trolley as the front cover is not acceptable).

5.1.26 Cable compartment Cable termination compartment shall be suitable for terminating 2R x 11 kV (E), 3C x 400 sq.mm armored Cable using “Raychem/3M” make heat shrinkable end termination kit with safe and adequate working clearance.

Shall be provided with heat shrinkable insulation tube of adequate thickness to withstand maximum system voltage (12 kV). All joints shall be shrouded by flexible easily removable type (button type) insulation material for maximum system voltage. Sleeves shall be high resistance to arcing and tracking. Sleeves should be designed in such a way that it should have proper heat dissipation so that running temperature of the insulated bus bar does not exceed that of bare bus bar. Shall be flame retardant and non-halogen based material reduces flammability and the toxic and corrosive effects in fire situations.

5.2 VACUUM CIRCUIT

BREAKERS

e) Suitable mechanical de-latching facility shall be provided for the spring charging mechanism so that in the event of failure of spring charge limit switch, the drive mechanism shall get automatically de-coupled.

5.4.3.3 Requirement of breaker either in service or test position:

(a) Closing from local / remote selector switch

Only when local / remote selector switch is in respective position.

(b) Tripping of breaker When local/remote selector switch is in local / remote position, breaker can be tripped in local via TNC switch (Electrical), Trip push button (Mechanical), and emergency push button and from remote via SCADA trip signal.

5.4.3.4 Safety Shutter: (a) Automatic safety metallic

5.5 INSTRUMENT TRANSFORMERS: 5.5.1 CURRENT

TRANSFORMERS (CT): Shall be epoxy cast resin type with insulation class ‘B’ or better. For other details refer clause no 2.1(5). (Technical particulars given by Purchaser).

5.5.1.1 Access to CT terminals If the CTs are located in the cable compartment, the terminals of CT shall be easily accessible and the same shall be facing towards the cable termination side and not towards bus bar side. Shall have appropriate polarity marks.

5.5.1.2 FRP/SMC barriers between CTs Shall be provided. 5.5.2 POTENTIAL TRANSFORMER (PT): 5.5.2.1 Type Shall be draw out, single pole version, epoxy

cast resin type with insulation class ‘B’ or better. For other details refer clause no 2.1(5). (Technical particulars given by Purchaser).

5.5.2.2 Mounting Line PT shall be mounted in a separate draw out carriage. In case of truck mounted breaker, line PT shall be provided in a separate panel. The Line PT shall also be mounted on breaker trolley.

5.5.2.3 HV Neutral The HV neutral connection to earth shall be easily accessible for disconnection during HV test.

5.5.2.4 Shutters Metallic shutters shall be provided to automatically seal off the high voltage spouts when PT is withdrawn.

5.5.2.5 Protection Shall be protected on both sides with current limiting fuses/MCBs.

5.5.3 Inspection IGCAR shall carry out pre-dispatch inspection on instrument transformers (CTs & PTs) at Manufacturer’s works with the co-ordination of Switch Board manufacturer.

iii) Adequate number of auxiliary contacts shall be provided for indication, Electrical interlocks with downstream and upstream CBs

5.6.9 Key locking facility Key locking facilities should be available for blocking of operation of the earthing switch for both closed and open positions.

5.6.10 Any kind of earthing truck for feeder or bus bar

Programming software and communication cord for offered relays shall be included in the scope of the supply.

5.13.7 SCADA interface port RS485 or RJ45 port or Optical port for interfacing with SCADA on IEC 61850/modbus protocol. If relays have any other rear port hardware/software required to achieve the above said compatibility will be the scope of Supplier.

5.13.8 PC interface port Relay shall have USB/RS232 front port for configuration / data downloading using PC. Cost of licensed software and communication cord required for programming of offered relays shall be included in cost of switchgear.

5.13.9 User interface Minimum of 32 characters alphanumeric LCD display with backlit and keypad. It should be possible to access and change all settings and parameters without the use of PC.

5.13.10 Relay characteristics Relay shall integrate all necessary protections for different applications in accordance with IS and IEC. Relay shall provide wide setting ranges and choice of all IEC, IEEE and other tripping curves through a minimum of two setting groups.

5.13.11 Event and Fault records Relay shall have the facility of recording of various parameters (current, voltage, waveforms during faults etc.,) during event/fault with option to set the duration of record through settable pre-fault and post fault time with 1ms accuracy. Relay shall store records for last minimum 200 events and 5 faults minimum. It should be possible to download records locally to PC or to remote SCADA.

During accidental Opening/removal of Bus Coupler (BC) breaker rear door: The safety system shall be wired in such a way that the Incomer – 1 CB and Bus Coupler CB should trip when power feed from incomer-1. The safety system shall be wired in such a way that Incomer – 2 CB and Bus Coupler CB should trip when power feed from incomer-2. During accidental Opening/removal of link panel rear door: The safety system shall be wired in such a way that Incomer – 2 CB and Bus Coupler CB should trip.

Rear cover interlock with Castle Lock & Key: Castle locks will be provided on each breaker front frame and top rear cover of respective panel. Single key shall be provided for each set of locks for each feeder. While breaker is in “Service” position, rear cover (cable compartment cover) cannot be opened for that panel, as rear covers are locked with castle lock and key shall be “withheld” in the castle lock of the breaker. To open the rear covers, breaker has to be racked out from “Service” to “Test” position, then castle key to be removed and same key to be inserted to castle lock of the rear cover to unlock.

Note: Any equivalent systems which can meet above safety requirement will be finalized during drawing approval stage.

(b) Capacitive Voltage Detecting (CVD) system

a) In all incomer, Bus coupler and link panel, CVD shall be provided to indicate visually “the cable is in live” the indication instrument shall be provided and the same shall be mounted suitably on the front side of LV compartment.

b) The device shall not require any auxiliary power and the same shall be field testable.

submission 5.20.1 Pre-dispatch inspection (a) All the Items covered by this

specification to be supplied by the manufacturer shall be offered for Pre-dispatch inspection to the Engineer-in-Charge or his authorized representative. Items/Components found unsatisfactory as to workmanship or materials shall be removed by the Switchgear manufacturer and replaced at no extra cost with Items/Components which are satisfactory.

(b) All the Items/Components covered by this specification to be supplied by the Switchgear manufacturer shall be dispatched only after obtaining the written Shipping Release from the Engineer-in-Charge. Waiving off pre-

5.27 SHIPPING a) The bidder/manufacturer/supplier shall ascertain at an early date and definitely before the commencement of manufacture, any transport limitations such as weights, dimensions, road culverts, overhead line, free access etc., form the Manufacturing plant to the Project site. Bidder shall furnish the confirmation that the proposed packages can be safely transported, as normal or oversize packages up to the site. Any modifications required in the infrastructure and cost thereof in this connection shall be brought to the notice of the Purchaser.

b) The bidder/manufacturer/supplier shall be responsible for all transit damage due to improper packing.
